Selected AbstractsThe Emerging Strategic Partnership between India and the EU: A Critical AppraisalEUROPEAN LAW JOURNAL, Issue 6 2007Saponti Baroowa In recent times however, amongst others, the changing external environment, the EU's emerging profile as a global actor and India's growing importance both regionally and globally warranted the need for greater political dialogue and cooperation between the two sides. What followed therefore was the formalisation at the highest level of the EU's political dialogue with India and its institutionalisation into a meaningful summit-level partnership leading to a strategic partnership. Areas of divergence and challenges remain but the opportunities that have surfaced are significant and deserving of attention. This article critically analyses the growing strategic partnership between India and the EU in the light of both these realities. While the United States, as a global actor, focuses on systemic effects, every international relationship is affected by the need for caution and by changes in relative position. China and Vietnam have always had an asymmetric relationship, but the gap has grown with China's strong recovery and increased regional and global presence. Both countries are interested in improving cooperation, but for Vietnam the risks as well as the opportunities are more immediate. New strength in regional cooperation as well as the continued global presence of the United States provides important contexts of reassurance to bilateral normalcy. [source] Negotiating Globalization: Global Scripts and Intermediation in the Construction of Asian Insolvency RegimesLAW & SOCIAL INQUIRY, Issue 3 2006Bruce G. Carruthers This article draws from a larger research project on the globalization of bankruptcy law that includes (1) a time-series analysis of all bankruptcy reforms worldwide from 1973 to 1998; (2) participation observation, several hundred interviews and documentary analysis of international financial institutions (IMF, World Bank, Asian Development Bank, European Bank for Reconstruction and Development), international professional associations (International Bar Association, International Federation of Insolvency Practitioners), and world governance organizations (OECD, U.N. Commission on International Trade Law); and (3) case studies of Indonesia, Korea, and China. The globalization of law is a negotiated process. Our research on international organizations and case studies of China, Indonesia, and South Korea indicates that negotiation of the global/local relationship varies by the vulnerability of a country to global forces. Nation-states vary (1) in their balance of power vis-à-vis global actors; and (2) in their social and cultural distance from the global. Yet even where the global/local gap is wide and the asymmetry of power is pronounced, local responses to global pressures are negotiated as much as imposed. Negotiating globalization relies on direct and mediated interactions by several types of intermediaries who translate global scripts into four kinds of outcomes. The impact of intermediaries in this process varies by the phase of the reform in which they participate. Finally, globalizing law proceeds through recursive cycles of lawmaking and law implementation. [source] Reactions of Developing-Country Elites to International Population PolicyPOPULATION AND DEVELOPMENT REVIEW, Issue 4 2002Nancy Luke The authors examine the global diffusion of international population policy, which they consider a cultural item. The process of cultural diffusion is often seen as spontaneous: items of Western culture are in demand because they are universally attractive. Yet cultural flows may also be directed, they may be unattractive to their intended recipients, and their acceptance may depend on persuasion and material incentives. The authors consider the range of responses of national elites to the new population policy adopted by the United Nations at Cairo in 1994. Strongly influenced by feminists, the Cairo Program of Action promotes gender equity and reproductive health and demotes previous concerns with population growth. The data are interviews with representatives of governmental and nongovernmental organizations involved in population and health in five developing countries. To interpret the interviews, the authors draw on two theoretical frameworks. The first emphasizes the attractiveness of new cultural items and the creation of a normative consensus about their value. The second emphasizes differentials in power and resources among global actors and argues that the diffusion of cultural items can be directed by powerful donor states. Interviews in Bangladesh, Ghana, Jordan, Malawi, and Senegal portray a mixed reception to Cairo: enthusiastic embrace of certain aspects of the Cairo policy by some members of the national elite and a realistic assessment of donor power by virtually all. Strategies of rhetoric and action appear to be aimed at maintaining and directing the flows of donor funds. [source] Globalization and African Ethnoscapes: contrasting Nigerien Hausa and Nigerian Igbo migratory orders in the U.S.CITY & SOCIETY, Issue 1 2004RACHEL R. REYNOLDS This short essay, which is a preface to two full length articles by Reynolds and by Youngstedt, also in this volume, highlights important contrasts between two African migratory orders in cities in the United States, especially by examining economic conditions under which the two communities use global information technologies as tools of community cohesion and formation in diaspora. The central contrast is that Nigerien Hausa experiences rest at the margins of the formal economy or at their engagement within informal economies, while Nigerian Igbo peoples' experiences as brain drain professionals means that they are by nature of their migratory order integrated into the hegemonic core of global capital. Ultimately, our ethnographically-based evidence poses two queries: how does space-time compression operate differentially in the creation of new "global" communities, and secondly, how are significant groups of global actors emerging as the various strands of globalizing economies take new root within and across old ethnic and national and religious imaginaries of community?
