Selected AbstractsLabor Migration, Remittances and Household Income: A Comparison between Filipino and Filipina Overseas Workers,INTERNATIONAL MIGRATION REVIEW, Issue 1 2005Moshe Semyonov The major purpose of the research is to examine gender differences in patterns of labor market activity, economic behavior and economic outcomes among labor migrants. While focusing on Filipina and Filipino overseas workers, the article addresses the following questions: whether and to what extent earnings and remittances of overseas workers differ by gender; and whether and to what extent the gender of overseas workers differentially affects household income in the Philippines. Data for the analysis were obtained from the Survey of Households and Children of Overseas Workers (a representative sample of households drawn in 1999,2000 from four major "labor sending" areas in the Philippines). The analysis focuses on 1,128 households with overseas workers. The findings reveal that men and women are likely to take different jobs and to migrate to different destinations. The analysis also reveals that many more women were unemployed prior to migration and that the earnings of women are, on average, lower than those of men, even after controlling for variations in occupational distributions, country of destination, and sociodemographic attributes. Contrary to popular belief, men send more money back home than do women, even when taking into consideration earnings differentials between the genders. Further analysis demonstrates that income of households with men working overseas is significantly higher than income of households with women working overseas and that this difference can be fully attributed to the earnings disparities and to differences in amount of remittances sent home by overseas workers. Parrado Despite the historical and numerical importance of international migration between Paraguay and Argentina, the socioeconomic forces affecting the dynamics of the flow remain largely unexplored. This article contributes to the understanding of migration movements between the Latin American countries by analyzing patterns of labor migration from two Paraguayan communities to Argentina. The analysis separates the process of migration into four segments representing different migration decisions that Paraguayan men face throughout their life course: first trip, first return, recurrent trips, and duration of additional trips. Results confirm that Paraguayan migration to Argentina is closely related to individual characteristics and wealth, the extent of migrant networks and experience, and changes in macroeconomic conditions. The relative importance of these factors on migration varies depending on the aspect of migration under consideration. More generally, the analysis shows that unlike migration between Mexico and the United States, Paraguayan migrants to Argentina tend to be positively selected with respect to educational attainment and skills. This reflects the higher transferability of skills between the two countries and the absence of large urban centers attracting internal migrants in Paraguay. In addition, results show that migration between Paraguay and Argentina is very responsive to fluctuations in macroeconomic conditions, particularly income differentials and peso over-valuation. Given major differences in income and wage levels between the EU states and the candidates for membership, casual theorizing suggests that the potential for massive international migration is very high. The fact that such migration has thus far been of modest size by most plausible criteria is attributed to the restrictive policies of the potential destination countries, policies that reflect national interests, in particular protection of labor markets, as perceived by voting majorities. With accession to membership in the EU this factor is removed: a cardinal principle of the Union, established by treaty, is the free movement of persons, including persons seeking gainful employment. The factors governing migratory movements between member states then come to resemble those that shape internal migration. This should facilitate analysis and forecasting. A clear sorting-out of the relevant forces affecting such "internal" migration remains of course an essential precondition for success in that task. An "Information note," entitled The Free Movement of Workers in the Context of Enlargement, issued by the European Commission, the EU's Executive Body, on 6 March 2001, presents extensive discussion of relevant information, opinion, and policy options concerning its topic. Factors Influencing Labour Movement, is a lucid enumeration of the factors migration theory considers operative in determining the migration of workers and, by extension, of people at large, that is likely to ensue upon EU enlargement. This annex is reproduced below. As is evident from the catalog of factors and their likely complex interactions, making quantitative forecasts of future migration flows, envisaged primarily as originating from countries to be newly admitted to the EU and destined for the countries of the current EU15, is exceedingly difficult. This is reflected in disparities among the existing studies that have made such forecasts. Yet there appears to be a fair degree of agreement that major increases in migration are unlikely, suggesting that the overall effect on the EU15 labor market should be limited. Typical forecasts (detailed in the Information note cited above) anticipate that in the initial year after admission, taken to be 2003, total migration from the eight prime candidate countries (the Czech Republic, Hungary, Poland, Slovakia, Slovenia, Estonia, Latvia, and Lithuania: the "CC8") might amount to around 200,000 persons, roughly one-third of which would be labor migration. According to these forecasts, the annual flow will gradually diminish in subsequent years. After 10 to 15 years the stock of CC8 migrants in the EU15 might be on the order of 1.8 to 2.7 million. The longer-run migration potential from the candidate countries would be on the order of 1 percent of the present EU population, currently some 375 million. (The combined current population of the CC8 is 74 million.) Such predictions are in line with the relatively minor migratory movements that followed earlier admissions to the EU of countries with then markedly lower per capita incomes, such as Spain and Portugal. The geographic impact of migration ensuing from enlargement would, however, be highly uneven, with Germany and Austria absorbing a disproportionately large share. Accordingly, and reflecting a prevailing expectation in these two countries that enlargement would have some short-run disruptive effects on labor markets, some of the policy options discussed envisage a period of transition following enlargement,perhaps five to seven years,during which migration would remain subject to agreed-upon restrictions. Few of these studies have viewed labor migration as a security problem between the countries involved. This article attempts to close this gap in the literature by looking at the case study of labor migration from Indonesia and Malaysia from a security perspective and how it affects the relationship between migrants, citizens, and governments of these two countries. The article utilizes securitization theory introduced by the Copenhagen School to explain why, within the last two decades, Malaysian politicians have shifted their treatment of Indonesian migrants from a policy of toleration to one that considers them a security threat against Malaysian society. [source] The Political Impact of Labor Migration in BahrainCITY & SOCIETY, Issue 1 2008LAURENCE LOUËR Abstract This paper shows that, in Bahrain, the main political consequence of migration has been the deepening of state/society conflict. While having old historical roots, this conflict has been fostered in the recent period by the collapse of the "caste system" that, since the 1970s, used to regulate the relations between foreigners and nationals in the labor market by preventing the two groups from being in competition for jobs. I conclude that in order to evaluate the possible political impact of migration in the Gulf States, one has to look first at the structure of the relation between the national population and the migrants, rather than focus on the number of foreigners. This paper describes the importance of historical trade and migration links between Darfur and Libya, and provides a background to the political and economic situation in Libya which has influenced opportunities for Sudanese migrant workers. A case study of the situation of the Darfurian migrants in Kufra (an oasis and transnational trade hub in southern Libya) illustrates how the recent Darfur conflict has affected migration patterns from Darfur and remittance flows in the opposite direction. Official estimates of Darfurian migrant workers in Libya were unavailable but were estimated to be between 150,000 and 250,000. The closure of the national border between Sudan and Libya in May 2003, largely a result of insecurity in Darfur, stopped the traffic of migrant workers between northern Darfur and southern Libya (which prevented the onward travel to Sudan of several thousand migrants in Kufra), and curtailed the well-established trade routes, communications, and remittance flows. The current limited economic prospects for migrant workers in Libya, combined with the threat of detention, difficulties of return to Sudan, and loss of contact with and uncertainty about the fate of their families in Darfur, have created a sense of despair among many Darfurians. The paper concludes with a series of recommendations to improve the conditions of the Darfurian migrants in Libya, including an amnesty for illegal migrants, and also to ease the travel of migrants, promote communications between Libya and Darfur, and support the flow of remittances. However, what is the pecuniary impact of labor immobility on interregional wage inequality? To answer this question, we derive a simple wage gap equation including educational attainment, market potential and provincial border indicators. The regressions based on city and sector-level data show that, other things being equal, the wage dispersions within Chinese provincial borders are significantly less pronounced than those among provinces. Such border effects on spatial wage differentials, which have been shown to pervasively exist in all sectors considered in the present paper, reflect the distortions generated by migration controls. Finally, we show that despite the recent hukou reforms aimed at relaxing the restrictions on population movement, border effects appear to persisted over the period 2003,2005. Drawing on fieldwork, in-depth interviews with Tel Aviv municipal officials, and archive analysis of Tel Aviv municipality minutes, we argue that urban migrant-directed policy elicits new understandings of membership and participation, other than those envisaged by national parameters, which bear important, even if unintended, consequences for the de facto incorporation of non-Jewish labor migrants. The crux of the Tel Aviv case is that its migrant-directed policy bears especially on undocumented labor migrants, who make up approximately 16 percent of the city's population and who are the most problematic category of resident from the state's point of view. In demanding recognition for the rights of migrant workers in the name of a territorial category of "residence," and by activating channels of participation for migrant communities, local authorities in Tel Aviv are introducing definitions of "urban membership" for noncitizens which conflict sharply with the hegemonic ethnonational policy. We suggest that the disjuncture between urban and national incorporation policies on labor migrants in Israel is part of a general process of political realignment between the urban and the national taking place within a globalized context of labor migration. In this article, I draw on ethnographic research with undocumented immigrants in Chicago to examine the everyday strategies that undocumented workers develop to mediate constraints and enhance their well-being. In particular, I explore how a cohort of undocumented Mexican immigrants cultivates a social identity as "hard workers" to promote their labor and bolster dignity and self-esteem. Much of the existing literature on unauthorized labor migration has focused on the structural conditions that encumber immigrants and constrain their opportunities. By shifting the focus to workers' agency, I seek to complement these analyses and show how undocumented immigrants actively navigate the terrain of work and society in the United States. [source] Milk Teeth and Jet Planes: Kin Relations in Families of Sri Lanka's Transnational Domestic ServantsCITY & SOCIETY, Issue 1 2008MICHELE R. GAMBURD Abstract This essay examines the confluence of local and global dynamics, exploring how transnational migration affects and is affected by gender roles, kinship relations, intergenerational obligations, and ideologies of parenthood. Journeying to the Middle East repeated on two-year labor contracts, many of Sri Lanka's migrant housemaids leave behind their husbands and children. Women's long-term absences reorganize and disrupt widely accepted gendered attributions of parenting roles, with fathers and female relatives taking over household tasks. Migrants say that economic difficulties prompt migration, and assess commitment to kin in financial terms. The government also benefits from remittances. Nevertheless, stakeholders (villagers, politicians, and the national media) worry about the social costs born by children. Drawing on interviews with the adult children of migrant mothers in four extended families in the Sri Lankan coastal village of Naeaegama, I examine the long-term effects of transnational labor migration on local households. The case studies do not support media claims that children suffer abuse and neglect in their mothers' absence, but do in part support survey information on reduced education, shifting marriage patterns, and paternal alcohol consumption.
