Solution to the Dilemma of the Migrant Labor Shortage and the Rural Labor Surplus in China

C25; J60; N55 Abstract Since 2003, China's labor market has been facing two coexisting crises: a rural labor surplus and a severe shortage of migrant labor. Using data from the 2000 China Health and Nutrition Survey questionnaire, which covers 288 villages in 36 counties, this paper attempts to find a solution to this dilemma. Specifically, a multinomial logit model, a Mincer-type model and a probit model are applied to examine the effect of educational level on the employment choices for rural laborers, and on the wages and the employment status of migrants. Based on the results of our analysis, we propose the implementation of policy aimed at increasing the educational level of rural dwellers, in conjunction with other policies to eliminate all artificial barriers, to facilitate the migration of rural laborers. Before the reform in the 1960s, twin vicious circles perpetuated the shortages of foreign exchange and labor skill, and prevented the Korean economy from realizing its considerable growth potential. The breakthrough came when the Japanese labor shortage facilitated Korean exports, after economic normalization between the two countries. The reformed institutions reduced rent-seeking and refocused Korean managerial efforts to pioneering activities. Moonlighting in a High Growth Economy: Evidence from U.S. State-Level Data

Despite the prevalence of multiple jobholding, there is relatively little research into its causes. Existing research has tested the predictions of standard labor models with micro data. Yet, there has been virtually no research into the relationship between moonlighting and structural differences in regional labor markets such as wages and employment growth. In this manner, this study examines the large differences in multiple jobholding rates across U.S. states. The findings indicate that multiple jobholding acts as a short-term shock absorber to cyclical changes. However, in the long-term, these effects dissipate, indicating that moonlighting plays a similar role as do changes in unemployment and labor-force participation to regional labor market shocks. Conversely, multiple jobholding rates are inversely related to average weekly earnings. Thus, job growth accompanied by real wage (and productivity) growth may result in a decline in multiple jobholding, further exacerbating potential labor shortages. Other key factors found to influence multiple jobholding include occupational structure and education. [source]


Family Changes in the Context of Lowest-Low Fertility: The Case of Japan

Abstract: Japan has currently one of the lowest-low fertility rates in the world. Low fertility in Japan is due to the extreme postponement of marriage and childbearing, and their weak recuperation in women in their 30s, as well as very low levels of cohabitation and extra-marital fertility. Both changing and unchanged aspects of families are related to lowest-low fertility in Japan. Although premarital sexual activities have increased, women's contraceptive initiative is very weak: they may be connected with weak partnership formation. "Parasite singles", "freeters", or "NEETs", probably related to weak family formation, have increased, but they may be connected with strong filial bondage derived from the traditional family system, i.e. Women have been normatively, educationally, and occupationally emancipated, but gender norms are currently divided in half among Japanese people, which may deter the revising of working conditions for women with children, leading to delaying family formation among working women. Lowest-low fertility conversely brings about family changes. Its direct effect is the increase of lifetime celibacy and childless couples, which may jeopardize the universality of families. Its indirect effect is through policy response to low fertility as well as labor shortages and population aging: recently, both family and labor policies have been strengthened to make it easier for working women to continue their jobs after marriage and childbirth, which might in turn promote family formation in Japan. Part-time employment; involuntary part-time; regional labor markets; labor shortages Abstract. Economics know little about how the role of part-time workers affect regional labor market dynamics during economic expansion. This study examines this issue using U.S. state data from the 1980s and 1990s. Compared to the 1980s, the labor market during the late 1990s is associated with widespread labor shortages, making this an excellent comparison of how part-time employment responds to economic growth. One key finding is that part-time employment was less responsive to job growth during the 1990s than the 1980s, especially for women. Several explanations are put forth, including firm responses to labor shortages, employer perceptions of inferior part-time worker characteristics and welfare reform. [source]
