Selected AbstractsAfter Cancún: what next for agricultural subsidies?EUROCHOICES, Issue 3 2003Tim Josling Summary After Cancún: what next for agriculturalsubsidies? The collapse of the Ministerial in Cancún highlighted the enhanced role of the developing countries in the WTO and the reduced ability of the US and the EU to manage the trade system. One aspect of these changes has been that developing countries have taken much more interest in the level of domestic support in developed countries. Developed countries believe that the shift of support from production-linked to decoupled instruments has had a positive impact on trade. Developing countries maintain that this reform has not helped them, and has perpetuated inequities in the trade system. Research suggests that the output effect of decoupled support is limited, if not negligible. Such decoupling may be necessary to reform domestic polices. Additionally, domestic policies are being challenged by developing countries using the trade litigation of the WTO. But such challenges risk undermining support for the WTO. Until agreement is reached on these issues there will be little progress in further agricultural trade reform. A political solution must be found that continues the slow process of improvement of domestic farm policies and at the same time offers hope to developing countries that they will benefit from the improvement in the trade conditions for agricultural products. Ces changements impliquent que les pays en voie de développement s'intéressent de plus en plus aux niveaux de protection internes des pays développés. Les pays développés croient que le glissement des aides vers plus de découplage aura eu un effet positif sur les échanges. Mais les pays en voie de développement continuent à penser que ces réformes ne les ont pas aidés, et qu'elles ont perpétué les inégalités du commerce mondial. Le travail présenté ici semble montrer que l'effet du découplage sur l'offre est très faible, voire nul. Peut-être le decouplage est-il utile pour la réforme des politiques internes. Mais, au delà, ces politiques internes sont mises en cause par les pays en voie de développement, qui utilisent à leur encontre les ressources de procédure mises à leur disposition par l'OMC. De telles mises en cause sont de nature à détruire le soutien de l'opinion à l'OMC. II ne faut pas s'attendre à beaucoup de progrès dans les réformes du commerce international agricole tant qu'on n'aura pas trouve un accord sur ces questions. II est done necessaire d'élaborer des solutions qui confortent le lent progrès des politiques internes des pays developpes, tout en offrant aux pays en voie de développement 1, espoir de bénéficier de l'amélioration des conditions des échanges agricoles. [source] Triggers for Late Twentieth Century Reform of Australian Coastal ManagementGEOGRAPHICAL RESEARCH, Issue 3 2000B. G. Thom This paper identifies four triggers that underpinned the late 20th century reform of coastal management in Australia. These have operated across federal, state and local levels of government. The triggers are global environmental change, sustainable development, integrated resource management, and community awareness of management issues and participation in decision making. This reform has been driven by international and national forces. A number of inquiries into coastal management in Australia culminated in the production of a national coastal policy in 1995. This has led to fundamental changes in coastal management and to the recognition of the inevitability of changes in coastal systems. Federal policies and programs are being translated into action at the state and local government levels through a variety of funding mechanisms and programs. These involve capacity building, a memorandum of understanding between all levels of government, an enhanced role for state advisory or co-ordinating bodies, and an increased role for public participation. In the modern diplomatic environment, novel terms such as pipeline diplomacy, coercive diplomacy, diplomacy by sanction and citizen diplomacy are common, alongside the more traditional view of diplomacy as state-to-state activity, monopolized by professional, official diplomats. With such a broad range of views, the scholar can become confused as to what actually constitutes modern diplomacy? In this article, it is argued that the disparity of views in the diplomacy studies field must be classified and consolidated before the enhanced role of diplomacy in the twenty-first century can be better understood. In this article, three different classifications or schools of diplomatic thought are introduced and constructed: the Traditional School, the Nascent School, and the Innovative School. [source] Expression of aquaporins in the efferent ductules, sperm counts, and sperm motility in estrogen receptor-, deficient mice fed lab chow versus caseinMOLECULAR REPRODUCTION & DEVELOPMENT, Issue 2 2006Ricardo Ruz Abstract Estrogens play an important role in the male reproductive tract, and this is especially so for the efferent ductules, where ,-estrogen receptors (ER,) have been localized. Mice deficient in ER, (,ERKO mice) are infertile, and the effect appears to be due in part to retention of water at the level of the efferent ductules. In the present study, we examined the consequences of ER, deletion on the distribution of certain aquaporins (AQPs), water protein channels, in the efferent ductules and on sperm numbers and motility. In addition, the effects of feeding mice a regular lab chow diet, which contains phytoestrogens, known to affect male reproductive tract functions, and a casein diet, which lacks phytoestrogens, were also assessed. Light microscope immunolocalizations of AQP-1 and AQP-9 revealed dramatic reduction and patchier staining in ,ERKO mice with distal areas of the efferent ductules being more affected than proximal areas. No other changes in immunolocalizations were noted as a consequence of diet. Computer-assisted sperm analyses demonstrated a 62% reduction in cauda epididymal sperm/ml in ,ERKO mice fed lab chow, whereas 87% fewer sperm/ml were observed in ,ERKO mice fed casein, suggesting an enhanced role for sperm production and concentration in a diet containing phytoestrogens. All sperm motility parameters were altered to some degree in ,ERKO mice fed lab chow. Alterations in sperm motility parameters were also detected, but were less dramatic in ,ERKO mice fed casein. These data suggest that the decrease in AQP expression in the efferent ductules of ,ERKO mice contributes in part to water retention in this tissue, eventually leading to backflow of water into the testis, with subsequent decreases in sperm concentration and motility. The data also suggest that phytoestrogens, which are present in regular lab chow, can influence the male reproductive tract with and without the presence of ER,, promoting efferent ductule and epididymal functions when ER, is expressed, but inhibiting these same functions when ER, is missing. [source] Should We Have Faith in Faith-Based Social Services?NONPROFIT MANAGEMENT & LEADERSHIP, Issue 1 2002Rhetoric Versus Realistic Expectations Early in his administration, President George W. Bush set forth his Faith-Based Initiative, which would authorize and encourage religious groups to compete for and provide publicly funded social services. This article analyzes the arguments made by supporters of faith-based social services in regard to their underlying values and premises. This analysis forms the basis for examining the managerial track record of faith-based organizations in the delivery of social services. To identify issues and trends within this category of service providers, the authors analyzed press reports of instances of wrong doing in faith-based groups from 1995 to 2001. Findings reveal that faith-based groups appear to be as susceptible to managerial and accountability inadequacies, if not outright wrongdoing, as are nonsectarian service providers. The authors identify implications regarding the credibility of faith-based groups and public trust as they pertain to an enhanced role in the less regulated service system that the president envisions. Conley In the wake of 9/11, realigning the human and financial resources of the executive branch to fight the war on terrorism quickly became the defining mission of George W. Bush's transformed presidency. This article assesses the ways in which 9/11 impacted on the executive branch of the U.S. government, using a framework of "punctuated equilibrium" to posit that the terrorist attacks on New York and Washington added considerable force to trends already in motion. September 11 proved a catalyst for significant institutional changes, such as the enhanced role of the vice president in policy making and the reorganization of the federal government and intelligence apparatus. Organizational reforms, driven in a top-down fashion by the White House, reflect President Bush's confidence in the managerial presidency: the notion that preventing future terror threats is effectively a problem of executive control, bureaucratic coordination, and adequate funding. [source] Proteome analysis to assess physiological changes in Escherichia coli grown under glucose-limited fed-batch conditionsBIOTECHNOLOGY & BIOENGINEERING, Issue 3 2005Babu Raman Abstract Proteome analysis was used to compare global protein expression changes in Escherichia coli fermentation between exponential and glucose-limited fed-batch phase. Two-dimensional gel electrophoresis and MALDI-TOF mass spectrometry were used to separate and identify 49 proteins showing >2-fold difference in expression. Proteins upregulated during exponential phase include ribonucleotide biosynthesis enzymes and ribosomal recycling factor. Proteins upregulated during fed-batch phase include those involved in high-affinity glucose uptake, transport and degradation of alternate carbon sources and TCA cycle, suggesting an enhanced role of the cycle under glucose- and energy-limited conditions. We report the upregulation of several putative proteins (ytfQ, ygiS, ynaF, yggX, yfeX), not identified in any previous study under carbon-limited conditions. © 2005 Wiley Periodicals, Inc. The implementation of the NLDS is a complex challenge, requiring new forms of partnership among a wide range of stakeholders to deliver sustainable change. The present paper describes an enhanced role for universities as champions of local progress, promoting, supporting and evaluating informed change through a range of functions which go well beyond the traditional focus on research and teaching. It is also an invitation to relevant centres, or coalitions of centres on a regional basis, to explore with people, families and public agencies the optimum form of their contribution to these new partnerships. His considered view is that progress towards more inclusive practice and an enhanced role for parents have brought about positive developments. He is more cautious about the impact of the revised Code of Practice, which, he suggests, perpetuates some of the procedural and bureaucratic burdens associated with the past. [source] |
