Selected AbstractsDevolution and Innovation: The Adoption of State Environmental Policy Innovations by Administrative AgenciesPUBLIC ADMINISTRATION REVIEW, Issue 2 2004Alka Sapat Do states act as laboratories for reform? Are state administrative agencies likely to adopt policy innovations? This study analyzes the adoption of environmental policy innovations by state administrative agencies in the area of hazardous waste regulation. Four explanations are developed to explain the factors that affect innovation adoption: the severity of the problem, the importance of institutional factors, the role played by interest groups, and contextual factors. Institutional factors, such as state wealth and administrative professionalism, are important determinants of innovation adoption. State agencies are also likely to adopt innovations to deal with problems created by hazardous waste contamination. In addition, state environmental managers are not directly influenced by interest groups, and the inclusion of all stakeholders is likely to lead to greater support for new policy initiatives. Implications for practitioners are drawn based on the study's findings. [source] The Shaping of San Livelihood Strategies: Government Policy and Popular ValuesDEVELOPMENT AND CHANGE, Issue 3 2002Michael Taylor The importance of understanding the livelihood strategies of poor people has received a fresh impetus over the last few years with the emphasis by many Western donors on poverty reduction. This article examines the livelihood strategies of San people in three villages on the northern peripheries of the Okavango Delta in Botswana. Their economic marginalization is compounded by their ethnic background; a stigma that also marginalizes them politically and socially. The analysis presented here not only challenges stereotypes commonly associated with San by demonstrating the interconnectedness of different means of ,looking for life', but it also brings to the fore the importance of considering institutional factors that regulate livelihood strategies. The article focuses on some of the unexpected consequences of the wider policy environment, and on how the values associated with different ways of life affect material subsistence strategies. These are particularly pronounced for people with a heritage of hunting and gathering living in a society that regards such practices as ,backward'. [source] A Development Delivery Institution for the Tribal Communities: Experience of the National Rural Employment Guarantee Scheme in IndiaDEVELOPMENT POLICY REVIEW, Issue 4 2010Pulak Mishra This article examines the varied impacts of the National Rural Employment Guarantee Scheme (NREGS) as a development delivery institution for the tribal communities vis-à-vis other social groups across the Indian States, using the framework of new institutional economics. A number of State-specific, socio-economic institutional factors seem to be responsible for these variations. The article therefore suggests institutional reforms and convergence of the development initiatives of the Ministry of Tribal Affairs with the NREGS in order to realise the optimal potential of the scheme, and, in particular, to ensure greater livelihood opportunities for these marginalised groups and their entitlement to productive resources with greater socio-economic and political empowerment. [source] Moving up, moving down: Political careers across territorial levelsEUROPEAN JOURNAL OF POLITICAL RESEARCH, Issue 2 2003Klaus Stolz In the sparse literature on political careers in federal systems, regional positions are often seen as mere stepping stones on the way to federal office. But are they really? The recent professionalization of state politics in federal systems and the regionalization of former unitary states point to the strengthening of the regional level as a career arena in its own right. Could this lead to the emergence of a regional political class with a set of career interests distinct from those of national politicians? This article takes a first, comparative look at current patterns of career movements between regional and national parliaments in a wide range of federal and newly regionalized systems. The study shows that, contrary to general belief, the number of deputies actually moving from the regional to federal level is generally relatively low. While some cases show fairly integrated career structures, others exhibit a pattern of career development in which state or regional office functions as the main focus of political careers. The territorial structure of the political class is dependent upon a whole range of social, cultural and institutional factors. At the same time, it is also an important factor in the mechanics and institutional development of each federal system in question. [source] The influence of economic incentives and regulatory factors on the adoption of treatment technologies: a case study of technologies used to treat heart attacksHEALTH ECONOMICS, Issue 10 2009Mickael Bech Abstract The Technological Change in Health Care Research Network collected unique patient-level data on three procedures for treatment of heart attack patients (catheterization, coronary artery bypass grafts and percutaneous transluminal coronary angioplasty) for 17 countries over a 15-year period to examine the impact of economic and institutional factors on technology adoption. Specific institutional factors are shown to be important to the uptake of these technologies. Health-care systems characterized as public contract systems and reimbursement systems have higher adoption rates than public-integrated health-care systems. Central control of funding of investments is negatively associated with adoption rates and the impact is of the same magnitude as the overall health-care system classification. GDP per capita also has a strong role in initial adoption. The impact of income and institutional characteristics on the utilization rates of the three procedures diminishes over time. [source] Classical versus relational approaches to understanding controls on a contract with independent GPs in South AfricaHEALTH ECONOMICS, Issue 12 2003Natasha Palmer Abstract Contracts have played a central role in public sector reforms in developed countries over the last decade, and research increasingly highlights their varied nature. In low and middle income countries the use of contracts is encouraged but little attention has been paid to features of the setting that may influence their operation. A qualitative case study was used to examine different dimensions of a contract with private GPs in South Africa. Features of the contract are compared with the notions of classical and relational contracts. Formal aspects of the contract such as design, monitoring and resort to sanctions were found to offer little control over its outcome. The relational rather than classical model of contracting offered a more meaningful framework of analysis, with social and institutional factors found to play an important role. In particular, the individual nature of GP practices highlighted the role played by individual motivation where a contract exercised little formal control. Due to the similarity of factors likely to be present, results are argued to be relevant in many other LMIC settings, and policy-makers considering contracts for clinical services are advised to consider the possibility of experiencing a similar outcome. [source] Measuring Employment Security in Europe Using Surveys of EmployersINDUSTRIAL RELATIONS, Issue 1 2001Julian Morgan Using results from surveys in which employers were questioned about their freedom to shed staff, we develop a measure of employment security in Europe. We seek to identify which institutional factors are correlated with the responses of employers and find that they appear to reflect the strength of legal restrictions and trade unions and the prevalence of atypical employment. Our results are used to compile an index of employment security that has both a temporal and a cross-country dimension. [source] The impact of the national minimum wage on the apparel industryINDUSTRIAL RELATIONS JOURNAL, Issue 4 2002Roger Undy This analysis of the NMW's initial impact in the apparel industry focuses on organisational and institutional factors in explaining the effects on pay and related issues. The NMW had a marked effect on national terms and conditions, in particular raising the minimum earnings level. At the local level, it impacted directly on the pay of a small number of employees in almost half the 42 organisations surveyed in the East Midlands and Northern Ireland. These tended to be the larger employing units facing foreign competition and selling into the domestic market. Also, in some workplaces, the NMW adversely affected the piecework system. [source] Universal ideals and particular constraints of social citizenship: the Chinese experience of unifying rights and responsibilitiesINTERNATIONAL JOURNAL OF SOCIAL WELFARE, Issue 2 2004Chack Kie Wong This study looks at the perceptions of citizens in a modern Chinese society and explores whether social rights and responsibilities are unified at both ideal and practice levels. It finds that the conception that the Chinese have a weak image of social rights is no longer true. The Chinese are generally ,right-deficit' at the practice level. It is also found that there are wide gaps between ideal rights and practice rights, and between ideal responsibilities and practice responsibilities, except in components affected by cultural, contextual and institutional factors. The findings suggest that, for a full understanding of social citizenship, it is necessary to look at both ideal and practice levels of social citizenship. Cultural, contextual and institutional factors are identified as moderating people's behaviour and preferences in regard to social citizenship. Some developing countries have set their minimum wages too high or too low to constitute a meaningful constraint on employers. The article compares minimum wages worldwide, proposes several ways of measuring them in developing countries and discusses whether they are effective thresholds in those countries. The second part of the article considers the institutional factors leading countries to set minimum wages at extreme levels. The author concludes that the minimum wage is used as a policy instrument to several ends , wage negotiation, deflation and social dialogue , which results in the absence of a wage floor, weak collective bargaining, or non-compliance. [source] IAS Versus U.S. GAAP: Information Asymmetry,Based Evidence from Germany's New MarketJOURNAL OF ACCOUNTING RESEARCH, Issue 3 2003CHRISTIAN LEUZ abstract Motivated by the debate about globally uniform accounting standards, this study investigates whether firms using U.S. generally accepted accounting principles (GAAP) vis-à-vis international accounting standards (IAS) exhibit differences in several proxies for information asymmetry. It exploits a unique setting in which the two sets of standards are put on a level playing field. Firms trading in Germany's New Market must choose between IAS and U.S. GAAP for financial reporting, but face the same regulatory environment otherwise. Thus, institutional factors such as listing requirements, market microstructure, and standards enforcement are held constant. In this setting, differences in the bid-ask spread and share turnover between IAS and U.S. GAAP firms are statistically insignificant and economically small. Subsequent analyses of analysts' forecast dispersion, initial public offering underpricing, and firms' standard choices corroborate these findings. Thus, at least for New Market firms, the choice between IAS and U.S. GAAP appears to be of little consequence for information asymmetry and market liquidity. These findings do not support widespread claims that U.S. GAAP produce financial statements of higher informational quality than IAS. [source] Is Bt Cotton a Pro-Poor Technology?JOURNAL OF AGRARIAN CHANGE, Issue 4 2010A Review, Critique of the Empirical Record Policy makers, journalists and other commentators have hailed genetically modified (GM) crops as a ,pro-poor' success in the developing world. Their confidence appears to be justified by the encouraging conclusions reached by academic studies on the performance and impacts of GM crops, which seem to provide convincing evidence of substantial benefits for smallholders in developing countries. However, a detailed, critical examination of studies on transgenic, insect-resistant cotton in China, India and South Africa demonstrates that the technology's impacts have been evaluated and represented in selective and misleading ways. The performance and impacts of GM crops have in fact been highly variable, socio-economically differentiated and contingent on a range of agronomic, socio-economic and institutional factors. The shortcomings of the GM crop-impacts literature have done a disservice to public and policy debates about GM crops in international development and impeded the development of sound, evidence-based policy. [source] Intra Day Bid-Ask Spreads, Trading Volume and Volatility: Recent Empirical Evidence from the London Stock ExchangeJOURNAL OF BUSINESS FINANCE & ACCOUNTING, Issue 5-6 2004Charlie X. Cai With the benefit of very high frequency (25 million 1 minute observations) and recent data (2001) for the UK, this paper explores a number of intra day patterns of stock market behaviour. More specifically, a distinct reverse J shaped bid-ask spread pattern is noted for SETS securities, a declining bid-ask spread pattern for non-SETS securities, a two hump pattern for trading volume and a U-shaped pattern for returns volatility for all securities. In terms of complementing the existing literature, the paper shows that differences in trading systems may affect the bid-ask spread patterns, while differences in market environments (i.e. US and UK markets) seems to affect the trading volume pattern. The paper suggests avenues for future research, in particular, the need to consider what factors are significant in determining intra day patterns for different trading systems and the need for additional cross-market comparisons to identify how institutional factors affect the behaviour of investors on an intra day basis. [source] Economic development, institutional change, and the political economy of agricultural protection An econometric study of Belgium since the 19th centuryAGRICULTURAL ECONOMICS, Issue 1 2001Johan F.M. Swinnen Abstract This empirical study uses 100 years of annual data on 11 agricultural commodities from Belgium to measure the impact of structural changes coinciding with economic development and changes in political institutions on agricultural protection. The analysis shows that changes in agricultural protection are caused by a combination of factors. Governments have increased protection and support to farmers when world market prices for their commodities fell, and vice versa, offsetting market effects on producer incomes. Other economic determinants were the share of the commodities in total consumer expenditures (negative effect) and in total output of the economy (positive effect). With Belgium a small economy, there was no impact of the trade position. Changes in political institutions have affected agricultural protection. Democratic reforms which induced a significant shift in the political balance towards agricultural interests, such as the introduction of the one-man-one-vote system, led to an increase in agricultural protection. The integration of Belgian agricultural policies in the Common Agricultural Policy in 1968 coincided with an increase in protection, ceteris paribus. Both institutional factors, related to changes in access to and information about the decision-making at the EU level, and structural changes in the agricultural and food economy may explain this effect. Sehgal MD Abstract Non,housestaff medicine services are growing rapidly in academic medical centers (AMCs), partly driven by efforts to comply with resident duty hour restrictions. Hospitalists have emerged as a solution to providing these services given their commitment to delivering efficient and high-quality care and the field's rapid growth. However, limited evidence is available on designing these services, including the similarities and differences of existing ones. We describe non,housestaff medicine services at 5 AMCs in order to share our experiences and outline important considerations in service development. We discuss common challenges in building and sustaining these models along with local institutional factors that affect decision making. Keys to success include ensuring an equitable system for scheduling and staffing, fostering opportunities for scholarly activities and academic promotion (defining the "academic hospitalist"), and providing compensation that supports recruitment and retention of hospitalists. With further work hour restrictions expected in the future and increased requests for surgical comanagement, the relationship between AMCs and hospitalists will continue to evolve. To succeed in developing hospitalist faculty who follow long careers in hospital medicine, academic leadership must carefully plan for and evaluate the methods of providing these clinical services while expanding on our academic mission. Servais Abstract Background The contraception of women with intellectual disability (ID) is a major concern for caregivers. However, the prevalence of contraception and the frequency of use of different methods (e.g. sterilization) remain generally unknown. Moreover, indications specific to women with ID are controversial. Methods The present authors conducted a population-based study among 97% of the women with ID aged between 18 and 46 years attending government-funded facilities in Brussels and the nearby province of Walloon Brabant in Belgium. Results Out of 397 subjects, 40.8% did not use any contraceptive method, 22.2% were sterilized, 18.4% used an oral contraceptive agent, 17.6% used depotmedroxyprogesterone acetate and 1% used an intrauterine device. These figures differ widely from those of the general Belgian population. Binary logistic regression for ,contraceptive utilization' showed the strong influence of institutional factors such as sleeping environment (i.e. institutional or parental), sexual relationship policy and contraception policy. Having or having had a boyfriend is also correlated with a stronger probability of contraceptive use. Other factors have a smaller influence (e.g. a milder level of ID). Very few factors, none of which are medical, are correlated with an increased use of a specific method. The present results are discussed in the light of the general medical application of contraception and the commonly assumed specific indications for women with ID. [source] An Empirical Analysis of Triple Bottom-Line Reporting and its Determinants: Evidence from the United States and JapanJOURNAL OF INTERNATIONAL FINANCIAL MANAGEMENT & ACCOUNTING, Issue 2 2007Li-Chin Jennifer Ho This paper investigates triple bottom-line (TBL) disclosures of 50 of the largest US and Japanese companies. Twenty disclosure criteria were developed for each of the TBL disclosure areas: economic, social, and environmental. Disclosure information was examined in annual reports, stand-alone reports, and special website reports. Regression analysis was used to examine empirically the determinants of TBL disclosure practice. Our results indicate that, for total TBL disclosure (combining economic, social, and environmental categories), the extent of reporting is higher for firms with larger size, lower profitability, lower liquidity, and for firms with membership in the manufacturing industry. Further analysis indicates that the results for the total TBL disclosure are primarily driven by non-economic disclosures. We also find that the extent of overall TBL reporting is higher for Japanese firms, with environmental disclosure being the key driver. This result could be attributed to the differences in national cultures, the regulatory environment, and other institutional factors between the United States and Japan. [source] Contrasting Institutional and Performance Accounts of Environmental Management Systems: Three Case Studies in the UK Water & Sewerage Industry*JOURNAL OF MANAGEMENT STUDIES, Issue 4 2007Anja Schaefer abstract This paper presents results from a longitudinal, qualitative study into the adoption of environmental management systems (EMS) in three companies in the UK water & sewerage industry. Based on institutional theory and the literature on EMS, four factors related to the adoption of EMS are identified: external and internal institutional forces, environmental performance issues, and economic performance issues. While previous literature has often assumed a balance of performance and institutional factors or a preponderance of performance factors, the results of this study indicate that institutional forces are the predominant drivers. The results further indicate that environmental performance issues become less important over time, whereas institutional drivers and economic performance rationales increase in importance over time. While conforming to institutional pressures can result in improved economic performance of a company, adoption of environmental management systems mostly on the basis of institutional and economic factors has wider repercussions for the state of corporate environmental management and progress towards greater ecological sustainability of business. However, our experience suggests that social and institutional factors constrain the search for, and integration of, the genuine learning that defines adaptive management. Drawing on our work as social scientists, and on a guided panel discussion at a recent AWRA conference, we suggest that watershed-scale adaptive management must be recognized as a radical departure from established ways of managing natural resources if it is to achieve its promise. Successful implementation will require new ways of thinking about management, new organizational structures and new implementation processes and tools. Adaptive management encourages scrutiny of prevailing social and organizational norms and this is unlikely to occur without a change in the culture of natural resource management and research. Planners and managers require educational, administrative, and political support as they seek to understand and implement adaptive management. Learning and reflection must be valued and rewarded, and fora established where learning through adaptive management can be shared and explored. The creation of new institutions, including educational curricula, organizational policies and practices, and professional norms and beliefs, will require support from within bureaucracies and from politicians. For adaptive management to be effective researchers and managers alike must work together at the watershed-scale to bridge the gaps between theory and practice, and between social and technical understandings of watersheds and the people who occupy and use them. [source] Agricultural policies and the emergence of cotton as the dominant crop in northern Côte d'Ivoire: Historical overview and current outlookNATURAL RESOURCES FORUM, Issue 2 2009Oluyede Clifford Ajayi Abstract In most of sub-Saharan Africa, where the agricultural sector experiences dismal performance and is characterized by a gloomy picture, the cotton sub-sector in Côte d'Ivoire is often mentioned as a "success story" given the spectacular rise in the quantity of cotton production and the profile of the crop within the farming system. What are the historical and political antecedents of the development of cotton and the factors responsible for the feat accomplished in the midst of general failures in the same continent? To what extent can cotton be regarded as a "success story" and, what lessons can be drawn for agricultural development strategies based on the Ivorian case study? This paper traces the historical and socio-political background of cotton development in Côte d'Ivoire and identifies key policy and institutional interventions that have influenced the rise of cotton production and its emergence as the dominant crop in the farming systems of the country. Four stages in Ivorian cotton development are identified: planning, take off, crisis and the renaissance phases. The study demonstrates how a combination of good planning, technological advancement and appropriate policy and institutional conditions have contributed significantly to the rise of cotton production and its influence on the agricultural economy of northern Côte d'Ivoire. The study also highlights how the sustainability of agricultural development has been impacted by domestic and international policies and political events over which smallholder farm families have little control, and can at best only respond to. Important questions about cotton development in Côte d'Ivoire are raised that need to be answered before the program can be categorized conclusively as a success story. The study shows that there are no quick fixes to agricultural development in the sub-region. Rather, good planning and putting the necessary building blocks in place are important prerequisites. It is recommended that agricultural development efforts in the continent take cognizance of the complexity of the sector and address the inter-relationships that exist among the technical, policy, market and institutional factors that combine individually and collectively to influence African agriculture. [source] Advancing E-Government at the Grassroots: Tortoise or Hare?PUBLIC ADMINISTRATION REVIEW, Issue 1 2005Donald F. Morris American grassroots governments have rushed to join the e-government revolution. Although there is a growing body of e-government literature, little of it is empirical. Using data from two nationwide surveys, we conduct a longitudinal examination of local government adoption of e-government, Web site sophistication, the perceived impacts of e-government, and barriers to the adoption and sophistication of e-government. We also discuss correlates of e-government adoption and sophistication with selected institutional factors. We find that e-government adoption at the grassroots is progressing rapidly (if measured solely by deployment of Web sites). However, the movement toward integrated and transactional e-government is progressing much more slowly. Continuing research, particularly longitudinal study, is needed to monitor the evolution of e-government among U.S. local governments, especially to keep pace with the practice and to ascertain the actual impacts of e-government. Pogge There is much rhetorical and even some tangible support by the developed states for democratisation processes in the poorer countries. Most people there nevertheless enjoy little genuine democratic participation or even government responsiveness to their needs. This fact is commonly explained by indigenous factors, often related to the history and culture of particular societies. My essay outlines a competing explanation by reference to global institutional factors, involving fixed features of our global economic system. It also explores possible global institutional reforms that, insofar as the offered explanation is correct, should greatly improve the prospects for democracy and responsive government in the developing world. [source] Determinants of the adoption of sustainability assurance statements: an international investigationBUSINESS STRATEGY AND THE ENVIRONMENT, Issue 3 2010Ans Kolk Abstract This paper explores the factors associated with voluntary decisions to assure social, environmental and sustainability reports. Since the market for assurance services in this area is in its formative stages, there is a limited understanding of the demand for this emergent non-financial auditing practice, which is evolving rapidly across different countries. Drawing from extant literature in international auditing and environmental accounting, we focus on a set of country-level institutional factors to explain the adoption of sustainability assurance statements among an international panel of 212 Fortune Global 250 companies for the years 1999, 2002 and 2005. Consistent with our expectations, our results provide evidence that companies operating in countries that are more stakeholder oriented and have a weaker governance enforcement regime are more likely to adopt a sustainability assurance statement. Further, the demand for assurance is higher in countries where sustainable corporate practices are better enabled by market and institutional mechanisms. Our exploratory findings also indicate that the likelihood of choosing a large accounting firm as assurance provider increases for companies domiciled in countries that are shareholder oriented and have a lower level of litigation. We conclude the paper by suggesting three directions of research in the area of sustainability assurance that have relevant academic and practical implications. [source] Managerialist advocate or "control freak"?CANADIAN PUBLIC ADMINISTRATION/ADMINISTRATION PUBLIQUE DU CANADA, Issue 2 2004The Janus-faced Office of the Auditor General This character, it is argued, is shaped by institutional factors and the knowledge-basis on which the office relies to fulfil its mission. Three causes of "institutional schizophrenia" are identified: the OAG'S mandate in relation to financial and value-for-money audit (VFMA); the combination of the OAG'S institutional permeability and the structure of the management consulting market; and the tensions between the "negative" and "positive" dimensions of the office's mandate. On the consequences side, the author discusses three elements: the limited capacity of the OAG to develop a coherent position about managerialism; the fact that the advocacy of managerialist principles is drawing the OAG closer into the political realm; and the fragility of professionalism as a mechanism for regulating the management consultant's role of the OAG in relation to VFMA. Trois causes de schizophrénie institutionnelle sont identifées:le mandat du BVG en ce qui concerne la vérification financière et l'optimisation des ressources; l'interaction entre la perméabilité institutionnelle du Bureau et la structure du marché du conseil en management; et les tensions entre les dimensions positives et négatives du mandat du Bureau. En ce qui conceme les conséquences, cet article aborde trois aspects:l'incapacité du BVG À développer une position cohérente à l'endroit du managérialisme; le fait que la promotion d'idées managérialistes amène le BVG À s'impliquer dans la sphère politique, et la fragilité du professionalisme en tant que comme mécanisme pour réguler le rôle de consultant du BVG en ce qui concerne la vérification d'optimisation des ressources.
