The Habitats Directive as an instrument to achieve sustainability?

An analysis through the case of the Rotterdam Mainport Development Project
Abstract The Habitats Directive is a key document for the protection of critical natural capital in the European Union. In a manner consistent with the understanding of sustainability in the European Commission, even critical natural capital is subject to trade-offs in favour of economic and social development. This is reflected in Articles 6(3) and 6(4) of the directive. This paper analyses the planning process leading to the approval of the expansion of the port of Rotterdam project , which will significantly affect Natura 2000 , against sustainability criteria. Although it shows that the directive is powerful to promote sustainable planning, the success of the case study was due mainly to elements specific to the particular planning process, namely the use of deliberative public participation mechanisms as well as specific assessment tools. Lessons are drawn and recommendations made to strengthen the Habitats Directive and the national planning processes in relation to projects potentially affecting Natura 2000 sites. The Slovak national SD strategy process: a mix of achievements and shortcomings

Abstract National strategies for sustainable development are gaining increasing recognition as an instrument to reconcile needs of development and environmental protection by improving policy-making procedures. The paper assesses the Slovak sustainable development strategy in the context of two key documents, the National Strategy for Sustainable Development of the Slovak Republic (MESR, 2001a) and the Action Plan for Sustainable Development of the Slovak Republic for 2005,2010 (OGSR, 2005). Focus is mainly placed on horizontal policy integration, but institutional arrangements and mechanisms for implementation, monitoring and review, stakeholder participation and vertical integration are also assessed. Based on the results of a series of interviews with ministerial planners and utilizing the example of the Working Group for Environmental Education, the paper identifies barriers to horizontal policy integration. The main conclusion is that improvement of mechanisms for horizontal policy integration is offset by recession in other areas, including public participation. Understanding service context: development of a service pro forma to describe and measure elderly peoples' community and intermediate care services

Abstract The purpose of this paper was to develop a pro forma which classifies the components of service delivery and organization which may impact on the outcomes of elderly peoples' community and intermediate care services. The resulting analytic template provides a basis for comparison between services and may help guide service commissioning and development. A qualitative approach was used in which key evaluations and reports were selected on the basis that they described elderly peoples' community and intermediate care services. These were analysed systematically using a qualitative (template) approach to draw out the key themes used to describe services. Themes were then structured hierarchically into an analytic template. Seventeen key documents were analysed. The initial coding framework classified 334 themes describing intermediate care services. These items were then clustered into 78 categories, which were reduced to 17 subcategories, then six overall groupings to describe the services, namely; (1) context; (2) reason for the service; (3) service-users; (4) access to the service; (5) service structure; and (6) the organization of care. The resulting analytic template has been developed into a ,service pro forma' which can be used as a basis to describe and compare a range of services. We propose that all service evaluations should describe, in detail, their context in a comparable way, so that other services can learn from and/or apply the findings from these studies. [source]

The School Health Portfolio System: A New Tool for Planning and Evaluating Coordinated School Health Programs

ABSTRACT: The School Health Portfolio System (SHPS), developed originally to evaluate the Florida Coordinated School Health Program Pilot Schools Project, offers a new and innovative system for planning and evaluating a coordinated school health program at the individual school level. The SHPS provides practitioners a detailed but easy-to-use system that enables schools to create new programs or modify existing programs across all eight components of the CSHP model, as well as administrative support critical to sustainability. The System comes packaged as a self-contained, notebook-style manual divided into 15 sections. It includes electronic templates of key documents to guide school teams in creating a customized portfolio, and a list of sample goals and artifacts that confirm achievement of a goal related to the school's coordinated school health program. An evaluation rubric provides a structured method to assess a program portfolio's contents, and the extent to which the contents document achievement of program goals. The rubric produces both a qualitative assessment, such as a narrative summary of program strengths and areas for improvement, and a quantitative assessment, such as a numerical score (0,100), letter grade (A-F), or 5-star system (* - *****). The physical structure, function, and scoring of the rubric depend on the method of assessment. The SHPS enables schools to set goals based on individual school needs, and incorporate CSHP goals into school improvement plans - a critical factor in sustainability and accountability. The System also offers teams the option of coordinating their efforts with CDC's School Health Index as a companion assessment measure. The Law: President Bush's First Executive Privilege Claim: The FBI/Boston Investigation

President George W. Bush staked out an array of positions in protection of government secrecy, including his first use of executive privilege in a congressional investigation. He invoked privilege in a House committee inquiry in December 2001, with respect to Justice Department deliberative documents bearing on serious abuses by the Boston Federal Bureau of Investigation. The ensuing dispute came to a climax in a March 2002 bearing at which the committee invited this author to analyze previous parallel oversight situations. Soon thereafter, the Bush administration effectively surrendered its attempted executive privilege claim and provided the key documents that bad been withheld. [source]
