People transforming information , information transforming people: What the Neanderthals can teach us

This paper examines the issue of people transforming information and in turn information transforming people, starting from a human adaptation event occurring 35,000-50,000 years ago, called Enhanced Working Memory (EWM). This hypothesized adaptation separated human cognitive and social development from the Neanderthals' allowing humans to adapt and survive through drastically changing social and physical environments while the Neanderthals did not. EWM and the advantages to humans it provided are examined in terms of giving humans improved and more flexible decoding and encoding cognitive and social architectures. As a result of these architectures, what constitutes information for humans has also evolved. A Socio-cognitive Framework Model for Transformational Information Use illustrates how adaptive decoding and encoding structures work together to facilitate human adaptation to social and environmental changes. Information use and early warning effectiveness: Perspectives and prospects

This introductory article explores how the use of information affects the effectiveness of early warning systems. By effectiveness, we refer to the capacity of the system to detect and decide on the existence of a threat. There are two aspects to effectiveness: (a) being able to see the evidence that is indicative of a threat and (b) making the decision, based on the weight of the evidence, to warn that the threat exists. In early warning, information use is encumbered by cues that are fallible and equivocal. Cues that are true indicators of a threat are obscured in a cloud of events generated by chance. Moreover, policy makers face the difficult decision of whether to issue a warning based on the information received. Because the information is rarely complete or conclusive, such decisions have to consider the consequences of failing to warn or giving a false warning. We draw on sociocognitive theories of perception and judgment to analyze these two aspects of early warning: detection accuracy (How well does perception correspond to reality?) and decision sensitivity (How much evidence is needed to activate warning?) Using cognitive continuum theory, we examine how detection accuracy depends on the fit between the information needs profile of the threat and the information use environment of the warning system. Applying signal detection theory, we investigate how decision sensitivity depends on the assessment and balancing of the risks of misses and false alarms inherent in all early warning decision making. NEW PUBLIC MANAGEMENT: PERSPECTIVES ON PERFORMANCE AND THE USE OF PERFORMANCE INFORMATION

Performance information is a key-element of NPM, but politicians and managers rarely use this information. On the basis of three case studies, this paper seeks to explain the use of the newly developed performance information. The paper argues that there is a distinction between the customer perspective and the citizen perspective on performance. NPM implies a customer and an internal perspective on performance. These perspectives may be relevant to managers, but politicians are primarily interested in a citizen perspective and a financial perspective. Two situations are identified in which governmental organizations more actively use performance information with a customer perspective and an internal perspective (as implied in NPM): (1) a crisis in the organization's internal processes with political and/or financial consequences and (2) loose coupling of the performance reports to politicians and to managers, which stimulates the information use by both politicians and managers. Sex-dependent use of information on conspecific feeding activities in an amphibian urodelian

Summary 1Animals can make decisions by observing the behaviour of others. Their decisions vary depending on whether the benefits of using such information exceed the costs. Thus, it is worthwhile to explore the potential costs associated with different sources of information to understand the consequences of sociality. Previous studies focused mainly on the costs inherent to information gathering, whereas sex differences with regard to the costs arising from information use have received less attention. 2To explore this further I performed two complementary experiments. The first experiment aimed to examine individual responses to different combinations of information types that are likely to appear in nature, to test whether there is a sex-dependent response in the Bosca's newt, Lissotriton boscai. I tested the time needed for individuals to eat food items by trial-and-error tactics (personal information), and when a conspecific, which was eating or not, was added to the food cue. The second experiment aimed to evoke social interactions that are likely to arise after the choice of using information on conspecific feeding activities is made. I examined the potential costs associated with direct competition between same-sex pairs in food-limited conditions. 3Results of experiment 1 revealed that in both sexes the latency to eat food items was shorter in the presence of non-feeding conspecifics, but only females took advantage when information related to feeding activities where added to the food cue. Results of experiment 2 showed that when faced with a limited resource of food, females were more prone to engage in costly interactions. 4This study suggests that the balance between costs and benefits associated with the short-term use of information on conspecific feeding behaviour in combination with food cues may differ between sexes. Differential information uses by sexes might have profound consequences in intraspecific relationships and in the evolution of vertebrates' social systems. [source]


Internet-based information systems use in organizations: an information studies perspective

Abstract. This case study investigates various ways in which different internet-based information systems (IS) are used by organizational participants. Borrowing theoretical insights on information behaviour accumulated over 50 years of information studies research, a conceptual framework is presented to help understand and assess the social and organizational impacts of internet-based IS. The framework describes the use of internet-based IS as a dynamic cycle of information needs,seeking,use activity situated in the context of a firm's information environment. Research questions pertain to the process of how individuals in organizations seek and use information from internet-based IS to satisfy information needs. In terms of information needs, this involves understanding the problem situations that lead participants to use internet-based IS, as well as the characteristics of those problems beyond subject matter. With respect to information seeking, this involves analysing how information from internet-based systems is displayed and formatted to signal their potential usefulness. In terms of information use, this involves how information obtained from internet-based systems is used in practice to resolve or redefine problems. Both quantitative and qualitative research methods are used. Data collection involves web tracking to identify significant episodes of internet-based IS activity, as well as one-on-one interviews to explore the context behind these episodes. Results suggest that it is possible and valuable to identify scenarios of internet-based IS use dominant in an organizational work setting. Doing so can help to identify ways to improve the situated use of internet-based IS that ameliorate the information needs,seeking,use cycle in firms. [source]


National study of information seeking behavior of academic researchers in the United States

As new technologies and information delivery systems emerge, the way in which individuals search for information to support research, teaching, and creative activities is changing. To understand different aspects of researchers' information-seeking behavior, this article surveyed 2,063 academic researchers in natural science, engineering, and medical science from five research universities in the United States. A Web-based, in-depth questionnaire was designed to quantify researchers' information searching, information use, and information storage behaviors. Descriptive statistics are reported. Additionally, analysis of results is broken out by institutions to compare differences among universities. Significant findings are reported, with the biggest changes because of increased utilization of electronic methods for searching, sharing, and storing scholarly content, as well as for utilizing library services. Generally speaking, researchers in the five universities had similar information-seeking behavior, with small differences because of varying academic unit structures and myriad library services provided at the individual institutions. Human information behavior: Integrating diverse approaches and information use

For millennia humans have sought, organized, and used information as they learned and evolved patterns of human information behaviors to resolve their human problems and survive. However, despite the current focus on living in an "information age," we have a limited evolutionary understanding of human information behavior. In this article the authors examine the current three interdisciplinary approaches to conceptualizing how humans have sought information including (a) the everyday life information seeking,sense-making approach, (b) the information foraging approach, and (c) the problem,solution perspective on information seeking approach. In addition, due to the lack of clarity regarding the role of information use in information behavior, a fourth information approach is provided based on a theory of information use. The use theory proposed starts from an evolutionary psychology notion that humans are able to adapt to their environment and survive because of our modular cognitive architecture. Finally, the authors begin the process of conceptualizing these diverse approaches, and the various aspects or elements of these approaches, within an integrated model with consideration of information use. An initial integrated model of these different approaches with information use is proposed. [source]


Informational environments: Organizational contexts of online information use

Before the Web, the story of online information services was largely one of over-estimates and unmet expectations. This study examines sustained use and non-use of online services within organizations in a way that overcomes limitations of the traditional approaches that repeatedly led to exuberant usage projections. By adopting an open-systems view, we see that firms in highly technical and highly institutional environments have many more incentives to gather data and go online than do firms in low-tech, unregulated industries. But firms make important choices about partnering and outsourcing that can shift informational activities across organizational boundaries. Our analysis focuses on the informational environments of firms in three industries: law, real estate and biotech/pharmaceuticals. This environmental model provides richer conceptualizations about the use of information and communication technologies, including Internet technologies, and better projections about future use. In support of our analysis, we briefly discuss insights from an ongoing intranets study informed by an informational environments perspective. [source]


Determinants of Performance Measurement: An Investigation into the Decision to Conduct Citizen Surveys

This article develops and tests a comprehensive framework explaining the decision to measure performance, specifically the decision of local governments to conduct citizen surveys. It is structured around a fundamental distinction between subjective performance measures obtained for use in decision making and those that are produced solely for their symbolic value. The author suggests that the field of public administration may be taking a simplified view concerning the promotion and adoption of citizen surveys, overlooking important aspects of the decision-making process of performance-oriented public managers and neglecting the impact of politics and symbols. Political rationality may undercut managerial rationality in the decision to adopt citizen surveys, and symbolic adoption may be the underlying cause of low levels of information use. This study identifies policies to increase adoption of citizen surveys but cautions that simply promoting the adoption of surveys as inherently good may be a naive and wasteful course of action. Practitioners who have already made the decision to measure subjective performance through citizen surveys, or are facing such a decision, can find in this analysis a structure to assess past decisions or guide future decisions. Respondents' ignoring of attribute information in a choice modelling survey

One debate in economics centres on consumers' decision-making strategies and whether they should be explicitly considered. The default assumption for choice modelling has been that all the attributes presented to respondents somehow influence their choices. More recently, choice modelling research has begun examining how respondents use information. This article presents research that focused on which pieces of information respondents used in responding to a choice modelling survey. The use of information by respondents was captured in the course of the administration of a computer-aided survey, so the research did not rely on posterior self-reporting. Access to the information was captured for each attribute of every alternative, which allowed flexibility in assessing use of information. Three mixed logit models are presented, based on three different assumptions about information use. The results suggest that accounting for respondents' information use affects modelling results, but the impact on estimates of willingness to pay may be relatively small. [source]


Electronic information resources in undergraduate education: an exploratory study of opportunities for student learning and independence

The fast,growing array of electronic information resources is often viewed as a significant opportunity for change in education, with shifts towards increased student independence in learning. In order for this to happen students need to develop the capability to deal with information. This qualitative interview,based study examines lecturer perspectives on the roles of electronic information resources in undergraduate education. In line with the phenomenographic tradition, three functional categories of electronic information use are proposed. Firstly, the "electronic academic library" offers new opportunities for access to materials but lecturers indicated minimal change to their teaching approaches. Electronic resources were simply added to reading lists and the responsibility for developing students' information skills was seen to rest with librarians. Secondly, lecturers identified changes towards more constructivist approaches to learning, drawing upon new sources of primary data available electronically and described specific teaching approaches to assist students to develop the relevant information handling skills. Finally, lecturers were uncertain about the value of the wider information resources of the Internet/Web for students and were concerned about variable information quality and the possibilities of plagiarism. The research indicates that information use in student learning is a multi,faceted phenomenon. Much current discussion centres on the concept of information literacy which draws together information skills and subject-related skills and knowledge. Students do not merely require generic information skills but a knowledge of the discipline and the capability to handle complex information. Partnerships between academics and librarians are a way forward in helping students to develop as autonomous information users. Not only do the two professional groups offer different expertise, but they also bring different perspectives on the problematic balance between student autonomy and student support. [source]
