Selected AbstractsBuilding the Other, Constructing Ourselves: Spatial Dimensions of International Humanitarian ResponseINTERNATIONAL POLITICAL SOCIOLOGY, Issue 3 2008Lisa Smirl Humanitarian reconstruction after a large-scale natural disaster has become a key site of international politics; a site where global assumptions, relationships, and responsibilities are negotiated, solidified and questioned. While post-crisis response strategies and institutional practices have strong spatial and material characteristics, these are rarely considered as significant,either to the reconstruction effort, or to international politics more generally. This article identifies and examines the "auxiliary space" created by the everyday practices of international aid workers and asks whether its effects may lead to unanticipated and potentially transformative outcomes not only for the reconstruction effort, but also for global North-South relations at large. The article concludes that post-crisis reconstruction sites may offer both cautionary and emancipatory potential for the evolution of international relations. [source] Are non-poor households always less vulnerable?DISASTERS, Issue 3 2008The case of households exposed to protracted civil war in Southern Sudan Civil wars in Africa are now the leading contributory cause of vulnerability of rural communities. Understanding vulnerability during civil war is critical for humanitarian response and post-conflict rehabilitation planning. The lack of understanding of vulnerability has led existing studies to make sweeping generalizations, either by equating the dynamics of vulnerability during civil wars with vulnerability in other risk events, or by projecting people in the ,war zones' as unable to cope and subsequently becoming vulnerable. This paper is an attempt to gain a more nuanced understanding of the dynamics of vulnerability during protracted civil war. It shows that during civil war the non-poor are not necessarily less vulnerable than poor households. The idea that people caught up in civil war are all vulnerable is not supported by the findings of this paper. It shows that the ,standard' pattern of vulnerability to drought is similar to that during exogenous counter-insurgency warfare, while a different pattern of vulnerability to endogenous shocks is identified. [source] Still falling short: protection and partnerships in the Lebanon emergency responseDISASTERS, Issue 4 2007David Shearer The Israeli,Hezbollah conflict in the summer of 2006, although brief, had a lasting impact on the region and prompted an intense humanitarian response. The conflict raised challenging questions for the United Nations (UN) about how to assist a middle-income yet extremely vulnerable population in a context where global and local relations are highly politicised. This paper focuses on two key questions that emerged from the humanitarian response. First, how can humanitarian agencies, and particularly the UN, improve the protection of civilians, and was what they did in Lebanon enough? Second, how can humanitarian agencies create partnerships with local actors and still remain true to core humanitarian principles when local actors are fiercely divided along confessional lines and influenced by external actors, and when some, such as Hezbollah, are parties to the conflict? This paper argues that despite the importance of protection and partnerships to the humanitarian response, their role in the UN emergency response still falls short. [source] Rapid humanitarian assessments and rationality: a value-of-information study from Iraq, 2003-04DISASTERS, Issue 1 2007Aldo Benini Rapid assessments are one of the standard informational tools in humanitarian response and are supposed to contribute to rational decision-making.1 The extent to which the assessment organisation itself behaves rationally, however, is an open question. This can be evaluated against multiple criteria, such as the cost and value of the information it collects and its ability to adapt flexibly design or samples when the survey environment changes unforeseeably. An unusual data constellation from two concurrent recent (2003,04) rapid assessments in northern Iraq permits us to model part of the actual assessment behaviour in terms of geographical, community and prior substantive information attributes. The model correctly predicts the decisions, in 79 per cent of the 2,425 local communities in focus, that data collector teams in the Emergency Mine Action Survey made to visit or not to visit. The analysis demonstrates variably rational behaviour under conditions of insecurity, repeated regrouping and incomplete sampling frames. A pronounced bias towards very small rural settlements is irrational for the overall results, but may be a rational strategy of individual survey workers seeking to prolong their employment. Implications for future assessments are sketched in the areas of tools for urban surveys, greater adaptability, including early feedback from users, and sensibility to value-of-information concepts. [source] Global factors shaping the future of food aid: the implications for WFPDISASTERS, Issue 2007Daniel Maxwell Food aid is a key component of a humanitarian response but its use in other programming contexts is subject to numerous criticisms. Even in humanitarian emergencies food aid is often late, unreliable and out of proportion to other elements of the response. Three major factors will shape the future of food aid. First, mechanisms of food aid governance are being reviewed and may undergo major changes,particularly the Food Aid Convention now that hopes have diminished for an Agreement on Agriculture at the World Trade Organisation. The second significant factor is donor agency trends. Overall levels of food aid have dropped fairly steadily in recent decades and there are several discernible trends in resource allocation, procurement and the use of food aid. The third factor is an emerging body of best practice that will define acceptable standards of food aid programming in the future. [source] Nutritional Response to the 1998 Bangladesh Flood Disaster: Sphere Minimum Standards in Disaster ResponseDISASTERS, Issue 3 2002Max R. O'Donnell In this study we use a cross,sectional survey to evaluate the nutritional response to the 1998 Bangladesh Flood Disaster by 15 relief agencies using standards developed by the Sphere Project. The Sphere Project is a recent attempt by agencies around the world to establish universal minimum standards for the purpose of ensuring quality and accountability in disaster response. The main outcomes measured were resources allocated to disaster relief, types of relief activities and percentage of agencies meeting selected Sphere food aid and nutrition indicators. Although the process of nutritional response was measured, specific nutritional and health outcomes were not assessed. This review found that self,reported disaster and nutritional resources varied widely between implementing agencies, ranging from US$58,947 to $15,908,712. The percentage of resources these agencies allocated to food aid and nutritional response also varied, ranging from approximately 6 to 99 per cent of total resources. Agencies met between 8 and 83 per cent of the specific Sphere indicators which were assessed. Areas in which performance was poor included preliminary nutritional analysis; beneficiary participation and feedback; disaster preparedness during non,emergency times; monitoring of local markets and impact assessment. Agencies were generally successful in areas of core humanitarian response, such as targeting the vulnerable (83 per cent) and monitoring and evaluating the process of disaster response (75 per cent). The results here identify both strengths and gaps in the quality of humanitarian response in developing nations such as Bangladesh. However, they also raise the question of implementing a rights,based approach to disaster response in nations without a commitment to meeting positive human rights in non,disaster times. [source] Factors Affecting Australia's Refugee Policy: The Case of the KosovarsINTERNATIONAL MIGRATION, Issue 2 2001Jackie King This article seeks to explain Australia's refugee policy and to identify the various objectives and factors that influence the development of that policy. Australia's refugee programme seeks to: provide a humanitarian response and protection to individual refugees; participate responsibly in the international community; honour its Convention obligations; further the interests of the people of Australia; meet high standards of administration and; acknowledge as much as possible changes in refugee populations. In fulfilling these objectives, Australian governments must weigh and balance various competing factors. These include: humanitarian responsibility, international obligations, social, political, economic and foreign policy factors, as well as efficient administration. In balancing the relative importance of these factors, the Federal government hopes to fulfil all its refugee and humanitarian objectives. However, the pluralistic nature of Australian society and the often conflicting ideals associated with protection of Australia's interests and the preservation of the rights of refugees, means that fulfilment of these objectives is difficult. This article examines the Australian government's response to the Kosovar conflict, to assess the relative success Australia had in fulfilling its refugee policy objectives and identifying the various factors that produced the final result. [source] The Interagency Health and Nutrition Evaluation initiative in humanitarian crises: Moving from single-agency to joint, sectorwide evaluations,,NEW DIRECTIONS FOR EVALUATION, Issue 126 2010Olga Bornemisza The authors focus on the growing international momentum for interagency or joint evaluations of humanitarian response. The Interagency Health and Nutrition Evaluation (IHE) initiative, established in 2003, is described and analyzed in this chapter. The aims of IHE are described, as are the five components in the IHE framework of analysis: outcomes, service performance, policy and planning, risks to health and nutrition, and humanitarian context.
