This is based not only on China's current climate emissions, but also on its expected energy use and economic growth. Within China, climate issues have, like environmental pollution more generally, received increasing government and societal attention, but so has energy , topics that relate to one other but also have different priorities and actor interests behind them. However, while climate change has become more prominent, as shown in the targets included in the current five-year plan, its institutional embeddedness in relation to particularly energy issues has received limited attention. This paper aims to help shed some light on how Chinese policies and governance structures on energy, climate and environment have evolved, particularly considering the roles of national and provincial authorities. Administrative structures and policy-making processes turn out to be very complex, with a range of units and bodies at different levels with distinct responsibilities as well as inter-linkages. Moreover, tensions and conflicts can be found regarding climate change and environmental policies on the one hand, and prevailing objectives to further economic development on the other. [source] Agricultural land use and Skylark Alauda arvensis: a case study linking a habitat association model to spatially explicit change scenariosIBIS, Issue 1 2010NIGEL D. BOATMAN The development of forward scenarios is a useful method of envisaging the environmental implications of potential changes in land use, as a tool for policy development. In this paper, a spatially explicit case study is used to provide insight into the environmental impacts of Common Agricultural Policy reform on Skylark Alauda arvensis, a species which is widespread on arable farmland, breeds in crops and has declined in recent decades. A generalized linear mixed model was used to estimate Skylark breeding population densities in different crops, using survey data collected from farms in the east of England, supplemented by the literature. Model outputs were then used to predict Skylark densities in an East Anglian Joint Character Area dominated by arable cropping. Predicted densities were mapped at field level using GIS, based on actual cropping derived from Integrated Administration and Control System data collected for the administration of subsidy payments. Three future scenarios were then created, based on expert opinion of potential changes in cropping over the next 5 years, and potential changes in Skylark density mapped on the basis of the predicted changes in cropping patterns. Overall, Skylark densities were predicted to decrease on average by 11,14% under ,market-led' (increasing wheat and oilseed rape, reduced set-aside) and ,energy crop' (5% area under short rotation coppice) scenarios, but remained virtually unchanged under an ,environment-led' (diverse cropping) scenario. The ,market-led' scenario is closest to short-term agricultural trajectories, but wider cultivation of biomass energy crops as modelled under the ,energy crop' scenario could occur in the medium term if energy policies are favourable. Appropriate mitigation strategies therefore need to be implemented if a continued decline in the Skylark population on lowland arable farmland is to be averted. The results provide a readily accessible visualization of the potential impacts of land-use change for policy-makers; similar techniques could be applied to visualize effects of changes arising through other drivers, including climate change. [source] The perspectives of energy production from coal-fired power plants in an enlarged EUINTERNATIONAL JOURNAL OF ENERGY RESEARCH, Issue 9 2004P. Grammelis Abstract The aim of this paper is to present the current status of the coal-fired power sector in an enlarged EU (EU-15 plus EU member candidate states) in relation with the main topics of the European Strategy for the energy production and supply. It is estimated that 731 thermoelectric units, larger than 100 MWe, are operating nowadays, and their total installed capacity equals to 200.7 GWe. Coal contribution to the total electricity generation with reference to other fuel sources, is by far more intensive in the non-EU part (EU member candidate states), compared to the EU member states. It is expected that even after the enlargement, the European Union will strongly being related to coal. Enlargement will bring additional factors into play in order to meet the requirements of rising consumption, growing demand for conventional fuels and increasing dependence on imports. Besides the technology, boiler size, efficiency, age and environmental performance will determine the necessities of the coal-fired power sector in each country. Depending on the case, lifetime extension measures in operating coal-fired power plants or clean coal technologies can play an important role towards the energy sector restructuring. Low efficiency values in the non-EU coal-fired units and heavily aged power plants in EU countries will certainly affect decisions in favour of upgrading or reconstruction. The overall increase of efficiency, the reduction of harmful emissions from generating processes and the co-combustion of coal with biomass and wastes for generating purposes indicate that coal can be cleaner and more efficient. Additionally, plenty of rehabilitation projects based on CCT applications, have already been carried out or are under progress in the EU energy sector. The proclamations of the countries' energy policies in the coming decades, includes integrated renovation concepts of the coal-fired power sector. Further to the natural gas penetration in the electricity generation and CO2 sequestration and underground storage, the implementation of CCT projects will strongly contribute to the reduction of CO2 emissions in the European Union, according to the targets set in the Kyoto protocol. [source] The turning black tide: energy prices and the Canadian dollarCANADIAN JOURNAL OF ECONOMICS, Issue 3 2008Ramzi Issa Abstract., This paper revisits the relationship between energy prices and the Canadian dollar, using an equation first developed by Amano and van Norden (1995). They found evidence of a negative relationship between these two variables, such that higher real energy prices led to a depreciation of the Canadian dollar. Based on structural break tests, we find a break point in the sign of this relationship, which changes from negative to positive in the early 1990s. The timing of the break is consistent with major changes in Canada's energy policies and in energy-related cross-border trade and investment. [source] Tensions between Scottish National Policies for onshore wind energy and local dissatisfaction , insights from regulation theoryENVIRONMENTAL POLICY AND GOVERNANCE, Issue 5 2007Karen Parkhill Abstract Although best described as a ,meta' theory addressing the endurance of capitalism, regulation theory can successfully be used to explore not only the economic dimensions, but also the political, socio-cultural and environmental dimensions of particular developmental strategies. Thus, it offers a framework for embedding abstract debates about social attitudes to new technologies within debates about ,real regulation' , the economic, social and cultural relationships operating through particular places. This paper uses regulation theory and qualitative, interview-based data to analyse Scotland's drive for onshore wind energy. This approach teases out how responses to wind farms are bound up with wider debates about how rural spaces are, and should be, regulated; the tensions within and between national political objectives, local political objectives and local communities' dissatisfaction; and the connections between local actors and more formal dimensions of renewable energy policy. [source] Identifying and assessing environmentally harmful subsidies in Germany: an overview of studies and their underlying methodologies in the energy and transport sectorENVIRONMENTAL POLICY AND GOVERNANCE, Issue 1 2007Tilmann Rave Abstract The discussion on the reduction and reform of subsidies in Germany has gained momentum lately. It has repeatedly been suggested that environmental and wider efficiency consideration be taken into account in reform strategies. Yet, progress at reforming environmentally harmful subsidies seems to be slow overall. This paper provides an overview on monitoring and assessing environmentally harmful subsidies in selected German policy sectors and discusses the underlying study methodologies. For this purpose we first briefly deal with the concept of subsidy and the measurement of subsidies in general and illustrate the linkage between subsidies and their environmental effects. The main focus of the paper is then on the current state of subsidy impact assessment and/or related monitoring activities. We discuss studies relating to two different policy sectors, energy policy and transport policy. Rickenbach This article presents a comparative review of the North and South America Monsoon Systems and highlights the challenges and opportunities presented to those regions by the seasonal rains. Monsoon precipitation represents a major component of the water resources available to the southwestern US and to Brazil. Although each system shares classical features of the well-known southwest Indian monsoon, water use, agriculture, public safety, and energy policy in these two countries have been shaped by the unique regional complexities of monsoon rain across each region. A comparison between these two systems may offer perspective for ways by which these societies may adapt to current and future challenges, and take advantage of new opportunities. [source] Tidal Barrages and BirdsIBIS, Issue 2006NIGEL A. CLARK This paper reviews the main effects that building tidal power barrages would have on the bird populations using Britain's estuaries. The changes in the tidal prism that would occur after a tidal power barrage is built are discussed in the context of their effect on the ecology of the estuary. Three main issues are discussed; the effect of changes in size and nature of the intertidal areas of the estuary, effects on saltmarshes, and the displacement of birds at closure. Recently, tidal stream technologies have been developed which are individually likely to have small effects on birds. However the cumulative effects of large scale tidal stream arrays need to be investigated. Finally, the effects of tidal barrages are put in the context of Britain's energy policy and the need to reduce greenhouse gas emissions. Should tidal power barrages be considered in the future, there will be a need for strategic assessments to be used to select sites that maximize the energy produced while minimizing the impacts on bird populations. Marbe Abstract Policy instruments clearly influence the choice of production technologies and fuels in large energy systems, including district heating networks. Current Swedish policy instruments aim at promoting the use of biofuel in district heating systems, and at promoting electric power generation from renewable energy sources. However, there is increasing pressure to harmonize energy policy instruments within the EU. In addition, natural gas based combined cycle technology has emerged as the technology of choice in the power generation sector in the EU. This study aims at exploring the role of policy instruments for promoting the use of low CO2 emissions fuels in high performance combined heat and power systems in the district heating sector. The paper presents the results of a case study for a Swedish district heating network where new large size natural gas combined cycle (NGCC) combined heat and power (CHP) is being built. Given the aim of current Swedish energy policy, it is assumed that it could be of interest in the future to integrate a biofuel gasifier to the CHP plant and co-fire the gasified biofuel in the gas turbine unit, thereby reducing usage of fossil fuel. The goals of the study are to evaluate which policy instruments promote construction of the planned NGCC CHP unit, the technical performance of an integrated biofuelled pressurized gasifier with or without dryer on plant site, and which combination of policy instruments promote integration of a biofuel gasifier to the planned CHP unit. The power plant simulation program GateCycle was used for plant performance evaluation. The results show that current Swedish energy policy instruments favour investing in the NGCC CHP unit. The corresponding cost of electricity (COE) from the NGCC CHP unit is estimated at 253 SEK MWh,1, which is lower than the reference power price of 284 SEK MWh,1. Investing in the NGCC CHP unit is also shown to be attractive if a CO2 trading system is implemented. If the value of tradable emission permits (TEP) in such as system is 250 SEK tonne,1, COE is 353 SEK MWh,1 compared to the reference power price of 384 SEK MWh,1. It is possible to integrate a pressurized biofuel gasifier to the NGCC CHP plant without any major re-design of the combined cycle provided that the maximum degree of co-firing is limited to 27,38% (energy basis) product gas, depending on the design of the gasifier system. There are many parameters that affect the economic performance of an integrated biofuel gasifier for product gas co-firing of a NGCC CHP plant. The premium value of the co-generated renewable electricity and the value of TEPs are very important parameters. Assuming a future CO2 trading system with a TEP value of 250 SEK tonne,1 and a premium value of renewable electricity of 200 SEK MWh,1 COE from a CHP plant with an integrated biofuelled gasifier could be 336 SEK MWh,1, which is lower than both the reference market electric power price and COE for the plant operating on natural gas alone. Energy supplies in turn affect the pace and pattern of the country's economic expansion. Drawing on the empirically-based complex links between energy and the economy, several alternative scenarios of growth and energy needs are developed in an attempt to answer several key questions. In particular, what are some of the key interrelationships between sources of energy demand and supply? What are the economic growth consequences of alternative energy availabilities and, in turn, how do these growth patterns affect the subsequent energy supply and demand patterns? What energy strategies are suggested by the interconnection between the country growth requirements and energy needs? Are these significantly modified under rising or falling energy prices? Based on this analysis, several guidelines are drawn for the country's future energy policy. [source] The United States and the Middle East: interdependence not independenceOPEC ENERGY REVIEW, Issue 3 2006Gawdat Bahgat For a long time, the US policymakers have called for restrain over the country's high rate of oil consumption, as well as reducing its dependence on imported oil from the Middle East. It is against this backdrop that this study examines America's efforts to articulate a comprehensive long-term energy policy to address, among other things, these concerns. In doing so, the study began by analysing the US Energy Policy Act of 2005, (Public law 109,58) given particular attention to the Strategic Petroleum Reserve, Arctic National Wildlife Refuge and the Gulf of Mexico. The paper also discusses energy cooperation between the US and two Middle Eastern OPEC producers - Saudi Arabia and Libya. The paper attempts to put up a three-fold argument: that US heavy dependence on oil is likely to continue; that production from OPEC Members, particularly from Middle East, will meet the growing US and global oil demand, and that unilateral approach to energy issues will not succeed, but an inclusive approach to promote cooperation between producers and consumers to best serve the interests of all players and enhance global economic prosperity. [source] Industrial energy policy: a case study of demand in KuwaitOPEC ENERGY REVIEW, Issue 2 2006M. Nagy Eltony The purpose behind building the industrial energy demand model was to enable assessment of the impact of potential policy options and to forecast future energy demand under various assumptions, including the impact of the possible removal of energy subsidies in accordance with the World Trade Organization (WTO) agreement. The results of the model, based on three scenarios, underline several important issues: With nominal energy prices staying the same (the status quo) and with inflation and economic growth continuing to expand (i.e. baseline scenario), it is expected that industrial demand will grow. In this sector, energy consumption is projected to grow at an annual growth rate of about 3.5 per cent throughout the forecast period. In the moderate scenario, however, this drops to 1.9 per cent and when all energy subsidies are removed as in the case of the extreme scenario, the energy consumption is projected to grow by only 1.5 per cent annually throughout the same period. Moreover, with regards to inter-fuel substitution, the model forecast indicates that electricity and natural gas consumption will decline, while the consumption of oil products will increase in all scenarios. The results of the model also indicate that the changing price structure of energy resources should be done in a comprehensive manner. In other words, electricity prices should be adjusted upwards instantly with the adjustment of oil products' prices and natural gas otherwise, a massive inter-fuel substitution will occur within the various consuming industries. [source] Black gold to green gold: regional energy policy and the rehabilitation of coal in response to climate changeAREA, Issue 1 2009Frances Drake Energy production has come under increasing scrutiny as concerns about energy security and climate change have risen. In the UK changes in government structure and privatisation of the electricity industry have led to the emergence of multi-level governance. This means that decisions on how to reduce carbon dioxide emissions from the electricity-generating sector should no longer be solely a national policy decision. Previous studies have sought to explore how renewable energy may develop under multi-level governance, but this paper pays attention to a traditional fossil fuel source, coal, which is still an important means of electricity generation. Coal is the most abundant fossil fuel and advocates argue that carbon capture and storage techniques could make coal ,clean', paving the way for a long-term, secure and low emission way to produce energy. This study focuses on the Yorkshire and Humber Region, which has had a long association with coal mining and looks at the implications of this as the region seeks to develop a climate change action plan and an energy strategy within the new regional governance structures. The paper argues that the regional networks developed to address climate change are influenced by existing social power structures and alliances. The region as a territorial structure becomes a useful device in promoting national priorities. [source] Can ,market transformation' lead to ,sustainable business'?BUSINESS STRATEGY AND THE ENVIRONMENT, Issue 2 2004A critical appraisal of the UK's strategy for sustainable business This paper traces the origins and development of the concept of ,market transformation', from its beginnings as a part of energy policy in the USA, to its subsequent development in the UK. It discusses whether it could become a strategic option for British business in pursuit of sustainable growth. Drawing together themes from the academic literature on marketing, consumer behaviour, business, and energy policy, together with data from national programmes, and British government sources, the paper argues that such an approach would be based on a twin false premise , that selling energy efficiency to consumers is in accordance with modern marketing thinking, and that it has much to do with achieving sustainable development. It concludes that while achieving sustainable development will certainly encompass the transformation of markets for many products, ,market transformation' itself cannot be seen as a key driver for change.
