Selected AbstractsDiplomacy Interrupted?: Macmahon Ball, Evatt and Labor's Policies in Occupied Japan,AUSTRALIAN JOURNAL OF POLITICS AND HISTORY, Issue 2 2006Christine de Matos Historiography on the Australian political and diplomatic role in the Allied Occupation of Japan (1945,1952) gives disproportionate attention to the meetings between the Australian Minister for External Affairs, H.V. Evatt, and the Supreme Commander for the Allied Powers in Japan (SCAP), General Douglas MacArthur, in Tokyo during 1947. These meetings are then linked to the subsequent resignation from the Allied Council for Japan (ACJ) of William Macmahon Ball, an Australian academic representing the British Commonwealth, and used to justify the claim that Australian policy towards Occupied Japan was unpredictable and ad hoc. This attention to Ball's resignation has distorted analysis of Australia's role in, and policies towards, Japan during the Occupation. This article argues that there is a need to develop a new historical discourse for the Australian role in the Occupation, one that moves beyond the intrigues of personalities and investigates diplomatic policy practice and its underlying ideals. This, in turn, may encourage other scholars to rethink the wider conduct and practice of foreign policy under the Labor governments of the 1940s. Special features of a typical industrial robot are described. Specific ergonomics problems are identified and discussed: sociopsychological factors, systems safety design, communications, training, and workplace design. For the successful implementation of industrial robots, management should take timely action with regard to advanced planning procedures, user involvement plans, communication channels, company labor policies, and continuous training programs. Although trade unions have become more autonomous since the lifting of martial law in the mid-1980s, trends such as the privatization of state-owned enterprises, industrial restructuring, flexible employment practices, and importation of foreign workers hinder union development. The millennium may represent a turning point for workers and their organizations because the Democratic Progressive Party (DPP) replaced the Kuomintang (KMT) as the ruling party. This may further union independence and power because the DPP tends to be a more pro-labor party. However, balancing the interests of workers and employers will still be a challenge for the DPP, particularly given employer opposition to many of the DPP's labor policies. [source] Family Changes in the Context of Lowest-Low Fertility: The Case of JapanINTERNATIONAL JOURNAL OF JAPANESE SOCIOLOGY, Issue 1 2008Makoto Atoh Abstract: Japan has currently one of the lowest-low fertility rates in the world. Low fertility in Japan is due to the extreme postponement of marriage and childbearing, and their weak recuperation in women in their 30s, as well as very low levels of cohabitation and extra-marital fertility. Both changing and unchanged aspects of families are related to lowest-low fertility in Japan. Although premarital sexual activities have increased, women's contraceptive initiative is very weak: they may be connected with weak partnership formation. "Parasite singles", "freeters", or "NEETs", probably related to weak family formation, have increased, but they may be connected with strong filial bondage derived from the traditional family system, i.e. Women have been normatively, educationally, and occupationally emancipated, but gender norms are currently divided in half among Japanese people, which may deter the revising of working conditions for women with children, leading to delaying family formation among working women. Lowest-low fertility conversely brings about family changes. Its direct effect is the increase of lifetime celibacy and childless couples, which may jeopardize the universality of families. Its indirect effect is through policy response to low fertility as well as labor shortages and population aging: recently, both family and labor policies have been strengthened to make it easier for working women to continue their jobs after marriage and childbirth, which might in turn promote family formation in Japan. [source] Korean Immigration Policy Changes and the Political Liberals' Dilemma1INTERNATIONAL MIGRATION REVIEW, Issue 3 2008Nora Hui-Jung Kim Recently, Korean low-skilled foreign labor policies have changed in contradictory ways. On the one hand, Korea seems to be moving in a "liberal" direction, because the government is according more rights to foreign workers. On the other hand, Korea seems to be moving in an "illiberal" direction, because the government is according ethnic Korean workers preferential treatment over other foreign workers. I explain this contradictory situation in terms of political liberals' activism. Korean political liberals' activism vis-à-vis migrant workers is two-pronged: first, to afford more rights to all migrant workers and, second, to guarantee equal treatment to all ethnic Koreans. Taken separately, each move is in line with the political liberal principle of promoting nonascriptive, universalistic, and equal treatment. Taken together, these two moves are inherently contradictory , one pushes toward ethnicizing trends and the other pushes toward de-ethnicizing trends of immigration policies. This contradiction, which I call the political liberals' dilemma, divides political liberals and weakens their overall political leverage. [source] Social Change and Social Policy in JapanINTERNATIONAL JOURNAL OF JAPANESE SOCIOLOGY, Issue 1 2009Masayuki Fujimura Abstract This paper aims to present and discuss social change and social policy in Japan after the mid-20th century from a sociological viewpoint. Japanese social change and social policy from the mid-20th century onward can be categorized into three models in chronological order: escape from mass poverty by means of industrialization, improvement of the social security system to establish a welfare state, and parallel progress of aspiration for a welfare society and workfare. Defined concretely, these are (1) the period that established and improved social security, which started immediately after the end of World War II and ended in 1973, when Japan began to suffer from low growth after enjoying high growth; (2) the period in which finance for social security was adjusted, halfway through which the country experienced a bubble economy; and (3) the period after the 1990s, in which the structural reform of social security went hand-in-hand with labor policy and the advent of globalization. In each of the three periods, the direction of social policy was affected by factors that caused changes in such areas as industrial structure (the decline of agriculture), demographic structure (an aging society), and family structure and work pattern (the growing trend of nuclear families, single-person households, and irregular employment). In Japan, life security now attracts increasing attention, and employment security rather than social security has been the central issue. As it is greatly affected by globalization, employment security grows less conspicuous and makes the vulnerability of social security grow more conspicuous. Social policy has the potential to become an area with which to struggle for national integration and fissures between social groups. [source] |
