PHYSICA STATUS SOLIDI (C) - CURRENT TOPICS IN SOLID STATE PHYSICS, Issue 10 2004

The Fifth International Symposium on Blue Laser and Light Emitting Diodes (ISBLLED-2004) was held in Gyeongju, Korea from 15,19 March 2004. Gyeongju, the ancient capital of the thousand-year Silla kingdom (57 B.C. to 935 A.D.) provided additional pleasure to the participants as an exceptional open-air museum with antique treasures scattered all around the city. During the last decade we have witnessed remarkable developments in wide-gap semiconductors and light emitting devices in the spectral range from the visible to deep UV. The purpose of the Symposium was to provide a forum for intensive discussion on the issues and main progress especially in optoelectronic devices, material growth and characterization, and quantum structures of wide bandgap semiconductors. A total of 243 papers including 220 contributed and 23 invited ones were presented and discussed by 487 participants from 17 countries world-wide. Among them, 154 manuscripts were submitted and reviewed by the usual evaluation process of physica status solidi. Some were rejected or withdrawn, and finally 139 papers are published in the special issues of physica status solidi (a), (b), and (c). We gratefully acknowledge the referees for their careful review. The papers are grouped into 7 categories. The subheadings and the number of papers in each are as follows: Optoelectronic devices, 43; Growth and characterization, 45; Nano and quantum structures, 21; Contacts, 8; Zinc oxide, 9; Indium nitride and indium rich InGaN, 6; Others, 7. The special session of the Symposium, "The LED Highlight", designed partially to meet the challenging targets of the technology, i.e., energy savings and clean environment preservation, drew much attention and is edited as a special coloured section in this issue. The next symposium is scheduled for Montpellier, France, in 2006. We wish the organizers of that symposium the best of luck and hope to see all of the ISBLLED-2004 participants again at ISBLLED-2006. The co,evolution of technologies and institutions: a comparison of Taiwanese hard disk drive and liquid crystal display industries

In this paper, we examine the different evolutionary processes and outcomes of the hard disk drive and liquid crystal display industries in Taiwan. To this end, we make two general theoretical claims. First, that an appreciation of the globalization of technology is as important as national institutions in understanding industry development in catch,up economies such as Taiwan. Second, in addressing both industrial survival and failure, that national institutions can have either a positive or a negative impact on sectoral activities. Empirically, we show that, in Taiwan, rigid social institutions conflict with the hard disk drive technology. This conflict, in turn, produces obstacles to Taiwanese firms' search for new markets and skills in hard disk drives. On the other hand, Taiwan's institutional structures provide a source of technical efficiency and market opportunity for the emerging liquid crystal display trajectory. This, in turn, drives Taiwanese industry towards adopting new practices in the manufacture of liquid crystal displays. [source]


The Future of Renewable Energy in Australia: A Test for Cooperative Federalism?

In the context of the Australian federal system industry development will be influenced by the policies of each sphere of government. When announcing a set of policies in 1997 to develop the renewable energy industry the Australian federal government acknowledged the need for a cooperative approach between all governments and industry. The objective of this article is to analyse the government policies over the 1997,2007 period to promote the development of the renewable energy industry in Australia. The article highlights a number of factors that have served as barriers to the development of the industry. The research provides important insight into the difficulties associated with establishing cooperative national arrangements in areas of state government responsibility in the Australian federation. The lessons also inform the current debate on the policy initiatives needed to more effectively reduce greenhouse gas emissions from stationary energy from the increased availability of renewable energy. Summary Agriculture Under the Public Eye: Who Cares for What? The new CAP is becoming geared towards a more sustainable agriculture that takes account of the needs of future generations. Achieving sustainability, however, means meeting three challenges-, (a) profit - strengthening the viability and competitiveness of the agricultural sector; (b) planet - the ecological challenge of promoting good environmental practices; and (c) people-the social challenge to improve the living conditions and economic opportunities in rural areas. In the food chain we see responses to consumer concerns about food safety, quality and welfare issues through the development and implementation of mandatory and voluntary quality control and assurance schemes. And the consolidation and internationalisation of the food retailing and the manufacturing industry is expected to continue. An important duality has emerged. On the one side, we find a state system of regulation, on the other a system of self-regulation, largely driven by the major forces in supply chain management, the food retailers in particular. A simple and effective regulatory environment for the agri-food complex is essential if we are to achieve our competitiveness goals. One of the priorities for discussion by politicians, therefore, should be whether current and expected policy and industry developments should lead to a review of the balance between markets and government, ,who cares for what?' l'agriculture aux yeux des politiques publiques qui doit faire quoi? La nouvelle PAC est maintenant bien orientée vers une agriculture plus durable, en mesure de tenir compte des besoins des générations futures. Une véritable durabilityé suppose cependant que soient relevés trois défis: a) le profit - renforcer la viabilityé et la compétitivité du secteur agricole; b) la planète - le défiécologique de promouvoir des pratiques favorables à l'environnement; c) les gens - le défi social d'améliorer les conditions de vie et les opportunités économiques dans les zones rurales. Du côté des filières alimentaires, la réponse à trouver aux inquiétudes des consommateurs vis à vis de la qualityé sanitaire et organoleptique des produits devrait pouvoir venir de l'élaboration de contrôles de qualityé et de systèmes d'assurances, à appliquer sur la base du volontariat ou à rendre obligatoires. En même temps, il faut s'attendre à la continuation du mouvement vers l'affermissement du rôle des industries alimentaires et du commerce de détail, ainsi qu'à leur internationalisation. Un système dual vient d'émerger: d'un côté, un système de réglementations étatiques, de l'autre, une autodiscipline, pilotée par les plus solides des maillons de la filière, en particulier les grandes surfaces. Un environnement réglementaire à la fois simple et efficace est essentiel pour atteindre l'objectif de compétitivité du complexe agroalimentaire, II en résulte que, pour les pouvoirs publics, une des grandes questions à discuter est de savoir dans quelle mesure l' évolution des conditions politiques et celle du développement industriel imposent une révision de l'équilibre actuel entre les marchés et les autorités gouvernementales; en d'autres termes, qui doit faire quoi ? Landwirtschaft in der öffentlichen Meinung; Wer ist wofür zuständig? Die neue GAP wird gerade auf eine nachhaltigere Landwirtschaft hin ausgerichtet, welche die Bedürfnisse der kommenden Generationen berücksichtigt. Nachhaltigkeit kann jedoch nur erzielt werden, wenn den folgenden drei Herausforderungen Rechnung getragen wird: (a) Ökonomie , Stärkung der Leistungs- und Wettbewerbsfähigkeit des Landwirtschaftssektors; (b) Ökologie , Förderung umweltgerechter Verfahrensweisen; und (c) Soziales - Verbesserung der Lebensbedingungen und der wirtschaftlichen Lage im ländlichen Raum. Im Bereich der Nahrungsmittelkette wird den Bedenken der Verbraucher hinsichtlich der Nahrun gsmittelsicherheit, der Qualität und der Wohlfahrt durch die Entwicklung und Implementierung von obligatorischen und freiwilligen Qualitätskontrollen und Sicherheitsprogrammen Rechnung getragen. Es ist davon auszugehen, dass sich die Konsolidierung und Lnternationalisierung im Bereich des Lebensmitteleinzel-handels und der weiterverarbeitenden Industrie fortsetzen wird. Es ist eine bedeutsame Dualität entstanden. Auf der einen Seite erfolgt eine Regulierung seitens des Staates, auf der anderen Seite erfolgt eine Selbstregulierung durch die Vermarktungskette, insbesondere durch den Lebensmitteleinzelhandel. Eine sowohl einfache als auch wirksame Regulierung der Agrar- und Ernährungswirtschaft ist von grundlegender Bedeutung für das Erreichen unserer Wettbewerbsziele. Daher sollte in der Politik mit Priorität diskutiert werden, ob die gegenwärtige und zukünftige Politik und auch die industrielle Entwicklung zu einem neuen Gleichgewicht zwischen Markt und Staatseingriffen führen sollte: Wer ist wofür zuständig? The role of medical simulation: an overview,

Abstract Robotic surgery and medical simulation have much in common: both use a mechanized interface that provides visual "patient" reactions in response to the actions of the health care professional (although simulation also includes touch feedback); both use monitors to visualize the progression of the procedure; and both use computer software applications through which the health care professional interacts. Both technologies are experiencing rapid adoption and are viewed as modalities that allow physicians to perform increasingly complex minimally invasive procedures while enhancing patient safety. A review of the literature and industry developments concludes that medical simulators can be useful tools in determining a physician's understanding and use of best practices, management of patient complications, appropriate use of instruments and tools, and overall competence in performing procedures. Future use of these systems depends on their impact on patient safety, procedure completion time and cost efficiency. The sooner simulation training can be used to support developing technologies and procedures, the earlier, and typically the better, the results. Continued studies are needed to identify and ensure the ongoing applicability of these systems for both training and certification. Copyright © 2006 John Wiley & Sons, Ltd. [source]


Frontier Masculinity in the Oil Industry: The Experience of Women Engineers

This study contributes to the empirical evidence in the area of gendered organizations (Martin and Collinson, 2002) and their effects on the women who work in them through an interpretive, ethnographic analysis of the oil industry in Canada, specifically Alberta. The study combines data from interviews with women professionals who have extensive employment experience in the industry, a historical analysis of the industry's development in the area and the personal contextual experience of the author. It is suggested that there are three primary processes which structure the masculinity of the industry: everyday interactions which exclude women; values and beliefs specific to the dominant occupation of engineering which reinforce gender divisions; and a consciousness derived from the powerful symbols of the frontier myth and the romanticized cowboy hero. In this dense cultural web of masculinities, the strategies that the women developed to survive, and, up to a point, to thrive, are double-edged in that they also reinforced the masculine system, resulting in short-term individual gains and an apparently long-term failure to change the masculine values of the industry.
