Realising a resilient and sustainable built environment: towards a strategic agenda for the United Kingdom

Recent natural and human-induced emergencies have highlighted the vulnerability of the built environment. Although most emergency events are not entirely unexpected, and the effects can be mitigated, emergency managers in the United Kingdom have not played a sufficiently proactive role in the mitigation of such events. If a resilient and sustainable built environment is to be achieved, emergency management should be more proactive and receive greater input from the stakeholders responsible for the planning, design, construction and operation of the built environment. This paper highlights the need for emergency management to take a more systematic approach to hazard mitigation by integrating more with professions from the construction sector. In particular, design changes may have to be considered, critical infrastructures must be protected, planning policies should be reviewed, and resilient and sustainable agendas adopted by all stakeholders. THE ENVIRONMENTAL VULNERABILITY OF CARIBBEAN ISLAND NATIONS,

ABSTRACT. Within the hazards- and disaster-research community consensus exists as to factors that magnify or attenuate the effects of extreme natural events on local places. But less agreement and understanding exist concerning the methods or techniques for comparing hazard vulnerability within or between places, especially small-island developing states. Using two Caribbean nations, Saint Vincent and Barbados, as study sites, we asked which island has the greater level of hazard vulnerability, and why. Results indicate that, although neither island has a large portion of its population living in extremely hazardous locations, Barbados has many more residents in risk-prone areas. The methods used in this research provide valuable tools for local emergency managers in assessing vulnerability, especially through the delineation of highly vulnerable hot spots. They can also help donor organizations interested in vulnerability reduction on islands use their resources more efficiently. [source]


The Effect of Problem Severity, Managerial and Organizational Capacity, and Agency Structure on Intergovernmental Collaboration: Evidence from Local Emergency Management

Like most public managers nowadays, local emergency managers operate within complex, uncertain environments. Rapid changes in the scope and severity of the issues increase the extent of intergovernmental collaboration necessary to address such challenges. Using a large data set of county emergency management agency directors, variations in intergovernmental collaboration reflect influences from problem severity, managerial capacity, and structural factors. The results demonstrate that public managers who perceive problems as severe, possess specific managerial skills, lead high-capacity organizations, and operate in less complex agency structures collaborate more often and more effectively across governmental boundaries. Tropical Storm Gamma and the Mosquitia of eastern Honduras: a little-known story from the 2005 hurricane season

The 2005 Atlantic hurricane season was unprecedented in terms of storm activity in the United States, Mexico, Central America and Caribbean. Given the impacts of hurricanes Katrina and Rita, the Honduran Mosquitia sparked little attention despite being hit by two hurricanes and a tropical storm in 2005. This article recounts the history of these storms in the Afro-Caribbean community of Batalla, drawing from public weather advisories and testimony of local residents obtained through participatory research. We contextualise this local history with results from the first paleotempestological study undertaken in the Mosquitia to shed light on long-term risk of catastrophic storms in the region and to demonstrate the value of integrating these two research approaches. Our findings contribute to recent ethnographic research on hazards by describing how a coastal people understand and respond to tropical cyclones and how landscape change influences the vulnerability of a coastal area. Although residents have not witnessed a storm as intense as those documented in the paleotempestological record, their knowledge and perceptions show how tropical cyclones can be disasters while leaving behind no sedimentary records. The paleotempestological evidence, however, reminds us that catastrophic hurricanes have struck the Mosquitia in the past and will do so again in the future. Understanding the interactions between contemporary human perceptions and responses and long-term hurricane risk provides insight for emergency managers and local stakeholders to better prepare for such a catastrophic event.
