Best Practice in Temporary Labour Migration for Development: A Perspective from Asia and the Pacific

The dominant mode of international migration in Asia and the Pacific is temporary contract migration of low-skilled workers. The potential for such migration to deliver significant development dividends to origin communities is substantial because of its large scale and the fact that most migrant workers return to their home community. However, there are a number of barriers that are intervening to dampen these potential positive effects, such as high transaction costs, high costs of sending remittances, and the fact that some areas of origin lack the infrastructure and potential for productive investment. Moreover, destination countries have been very welcoming of high skill temporary migrants but highly restrictive in their attitudes toward their low skill counterparts. This paper discusses the lessons of best practice in temporary labour migration programmes in the region, which can help to overcome these obstacles reducing the positive development impacts of migration. It assesses, in turn, best practice separately for each stage of the labour migration process -- recruitment and selection, and pre-departure preparation -- at the destination and on return. In conclusion, a number of the barriers which impinge on Asian Pacific countries' ability to introduce and sustain best practice are discussed. These include the need for capacity building, lack of cooperation between origin and destination countries, lack of data, poor governance of labour migration a failure among governments to recognise the significance of migration and the need for more "development friendly" migration policies in destinations. Foreign Direct Investment, Infrastructure and the Welfare Effects of Labour Migration

A model of a small open economy with open capital and labour markets is presented. Labour demand is based on capital mobility and increasing returns in production. Migration decisions are based on the relative attractiveness of regions in terms of the stock of infrastructure, including its tax cost and the degree of congestion, and the level of wages prevailing. Equilibria are not Pareto efficient because individuals do not take account of the impact of their actions on the level of wages prevailing, the extent of the tax base to finance infrastructural provision, or the degree of congestion. The model generates new insights into a range of policy issues that surfaced over the course of the recent Irish boom. [source]


Labour Migration, Neoliberalism and Ethno-politics in the New Europe: The Latvian Case

Abstract:, The accession of the new European Union (EU) member states of Eastern Europe has highlighted ambivalence towards migration within the older member states. That same ambivalence has been less frequently discussed in the new. The former Soviet republic of Latvia serves as a case study of a new member state facing intensified pressure to accept inward migration to meet labour shortages, in part, a consequence of EU accession. Confounding appropriate political and policy responses is the sensitive issue of "ethnic balance", a troubled "legacy" of Latvian history. This has been characterised as comprising a "regime of discrimination" against the Russian-speaking minority. In the context of changes in the global migratory landscape, the potential for a renewed of regime of discrimination is emerging, based on an ethno-politics that has wider European resonance. Abstract This study involves an investigation of changes in older people's living arrangements in the context of a 4-round panel design from the Kanchanaburi Demographic Surveillance System (KDSS), Thailand. The respondents were 2320 persons aged 60 and above, who were co-residing with family members in addition to, or other than, their spouse at the time of the first round of the census. Survival analysis is used to interpret the data. Results indicate that labour migration plays an important role in changes in the living arrangements of older people. Migration increases the risk of living alone. Other demographic and socio-economic factors of importance include the marital status of older people, economic security, household assets, household size, and household members living nearby. Why is Employment Protection Stricter in Europe than in the United States?

I argue that the reason why the United States prefers a lower level of employment protection than the European countries lies in the differences in gains and costs from geographical mobility. I present a model in which labour migration and employment protection are both determined endogenously. The labour market is modelled within a matching framework, where the employment protection reduces both the job finding and job firing rates. Countries with low migration costs and high economic heterogeneity may prefer no employment protection so that workers can move quickly to better horizons rather than being maintained in low productive activities. International labour migration and tacit knowledge transactions: a multi-level perspective

Abstract There has been limited research on the role of international migration in the transfer of tacit knowledge, as opposed to skills and capital. In part, this results from lack of engagement between research on migration and that on knowledge and learning, even in debates concerning the relative importance of distanciated versus localized knowledge transfers. However, positioning international migration in relation to the literature on knowledge management opens up new perspectives on its role in the overall transfer of knowledge in the economy. Starting from the premise that all tacit knowledge transactions are socially situated, in this article I set out a multi-level approach to understanding the role of migrants in knowledge exchanges. The national, the urban and the firm constitute key levels in this study, although these are understood as interfolded rather than as discrete sites of analysis. [source]

International Labour Migrants' Return to Meiji-era Yamaguchi and Hiroshima: Economic and Social Effects

International labour migration from Meiji era (1868,1912) Japan was intensely concentrated: over 60 per cent of the 29,000 participants in the government-managed Hawai'i emigration programme (kan'yaku imin, 1885,1894) came from seven coastal counties around the Hiroshima-Yamaguchi prefectural border in southwest Japan. Almost half of the emigrants became long-term settlers instead of returning to their hometowns, but this paper examines what happened to returning emigrants and to their home communities. Since the migration was primarily economic in nature, the effect of migrant earnings was carefully monitored and is frequently cited by scholars. Surveys showed high rates of debt repayment and savings, and improved living conditions, but investment and entrepreneurship were limited. High-emigration regions rarely became economic centers of any importance. Less carefully studied are non-economic effects, partially because the labour programme was structured to minimize contact with Hawaiian or Caucasian culture, and thus returnees had little cultural experience to transfer to their hometowns. Local officials in Yamaguchi seemed proud of the lack of social change. Even long-term sojourners, who returned due to family needs after a decade or more overseas, exhibited no readjustment difficulties. Returnees, particularly in Yamaguchi, sometimes moved on to Japanese colonial territories, creating multilateral and complex relationships with overseas communities. This sojourning migration, like contemporary analogs, was a powerful form of poverty relief in the midst of dislocating globalization, but did not produce a rise in entrepreneurship or a Westernization of local culture. Because this sojourning migration was structurally similar to our modern-day patterns, it provides evidence of the longevity of those patterns and the possible long-term effects, and raises questions about our expectations for migration policy. Retour des travailleurs migrants internationaux de l'ère Meiji à Yamaguchi et Hiroshima: effets économiques et sociaux Au Japon, la migration internationale de main-d',uvre de l'ère Meiji (1868,1912) a été très concentrée: plus de soixante pour cent des 29 000 participants au programme gouvernemental d'émigration à destination d'Hawaï (kan'yaku imin, 1885-1894) venaient de sept régions côtières proches de la limite entre les préfectures d'Hiroshima et de Yamaguchi dans le Sud-Ouest du Japon. Sachant que la moitié des émigrants sont devenus des résidents de longue durée et ne sont pas rentrés dans leur communauté d'origine, le présent document s'intéresse à ceux qui ont fait le choix inverse. Etant donné que cette migration était principalement de nature économique, les effets des gains des migrants ont étéétudiés avec attention et sont souvent cités par les chercheurs. Si des enquêtes ont révélé des taux importants de remboursement de dettes et d'épargne, ainsi qu'un niveau de vie en hausse, les investissements et la création d'entreprises, en revanche, sont restés limités. On a rarement vu des régions à fort taux d'émigration devenir des centres économiques d'importance. Morocco's Migration Experience: A Transitional Perspective1

ABSTRACT Using a ,transitional' perspective on migration, which combines three theoretical approaches on dynamic development-migration linkages, this paper interprets the evolution of migration within, from, and to Morocco over the twentieth century. Colonization and the incorporation of rural areas, along with a certain level of socio-economic development, have spurred internal and international wage labour migration both within Morocco and from Morocco to Europe. Migration seems to be the result of development rather than the lack of development. Populations from highly marginalized regions were less likely to participate in migration than populations from the three, moderately enclosed "migration belts" which had established traditions of pre-modern, largely circular migration. At the onset of large-scale emigration in the 1960s, the spatial patterns of labour migration were significantly infuenced by colonial bonds with Spain and France, selective labour recruitment, and Moroccan selective passport issuance policies. However, the influence of such policies rapidly decreased due to the effects of migration-facilitating networks. Increasingly restrictive policies coincided with a growing reliance on family migration, permanent settlement, undocumented migration, and the exploration of new migration itineraries, and had no success in reducing migration levels. Alongside patterns of decentralizing internal migration, a spatial diffusion of international out-migration has expanded beyond the historical migration belts in response to new labour opportunities in southern Europe. Persistent demand for migrant labour, along with demographic factors and increasing aspirations, suggest that migration over formally closed borders is likely to remain high in the near future. However, in the longer term, out-migration might decrease and Morocco could increasingly develop into a migration destination for migrants from sub-Saharan Africa, a transition process which may already have een set in motion. Return Migration by German Guestworkers: Neoclassical versus New Economic Theories

Neoclassical economics and the new economics of labour migration posit very different motivations for international migration. The former assumes that people move abroad permanently to maximize lifetime earnings whereas the latter assumes they leave temporarily to overcome market deficiencies at home. As a result, the two models yield very different conceptualizations of return migration. We draw upon each theoretical model to derive predictions about how different variables are likely to influence the probability of return migration. We use data from the German Socio,economic Panel to test specific hypotheses derived from each model. Finding some support for both perspectives, we suggest that migrants may be heterogeneous with respect to their migratory motivations. If so, then parameters associated with the determinants of return migration in any population of international migration will reflect a blending of parameters associated with two distinct economic rationales. Equations estimated separately for remitting and non,remitting migrants lend support to this interpretation, meaning there may not be one unitary process of return migration, but several. [source]


Regional Organizations and Intra-Regional Migration in Sub-Saharan Africa: Challenges and Prospects

Africa is a region of diverse migration circuits relating to origin, destination and transit for labour migrants, undocumented migrants, refugees and brain circulation of professionals. This article outlines major migration configurations in the region, and the role of two vibrant subregional organizations , Economic Community of West African States and South African Development Community , in facilitating, containing or curtailing intra-regional migration which takes place within diverse political, economic, social and ethnic contexts; the transformation of brain drain into brain circulation; and commercial migration in place of labour migration within the region. Despite overlapping membership, wavering political support, a poor transportation network, border disputes and expulsions, these subregional organizations are crucial for the region's collective integration into the global economy, and to enhance economic growth and facilitate labour intraregional migration. Free movement of persons without visa, adoption of ECOWAS travellers' cheques and passports, the creation of a borderless Community; and the granting of voting rights and later citizenship and residence permits by South Africa to migrant workers from SADC countries are positive developments. These organizations need to foster cooperation between labour-exporting and recipient countries, implement the protocols on the right of residence and establishment; promote dialogue and cooperation in order to harmonize, coordinate and integrate their migration policies as envisioned by the 1991 Abuja Treaty establishing the African Economic Community. Migrant women in male-dominated sectors of the labour market: a research agenda

Abstract There is a growing literature on female labour migration, but much of this focuses on women who move to work in labour-market sectors where a large proportion of workers are women. This paper argues that there has been much less study of women who migrate to work in male-dominated sectors of the labour market, and explores the nature of this lacuna within research on female migration. It then highlights the increasing presence of women migrants in the ICT sector as one example of an area that has received little study. Finally, the paper explores some reasons why a study of female migrant's experiences in male-dominated sectors of the labour market is important, and what it can add to existing research on female migration more generally. In particular, it urges us to view gender as it intersects and overlaps with other social divisions to produce complex landscapes of female mobility. Copyright © 2007 John Wiley & Sons, Ltd. Borderland livelihood strategies: The socio-economic significance of ethnicity in cross-border labour migration, West Kalimantan, Indonesia

Abstract This paper explores cross-border ethnic relations as an important socio-economic strategy for the borderland Iban population in West Kalimantan, Indonesia. Iban seeking more lucrative wage work have long used their ethnic identity to facilitate circular labour migration across the international border into Sarawak, Malaysia, a strategy which has also compromised their claims to Indonesian citizenship. Drawing on long-term field research among the West Kalimantan Iban, we examine the close interconnections among cross-border labour migration, ethnicity, identity, and citizenship, and how this plays into contemporary issues related to Indonesian political and economic change.
