Aguila First page of article [source] The October Riots in France: A Failed Immigration Policy or the Empire Strikes Back?INTERNATIONAL MIGRATION, Issue 2 2006Yvonne Yazbeck Haddad ABSTRACT In October 2005, the predominately Arab-immigrant suburbs of Paris, Lyon, Lille and other French cities erupted in riots by socially alienated teenagers, many of them second- or third-generation immigrants. For many French observers, it was a painful reminder that France's immigration policy had, quite bluntly, failed. The grand French ideal of égalité, the equality of all citizens of the Republic, itself a by-product of France's colonial past, demonstrated its incompatibility with twenty-first century reality. The French immigration experience is markedly different than those of other European countries, as France's is tainted by colonial history, republican idealism, a rigidly centralized government structure, and deep-seeded traditions of xenophobia. Indeed, the nineteenth century French policy of the mission civilicatrice (civilizing mission) still influences French policy toward its immigrants today: rather than accept cultural differences, the French government demands that all its citizens adhere to a rigid and exclusive "French" identity. As such, the children of the generation of immigrants that the French government actively brought to France to fuel its post-war expansion now find themselves unemployed and socially marginalized. Government social structures meant to ease the disparity between social classes, such as public housing and education, generally do more to aggravate problems than to solve them; public housing is woefully inadequate and the education structure institutionalizes the poor quality of schools in immigrant communities. Despite this generally poor outlook, the French have recently made some progress toward better integration of their immigrant communities, though these efforts are generally met with wide-spread demagogic and populist opposition. Donato ABSTRACT Prior studies suggest that the passage of the Immigration Reform and Control Act (IRCA) in 1986 signalled a deterioration in the labour market conditions of Mexican migrants. In this paper, we examine whether and how labour market conditions worsened for Dominicans and Nicaraguans after 1986, and the extent to which these shifts were comparable to those experienced by Mexicans. Our analysis relies on a new source of data that offers comparable data across the three national origins. We estimate multivariate models that capture the effects of demographic attributes, human and social capital, migration-specific human and social capital, legal status, period of trip, national origin, and other controls on the hourly wages earned by household heads and whether they received cash wages on their last US trip. Models with interaction terms reveal significant pre- and post-1986 wage effects, but few differences in these effects between Mexicans and Dominicans or Nicaraguans. In contrast, group differences appear in the risk of cash receipt of wages. Dominicans and Nicaraguans experienced a greater increase in this risk relative to Mexicans pre- and post-1986. Together, these findings depict a broader, negative impact of IRCA on Latino migrant wages than has been documented elsewhere. This ambiguity implies that immigration can bring out either people's communal, egalitarian natures, or their prejudicial, oppressive natures. Further, it means that immigration policies can be framed in ways that appeal to one psychological orientation or the other. Using this perspective, we examined Californians' attitudes toward a fictitious immigration policy. The policy was framed in one of two ways, and participants' values concerning group equality versus group dominance were measured. Results showed that framing the policy as a way of maintaining dominance over immigrants appealed to those high in social dominance orientation, whereas framing the policy as a way of increasing equality between immigrants and members of the receiving society appealed to those low on social dominance orientation. The practical political aspects of promoting immigration policy are discussed. Wildasin Increased integration of labour and capital markets creates significant challenges for the welfare states of modern Europe. Taxation of capital and labour that finances extensive programmes of cash and in-kind redistribution creates incentives for capital owners and workers to locate in regions where they obtain favourable fiscal treatment. Competition among countries for mobile resources constrains their ability to alter the distribution of income and may lead to reductions in the size and scope of redistributive policies. Mobility of labour and capital is imperfect, however. Recent trends indicate that labour and capital are neither perfectly mobile nor perfectly immobile, but rather adjust gradually to market conditions and economic policies. This paper presents an explicitly dynamic analysis showing that governments can achieve some redistribution when it is costly for factors of production to relocate. As the costs of factor mobility fall, however, the effectiveness of redistributive policies is more limited, and governments have weaker incentives to pursue them. Liberalized immigration policies, EU enlargement, and other steps that promote integration of the factors markets of Western Europe with those of surrounding regions thus present a challenge to policy-makers if they also wish to maintain fiscal systems with extensive redistribution. [source] Migration of Highly Skilled Chinese to Europe: Trends and PerspectiveINTERNATIONAL MIGRATION, Issue 3 2003Guochu Zhang Since China's economic opening and reforms in 1978, the country has broadened and deepened its exchanges and relations with other countries. This has contributed to the increase in the scale of international migration of highly skilled Chinese abroad. The impact of the migration of highly skilled Chinese on China and the relevant nations particularly deserve attention and study. Following the earlier migration flows mainly to the United States, Japan, Canada, Australia, and New Zealand, the migration of highly skilled Chinese to Europe has become a notable new trend. Currently, the flow of international migration of highly skilled Chinese personnel is mainly oriented toward Europe and the United States. While studying abroad has been the main form of migration of the skilled, this has now been joined by the migration of technical and professional staff, and the trend is increasing. The main country of destination for Chinese students is the United States, which absorbs more than half of the total, while Australia and Canada receive the largest number of skilled Chinese manpower. The United States also receives a large number of Chinese technical personnel, but its proportion has declined, while the flow to Europe has sharply increased. This development may be attributed to the global expansion of economic, scientific and technological, as well as cultural and educational exchanges and cooperation. But it is also the result of an increase in the educational investment made by the Chinese people following the continuous increase in China's economic strength and the population's personal income. Of greater importance are the gaps between China and Europe at the scientific, technological, and educational levels and the research and marketing environment. The intervening changes in labour market and immigration policies in European and American countries accelerate the trend further. For all of these and other reasons, the spatial distribution of Chinese students will become more balanced and play a positive role in the promotion of mutually beneficial exchanges between China and other countries. [source] Rational Migration Policy Should Tolerate Non-zero Illegal Migration Flows: Lessons from Modelling the Market for Illegal MigrationINTERNATIONAL MIGRATION, Issue 1 2002Horst Entorf The debate on the immigration policies in OECD countries has turned its attention towards illegal migrants. Given that migration flows are determined by immigration laws, the probability of potential detection, penalties for unauthorized migrants and their employers, and income differences between sending and receiving countries, this paper presents a new approach to the problem of illegal migration, grounded on the economic theory of illegal behaviour. The framework considers the interaction of potential migrants, citizens, employers, and the government. After introducing the supply function of illegal migration and its determinants, the trade-off between social costs and benefits of preventing and combating illegal migration is demonstrated. This trade-off results in an optimal level of migration larger than zero. A complete "market model" of illegal migration is offered by presentation of a demand curve of illegal migration, based on the tolerance of the society towards clandestine foreigners. Equilibrium forces predict a non-zero level of illegal migration. The rule of law of our legal systems, according to which any illegal activity has to be reduced to zero, bears the danger of producing inefficient disequilibria. A reasonable policy of wanted and unwanted migration should address the question of how to allocate scarce resources. Ignoring social optima and equilibrium forces means to abandon public resources that could be used for other public assignments, such as schooling or foreign aid, for instance, i.e., measures that could strike the problem of illegal migration at its root. [source] Best Practices to Reduce Migration PressuresINTERNATIONAL MIGRATION, Issue 3 2002Philip Martin Are there best practices to foster economic development, reduce population growth, and protect the environment in source countries of unauthorized migration, in a manner that reduces emigration pressures and redirects migration towards legal channels? This paper outlines cooperative actions that can be undertaken by both source and receiving countries to better manage the movements of people over national borders. There are two broad approaches to foster wanted migration and to reduce unwanted migration. First, maximize migration's payoffs by ensuring that the 3 Rs of recruitment, remittances, and returns foster economic and job growth in emigration areas. Second, make emigration unnecessary by adapting trade, investment and aid policies, and programmes that accelerate economic development and thus make it unnecessary for people to emigrate for jobs and wages. Most of the changes needed for stay,at,home development must occur in emigration areas, but immigration areas can cooperate in the management of immigration, guest workers, and students, as well as in promoting freer trade and investment, and in targeting aid funds. In a globalizing world, selective immigration policies may have important development impacts, as with immigration country policies toward students, and workers in particular occupations, such as nurses and computer programmers, as well as with mutual recognition of occupational licenses and professional credentials. Trade policies affecting migration are also important, such as trade in services and laws regulating contracts between firms in different countries that allow the entry of lower wage workers as part of the contract. opening channels for legal migration can deter irregular migration. [source] Korean Immigration Policy Changes and the Political Liberals' Dilemma1INTERNATIONAL MIGRATION REVIEW, Issue 3 2008Nora Hui-Jung Kim Recently, Korean low-skilled foreign labor policies have changed in contradictory ways. On the one hand, Korea seems to be moving in a "liberal" direction, because the government is according more rights to foreign workers. On the other hand, Korea seems to be moving in an "illiberal" direction, because the government is according ethnic Korean workers preferential treatment over other foreign workers. I explain this contradictory situation in terms of political liberals' activism. Korean political liberals' activism vis-à-vis migrant workers is two-pronged: first, to afford more rights to all migrant workers and, second, to guarantee equal treatment to all ethnic Koreans. Taken separately, each move is in line with the political liberal principle of promoting nonascriptive, universalistic, and equal treatment. Taken together, these two moves are inherently contradictory , one pushes toward ethnicizing trends and the other pushes toward de-ethnicizing trends of immigration policies. This contradiction, which I call the political liberals' dilemma, divides political liberals and weakens their overall political leverage. [source] The Significance of the September 11, 2001 Terrorist Attacks for United States-Bound Migration in the Western HemisphereINTERNATIONAL MIGRATION REVIEW, Issue 1 2002Christopher Mitchell The economic and political effects of the September 11 terrorist attacks weakened Latin American and Caribbean economies, reduced employment among Western Hemisphere immigrants living in the United States, and hindered new migrants' access to U.S. territory. Thus, the 9/11 events probably increased long-term motivations for northward migration in the hemisphere, while discouraging and postponing international population movement in the short run. In addition, the terrorist assaults dealt a sharp setback to a promising dialogue on immigration policies between the United States and Mexico. Those discussions had appeared to herald constructive new policies towards migration into the U.S. from Mexico and possibly other nations in the hemisphere. A series of significant international migrant flows in South and Central America and in the Caribbean, not involving the United States, are unfortunately beyond the scope of this brief essay. I will first describe the consequences of the September 11 assaults for U.S.-bound migration in the hemisphere, before turning to consider future social, economic and policy paths. [source] Willing to Work: Agency and Vulnerability in an Undocumented Immigrant NetworkAMERICAN ANTHROPOLOGIST, Issue 2 2010Ruth Gomberg-Muñoz ABSTRACT, Restriction-oriented immigration policies and polarizing political debates have intensified the vulnerability of undocumented people in the United States, promoting their "willingness" to do low-wage, low-status work. In this article, I draw on ethnographic research with undocumented immigrants in Chicago to examine the everyday strategies that undocumented workers develop to mediate constraints and enhance their well-being. In particular, I explore how a cohort of undocumented Mexican immigrants cultivates a social identity as "hard workers" to promote their labor and bolster dignity and self-esteem. Much of the existing literature on unauthorized labor migration has focused on the structural conditions that encumber immigrants and constrain their opportunities. By shifting the focus to workers' agency, I seek to complement these analyses and show how undocumented immigrants actively navigate the terrain of work and society in the United States. [source] Immigration and the Imagined Community in Europe and the United StatesPOLITICAL STUDIES, Issue 1 2008Jack Citrin Both Europe and the United States are confronting the challenges of economic and cultural integration posed by immigration. This article uses the ESS and CID surveys to compare transatlantic public opinion about immigrants and immigration. We find more tolerance for cultural diversity in the United States, but we also find that Americans, like Europeans, tend to overestimate the number of immigrants in their countries and tend to favor lower levels of immigration. The underpinnings of individual attitudes are similar in all countries and immigration attitudes are surprisingly unrelated to country-level differences in GDP, unemployment and the number and composition of the foreign born. An implication of these findings is that acceptance of higher levels of immigration, deemed by many to be an economic need, will require both more selective immigration policies and an emphasis on the cultural assimilation of newcomers. [source] The US National Intelligence Council on Growing Global MigrationPOPULATION AND DEVELOPMENT REVIEW, Issue 4 2001Article first published online: 27 JAN 200 The National Intelligence Council, a body reporting to the Director of Central Intelligence, brings together expertise from inside and outside the US government to engage in strategic thinking on national security issues. Some of its reports, known as National Intelligence Estimates, are now issued in unclassified versions. One of these published in December2000, was entitled Global Trends 2015: A Dialogue about the Future with Nongovernment Experts. It discussed what it termed the key drivers of global change and presented a generally bleak set of scenarios of the medium-term future. (See the short review in PDR 27, no. 2, pp. 385,386.) Demographic factors,in particular, mass migration,were seen as one of the drivers. This topic is investigated further in a subsequent NIC report, Growing Global Migration and Its Implications for the United States, issued this year. The initial section of the report, headed Key Judgments, is reprinted below. The report emphasizes the economic advantages of liberal immigration policies to the advanced economies, "despite some initially higher welfare costs and some downward pressure on wages." Resistance to liberalization in European countries and Japan is seen as putting them at a competitive disadvantage to the United States. Their levels of illegal immigration, however, will inevitably increase in scale. Expectations for the US are for rises in both legal and illegal immigration. Mentioned as one of the "difficult issues" that are minor offsets to the broad gains offered by immigration is its use as a vehicle for "transnational terrorist, narcotrafficking, and organized crime groups." [source] Multivariate explanation of the 1985,1990 and 1995,2000 destination choices of newly arrived immigrants in the United States: the beginning of a new trend?POPULATION, SPACE AND PLACE (PREVIOUSLY:-INT JOURNAL OF POPULATION GEOGRAPHY), Issue 5 2007Kao-Lee Liaw Abstract This paper identifies the salient features in the 1985,1990 and 1995,2000 destination choices of newly arrived immigrants, and performs multivariate explanation of these choices, based on an application of a multinomial logit model to the state-specific immigration data of the 1990 and 2000 censuses. The salient features are that: (1) the destination choice pattern of the newly arrived immigrants became more dispersed from the late 1980s to the late 1990s; (2) the change was pervasive in the sense that it was true for all combinations of five broad ethnic groups and four levels of educational attainment; (3) the change was much greater for Hispanics and Blacks than for Asians and Whites; (4) the lower the level of education, the greater the increase in dispersion; and (5) the Hispanics with the lowest education experienced the greatest increase in dispersion. Our multivariate analysis reveals that: (1) while the attraction of co-ethnic communities as destinations remained strong for both periods, it became much less intense in the late 1990s, especially for Hispanics and Blacks; (2) the newly arrived immigrants were subject to the strong pull of higher income level in both periods; (3) the pull of employment growth became stronger and more industry-specific from the late 1980s to the late 1990s; and (4) the pull of service employment growth, especially for the least-educated Hispanic immigrants, became much stronger in the later period. In the context of the progressive entrenchment of neoliberalism and the major changes in immigration policies, our empirical findings suggest that the ethnically selective dispersal of immigrants in the late 1990s is probably the beginning of a new trend. [source] International migration and the Rainbow NationPOPULATION, SPACE AND PLACE (PREVIOUSLY:-INT JOURNAL OF POPULATION GEOGRAPHY), Issue 1 2006David Lucas Abstract Recent statistics suggest that emigration from South Africa is accelerating while documented immigration remains at low levels. Primary analysis of a 10% sample of the overseas-born in South Africa from the 1996 census confirmed that Black immigrants to South Africa were shown to be predominantly unskilled males, who were no better qualified than the Black population in general. This contrasts with the apartheid era when South Africa built up a stock of overseas-born skilled workers, mostly Whites, which was not replenished in the 1990s, partly because of restrictive immigration policies. The UK is the major destination for South Africans but lacks detailed data on the characteristics of the immigrants. The second destination is Australia and New Zealand combined. Comparisons are made with published census data on the South Africa-born in Australia and New Zealand. A majority of emigrants have post-school qualifications and professional occupations, reflecting the selective immigration criteria of Australia and New Zealand. The analysis confirms the importance of human capital to potential emigrants even though they may wish to move for non-economic reasons. It also supports the view that South Africa had moved from a brain exchange of Whites to a brain drain, thus compounding a national shortage of skilled workers. Hatton International migration in the last half century is often characterised as following an inexorable upward trend that can only be stemmed by tougher immigration policies in the rich OECD. This view fails to pay sufficient attention to the supply-side forces that drive emigration from poor to rich countries. European mass migrations before 1914 suggest that emigration typically traces out what is sometimes called the ,migration hump' and what we call an ,emigration life cycle'. This paper examines the forces that underlay the mass migration from pre-1914 Europe and compares them with the experience since 1970. Despite the great importance of restrictive immigration policy today, we find the same forces at work in poor source countries today as a century ago. Our results also suggest that, contrary to popular belief, emigration pressure from the Third World is beginning to ease. [source] IMMIGRATION UNEMPLOYMENT RELATIONSHIP: THE EVIDENCE FROM CANADA,AUSTRALIAN ECONOMIC PAPERS, Issue 1 2007ASADUL ISLAM This paper examines the relationship between unemployment and immigration in Canada. The bi-directional causality test finds no evidence of a significant effect of Canadian immigration on unemployment. Cointegration tests indicate that there is no observed increase in aggregate unemployment due to immigration in the long run. The results from the causality test based on the vector error correction model confirm that, in the short run, past unemployment does cause (less) immigration but not vice versa. There is also a long-run positive relationship among per-capita GDP, immigration rate and real wages. The results indicate that, in the short-run, more immigration is possibly associated with attractive Canadian immigration policies, and in the long-run, as the labour market adjusts, Canadian-born workers are likely to benefit from increased migration. Nonetheless the political controversy surrounding the granting of temporary protection to forty-two asylum-seekers from West Papua in March 2006 needs to be understood in its wider, historical context. Papua has been a pebble in the region's political shoe since 1949. And national considerations are not new in shaping Australian policy toward asylum-seekers. Certainly in the 1960s and 1970s Australia played a tactical, often tough game with Papuan asylum-seekers in order to contain tensions with Indonesia. This article analyses the history of Australia's foreign and immigration policies towards Papuan asylum-seekers and describes the delicate balancing act that successive Australian governments have needed to perform in handling this issue. [source] THE NON-TRADED SECTOR, LOBBYING, AND THE CHOICE BETWEEN THE CUSTOMS UNION AND THE COMMON MARKETECONOMICS & POLITICS, Issue 3 2008CYRILLE SCHWELLNUS This paper models immigration policy as the outcome of political competition between interest groups representing individuals employed in different sectors. In standard positive theory, restrictive immigration policy results from a low-skilled median voter voting against predominantly low-skilled immigration. In the present paper, in contrast, once trade policies are liberalized, restrictive immigration policy results from anti-immigration lobbying by interest groups representing the non-traded sectors. It is shown that this is in line with empirical regularities from recent episodes of restrictive immigration legislation in the European Union. It is further shown that if governments negotiate bilaterally over trade and migration policy regimes, the equilibrium regime depends (i) on the sequencing of the international negotiation process and (ii) on the set of available trade and migration policy regimes. In particular, the most comprehensive and most welfare-beneficial type of liberalization may be rejected only because a less comprehensive type of liberalization is available. [source] |
