Examining changes in participation in recreational fisheries in England and Wales

Abstract, Inland fisheries in England and Wales have high economic and social values. Managing participation to maximise fishery performance is key to maintaining this status. The capital value of fishing rights for migratory salmonid fisheries is ,165 million. Coarse fisheries contribute ,1030 million to the economy. The central tenet to increasing participation in recreational salmonid fisheries is that an increase in stock size will result in more anglers accessing the fishery. This was examined for salmon on the rivers Usk and Lune where exploitation restrictions increased the number of salmon available to anglers. On the River Lune, the number of salmon available post-intervention increased by 66%. There was no significant increase in catch while the number of anglers decreased by 16.3%. On the River Usk, the closure of the net fishery potentially resulted in an additional ,1200 salmon being available. Following closure, there was no significant change in rod catch or in the number of anglers. Increased participation is dependent less upon stock manipulation for coarse fisheries and more upon facilitating the activity. In recent years, urban fishery development programmes have provided improved access to local fishing opportunity. New Patterns of Youth Transition in Education

Current research provides evidence that new relationships are being forged between youth people and education. Increased participation in post-compulsory education, combinations of work and study and uncertain career outcomes havebecome common experiences. There is an emerging disparity between the stated goals of education and the changing priorities and choices of young people. In particular, the linear notion of transitions, expressed in the metaphorsof pathways used in policy documents, is increasingly at odds with the patterns of life experienced by young people in many nations. Three themes stand out in the research on young people in the 1990s. First, an awareness of foreclosed options in educational outcomes is a consistent thread across a range of studies. Secondly, there is a discernible shift by the end of the 1990s toward more complex life-patterns and a blending or balancing of a range of personal priorities and interests. Thirdly, the need to give ,active voice' to young people about the dramatic social and economic changes they have been subjected to, is unmistakable in the light of the increasing disparity between the rhetoric of youth and education policy and their own experience of its out-comes. Abstract:, The following article reviews both the strengths and weaknesses of the ELCA on the anniversary of 20 years of existence. The article emphasizes the increased diversity in the denomination, particularly the increased participation of women both in scholarship and leadership in the church. It also lifts up the importance of the strong ecumenical work that continues to take place, both nationally and internationally, which is evidenced in the ELCA's full communion agreements. Commitments to social justice, global connectedness and economic stewardship are also discussed. [source]

The Effect of the Freedom of Information Act 2000 on the United Kingdom Central Government
This article examines the impact of Britain's Freedom of Information (FOI) Act 2000 on British central government. The article identifies six objectives for FOI in the United Kingdom and then examines to what extent FOI has met them, briefly comparing the United Kingdom with similar legislation in Ireland, New Zealand, Australia, and Canada. It concludes that FOI has achieved the core objectives of increasing transparency and accountability, though the latter only in particular circumstances, but not the four secondary objectives: improved decision-making by government, improved public understanding, increased participation, and trust in government. This is not because the Act has "failed" but because the objectives were overly ambitious and FOI is shaped by the political environment in which it is placed. [source]


Accountability, Participation and Foreign Aid Effectiveness

Foreign aid involves a chain of accountability relationships stretching from international donors through national governments and implementing agencies to a set of ultimate end users of the goods and services financed by the aid. In this paper, I review five different accountability relationships that exist in foreign aid projects among donors, governments, implementing agencies and end users. Then I summarize existing empirical evidence demonstrating that foreign aid functions better,both at the macro-level of aid flows and at the micro-level of individual aid projects,when there is more government and implementing agency accountability. Specifying several mechanisms that facilitate accountability, I emphasize that participation is a tool often used to produce accountability within aid projects. However, in terms of donor accountability to aid-receiving countries and the end users in them, recent pushes for increased participation have not resulted in more accountability in the design of aid programs. Ultimately, although enthusiasm for participatory models of aid design and delivery is warranted, participation is not a panacea for all the accountability problems in foreign aid programs. Changing Nutrition Standards in Schools: The Emerging Impact on School Revenue

ABSTRACT Background:, Although great focus has been placed on nutritional and other consequences of changes in food-related policies within schools, few reports exist describing the impact of such changes on school revenue. This review provides an overview of the few revenue-related studies published recently, as well as information from a sampling of state reports on the subject. Methods:, A systematic review of the literature was conducted. Four peer-reviewed papers and 3 state-based reports were identified that assessed the impact on revenues of either targeted policy changes or overarching, district-wide changes in food-related policies. Results:, Thus far, few data exist to substantiate the concern that changes in nutrition standards in schools lead to a loss in total revenue. An interesting phenomenon of increased participation in the National School Lunch Program was noted in a number of reports and might play a role in buffering financial losses. Conclusions:, A renewed focus on school policies related to health provides the opportunity for researchers to investigate how nutrition-related policy change can affect, if at all, food service and overall school revenues. Democratic Governance: Systems and Radical Perspectives

How might we think about democratic governance? This paper distinguishes between system governance and radical democracy. System governance borrows the language of radical democracy while missing its spirit. It advocates increased participation through networks because new institutionalists suggest networks are an efficient means of service delivery. It advocates increased consultation to build consensus because communitarians suggest consensus is needed for effective political institutions. System governance is, then, a top-down discourse based on the alleged expertise of social scientists. Radical democrats concentrate instead on the self-government of citizens. Instead of the incorporation of established groups in networks, they promote a pluralism within which aspects of governance are handed over to associations in civil society. And instead of consultation prior to decision making, they promote a dialogue in which citizens play an active role in making and implementing public policy. [source]


Effects of varicocele upon the expression of apoptosis-related proteins

Summary Varicocele-associated apoptosis has been recognised as a cause of male infertility. Thus, we assessed the expression of somatic apoptosis-related proteins (the typical protein-dependent apoptosis markers) in ejaculated sperm plasma from both patients with varicocele and normal donors. We evaluated the relationships between certain apoptosis-related proteins and normal semen quality. Semen samples were obtained from 25 patients with varicocele and from 10 normal fertile controls. These samples were compared using computer-assisted semen analysis for motion parameters and manual analysis for morphology, and were also assayed for apoptosis-related protein activation including caspase-3, poly-ACP-ribose polymerase (PARP), the Bcl-2 family (Bcl-2, Bak) and p53 by means of immunoblot analysis. PARP, Bak and p53 were expressed substantially more in the sperm cells of the varicocele group when compared with the normal group (P < 0.05). The expression of caspase-3 and Bcl-2 did not appear to differ between these two study groups. An increased expression of PARP, Bak and p53 for varicocele-afflicted individuals indicated an increased participation by these agents in the regulating of apoptosis in the ejaculated semen from patients with varicocele, suggesting that certain protein-development apoptotic mechanisms might originate in the cytoplasmic droplet or within mitochondria of spermatocytes and then might function within the nucleus of the cell. Recreational folk dance: A multicultural exercise component in healthy ageing

Recreational international folk dance provides a gentle form of exercise for people of all age groups, and may be used by an occupational therapist to provide a different leisure option for older people. The older adult is often stereotypically perceived as being only capable of certain types of leisure activities, such as bowls, bingo and cards. In multicultural Australia, activities need to be more diverse. Recreational folk dance provides an activity that is socially engaging, physically challenging, creative, and culturally and mentally stimulating. Involvement in the activity has general exercise benefits, which contribute to a healthy lifestyle. The participants can be empowered by their increased participation in community life, due to the classes, but also because of the public performance aspect that is offered with this activity. Exposure to folk costumes, customs, and traditions, can increase awareness of other cultures. Recreational folk dance has a beneficial effect on interpersonal and intrapersonal aspects of self. The language of dance crosses many cultures. Gesture and movement can be conveyed without words, thus making folk dance a good ,non-language' based activity to be used in a multicultural population. The experience of EMAS in three European countries: a cultural and competitive analysis

EMAS, the European Eco-Management and Audit Scheme, has been open for participation for six years now. Looking at registrations per country, a concentration of registrations in northern European countries is evident. The first part of this article investigates potential reasons by applying two popular models. Geert Hofstede's four cultural dimensions are used to explain favourable or unfavourable conditions for EMAS in a country. Michael E. Porter's national diamond is used to investigate determinants for national competitiveness and their influence on environmental management. These two frameworks are applied to Germany as a benchmark and France and Spain as representatives of southern European countries. In the second part of the article conclusions are drawn from this investigation on the influence of national culture, conditions and incentives for EMAS in these countries.
