Post-Conditionality Politics and Administrative Reform: Reflections on the Cases of Uganda and Tanzania

This article contributes to the discussion of the nature of external intervention in the reform processes of indebted states. Looking at administrative reform in Uganda and Tanzania, it is argued that external involvement in sub-Saharan Africa is becoming increasingly differentiated. For some states , including the two cases dealt with here , a key set of continuities and changes allows us to conceptualize a regime of post-conditionality. Post-conditionality regimes exist where extreme external dependence and economic growth produce a set of political dynamics in which external,national distinctions become less useful, in which there emerge a set of unequal mutual dependencies, and in which donor/creditor involvement in reform becomes qualitatively more intimate, pervading the form and processes of the state. Details of this dispensation are provided in an analysis of key ministries and key interventions by donors/creditors. The article finishes by considering the contradictions of the post-conditionality regime, and its prospects. [source]


Farmland degradation in the mountains of Nepal: a study of watersheds ,with' and ,without' external intervention

Abstract Amidst growing concerns about farmlands conservation, this paper examines the status of farmlands in two mountain watersheds ,with' and ,without' external intervention, located in the western hills of Nepal. Information was obtained from a household survey and group discussions conducted during April to September 1999. The severity of soil erosion from farmers' perspectives, density of landslides, soil nutrient balance and change in crop yield have been adopted as indicators of the status of the land. Results of the analysis indicate that land resources in both watersheds are undergoing degradation, though the causes and extent of degradation vary from one type of land to another. Upland crop terraces, locally called bari, are undergoing degradation most seriously under the combined influence of severe soil erosion, landslide and the depletion of soil nutrients. In particular, soil erosion has severely affected nearly half of the upland crop terraces in both watersheds due to a number of natural and anthropogenic factors ranging from weak geological structure to arable agriculture. Landslide and nutrient depletion have affected all types of farmlands except homesteads in both watersheds. Overall, the extent and intensity of land degradation is relatively high in the non-project area, as farmers were not provided with necessary technical and financial support. Intrinsische Motivation und umweltpolitische Instrumente

In the discussion on the rational choice model of individual behavior, a growing emphasis has recently been placed on the importance of intrinsic motivation. Contrary to assumptions made in the standard economic literature, it is suggested that an individual's motivation to act may not be exclusively determined by external influences (incentives, restrictions) and (given) personal preferences, but, in addition, depends on intrinsically anchored ethical preferences. Intrinsic motivation may diminish if parallel external incentives, such as rewards or orders, come into play: Insofar as external intervention weakens the corresponding intrinsic motivation to act, the (normal) effect of relative prices is opposed by a (countervailing) crowding-out effect of intrinsic motivation. The effect of (over-) crowding-out has been thematized especially in the context of environmental policy. It was suggested that subsidies may support intrinsic incentives whereas taxes and licences (especially though command-and-control measures) tend to undermine them. This paper critically analyzes the impact of intrinsic behavior considerations on the evaluation of environmental policy instruments. It is argued that, if at all, economists' standard recommendations for policy design with respect to subsidies need not be revised even if intrinsic motivation plays any role for the agents' environmental bevavior. Furthermore, command-and-control policy might rather support than weaken intrinsic motivation. [source]


Regulation of space in the contemporary postcolonial Pacific city: Port Moresby and Suva

Abstract:,National development problems in the weak states of Papua New Guinea and Fiji have resulted in external intervention. However neo-liberal development strategies have not resolved development problems and may have further weakened state structures. In both capital cities rural-urban migration, rising urban unemployment, and the expansion of squatter settlements and the informal sector have all continued in recent years. The numbers of beggars, street kids and prostitutes have increased, as has domestic violence and crime. Governments have opposed all these trends, by regulation and intolerance, violence, routine repression and eviction, rather than by pro-poor policies. Settlers, prostitutes, beggars, street kids and market vendors have been evicted and moved on, on the ideological premise that that their true place is in rural areas, and that their urban presence challenges and threatens notions of urban order. Moral regulation, social exclusion and moral panic have divided ,good citizens' from marginal and possibly criminal others, intensifying social divisions within the cities. Sustainable urban development has proved difficult to achieve. [source]


Performance Decline and Turnaround in Public Organizations: A Theoretical and Empirical Analysis,

Public sector performance is currently a significant issue for management practice and policy, and especially the turnaround of those organizations delivering less than acceptable results. Theories of organizational failure and turnaround derive largely from the business sector and require adaptation to the public service. The performance of public organizations is more complex to measure, is related to institutional norms, and the idea of ,failure' is problematic. Empirical findings from a real-time, longitudinal study of poorly performing English local authorities are used to develop an initial theory of performance failure and turnaround suited to public organizations. The paper argues that the typical performance of public organizations over time is cyclical. Where cognition and leadership capability are absent, organizations fail to self-initiate turnaround. In this situation authoritative external intervention is necessary. The strategies applied are principally concerned with building a leadership capability that engages senior politicians and managers in order to overcome inertia and collective action problems. The theory is presented in the form of seven propositions that provide a basis for further research across the public sector. [source]


Advancing a Political Ecology of Global Environmental Discourses

In the past decade international and national environmental policy and action have been dominated by issues generally defined as global environmental problems. In this article, we identify the major discourses associated with four global environmental issues: deforestation, desertification, biodiversity use and climate change. These discourses are analysed in terms of their messages, narrative structures and policy prescriptions. We find striking parallels in the nature and structure of the discourses and in their illegibility at the local scale. In each of the four areas there is a global environmental management discourse representing a technocentric worldview by which blueprints based on external policy interventions can solve global environmental dilemmas. Each issue also has a contrasting populist discourse that portrays local actors as victims of external interventions bringing about degradation and exploitation. The managerial discourses dominate in all four issues, but important inputs are also supplied to political decisions from populist discourses. There are, in addition, heterodox ideas and denial claims in each of these areas, to a greater or lesser extent, in which the existence or severity of the environmental problem are questioned. We present evidence from location-specific research which does not fit easily with the dominant managerialist nor with the populist discourses. The research shows that policy-making institutions are distanced from the resource users and that local scale environmental management moves with a distinct dynamic and experiences alternative manifestations of environmental change and livelihood imperatives. Uncovering Local Perspectives on Humanitarian Assistance and Its Outcomes

This paper draws on a study of Angolan refugees in Zambia to suggest ways that the perspectives and interests of the local population can be included in the assessment of relief interventions. Taking an actor-oriented approach, the paper suggests stepping back from the categorisation of the situation as an emergency and particular groups of people as the beneficiaries. Such categories are imposed from outside and may not reflect local people's outlook on the situation. In the case of Angolans in Zambia, the category of refugees had dissolved in the border villages to the extent that it was practically impossible to distinguish between refugees and hosts. This was in contrast to the official settlements where people were marked out as refugees and the label was maintained and reproduced over many years. Investigating outcomes in the border villagers in terms of refugees and the refugee problem would have been futile. The paper calls for evaluations of humanitarian assistance in complex emergencies to look beyond the ,beneficiaries' and to investigate the wider context of ,normality'. Neglecting the life and world of local people will make it impossible to understand the process by which external interventions are mediated at the local level to give particular outcomes, and valuable lessons which could help alleviate suffering will be lost. ,It Takes Two Hands to Clap': How Gaddi Shepherds in the Indian Himalayas Negotiate Access to Grazing

This article examines the effects of state intervention on the workings of informal institutions that coordinate the communal use and management of natural resources. Specifically it focuses on the case of the nomadic Gaddi shepherds and official attempts to regulate their access to grazing pastures in the Indian Himalayas. It is often predicted that the increased presence of the modern state critically undermines locally appropriate and community-based resource management arrangements. Drawing on the work of Pauline Peters and Francis Cleaver, I identify key instances of socially embedded ,common' management institutions and explain the evolution of these arrangements through dynamic interactions between individuals, communities and the agents of the state. Through describing the ,living space' of Gaddi shepherds across the annual cycle of nomadic migration with their flocks I explore the ways in which they have been able to creatively reinterpret external interventions, and suggest how contemporary arrangements for accessing pasture at different moments of the annual cycle involve complex combinations of the formal and the informal, the ,traditional' and the ,modern'.
