Contemporary richness of holarctic trees and the historical pattern of glacial retreat

The length of time land has been available for colonization by plants and other organisms could provide a partial explanation of the contemporary richness gradients of trees. According to this hypothesis, increasing times of land availability entail higher chances of recolonization, which eventually have positive effects on tree richness. To test this, we generated a dataset of the Holarctic trees and evaluated the influence of cell age, a measure of the time since an area became free of ice, on the observed tree richness gradients. We found that cell age is associated with richness in both Europe and North America, after controlling for contemporary climate patterns, suggesting that the historical pattern of glacial retreat in response to post-Pleistocene global warming has left a signal still detectable after at least 14,000 yr. The results were consistent using a range of modelling approaches or whether Europe and North America were analyzed separately or in concert. We conclude that, although secondary to contemporary climate, the post-glacial recolonization hypothesis is broadly supported at temperate latitudes. [source]


Reconsidering the Northwest European Family System: Living Arrangements of the Aged in Comparative Historical Perspective

During the past four decades, historians and demographers have argued that historical Northwest Europe and North America had a unique weak-family system characterized by neolocal marriage and nuclear family structure. This analysis uses newly available micro-data from 84 historical and contemporary censuses of 34 countries to evaluate whether the residential behavior of the aged in historical Northwest Europe and North America was truly distinctive. The results show that with simple controls for agricultural employment and demographic structure, comparable measures of the living arrangements of the aged show little systematic difference between nineteenth-century Northwest Europe and North America and twentieth-century developing countries. These findings cast doubt on the hypothesis that Northwest Europeans and North Americans had an exceptional historical pattern of preference for nuclear families. [source]


Civil Service Law in the People's Republic of China: A Return to Cadre Personnel Management

Despite the outward appearance of depoliticization, the civil service in China today is actually being repoliticized. This paper compares the 1993 Provisional Regulations on State Civil Servants with the Civil Service Law approved by the Standing Committee of the National People's Congress of the People's Republic of China (PRC) in April 2005. The 2005 reform formalized what had been a historical pattern,the Communist Party holds tight control over leadership change and management at various levels. The Civil Service Law has turned the Communist Party of China into a political institution that has become the source of both civil service empowerment and control. Although civil service reform in China differs markedly from approaches adopted elsewhere, China is clearly expanding its political control to ensure greater leverage over the bureaucracy. In this regard, China is in line with the global trend. That said, civil service reform in China has focused on structural elements and formal reorganizations, whereas most industrialized democracies have engaged in a dialectic between individualist and corporate responses to managerial questions. An understanding of the Chinese ability to adopt reforms,while strengthening its traditional hold,provides key perspectives not only on the world's largest nation and a rapidly emerging force in global political and economic relationships but also on the Chinese experience with important public sector reforms that have occurred in many other countries over recent decades. Can distribution models help refine inventory-based estimates of conservation priority?

A case study in the Eastern Arc forests of Tanzania, Kenya
Abstract Aim, Data shortages mean that conservation priorities can be highly sensitive to historical patterns of exploration. Here, we investigate the potential of regionally focussed species distribution models to elucidate fine-scale patterns of richness, rarity and endemism. Location, Eastern Arc Mountains, Tanzania and Kenya. Methods, Generalized additive models and land cover data are used to estimate the distributions of 452 forest plant taxa (trees, lianas, shrubs and herbs). Presence records from a newly compiled database are regressed against environmental variables in a stepwise multimodel. Estimates of occurrence in forest patches are collated across target groups and analysed alongside inventory-based estimates of conservation priority. Results, Predicted richness is higher than observed richness, with the biggest disparities in regions that have had the least research. North Pare and Nguu in particular are predicted to be more important than the inventory data suggest. Environmental conditions in parts of Nguru could support as many range-restricted and endemic taxa as Uluguru, although realized niches are subject to unknown colonization histories. Concentrations of rare plants are especially high in the Usambaras, a pattern mediated in models by moisture indices, whilst overall richness is better explained by temperature gradients. Tree data dominate the botanical inventory; we find that priorities based on other growth forms might favour the mountains in a different order. Main conclusions, Distribution models can provide conservation planning with high-resolution estimates of richness in well-researched areas, and predictive estimates of conservation importance elsewhere. Spatial and taxonomic biases in the data are essential considerations, as is the spatial scale used for models. We caution that predictive estimates are most uncertain for the species of highest conservation concern, and advocate using models and targeted field assessments iteratively to refine our understanding of which areas should be prioritised for conservation. Environmental justice and Roma communities in Central and Eastern Europe

Abstract Environmental injustice and the social exclusion of Roma communities in Central and Eastern Europe (CEE) has roots in historical patterns of ethnic exclusion and widening socioeconomic inequalities following the collapse of state socialism and the transition to multi-party parliamentary governments in 1989. In this article, we discuss some of the methodological considerations in environmental justice research, engage theoretical perspectives on environmental inequalities and social exclusion, discuss the dynamics of discrimination and environmental protection regarding the Roma in CEE, and summarize two case studies on environmental justice in Slovakia and Hungary. We argue that, when some landscapes and social groups are perceived as ,beyond the pale' of environmental regulation, public participation and civil rights, it creates local sites for externalizing environmental harms. EVOLUTION OF COLORFUL DISPLAY

How the displays of bowerbirds have evolved has attracted widespread interest. Endler et al. (2005) analyzed color use in display in a subset of bowerbird species and generalized their results to all bowerbirds. Here we discuss problems with their analysis that calls into question their conclusions. For example, they state that bowerbirds do not use decorations that match their background, but this is not supported by their results. They reconstruct historical patterns of sexual dimorphism in plumage display using questionable methodology. The high lability of these display traits makes these reconstructions unreliable and, using accepted methods and acknowledging the lability problem, we were unable to support their conclusions. Their claim that plumage differences between sympatric species are due to character displacement is not supported by the available data. Their focus is on visual contrast as the cause for display color and we offer additional hypotheses that may contribute to explaining color use. We support studies of spectral analysis of display traits but urge greater care in using this information to reach conclusions about how colorful displays have evolved. [source]


Unto Every One That Hath Shall Be Given: The Subject Areas Under The HEFCE Formula

The Higher Education Funding Council for England and Wales (HEFCE) has recently revised its formulae for the distribution of teaching and research funds between universities. The new formulae are intended to increase the transparency of the allocation process and reduce the reliance on historical patterns of allocation. Analysis shows that the coefficients (costs and prices) on which the formulae depend are estimated from historical data, so that reliance on historical patterns has not been eliminated. Moreover, the process by which the coefficients were derived is not transparent and the data used are not necessarily the most appropriate. Thus, the new formulae, which lead to significant shifts in the allocation of funds between subject areas, cannot be shown to have the transparency and sound empirical basis to which HEFCE aspires. Using linked markers to infer the age of a mutation

Abstract Advances in sequencing and genotyping technologies over the last decade have enabled geneticists to easily characterize genetic variation at the nucleotide level. Hundreds of genes harboring mutations associated with genetic disease have now been identified by positional cloning. Using variation at closely linked genetic markers, it is possible to predict the times in the past at which particular mutations arose. Such studies suggest that many of the rare mutations underlying human genetic disorders are relatively young. Studies of variation at genetic markers linked to particular mutations can provide insights into human geographic history, and historical patterns of natural selection and disease, that are not available from other sources. We review two approaches for estimating allele age using variation at linked genetic markers. A phylogenetic approach aims to reconstruct the gene tree underlying a sample of chromosomes carrying a particular mutation, obtaining a "direct" estimate of allele age from the age of the root of this tree. A population genetic approach relies on models of demography, mutation, and/or recombination to estimate allele age without explicitly reconstructing the gene tree. Phylogenetic methods are best suited for studies of ancient mutations, while population genetic methods are better suited for studies of recent mutations. Methods that rely on recombination to infer the ages of alleles can be fine-tuned by choosing linked markers at optimal map distances to maximize the information available about allele age. A limitation of methods that rely on recombination is the frequent lack of a fine-scale linkage map. Maximum likelihood and Bayesian methods for estimating allele age that rely on intensive numerical computation are described, as well as "composite" likelihood and moment-based methods that lead to simple estimators. Historical biogeography of Southeast Asia and the West Pacific, or the generality of unrooted area networks as historical biogeographic hypotheses

Abstract Aim Unrooted area networks are perhaps a general way in which different historical biogeographical patterns may be combined. Location Southeast Asia up to the West Pacific, Australia, South America. Methods Unrooted area networks based on Primary Brooks Parsimony Analysis of different data sets of Southeast Asian,West Pacific, Australian and South American clades. Results A large Brooks Parsimony historical (cladistic) biogeographic analysis of Southeast Asia and the West Pacific gave a meaningful result when all clades (representing different historical biogeographic patterns) were united into one matrix and an unrooted area network was produced. This network showed geographically adjacent areas as neighbours, which is interpreted as clades dispersing and speciating as soon as areas rafted towards each other. This pseudo-vicariance mechanism, together with the very limited, mainly linear dispersal possibilities, a few large, widespread clades with many endemic species, and the large overlap in distributions displayed by different patterns, may explain the peculiar result. When applied to examples from other areas (bird data from Australia and South America), unrooted area networks for all data perform very poorly. Main conclusions Unrooted historical general area networks are not universally applicable. In general, it is better to split historical patterns a priori and analyse them separately. [source]


Economic evaluation of neonatal screening for phenylketonuria and congenital hypothyroidism

Objective: To evaluate the costs and benefits of neonatal screening for phenylketonuria (PKU) and congenital hypothyroidism (CH). Neonatal screening for PKU and CH is common throughout the developed world. It represents a model of preventive care in that the screening procedure is simple and intellectual disability is otherwise irreversible. Changes in treatment and care, and in particular the advent of maternal PKU, require regular evaluation of a programme that also impacts on a large healthy population. Method: Costs of screening were based on the programme provided within Western Australia. Costs averted were derived using patterns of care currently adopted in Western Australia and applied according to historical patterns of intellectual disability for each condition. Results: A net saving of $A2.9 million is attributable to the programme annually. The economic benefits derive from the prevention of intellectual disability which otherwise incurs costs throughout the life of the affected individual. Maternal PKU represented a minor proportion of overall costs. Sensitivity analysis showed that the cost savings were robust, given changes in the levels of intellectual disability, but varied according to the discount rate. The result of a net saving was evident under all assumptions. Conclusion: Neonatal screening for PKU and CH is a cost saving use of resources and the emergence of maternal PKU has not had a significant effect on the economic outcomes. [source]


Problems with the ,language-as-resource' discourse in the promotion of heritage languages in the U.S.A.

In the United States, language ,rights' have been tethered to ethnic or racial entitlements as a means to redress historical patterns of discrimination and exclusion. The perception that language ,rights' are about the redress of past wrongs has had negative effects on efforts to gain broad public support for the teaching and maintenance of languages other than English. The language-as-resource orientation (Ruiz 1984) is considered as an alternative to a language rights approach. However, analysis of texts produced by advocates of the heritage language movement reveals the shortcomings of the language-as-resource metaphor in advancing broad-based support for the teaching, maintenance, and use of minority languages in the U.S. While efforts to promote heritage language education as a national strategic priority may result in short-term governmental support, wider and more sustained popular support for such programs will require significant modifications in the underlying values and ideologies about the status and role of languages other than English in education and public life. In this article, we examine how deeply rooted historical patterns of state,local conflict reasserted themselves even after the terrible destruction of Katrina and the redemptive promise of a new beginning. We also explain how state government, some city leaders, and most New Orleanians took advantage of the opportunities presented by Hurricane Katrina to change certain aspects of governance in New Orleans. This research highlights the importance of the state,local relationship in understanding urban affairs and the critical nature of historical patterns and their persistence. State,local conflicts over finances, control of local politics, and cultural differences have plagued New Orleans for decades, and they continue to do so in the post-Katrina era. [source]


Gene movement and genetic association with regional climate gradients in California valley oak (Quercus lobata Née) in the face of climate change

Abstract Rapid climate change jeopardizes tree populations by shifting current climate zones. To avoid extinction, tree populations must tolerate, adapt, or migrate. Here we investigate geographic patterns of genetic variation in valley oak, Quercus lobata Née, to assess how underlying genetic structure of populations might influence this species' ability to survive climate change. First, to understand how genetic lineages shape spatial genetic patterns, we examine historical patterns of colonization. Second, we examine the correlation between multivariate nuclear genetic variation and climatic variation. Third, to illustrate how geographic genetic variation could interact with regional patterns of 21st Century climate change, we produce region-specific bioclimatic distributions of valley oak using Maximum Entropy (MAXENT) models based on downscaled historical (1971,2000) and future (2070,2100) climate grids. Future climatologies are based on a moderate-high (A2) carbon emission scenario and two different global climate models. Chloroplast markers indicate historical range-wide connectivity via colonization, especially in the north. Multivariate nuclear genotypes show a strong association with climate variation that provides opportunity for local adaptation to the conditions within their climatic envelope. Comparison of regional current and projected patterns of climate suitability indicates that valley oaks grow in distinctly different climate conditions in different parts of their range. Our models predict widely different regional outcomes from local displacement of a few kilometres to hundreds of kilometres. We conclude that the relative importance of migration, adaptation, and tolerance are likely to vary widely for populations among regions, and that late 21st Century conditions could lead to regional extinctions. The genetic structure of cattle populations (Bos taurus) in northern Eurasia and the neighbouring Near Eastern regions: implications for breeding strategies and conservation

Abstract We investigated the genetic structure and variation of 21 populations of cattle (Bos taurus) in northern Eurasia and the neighbouring Near Eastern regions of the Balkan, the Caucasus and Ukraine employing 30 microsatellite markers. By analyses of population relationships, as well as by a Bayesian-based clustering approach, we identified a genetic distinctness between populations of modern commercial origin and those of native origin. Our data suggested that northern European Russia represents the most heavily colonized area by modern commercial cattle. Further genetic mixture analyses based on individual assignment tests found that native Red Steppe cattle were also employed in the historical breeding practices in Eastern Europe, most probably for incorporating their strong and extensive adaptability. In analysis of molecular variance, within-population differences accounted for ~90% of the genetic variation. Despite some correspondence between geographical proximity and genetic similarity, genetic differentiation was observed to be significantly associated with the difference in breeding purpose among the European populations (percentage of variance among groups and significance: 2.99%, P = 0.02). Our findings give unique genetic insight into the historical patterns of cattle breeding practices in the former Soviet Union. The results identify the neighbouring Near Eastern regions such as the Balkan, the Caucasus and Ukraine, and the isolated Far Eastern Siberia as areas of ,genetic endemism', where cattle populations should be given conservation priority. The results will also be of importance for cost-effective management of their future utilization. [source]


Effects of recent population bottlenecks on reconstructing the demographic history of prairie-chickens

Abstract Current methods of DNA sequence analysis attempt to reconstruct historical patterns of population structure and growth from contemporary samples. However, these techniques may be influenced by recent population bottlenecks, which have the potential to eliminate lineages that reveal past changes in demography. One way to examine the performance of these demographic methods is to compare samples from populations before and after recent bottlenecks. We compared estimates of demographic history from populations of greater prairie-chickens (Tympanuchus cupido) before and after recent bottlenecks using four common methods (nested clade analysis [NCA], Tajima's D, mismatch distribution, and mdiv). We found that NCA did not perform well in the presence of bottleneck events, although it did recover some genetic signals associated with increased isolation and the extinction of intermediate populations. The majority of estimates for Tajima's D, including those from bottlenecked populations, were not significantly different from zero, suggesting our data conformed to neutral expectations. In contrast, mismatch distributions including the raggedness index were more likely to identify recently bottlenecked populations with this data set. Estimates of population mutation rate (,), population divergence time (t), and time to the most recent common ancestor (TMRCA) from mdiv were similar before and after bottlenecks; however, estimates of gene flow (M) were significantly lower in a few cases following a bottleneck. These results suggest that caution should be used when assessing demographic history from contemporary data sets, as recently fragmented and bottlenecked populations may have lost lineages that affect inferences of their demographic history. Recency, range expansion, and unsorted lineages: implications for interpreting neutral genetic variation in the sharp-tailed grouse (Tympanuchus phasianellus)

Abstract Both current and historical patterns of variation are relevant to understanding and managing ecological diversity. Recently derived species present a challenge to the reconstruction of historical patterns because neutral molecular data for these taxa are more likely to exhibit effects of recent and ongoing demographic processes. We studied geographical patterns of neutral molecular variation in a species thought to be of relatively recent origin, Tympanuchus phasianellus (sharp-tailed grouse), using mitochondrial control region sequences (CR-I), amplified fragment length polymorphisms (AFLP), and microsatellites. For historical context, we also analysed CR-I in all species of Tympanuchus. Within T. phasianellus, we found evidence for restricted gene flow between eastern and western portions of the species range, generally corresponding with the range boundary of T. p. columbianus and T. p. jamesi. The mismatch distribution and molecular clock estimates from the CR-I data suggested that all Tympanuchus underwent a range expansion prior to sorting of mitotypes among the species, and that sorting may have been delayed as a result of mutation-drift disequilibrium. This study illustrates the challenge of using genetic data to detect historical divergence in groups that are of relatively recent origin, or that have a history dominated by nonequilibrium conditions. We suggest that in such cases, morphological, ecological, and behavioural data may be particularly important adjuncts to molecular data for the recognition of historically or adaptively divergent groups. Current and historical patterns of drainage connectivity in eastern Australia inferred from population genetic structuring in a widespread freshwater fish Pseudomugil signifer (Pseudomugilidae)

Abstract Dispersal can play an important role in the genetic structuring of natural populations. In this regard, freshwater fishes often exhibit extensive population genetic subdivision and are ideal subjects for investigating current and historical patterns of connection and dissociation between drainages. We set out to generate a comprehensive molecular phylogeny for a widespread freshwater fish from eastern Australia, the Pacific blue-eye Pseudomugil signifer. Although movement via flood events may be important in the southern end of the species' range, genetic structuring revealed the importance of historical drainage connections and dissociations in mediating or disrupting dispersal. A dominant feature of our phylogeny is a split between northern and southern populations, which appears to be congruent with a biogeographical barrier recently implicated as important for the connectivity of freshwater organisms in eastern Australia. The extent of the split also has taxonomic implications consistent with suggestions that the Pacific blue-eye may represent more than a single species. [source]


Change in vegetation cover in East Timor, 1989,1999

Abstract Forest resources play a key role and provide many basic needs to communities in developing economies. To assess the patterns of vegetation cover change, as a corollary of resource utilization, satellite imagery, ground truth data, and image processing techniques can be useful. This article is concerned with identifying change in major vegetation types in East Timor between 1989 and 1999, using Landsat Thematic Mapper data. The results highlight a significant level of deforestation and decline in foliage cover. All major vegetation cover types declined from 1989 to 1999, and there was a sizeable increase in degraded woodlands. This decline has had considerable impact on the livelihoods of rural and urban communities. Causes for these changes include: economic exploitation of abundant resources; and implications of transmigration policies implemented during Indonesian rule, resulting in increased competition for land and woodland resources. As the new nation of Timor-Leste establishes itself, it must consider its current stock and distribution of natural capital to ensure that development efforts are geared towards sustainable outcomes. Without the knowledge of historical patterns of resource consumption, development efforts may, unwittingly, lead to continuing decline in forest resources. [source]

The current global food crisis can be, in part, described as an outcome of not only historical patterns of income inequalities and long-standing food trade policies biased in favor of wealthier nations but also in terms of significant reductions in food aid and other safety-net programs for people living in poor nations. Despite the serious nature of the problem of food insecurity, only a limited amount of reliable descriptive research, especially at the community level, has explored the causes and consequences of the current food crisis. Anthropology offers a unique set of methodological and theoretical approaches that can be useful for designing, implementing, and evaluating programs and policies aimed at alleviating poverty and reducing food insecurity. Anthropologically informed research can provide a dynamic understanding of food insecurity in terms of its causes and consequences and its local, regional, and global underpinnings. This information can be helpful in incorporating a community-level understanding of the "local" determinants of food insecurity for developing effective and sustainable food policy and intervention programs. Distribution and status of medicinal leeches (genus Hirudo) in the Western Palaearctic: anthropogenic, ecological, or historical effects?

Abstract 1. Distribution and status of medicinal leeches were re-considered in the light of the new taxonomy recognizing four Western Palaearctic species: Hirudo medicinalis, Hirudo verbana, Hirudo orientalis and Hirudo troctina. 2. Recent records and new data obtained on expeditions to Ukraine, Russia, Azerbaijan, Kazakhstan, Uzbekistan and the Western Balkans were mapped to obtain an up-to-date overview of the distribution. 3. Three hypotheses explaining the current ranges of all Hirudo species were tested. The ecological hypothesis, suggesting a strong impact of large-scale environmental factors, received the highest support, while anthropogenic influence was minimal, and no historical patterns of refugia and colonization were detected. 4. Mapped localities of all Hirudo species show extensive, belt-shaped ranges extending from east to west. H. medicinalis is distributed from Britain and southern Norway to the southern Urals and probably as far as the Altai Mountains, occupying the deciduous arboreal zone. H. verbana has been recorded from Switzerland and Italy to Turkey and Uzbekistan, which largely corresponds to the Mediterranean and sub-boreal steppe zone. H. orientalis is associated with mountainous areas in the sub-boreal eremial zone and occurs in Transcaucasian countries, Iran and Central Asia. H. troctina has been found in north-western Africa and Spain in the Mediterranean zone. 5. Based on the data gathered, and considering real and potential threats, global IUCN category Near Threatened is proposed for H. medicinalis, H. verbana, and H. orientalis, while H. troctina can only be assigned to category Data Deficient. Recent research has highlighted the value of employing the idea of networks to describe the interrelatedness of today's globalizing economy. Networks facilitate flows of knowledge, ideas, managerial techniques and capital between firms both within and across political borders. This paper argues that the reconstruction of social connections through which information is created, given value and exchanged is fundamental to an understanding of not only contemporary but also historical patterns of economic globalization. We focus on the networks of the capitalist elite running 12 major multinational enterprises, active across British imperial territories, between c.1900 and c.1930. An examination is made of the economic and spatial interlocks between firms created by board members who were multiple directors. Social underpinnings of multiple directorates are examined by exploring the common, overlapping social spheres within which individuals engaged. A clearer grasp of the ways in which corporate activity operated in the early 1900s can provide a better understanding of the social context of global economic operations. [source]
