Selected AbstractsIntegration of Different Data Bodies for Humanitarian Decision Support: An Example from Mine ActionDISASTERS, Issue 4 2003Aldo A. Benini Geographic information systems (GIS) are increasingly used for integrating data from different sources and substantive areas, including in humanitarian action. The challenges of integration are particularly well illustrated by humanitarian mine action. The informational requirements of mine action are expensive, with socio,economic impact surveys costing over US$1.5 million per country, and are feeding a continuous debate on the merits of considering more factors or ,keeping it simple'. National census offices could, in theory, contribute relevant data, but in practice surveys have rarely overcome institutional obstacles to external data acquisition. A positive exception occurred in Lebanon, where the landmine impact survey had access to agricultural census data. The challenges, costs and benefits of this data integration exercise are analysed in a detailed case study. The benefits are considerable, but so are the costs, particularly the hidden ones. The Lebanon experience prompts some wider reflections. In the humanitarian community, data integration has been fostered not only by the diffusion of GIS technology, but also by institutional changes such as the creation of UN-led Humanitarian Information Centres. There is a question whether the analytic capacity is in step with aggressive data acquisition. Humanitarian action may yet have to build the kind of strong analytic tradition that public health and poverty alleviation have accomplished. [source] The Health Sector Gap in the Southern Africa Crisis in 2002/2003DISASTERS, Issue 4 2004Andre Griekspoor The southern Africa crisis represents the first widespread emergency in a region with a mature HIV/AIDS epidemic. It provides a steep learning curve for the international humanitarian system in understanding and responding to the complex interactions between the epidemic and the causes and the effects of this crisis. It also provoked much debate about the severity and causes of this emergency, and the appropriateness of the response by the humanitarian community. The authors argue that the over-emphasis on food aid delivery occurred at the expense of other public health interventions, particularly preventative and curative health services. Health service needs were not sufficiently addressed despite the early recognition that ill-health related to HIV/AIDS was a major vulnerability factor. This neglect occurred because analytical frameworks were too narrowly focused on food security, and large-scale support to health service delivery was seen as a long-term developmental issue that could not easily be dealt with by short-term humanitarian action. Furthermore, there were insufficient countrywide data on acute malnutrition, mortality rates and performance of the public health system to make better-balanced evidence-based decisions. In this crisis, humanitarian organisations providing health services could not assume their traditional roles of short-term assistance in a limited geographical area until the governing authorities resume their responsibilities. However, relegating health service delivery as a long-term developmental issue is not acceptable. Improved multisectoral analytical frameworks that include a multidisciplinary team are needed to ensure all aspects of public health are dealt with in similar future emergencies. Humanitarian organisations must advocate for improved delivery and access to health services in this region. They can target limited geographical areas with high mortality and acute malnutrition rates to deliver their services. Finally, to address the underlying problem of the health sector gap, a long-term strategy to ensure improved and sustainable health sector performance can only be accomplished with truly adequate resources. This will require renewed efforts on part of governments, donors and the international community. Public health interventions, complementing those addressing food insecurity, were and are still needed to reduce the impact of the crisis, and to allow people to re-establish their livelihoods. These will increase the population's resilience to prevent or mitigate future disasters. [source] Apples, Pears and Porridge: The Origins and Impact of the Search for ,Coherence' between Humanitarian and Political Responses to Chronic Political EmergenciesDISASTERS, Issue 4 2001Joanna Macrae During the 1990s a consensus emerged within the international humanitarian system that there was a need to enhance the ,coherence' between humanitarian and political responses to complex political emergencies. Closer integration between aid and political responses was seen to be necessary in order to address the root causes of conflict-induced crises, and to ensure that aid did not exacerbate political tensions. This paper explores the theory and practice of coherence over the past decade. It argues that, by sleight of hand, the coherence agenda has been reinterpreted such that humanitarian action has become the primary form of political action, rather than merely a substitute for it. The coherence agenda has been driven by geopolitical events, domestic policy considerations in donor countries and the more parochial concerns of aid policy, and is reflected in a number of substantive changes in the humanitarian architecture. Many of the tenets of this ,new humanitarianism' have been embraced by the majority of relief agencies, and thus legitimised it. The paper concludes that political humanitarianism, as opposed to active engagement by political and military actors, is flawed ethically and technically. It will provide neither an effective palliative for the ill effects of war, nor address its causes. This photo illustrates Didier Fassin's editorial on the riots in the French banlieues. Although the immediate cause of the riots must be ascribed, at least in part, to the ill-advised reactions of the French police and government, the Prime Minister proceeded to proclaim a state of emergency, using a 1955 law passed during the war in Algeria. These events call for serious examination not only of what France stands for, especially in terms of racial discrimination, but also of why anthropologists should have felt so uncomfortable about analysing these events, just as they did with the controversy over the veil. The political foundations of the discipline in France posit a knowledge of remote societies rather than of others close to home, and aspire to theoretical universalism combined with an element of colour-blindness which ignores local social realities. In this issue Jason Hart considers the ways in which children are commonly represented. Particularly in conditions seen as especially adverse, children's lives have overwhelmingly been viewed through the prism of humanitarianism. Accounts of children living amidst conflict, social upheaval and extreme poverty produced by humanitarian organizations are commonly framed by contrast to Romantic ideals of childhood. The disparity thereby demonstrated has fuelled popular imagination in the developed economies of the world - useful not only in eliciting support for humanitarian action but also, under the current world order, in discrediting certain societies and ultimately in justifying military intervention. Hart argues that anthropology has a valuable role to play in enhancing understanding of the lives of children globally. Key to this is locating children within social, economic and political processes that extend beyond the local to the national and international. Taking the issue of 'child soldiers' as an example, Hart argues for the importance of including a focus upon the ways in which such phenomena as the global arms trade and the foreign and economic policies of Western governments contribute to the circumstances in which children come to engage as combatants. Furthermore, the dangers of such engagement need to be placed in the context of the diverse array of risks encountered by children in impoverished and marginal settings. We urgently need a child-centred ethnography attentive to the interaction between the global and the local in the everyday lives of the young so that we may interrogate more closely the moral authority of those who justify their actions in terms of 'saving children'.
