Land Commodification: New Land Development and Politics in China since the Late 1990s

Abstract This article examines the development of the land market in China since the late 1990s. It analyses new practices in which urban space is commodified through ad hoc market development, and argues that the structure of the land market is indeed becoming more complicated and that land sales are pervasive and rampant. Under such circumstances, the state has rearticulated its function in land governance in order to apply a more consolidated regulatory power. The politics behind the development of the land market and the rearticulation of the state are explored with reference to the changing role of the state in land commodification. It is argued that, if we understand the market as an emerging institution, the development of the market has been supported by the state. Regulatory land control is becoming a new way for the state to be involved in space commodification. Résumé Cet article porte sur l'évolution du marché foncier en Chine depuis la fin des années 1990. Il analyse de nouvelles pratiques par lesquelles l'espace urbain est marchandiséà travers le développement de marchés spécifiques; de plus, il montre que la structure du marché foncier devient vraiment plus compliquée et que les ventes de terrains se généralisent à grande échelle. Face à cette situation, l'État a réorganisé sa fonction en matière de gouvernance foncière afin d'exercer un pouvoir régulateur plus intégré. La politique à la base de l'essor du marché foncier et la réorganisation étatique sont examinées au regard du nouveau rôle de l'État dans la marchandisation des terrains. Si on considère le marché comme une institution émergente, son développement a donc reçu le soutien de l'État. Ce dernier trouve dans le contrôle régulateur du foncier une nouvelle façon d'être partie prenante dans la marchandisation de l'espace. [source]


Mumbai's Development Mafias: Globalization, Organized Crime and Land Development

Abstract For over a decade, researchers have analyzed the effects of liberalization and globalization on urban development, considering the local political implications of shifts at the national and global scales. Taking the case of Mumbai, this article examines how the past 15 years of political reforms in India have reshaped property markets and the politics of land development. Among the newly empowered actors, local criminal syndicates, often with global connections, have seized political opportunities created by these shifts to gain influence over land development. The rise of Mumbai's organized criminal activity in the 1950s was closely linked to India's macroeconomic policies, with strict regulation of imports fuelling the growth of black market smuggling. Liberalization and deregulation since the early 1990s have diminished demand for smuggled consumer goods and criminal syndicates have since diversified their operations. With skyrocketing real estate prices in the 1990s, bolstered by global land speculation, the mafia began investing in property development. Supported by an illicit nexus of politicians, bureaucrats and the police, the mafia has emerged as a central figure in Mumbai's land development politics. The article examines the structural shifts that facilitated the criminalization of land development and the implications of mafia involvement in local politics. Résumé Depuis plus d'une décennie, les chercheurs ont analysé les effets de la libéralisation et de la mondialisation sur l'aménagement urbain en étudiant les implications politiques locales de transformations effectuées à l'échelle nationale et planétaire. Prenant le cas de Mumbai, cet article examine comment les réformes politiques des quinze dernières années en Inde ont reconfiguré les marchés immobiliers et les politiques d'aménagement foncier. Parmi les nouveaux acteurs, les syndicats du crime locaux, opérant souvent dans des réseaux internationaux, ont saisi les occasions politiques créées par ces changements pour gagner en influence sur l'aménagement foncier. A Mumbai, l'activité accrue du crime organisé dans les années 1950 était étroitement liée aux politiques macroéconomiques de l'Inde, une réglementation stricte des importations alimentant l'essor de la contrebande sur le marché noir. Depuis le début des années 1990, libéralisation et déréglementation ont réduit la demande pour les biens de consommation de contrebande, poussant les syndicats du crime à diversifier leurs opérations. Face à la montée en flèche des prix de l'immobilier dans les années 1990, aidée par la spéculation foncière mondiale, la mafia a investi dans la promotion immobilière. Diversified Agriculture, Land Use, and Agrofood Networks in Hawaii,

Abstract: Agriculture dominated the culture and economy of Hawaii until the mid-twentieth century, but has since been in a prolonged state of decline. This article examines strategies in Hawaii's diversified agriculture that seek to revitalize its agrarian sector and the difficult challenges these efforts face within the globalized agrofood systems. Drawing from the actor-network perspective, this article suggests an alternative approach to developing Hawaii's diversified agriculture. Networks of social actors that include growers, processors, gourmet chefs, retailers, and consumers have been able to create viable diversified agriculture in spite of the globalized agrofood systems. The article then discusses how the politics of land use and land development could condition Hawaii's ability to build networks that are critical to the maintenance of a diversified agricultural sector. The effects of continuous and pulsed exposures of suspended clay on the survival, growth, and reproduction of Daphnia magna

Abstract Suspended sediments are a natural component of aquatic ecosystems, but anthropogenic activity such as land development can result in significant increases, especially after rain events. Continuous exposures of suspended clay and silt have been shown to affect growth and reproduction of Cladocera, leading to a decrease in population growth rate. The mechanism of clay toxicity in these filter-feeding organisms is clogging of the gut tract, resulting in decreased food uptake and assimilation. When placed in clean water, daphnids can purge clay from their gut and recover. In many surface waters, aquatic organisms experience episodic exposures of high concentrations of suspended solids driven by rain events. However, little is known about the consequences of pulsed exposures on individuals and populations. The objective of the present study was to characterize the effects of continuous and pulsed exposures of natural and defined clays on survival, growth, and reproduction of Daphnia magna. Two defined clays, montmorillonite and kaolinite, as well as clay isolated from the Piedmont region of South Carolina, USA, were used. Continuous exposures of clays elicited a dose dependent decrease in survival. Toxicity varied depending on clay source with montmorillonite,>,natural clay,>,kaolinite. Pulsed exposures caused a decrease in survival in a 24 h exposure of 734 mg/L kaolinite. Exposure to 73.9 mg/L also caused an increase in the time to gravidity, although there was not a corresponding decrease in neonate production over 21 d. No significant effects resulted from 12 h exposures even at 730 mg/L, almost 10 times the 24-h reproductive effects concentration. Optimal farm size in an uncertain land market: the case of Kyrgyz Republic

Option value theory; Farm size; Uncertainty; Irreversibility Abstract This article applies a real options model to the problem of land development. Making use of the 1998,2001 Kyrgyz Household Budget Survey, we show that when the hypothesis of decreasing return to scale holds, the relation between the threshold value of revenue per hectare and the amount of land cultivated is positive. In addition, the relation between the threshold and the amount of land owned is positive in the case of continuous supply of land and negative when there is discontinuous supply of land. The direct consequence is that, in the first case, smaller farms will be more willing to rent land and exercise the option where, in the second case, larger farms will exercise first. The results suggest three main conclusions: (i) the combination of uncertainty and irreversibility is an important factor in land development decisions, (ii) farmer behavior is consistent with the continuous profit maximization model, and (iii) farming unit revenue tends to be positively related to farm size, once uncertainty is properly accounted for.
