Using Space: Agency and Identity in a Public,Housing Development

Recent critiques of conventional poverty research have highlighted the need to move beyond the conceptual limitations of "neighborhood effects" models and the use of the tropes of "adaptation" or "resistance" to explain the behaviors and actions of the urban poor. We use ethnographic field observations and interviews with public,housing residents to address these limitations in the poverty literature, assess competing explanations of poor people's agency, and provide insight into the importance of space as a mediating link between macrostructural constraints and locally situated behaviors. We theorize agency and identity as spatial phenomena,with spatial attributes and spatial influences,and examine how different spatial meanings and locations enable or constrain particular forms of social action and behavior. Our ethnographic and interview data depict several strategies by which residents "use space" to provide a measure of security and protection, to designate and avoid areas of criminality and drug activity, and to challenge or support the redevelopment of public housing. From these data we show that urban space is not a residual phenomenon in which social action occurs, but a constitutive dimension of social life that shapes life experiences, social conflict, and action. Housing developments in rural New England: effects on forest birds

In rural New England, forest fragmentation is caused by housing developments in forested areas. To evaluate the effects of these changes on forest birds, we compared bird assemblages between forests with different housing densities in western Massachusetts. Species occurrences and relative abundances were determined from systematic point count surveys and mist-netting at three plots in forest of low housing density (0,0.05 houses/ha) and of moderate housing density (0.60,6.70 houses/ha) in 1993 and 1994. Among guilds, Neotropical migrants and forest-interior species had significantly lower abundances in forests of moderate housing density. Abundances of ground/shrub nesting birds as a group, and of individual species such as veery (Catharus fuscescens), ovenbird (Seiurus aurocapillus) and wood thrush (Hylocichla mustelina), were greater in forest of low housing density, but blue jays (Cyanocitta cristata) were more abundant in forest of moderate housing density. Although the abundances of ground/shrub nesting birds were positively related to ground cover, this vegetation structure did not differ between forest types. Avian and mammalian nest predators may be responsible for the trends in bird abundance. Avian nest predators may recognize forest of moderate housing density as edge habitat, and this rural development may also support relatively high densities of mammalian nest predators. These trends suggest that birds of New England's relatively extensive forests may be subject to greater fragmentation effects than generally thought, as a result of increasing rural housing development within forests. Privatising social housing in Taiwan

This article first reviews how the concept of privatisation has been referred to in the current restructuring of the social housing system, especially in the case of the UK. The term ,privatisation' is then examined in greater detail and its wider meaning is discussed. By using the network approach, privatisation in relation to housing can be understood in terms of the changing combinations of agents involved in providing social housing, which gives rise to the commodified impact on the distribution of social housing. By using the privatisation process of social housing in Taiwan as an example, three distinct combinations in terms of providing social housing are identified. With an increasing number of social housing units being provided by the marketised social housing model where private agents control the process of providing social housing, along with more market rules being involved in the provision and the partial removal of means tests in relation to the distribution of social housing, the privatisation of social housing development in Taiwan is having a major impact on equity. VIOLENCE AMONG ADOLESCENTS LIVING IN PUBLIC HOUSING: A TWO-SITE ANALYSIS,

CRIMINOLOGY AND PUBLIC POLICY, Issue 1 2003

Research Summary: Current knowledge about violence among public housing residents is extremely limited. Much of what we know about violence in and around public housing is derived from analysis of Uniform Crime Report (UCR) data or victimization surveys of public housing residents. The results of these studies suggest that fear of crime among public housing residents is high and that violent offense rates may be higher in areas that contain public housing compared with similar areas without public housing. Yet, "[r]ecorded crime rates (and victimization rates) are an index not of the rate of participation in crime by residents of an area, but of the rate of crime (or victimization) that occurs in an area whether committed by residents or non-residents" (Weatherburn et al., 1999:259). Therefore, neither UCR nor victimization data measurement strategies address whether crime in and around public housing emanates from those who reside in public housing. Additionally, much of this research focuses on atypical public housing,large developments with high-rise buildings located in major metropolitan areas. To complement the existing literature, we compare rates of self-reported crime and violence among adolescents who reside in public housing in Rochester, N.Y., and Pittsburgh, Pa., with adolescents from the same cities who do not live in public housing. In Rochester, property crime and violence participation rates during adolescence and early adulthood among those in public housing are statistically equivalent to participation rates among those not in public housing. In Pittsburgh, living in public housing during late adolescence and early adulthood, particularly in large housing developments,increases the risk for violent offending, but not for property offending. The current study relies on a relatively small number of subjects in public housing at any single point in time and is based on cross-sectional analyses. Even so, there are several important policy implications that can be derived from this study, given that it moves down a path heretofore largely unexplored. Policy Implications: If replicated, our findings indicate that not all public housing is inhabited disproportionately by those involved in crime; that to develop appropriate responses, it is essential to discover if the perpetrators of violence are residents or trespassers; that policy should target reducing violence specifically and not crime in general; that a modification to housing allocation policies that limits, to the extent possible, placing families with children in late adolescence into large developments might reduce violence perpetrated by residents; that limited resources directed at reducing violence among residents should be targeted at those developments or buildings that actually have high rates of participation in violence among the residents; and that best practices may be derived from developments where violence is not a problem. Bird densities are associated with household densities

Abstract Increasing housing density is an important component of global land transformation, with major impacts on patterns of biodiversity. However, while there have been many studies of the changes in biodiversity across rural,urban gradients, which are influenced in large part by housing densities, how biodiversity changes across the full range of regional variation in housing density remains poorly understood. Here, we explore these relationships for the richness and abundance of breeding birds across Britain. Total richness, and that of 27 urban indicator species, increased from low to moderate household densities and then declined at greater household densities. The richness of all species increased initially faster with household density than did that of the urban indicator species, but nonurban indicator species richness declined consistently after peaking at a very low housing density. Avian abundance showed a rather different pattern. Total abundance and that summed across all urban indicator species increased over a wide range of household densities, and declined only at the highest household densities. The abundance of individual urban indicator species generally exhibited a hump-shaped relationship with housing density. While there was marked intraspecific variation in the form of such relationships, almost invariably avian abundance declined at housing densities below that at which the UK government requires new developments to be built. Our data highlight the difficulties of maintaining biodiversity while minimising land take for new development. High-density housing developments are associated with declines in many of those species otherwise best able to exploit urban environments, and those components of native biodiversity with which human populations are often most familiar. The end of public housing as we know it: public housing policy, labor regulation and the US city

In this article I argue that the US public housing policy, as codified by the Quality Housing and Work Responsibility Act of 1998 (QHWRA), is helping to reconfigure the racial and class structure of many inner cities. By promoting the demolition of public housing projects and replacement with mixed-income housing developments, public housing policy is producing a gentrified inner-city landscape designed to attract middle and upper-class people back to the inner city. The goals of public housing policy are also broadly consonant with those of welfare reform wherein the ,workfare' system helps to bolster and produce the emergence of contingent low-wage urban labor markets. In a similar manner, I argue that public housing demonstration programs, such as the ,Welfare-to-Work' initiative, encourage public housing residents to join the lowwage labor market. Although the rhetoric surrounding the demolition of public housing emphasizes the economic opportunities made available by residential mobility, I argue that former public housing residents are simply being relocated into private housing within urban ghettos. Such a spatial fix to the problems of unemployment and poverty will not solve the problems of inner-city poverty. Will it take another round of urban riots before we seriously address the legacy of racism and discrimination that has shaped the US city? Integrating diversity and fostering interdependence: Ecological lessons learned about refugee participation in multiethnic communities

Communities in the United States are becoming increasingly diverse, in part, because of the continual resettlement of refugees and immigrants from around the world. The promotion of refugees' well-being and integration depends upon how our communities value diversity and provide opportunities for meaningful involvement. However, refugees often face challenges to such involvement. An ecological perspective suggests that it is important to consider not only the characteristics of individuals but also to examine the extent to which particular settings are able to facilitate the participation of community members. The purpose of this study was to understand the participation experiences of 54 Hmong refugees living in multiethnic housing developments. Interviews revealed that while Hmong residents valued participation highly, most were excluded from meaningful avenues of participation because of multiple barriers, including language differences, time constraints, and discrimination. No supports to address these barriers existed in their communities. It is important to understand and build individuals' capacities to participate and communities' capacities to promote involvement, integrate diversity, and foster interdependence. Participation is fundamental to the process of enabling refugees to become an integral part of their new communities and is a potential way for them to regain a sense of control over their lives and the decisions that affect them. © 2002 Wiley Periodicals, Inc. EARLY RESIDENT EXPERIENCES AT A NEW MIXED-INCOME DEVELOPMENT IN CHICAGO

ABSTRACT:,Mixed-income development is an increasingly popular poverty deconcentration strategy in the United States but there have been few in-depth studies about the experiences of residents once they move in to the new housing developments. This article explores the early experiences of residents of all income levels who have moved into a new mixed-income development on the south side of Chicago. In-depth interviews have been conducted with 46 residents of the development, including 23 former public housing residents. Interviews were also conducted with a comparison group of 69 public housing residents who did not move to the development. I find that public housing movers appear to be a substantially different group than non - movers. I find that overall satisfaction with the new development is quite high among residents of all income levels. Early social relations are limited, particularly across income levels, and there are key barriers to interaction, such as physical design, stigma and assumptions based on class and housing status, and segregated associational structures.
