Selected AbstractsVices and Virtues in Capacity Development by International NGOsIDS BULLETIN, Issue 3 2010Rick James We know what works in capacity development: a succession of studies from official agencies, academics and NGO practitioners have all highlighted similar principles of good practice. But the evidence also suggests that there is a distressing dissonance between what international development agencies know about capacity development and what they implement. This article explores the reasons for this failure. It highlights constraints that arise from the changing aid context and from a lack of resources and skills. Ultimately, however, it concludes that capacity development is driven more by self-interest than by knowledge of what works. Until agencies' pride, greed and self-interest can be restrained, much capacity development will continue to be disappointing and ineffective. But if agencies combine existing professional knowledge with virtues of humility, patience and a genuine commitment to others, then capacity development becomes something that can bring transformation. [source] Globalisation A Threat to Equitable Social Provision?1IDS BULLETIN, Issue 4 2000Bob Decon Summaries This article argues that the current phase of neoliberal globalisation presents a challenge to the prospects for equitable social development in developing and transition economies. This challenge flows partly from the unregulated nature of the emerging global economy and partly from the intellectual currents dominant in the global discourse concerning social policy and social development. In particular the article argues that a combination of the World Bank' s preference for a safety net and privatising strategy for welfare, the self interest of International NGOs in being providers of associated basic education, health and livelihood services, and the World Trade Organisation's push for a global market in health, education and insurance services, is generating a set of global conditions which undermine the prospects for any alternative scenario of equitable public social provision. This disturbing trend is taking place within the context of an apparent shift in the politics of globalisation from fundamentalist economic liberalism to global social concern. [source] Unsettling connections: transnational networks, development and African home associationsGLOBAL NETWORKS, Issue 2 2009CLAIRE MERCER Abstract With the transnational turn in the social sciences attention has now turned to ,global civil society', ,transnational civil society', ,transnational networks' and, most recently, ,migrant' or ,diasporic civil society'. Claims are being made about the developmental potential of these new configurations of civil society, and the global connections forged by migrant and diaspora associational life have been reified into things called ,networks' for the purpose of enrolling them into development policy. In this article, we challenge the network model through an analysis of transnational Cameroonian and Tanzanian home associations. The idea of a network suggests an overly robust and ordered set of linkages for what are in effect often loose and transient connections. African home associations draw attention to the historically-embedded and mundane ways in which forms of associational life can be ,transnational' outside the formalized structures and Eurocentric development hierarchies created by international NGOs and other development institutions. Although they form largely invisible connections operating outside these hierarchies, African home associations unsettle assumptions about the geography of civil society and its relationship with development. Close attention to the histories and geographies of African home associations reveals that power and agency more often lie with migrants and elites within Africa than with the transnational diaspora. [source] The ,partnership' between international NGOs (non-governmental organisations) and local NGOs in BangladeshJOURNAL OF INTERNATIONAL DEVELOPMENT, Issue 5 2006Mokbul Morshed Ahmad Abstract ,Partnership' has become a standard buzzword in the NGO and ,development' world. Until 1980s it was common for many Northern NGOs (NNGOs) to implement their own ,development' programmes and projects. This implementation approach has shifted to one in which local ,partner' organisations are identified and do most of the work, with the NNGOs in a funding and organisational support role. Also many Northern donors started funding the Southern NGOs directly making many NNGOs irrelevant. This paper reviews the current literature on ,partnership' between Northern and Southern NGOs and concludes that the new role of the NNGOs in the North should be to work with governments and business to change policies which create poverty in both the North and the South. It also examines the ,partnership' between a NNGO (Save the Children (UK)) and local NGOs in Bangladesh. There are probably more and bigger NGOs in Bangladesh than in any other country of its size. This paper concludes that in Bangladesh the relationship is led by the financial constraints of the NNGOs not by any intention to build partnership. Here, the cross-cultural management agenda is set out, particularly in terms of the transferability or appropriateness of management knowledge and development interventions. Research propositions are presented that, if supported through future empirical findings, suggest cultural hybridization is a process that can be managed through greater stakeholder involvement, leading to greater appropriateness as well as effectiveness of international NGOs. [source] ,Locals within locals': Cultural sensitivity in disaster aidANTHROPOLOGY TODAY, Issue 3 2008Andrew Wilder The massive influx of Pakistani and international aid workers into conservative areas of northern Pakistan and Kashmir following the devastating earthquake of October 2005 raised challenging issues around cultural sensitivity. This editorial describes the outcome of research conducted by the Feinstein International Center 18 months after the disaster, and highlights the dilemmas confronting organizations committed to the often divergent ideals of respecting local cultures, protecting the rights of staff and promoting gender equality. Reconciling the differing standards that local communities applied to national and international workers, and to male and female staff, proved difficult. Often it was the behaviour of national staff that was perceived by locals as most insensitive, highlighting the need for cultural sensitivity training to extend beyond expatriates. The simplistic and dichotomous language about ,nationals' and ,internationals' or ,locals' and ,foreigners' used by the UN and international NGOs masked the diversity of cultural norms within Pakistan and Kashmir. Taylor's article on the outcome of the San people's court case against the Botswana government. The photo shows Roy Sesana, leader of the San organization First People of the Kalahari and chief appellant in the case, with Gordon Bennett, the San group's lawyer, at the start of the case in July 2004. In the course of the last century, the San or Bushmen of southern Africa became possibly the most studied indigenous group in the world. In addition to suffering land dispossession and violence during the colonial period, their image in the West has long been that of exotic and innocent ,Other', fuelled over time by the work of scientists, anthropologists and filmmakers among others. In recent years the San have become part of wider debates about indigeneity, poverty and development, often in relation to land rights. Many San have formed their own representative institutions and have also entered into relationships with national and international NGOs to campaign for their rights as an indigenous minority. From 2004, San claims to land in the Central Kalahari Game Reserve in Botswana drew unprecedented attention in the international media, due in part to the efforts of local NGOs and the British-based advocacy group Survival International. After protracted court proceedings and much controversy, the case finally came to an end in late 2006. At first sight the outcome appeared to offer victory to San applicants, but matters in the Central Kalahari are far from resolved, raising questions about the role of advocacy groups and the fate of marginalized San groups elsewhere. Both have been circulating in the kula for at least a century and were already famous when Malinowski saw them. He was sure that these valuables were not money because they were not an impersonal medium of exchange, but Marcel Mauss, in a long footnote to The gift, wrote: ,On this reasoning there has only been money when precious things have been really made into currency , namely have been inscribed and impersonalised, and detached from any relationship with any legal entity, whether collective or individual, other than the state that mints them, One only defines in this way a second type of money , our own.' This exchange was in some ways the high point of economic anthropology. The world of national currencies issued and controlled by states and banks must now come to terms with innumerable virtual instruments such as those seen flashing on the screens of the Chicago Mercantile Exchange (below). But, as the current ,sub-prime mortgage' crisis shows, these anonymous money instruments are still closely linked to personal credit. The challenge facing anthropologists today is to renew the legacy of Mauss and Malinowski in ways that illuminate such matters of universal practical concern. In this issue, Keith Hart argues that money, like society itself, is and always has been both personal and impersonal. A pragmatic anthropology should aim to show that the numbers on people's financial statements constitute a way of summarizing their relations with society at a given time. The next step is to explain how these numbers might serve in building a viable personal economy. When we are able to take responsibility for our own economic actions, we will understand better the social forces impinging on our lives. Then it will become more obvious how and why ruling institutions need to be reformed for all our sakes. [source] |
