Twenty-five years quaternium-15 in the European baseline series: does it deserve its place there?

For allergens to be included in the European baseline series, they should have allergy rates of at least 1%. In several studies quaternium-15 had lower scores. Also, many cases of sensitization are already detected by formaldehyde contact allergy. The aim of this study was to evaluate whether quaternium-15 deserves continued inclusion in the baseline series on the basis of current criteria: 1% positive reactions, common occurrence in the environment, many relevant reactions. We used the literature survey method in this study. Only the United Kingdom has rates consistently over 1%. The mean for all other countries together and for many individual nations is lower than 1%. At least half of the reactions are already detected by formaldehyde sensitivity, which lowers rates for allergy to quaternium-15 per se (i.e. not caused or at least detected by formaldehyde sensitivity) to less than 0.6% for all countries except the United Kingdom. Neither common occurrence in the environment nor a high percentage of relevant reactions has been ascertained. It may well be argued that quaternium-15 does not deserve its place in the European baseline series and could be incorporated in a cosmetic screening series or preservative series instead. A new role for MSY in single-species and ecosystem approaches to fisheries stock assessment and management

In 1977, Peter Larkin published his now-famous paper, ,An epitaph for the concept of maximum sustained yield'. Larkin criticized the concept of single-species maximum sustained yield (MSY) for many reasons, including the possibility that it may not guard against recruitment failure, and the impossibility of maximising sustainable yields for all species simultaneously. However, in recent years, there has been a fundamental change in the perception of the fishing mortality associated with MSY (FMSY) as a limit to be avoided rather than a target that can routinely be exceeded. The concept of FMSY as a limit is embodied in several United Nations Food and Agriculture Organization (FAO) agreements and guidelines, and has now been incorporated into the US Magnuson,Stevens Fishery Conservation and Management Act. As a result, the United States now requires the development of overfishing definitions based on biological reference points that treat the FMSY as a limit reference point and must also define a lower limit on biomass below which rebuilding plans with strict time horizons must be developed. This represents a major paradigm shift from the previously mandated (but often unachieved) objective to simply maintain fishing mortalities at levels below those associated with recruitment overfishing. In many cases, it requires substantial reductions in current fishing mortality levels. Therefore, the necessity of the new paradigm is continually questioned. This paper draws on examples from several fisheries, but specifically focuses on the recent US experience illustrating the practical difficulties of reducing fishing mortality to levels below those corresponding to MSY. However, several studies suggest that even more substantial reductions in fishing mortality may be necessary if ecosystem considerations, such as multispecies interactions, maintenance of biodiversity and genetic diversity, and reduction of bycatch and waste, are taken into account. The pros and cons of moving beyond single-species assessment and management are discussed. A US plan for improving stock assessments indicates that even a ,basic' objective such as ,adequate baseline monitoring of all managed species' may be extremely costly. Thus, the suggestion of Larkin (1983, 1997) that the costs of research and management should not exceed 10,20% of the landed value of the catch may preclude comprehensive ecosystem management. More importantly, neither single-species nor ecosystem-based fisheries management is likely to improve appreciably unless levels of fishing capacity are aligned with resource productivity, as is currently being promoted by FAO and several individual nations. A review on coal-to-liquid fuels and its coal consumption

Abstract Continued reliance on oil is unsustainable and this has resulted in interest in alternative fuels. Coal-to-liquids (CTL) can supply liquid fuels and have been successfully used in several cases, particularly in South Africa. This article reviews CTL theory and technology. Understanding the fundamental aspects of coal liquefaction technologies is vital for planning and policy-making, as future CTL systems will be integrated in a much larger global energy and fuel utilization system. Conversion ratios for CTL are generally estimated to be between 1 and 2 barrels/ton coal. This puts a strict limitation on future CTL capacity imposed by future coal production volumes, regardless of other factors such as economics, emissions or environmental concerns. Assuming that 10% of world coal production can be diverted to CTL, the contribution to liquid fuel supply will be limited to only a few mega barrels per day. This prevents CTL from becoming a viable mitigation plan for liquid fuel shortage on a global scale. However, it is still possible for individual nations to derive significant shares of their fuel supply from CTL, but those nations must also have access to equally significant coal production capacities. It is unrealistic to claim that CTL provides a feasible solution to liquid fuels shortages created by peak oil. The Effect of Religiosity on Tax Fraud Acceptability: A Cross-National Analysis

Religion provides an important basis for social integration and the prevention of deviant behavior, such as tax fraud, a crime that costs society billions of dollars in lost revenue. The literature on tax fraud and tax fraud acceptability (TFA) has neglected religiosity as a social bond that may deter this type of behavior. Furthermore, existing work is based on the United States; there are no systematic cross-national studies. In particular, there is no research exploring the "moral communities" hypothesis that religiosity's effect on deviance will vary according to the strength of national moral communities. The present study addresses these two gaps in the literature by analyzing data on 45,728 individuals in 36 nations from the World Values Surveys. We control for other predictors of TFA, including social bonds, economic strain, and demographic factors. The results determined that the higher the individual's level of religiosity, the lower the TFA. Results on the moral community's hypothesis were mixed. However, in a separate analysis of individual nations, the presence of a "moral community" (majority of the population identifies with a religious group) explained 39 percent of the variation in the presence or absence of the expected religiosity-TFA relationship. Furthermore, the presence of a communist regime in a nation, often known for the oppression of religious groups who then may view the regime as illegitimate, diminished the impact of religion on TFA. Unraveling the Logic of ASEAN's Decision-Making: Theoretical Analysis and Case Examination

Throughout its history, the Association of Southeast Asian Nations (ASEAN) has based decisions on consensus and consultation, producing a loosely defined, weak regional organization. The results of nonbinding and watered-down resolutions make substantial progress for ASEAN difficult. This article explores the logic of ASEAN's decision-making by applying rational choice theory. It argues that the characteristics of ASEAN's decision-making mechanism allow member states to base their actions on how individual nations perceive their interests to be best served by group resolutions. By constructing a series of hypotheses to pattern ASEAN's decision-making, this article examines four cases and how players resolved each. The findings suggest that the constraints of group decision-making and divergent interests between member states play a major role in shaping the effectiveness of resolutions. [source]
