    Preventing the Spread of Invasive Species: Economic Benefits of Intervention Guided by Ecological Predictions

Hence, the most efficient prevention programs will rely on accurate predictions of sites most at risk of becoming invaded and concentrate resources at those sites. Using data from Vilas County, Wisconsin (U.S.A.), collected in the 1970s, we constructed a predictive occurrence model for rusty crayfish (Orconectes rusticus) and applied it to an independent data set of 48 Vilas County lakes to predict which of these were most likely to become invaded between 1975 and 2005. We nested this invasion model within an economic framework to determine whether targeted management, derived from our quantitative predictions of likely invasion sites, would increase the economic value of lakes in the independent data set. Although the optimum expenditure on lake protection was high, protecting lakes at this level would have produced net economic benefits of at least $6 million over the last 30 years. We did not attempt to determine the value of nonmarket benefits of protection; thus, our results are likely to underestimate the total benefits from preventing invasions. Our results demonstrate that although few data are available early in an invasion, these data may be sufficient to support targeted, effective, and economically rational management. In addition, our results show that ecological predictions are becoming sufficiently accurate that their application in management can produce net economic benefits.     Efficiency and Economic Benefits of a Payer-based Electronic Health Record in an Emergency Department

    ACADEMIC EMERGENCY MEDICINE 2010; 17:824,833 © 2010 by the Society for Academic Emergency Medicine Abstract Objectives:, The objective was to evaluate the use of a payer-based electronic health record (P-EHR), which is a clinical summary of a patient's medical and pharmacy claims history, in an emergency department (ED) on length of stay (LOS) and plan payments. Methods:, A large urban ED partnered with the dominant health plan in the region and implemented P-EHR technology in September 2005 for widespread use for health plan members presenting to the ED. A retrospective observational study design was used to evaluate this previously implemented P-EHR. Health plan and electronic hospital data were used to identify 2,288 ED encounters. Encounters with P-EHR use (n = 779) were identified between September 1, 2005, and February 17, 2006; encounters from the same health plan (n = 1,509) between November 1, 2004, and March 31, 2005, were compared. Outcomes were ED LOS and plan payment for the ED encounter. Analyses evaluated the effect of using the P-EHR in the ED setting on study outcomes using multivariate regressions and the nonparametric bootstrap. Results:, After covariate adjustment, among visits resulting in discharge (ED-only), P-EHR visits were 19 minutes shorter (95% confidence interval [CI] = 5 to 33 minutes) than non-P-EHR visits. Among visits resulting in hospitalization, the P-EHR was associated with an average 77-minute shorter ED LOS (95% CI = 28 to 126 minutes), compared to non,P-EHR visits. The P-EHR was associated with an average of $1,560 (95% CI = $43 to $2,910) lower total plan expenditures for hospitalized visits. No significant difference in total payments was observed among discharged visits. Conclusions:, In the study ED, the P-EHR was associated with a significant reduction in ED LOS overall and was associated with lower plan payments for visits that resulted in hospitalization.     Routine perioperative chemotherapy instillation with initial bladder tumor resection

    A reconsideration of economic benefits
    Abstract BACKGROUND: Level-1 evidence has demonstrated decreased recurrence of low-grade bladder tumors when initial transurethral resection (TUR) is followed by perioperative instillation (PI) of chemotherapy. A meta-analysis determined that the number needed to treat (NNT) was 8.5 patients to prevent 1 recurrence. No benefit was demonstrated for tumors classified as T0, tumor in situ, or T2; thus, patients with those tumors were excluded from the analysis, which potentially may have resulted in underestimating the true NNT. Economic benefits were suggested, but cost calculations were not presented. The objectives of the current analysis were to recalculate the NNT considering patients who previously were excluded and to examine the economic implications based on various management alternatives for tumor recurrence. METHODS: For each study that was included in the current meta-analysis, the number of patients excluded because of ,inappropriate' pathology results was determined. A potentially more accurate NNT was calculated, and pertinent Medicare reimbursements were obtained to estimate costs. RESULTS: The added cost for 8.5 patients who underwent inpatient TUR to receive PI was $1711. Inpatient TUR ($7025) was extremely costly compared with hospital outpatient TUR ($2666), ambulatory surgery center TUR ($2113), and physician office fulguration ($1167). Although the inclusion of patients who previously were excluded resulted in a recalculated NNT of 9.6 patients, the authors used a more conservative NNT if 8.5 patients to estimate the economic impact of the ,best-case scenario.' CONCLUSIONS: Routine PI significantly lowered the overall cost if recurrences were managed in the inpatient setting, but these benefits were offset mostly or completely by outpatient management in the United States. Thus, the authors concluded that the decision to use routine PI of chemotherapy should be based on clinical effects and not on presumed economic benefits. Cancer 2009. © 2009 American Cancer Society.     The Impact of E-Replenishment Strategy on Make-to-Order Supply Chain Performance

    ABSTRACT This research investigates the impact of electronic replenishment strategy on the operational activities and performance of a two-stage make-to-order supply chain. We develop simulation-based rolling schedule procedures that link the replenishment processes of the channel members and apply them in an experimental analysis to study manual, semi-automated, and fully automated e-replenishment strategies in decentralized and coordinated decision-making supply chain structures. The average operational cost reductions for moving from a manual-based system to a fully automated system are 19.6, 29.5, and 12.5%, respectively, for traditional decentralized, decentralized with information sharing, and coordinated supply chain structures. The savings are neither equally distributed among participants, nor consistent across supply chain structures. As expected, for the fully coordinated system, total costs monotonically decrease with higher levels of automation. However, for the two decentralized structures, under which most firms operate today, counter-intuitive findings reveal that the unilateral application of e-procurement technology by the buyer may lower his purchasing costs, but increase the seller's and system's costs. The exact nature of the relationship is determined by the channel's operational flexibility. Broader results indicate that while the potential economic benefit of e-replenishment in a decentralized system is substantial, greater operational improvements maybe possible through supply chain coordination.     Economic Production Lot Sizing with Periodic Costs and Overtime,

    Abstract Traditional approaches for modeling economic production lot-sizing problems assume that a single, fixed equipment setup cost is incurred each time a product is run, regardless of the quantity manufactured. This permits multiple days of production from one production setup. In this paper, we extend the model to consider additional fixed charges, such as cleanup or inspection costs, that are associated with each time period's production. This manufacturing cost structure is common in the food, chemical, and pharmaceutical industries, where process equipment must be sanitized between item changeovers and at the end of each day's production. We propose two mathematical problem formulations and optimization algorithms. The models' unique features include regular time production constraints, a fixed charge for each time period's production, and the availability of overtime production capacity. Experimental results indicate the conditions under which our algorithms' performance is superior to traditional approaches. We also test the procedures on a set of lot-sizing problems facing a national food processor and document their potential economic benefit. [source]


    Modelling Soil Erosion by Grazing: Recent Developments and New Approaches

    Abstract Grazing is still widely held responsible for land degradation. The interaction between grazing and erosion is still rather poorly understood. As a consequence, counter-measures and associated management techniques have been slow to develop in southern Europe compared with Australia. Developments in ecological and economic-ecological modelling have improved our understanding of the processes and enhanced management capacity. Some of these developments are reviewed and two applications are described. One is a model for semi-extensive grazing in dry Mediterranean mountain conditions in which the shepherds, on random paths, seek to optimise resources use for economic benefit. The other is a spatial optimisation of vegetation canopy to minimise erosion rates. [source]


    Benefit-Cost Analysis of Addiction Treatment: Methodological Guidelines and Empirical Application Using the DATCAP and ASI

To provide detailed methodological guidelines for using the Drug Abuse Treatment Cost Analysis Program (DATCAP) and Addiction Severity Index (ASI) in a benefit-cost analysis of addiction treatment. Data Sources/Study Setting. A representative benefit-cost analysis of three outpatient programs was conducted to demonstrate the feasibility and value of the methodological guidelines. Study Design. Procedures are outlined for using resource use and cost data collected with the DATCAP. Techniques are described for converting outcome measures from the ASI to economic (dollar) benefits of treatment. Finally, principles are advanced for conducting a benefit-cost analysis and a sensitivity analysis of the estimates. Data Collection/Extraction Methods. The DATCAP was administered at three outpatient drug-free programs in Philadelphia, PA, for 2 consecutive fiscal years (1996 and 1997). The ASI was administered to a sample of 178 treatment clients at treatment entry and at 7-months postadmission. Principal Findings. The DATCAP and ASI appear to have significant potential for contributing to an economic evaluation of addiction treatment. The benefit-cost analysis and subsequent sensitivity analysis all showed that total economic benefit was greater than total economic cost at the three outpatient programs, but this representative application is meant to stimulate future economic research rather than justifying treatment per se. Conclusions. This study used previously validated, research-proven instruments and methods to perform a practical benefit-cost analysis of real-world treatment programs. The study demonstrates one way to combine economic and clinical data and offers a methodological foundation for future economic evaluations of addiction treatment. [source]


    Determining controller benefits via probabilistic optimization

    Abstract For the most part, process control research has focussed on the synthesis and tuning of controllers, which has provided a plethora of techniques that can address virtually any application. With each new control technique, a steady stream of ,successful' application results are generated and reported. Recently, a considerable number of control researchers have turned their attention to assessing the performance of installed control systems and to the diagnosis of controller performance problems. Despite successes in the areas of controller synthesis, tuning and performance analysis, almost no research has addressed the fundamental issue of determining whether the economic performance gains that are expected accrue from a proposed process control project are sufficient to justify its execution. The work presented here proposes an optimization-based technique for calculating the expected economic performance of a given control system; a method, which is analogous to analysis of variance, for determining the expected economic benefit that will arise from a particular controller improvement effort; and a sensitivity analysis approach for determining the effect of specific assumptions on control system improvement decisions.     Evaluating the Cost-Effectiveness of Fall Prevention Programs that Reduce Fall-Related Hip Fractures in Older Adults

    OBJECTIVES: To model the incremental cost-utility of seven interventions reported as effective for preventing falls in older adults. DESIGN: Mathematical epidemiological model populated by data based on direct clinical experience and a critical review of the literature. SETTING: Model represents population level interventions. PARTICIPANTS: No human subjects were involved in the study. MEASUREMENS: The last Cochrane database review and meta-analyses of randomized controlled trials categorized effective fall-prevention interventions into seven groups: medical management (withdrawal) of psychotropics, group tai chi, vitamin D supplementation, muscle and balance exercises, home modifications, multifactorial individualized programs for all elderly people, and multifactorial individualized treatments for high-risk frail elderly people. Fall-related hip fracture incidence was obtained from the literature. Salary figures for health professionals were based on Bureau of Labor Statistics data. Using an integrated healthcare system perspective, healthcare costs were estimated based on practice and studies on falls in older adults. Base case incremental cost utility ratios were calculated, and probabilistic sensitivity analyses were conducted. RESULTS: Medical management of psychotropics and group tai chi were the least-costly, most-effective options, but they were also the least studied. Excluding these interventions, the least-expensive, most-effective options are vitamin D supplementation and home modifications. Vitamin D supplementation costs less than home modifications, but home modifications cost only $14,794/quality-adjusted life year (QALY) gained more than vitamin D. In probabilistic sensitivity analyses excluding management of psychotropics and tai chi, home modification is most likely to have the highest economic benefit when QALYs are valued at $50,000 or $100,000. CONCLUSION: Of single interventions studied, management of psychotropics and tai chi reduces costs the most. Of more-studied interventions, home modifications provide the best value. These results must be interpreted in the context of the multifactorial nature of falls. [source]


    Statistical analysis of catalyst degradation in a semi-continuous chemical production process

    Abstract The effect of decaying catalyst efficacy in a commercial-scale, semi-continuous petrochemical process was investigated. The objective was to gain a better understanding of process behaviour and its effect on production rate. The process includes a three-stage reaction performed in fixed bed reactors. Each of the three reaction stages consists of a number of catalyst beds that are changed periodically to regenerate the catalyst. Product separation and reactant recycling are then performed in a series of distillation columns. In the absence of specific measurements of the catalyst properties, process operational data are used to assess catalyst decay. A number of statistical techniques were used to model production rate as a function of process operation, including information on short- and long-term catalyst decay. It was found that ridge regression, partial least squares and stepwise selection multiple linear regression yielded similar predictive models. No additional benefit was found from the application of non-linear partial least squares or Curds and Whey. Finally, through time series profiles of total daily production volume, corresponding to individual in-service cycles of the different reaction stages, short-term catalyst degradation was assessed. It was shown that by successively modelling the process as a sequence of batches corresponding to cycles of each reaction stage, considerable economic benefit could be realized by reducing the maximum cycle length in the third reaction stage.     An Exploratory Investigation of Heterosexual Licensed Domestic Partners

    In-depth telephone interviews were conducted in four cities in an exploratory study of 23 licensed cohabitors to determine why they have chosen to legitimize their intimate unions through domestic partnership ordinances, rather than through legal marriage. The cohabitors in this sample are pursuing these licensed partnerships to obtain an economic benefit (e.g., health insurance coverage for a partner); as a substitute for legal remarriage; to legitimize their unions in a way other than through legal marriage; or as an ideological alternative to legal marriage. Regardless of motivations to pursue domestic partnership certificates, these respondents are divided over whether they should have the same rights and responsibilities as the married. [source]


    A green process for preparing silver nanoparticles using spinning disk reactor

    Abstract The main theme of this research was to synthesize nanoparticles using green materials in a spinning disk reactor (SDR), which is a type of Higee equipment. The reducing agent and protecting agent were glucose and starch, respectively, either of which is an inexpensive and nontoxic material. Silver particles were prepared by continuously pumping two solutions, which were a mixture of AgNO3 aqueous solution containing protecting agent and another mixture of NaOH aqueous solution containing the reducing agent, into the chamber of the SDR, where a liquid,liquid reaction took place. The reaction time was less than 10 min, which was much shorter than the traditional methods. After washing and redispersing, silver particles of 10 nm or smaller were obtained, and the redispersed aqueous suspensions were stable for more than 40 days with or without the addition of a dispersing agent.     THE "ENTREPRENEURIAL STATE" IN "CREATIVE INDUSTRY CLUSTER" DEVELOPMENT IN SHANGHAI

    ABSTRACT:,Literature on China's urban development discusses the nature and role of the local state. A set of concepts have been proposed, such as the "entrepreneurial state" (ES) and "local developmental state," and an ongoing debate attempts to ascertain whether the state is "entrepreneurial" in nature. This article uses a newly emerged urban phenomenon, chuangyi chanye jiju qu (CCJQs) or "creative industry clusters," in which the central government is not involved, to explore the nature of local governments, their role in urban development, and the ways in which they perform this role. Both qualitative and quantitative research methods are used. The findings of this research reveal a strong revenue-oriented nature of local governments, highlighting the "entrepreneurial state" as an important dimension in their character: they transform spontaneously emerged urban cultural spaces into a new mechanism generating revenues for both urban growth and their own economic benefit. Local governments promote CCJQ development with place promotion strategies, and they are directly involved in CCJQ-related businesses as market players rather than as independent bodies that effectively control and regulate the CCJQ market through policies and regulations. Further, this article reveals a "public,public" coalition as an important mechanism for local state participation. [source]


    Costing yield loss from acidity, sodicity and dryland salinity to Australian agriculture

    Abstract Salinity, sodicity and acidity are three major soil constraints that limit crop and pasture yields in Australia. In this paper estimates are made of the potential benefits arising from their treatment by measuring and mapping their impact on agricultural profit. This is achieved by estimating the increase in profit for Australia's main commodities that would occur if the three soil constraints were costlessly ameliorated. These estimates reveal the upper achievable limit on investment returns. They are also indicative of each soil constraint's economic significance to Australian agriculture. It was found that costless removal of salinity would increase annual profits by A$187 million, sodicity by A$1034·6 million and acidity by A$1584·5 million. This equates to 2·9,per,cent, 15·8,per,cent and 24·2,per,cent of total net economic return. It was also found that worsening salinity extent and severity over 2000,2020 has a present value of A$496,A$712 million. Although soil salinity is currently the focus of much public attention, this analysis suggests that from a production viewpoint the correction of sodic and acidic soils may create greater private economic benefit. Opportunities vary considerably among industries. In particular, there is considerable opportunity for the horticultural and viticultural sector to address acidity issues.     The economic impact of severe asthma to low-income families

    Background:, To estimate the direct and indirect costs of severe asthma and the economic impact of its management to low-income families in Salvador, Brazil. Methods:, One hundred and ninety-seven patients with severe asthma and referred to a state-funded asthma center providing free treatment were evaluated. At registration, they were asked about family cost-events in the previous year and had a baseline assessment of lung function, symptoms and quality of life. During the subsequent year, they were reassessed prospectively. Results:, One hundred-eighty patients concluded a 12-month follow-up. Eighty-four percent were female patients, and the median family income was US$ 2955/year. Forty-seven percent of family members had lost their jobs because of asthma. Total cost of asthma management took 29% of family income. After proper treatment, asthma control scores improved by 50% and quality of life by 74%. The income of the families increased by US$ 711/year, as their members went back to work. The total cost of asthma to the families was reduced by a median US$ 789/family/year. Consequently, an annual surplus of US$ 1500/family became available. Conclusions:, Family costs of severe asthma consumed over one-fourth of the family income of the underprivileged population in a middle-income country. Adequate management brings major economic benefit to individuals and families. [source]


    Economic costs of cataract surgery using a rigid and a foldable intraocular lens,

    Summary Optimal delivery of healthcare requires consideration of various costs. A foldable intraocular lens (IOL) is more expensive than an equivalent rigid IOL. However, surgical and post-operative costs may make a foldable IOL economically preferable. We compared the economic costs of cataract surgery plus implantation of a foldable IOL with implantation of a rigid IOL. Prospective audit of the clinical records of 82 pseudophakes; 39 implanted with a rigid IOL and 43 implanted with a foldable IOL by one surgeon. Average follow-up periods were 25±7 months and 23±5 months respectively. There was no difference between the two groups for the follow-up period (P=0.55), number of post-operative complications (P=0.25) or cost of post-operative visits (P=0.83). The cost of single-use theatre equipment was greater for the rigid-IOL group (P=0.0001). The total identified cost per patient was greater for the foldable-IOL group (P=0.0001). Despite possible technical advantages, implantation of the foldable IOL did not provide an economic benefit, either in the initial cost or in the costs of post-operative care. Over the 2-year period, implanting with the rigid IOL cost, on average, £57 less per patient. Despite this economic difference, a cost-benefit analysis is required, since other factors may be more important. [source]


    Single nucleotide polymorphisms in the corticotrophin - releasing hormone and pro - opiomelancortin genes are associated with growth and carcass yield in beef cattle

    Summary A single nucleotide polymorphism (SNP) in the corticotrophin - releasing hormone gene (CRH C22G) alters the fourth amino acid in the signal sequence from proline to arginine. Two other SNPs (CRH A145G and C240G) occur in the propeptide region at residue positions 45 and 77, respectively, that result in serine/asparagine and histidine/aspartic acid substitutions respectively. These SNPs, as well as SNPs in pro - opiomelancortin (POMC), leptin (LEP) and melanocortin - 4 receptor (MC4R), were evaluated for associations with average daily gain, end-of-test rib-eye area, shipping weight and hot carcass weight in a group of 256 steers using a general linear model. The CRH C22G SNP was associated with end-of-test rib-eye area (P < 0.034) and hot carcass weight (P < 0.0015). The SNP in POMC was associated with shipping weight (P < 0.0078) and hot carcass weight (P = 0.006) while it approached significance for average daily gain (P < 0.07). The SNP in MC4R approached significance for hot carcass weight (P < 0.085) while no significance was observed between the leptin SNP and the above listed traits. Because both CRH and POMC regulate appetite, potential interaction effects between these two genes were assessed. The absence of an interaction effect between CRH and POMC with hot carcass weight suggests that these genes act independently to increase carcass yield. These gene effects used singularly or together could result in an economic benefit to the beef industry. [source]


    Testing options for the commercialization of abalone selective breeding using bioeconomic simulation modelling

    Abstract The genetic response and economic benefit from alternative breeding programme designs for blacklip and greenlip abalone (Haliotis rubra and Haliotis laevigata, respectively) were evaluated using a computer simulation model. Two selection criteria were investigated, one used family breeding values for liability to disease challenge test infection and the other used a direct selection of the best performing individuals across families for growth rate. Five scales of breeding programme were tested and the model predicted that if growth rate is the only selection criterion, breeding programmes of a scale using 150 families of each species each generation would result in 12,13% genetic improvement in initial generations and have the greatest beneficial economic impact on the Australian abalone industry of the options tested. The model predicts an average discounted benefit,cost ratio of 48:1, total added discounted benefit of AU$4.90 for each kilogram of abalone produced and nominal economic effect on operating income of over AU$16 million per year after 10 years. If disease resistance is the only selective breeding criterion, 100 families of each species would result in the highest benefit,cost ratio of the options tested, although some genetic gain would need to be sacrificed to reduce inbreeding to acceptable levels in this scenario. A strategy for a stand-alone abalone selective breeding cooperative was also modelled. For a farm of current tank area yielding 100 t year,1, participation is expected to yield over AU$0.7 million in discounted total added production value and annual discounted returns of over AU$0.4 million per annum by year 10.     GM crop technology and trade restraints: economic implications for Australia and New Zealand,

    How much might the potential economic benefit from enhanced farm productivity associated with crop biotechnology adoption by Australia and New Zealand (ANZ) be offset by a loss of market access abroad for crops that may contain genetically modified (GM) organisms? This paper uses the Global Trade Analysis Project (GTAP) model to estimate effects of other countries' GM policies without and with ANZ farmers adopting GM varieties of various grains and oilseeds. The gross economic benefits to ANZ from adopting GM crops under a variety of scenarios could be positive even if the strict controls on imports from GM-adopting countries by the European Union are maintained, but not if North-East Asia also applied such trade restaints. From those gross economic effects would need to be subtracted society's evaluation of any new food safety concerns and negative environmental externalities (net of any new environmental and occupational health benefits), as well as any extra costs of segregation, identity preservation and consumer search.     Low-dose lenograstim is as effective as standard dose in shortening neutrophil engraftment time following myeloablative chemotherapy and peripheral blood progenitor cell rescue

    Summary Granulocyte colony-stimulating factor (G-CSF) is widely used following myeloablative chemotherapy (high-dose therapy; HDT) and peripheral blood progenitor cell rescue (PBPCR) to reduce neutrophil engraftment time. The dose and duration required to gain maximum clinical and economic benefit has not been fully investigated. This double blind placebo-controlled randomised trial was performed to determine whether short course low-dose or standard-dose Lenograstim (L) would influence recovery of haematopoiesis following HDT and PBPCR. Sixty-one patients were randomised between May 1999 and November 2004, to receive standard-dose lenograstim (263 ,g/d), low-dose lenograstim (105 ,g/d) or placebo injections. These commenced on day +5 following PBPCR and continued until neutrophil engraftment [absolute neutrophil count (ANC)] , 0·5 × 109/l. Patients received standard supportive care until haemopoietic recovery. Both standard- and low-dose lenograstim resulted in a significantly shorter median time to neutrophil recovery (ANC , 0·1 × 109/l:10·0 vs. 11·0 d, P = 0·025; ANC , 0·5 × 109/l:11·0 vs. 14·0 d, P = 0·0002) compared with placebo. There was no significant difference in blood product support, antibiotic usage, documented infection, overall survival or relapse-free survival between the groups. Short course low-dose lenograstim is as effective as standard-dose in reducing neutrophil engraftment time following HDT and PBPCR. [source]


    Preventing the Spread of Invasive Species: Economic Benefits of Intervention Guided by Ecological Predictions

Hence, the most efficient prevention programs will rely on accurate predictions of sites most at risk of becoming invaded and concentrate resources at those sites. Using data from Vilas County, Wisconsin (U.S.A.), collected in the 1970s, we constructed a predictive occurrence model for rusty crayfish (Orconectes rusticus) and applied it to an independent data set of 48 Vilas County lakes to predict which of these were most likely to become invaded between 1975 and 2005. We nested this invasion model within an economic framework to determine whether targeted management, derived from our quantitative predictions of likely invasion sites, would increase the economic value of lakes in the independent data set. Although the optimum expenditure on lake protection was high, protecting lakes at this level would have produced net economic benefits of at least $6 million over the last 30 years. We did not attempt to determine the value of nonmarket benefits of protection; thus, our results are likely to underestimate the total benefits from preventing invasions. Our results demonstrate that although few data are available early in an invasion, these data may be sufficient to support targeted, effective, and economically rational management. In addition, our results show that ecological predictions are becoming sufficiently accurate that their application in management can produce net economic benefits.     Roads, Development, and Conservation in the Congo Basin

    Research in the Republic of Congo shows that roads established and maintained by logging concessions intensify bushmeat hunting by providing hunters greater access to relatively unexploited populations of forest wildlife and by lowering hunters' costs to transport bushmeat to market. Reconciling the contrary effects of roads on economic development and biodiversity conservation is one of the key challenges to wildlife managers in all nations. As the Democratic Republic of Congo prepares to reconstruct its almost completely collapsed road system, the government, donors, and conservation organizations have a unique opportunity to strategically prioritize investment in segments of the network that would maximize local and national economic benefits while minimizing adverse effects on forest wildlife.     In contingent valuation studies, failing to accommodate populations with limited language skills might yield biased estimates. In the United States, there are many residents primarily fluent in Spanish. This study uses conditional logit models applied to data from a bilingual (English and Spanish) conjoint choice mail survey to evaluate the effects of language proficiency on estimates of the economic benefits of contaminated site cleanup. Results indicate that language does have significant effects on welfare estimates. The results suggest that mail surveys addressing environmental issues that may affect a linguistically diverse population should be designed at the outset with multiple languages in mind.     Comparative response analysis of conventional and innovative seismic protection strategies

    Abstract The paper presents a numerical investigation aimed at evaluating the improvements achievable through devices for passive seismic protection of buildings based on the use of shape memory alloys (SMA) in place of conventional steel or rubber devices. To get some generality in the results, different resisting reinforced concrete plane frames were analysed, either protected or not. ,New' and ,existing' buildings were considered depending on whether seismic provisions are adopted in the building design or not. Base isolation and energy dissipation were equally addressed for both conventional and innovative SMA-based devices. Fragility analyses were performed using specific damage measures to account for comparisons among different damage types; the results were then used to estimate quantitatively the effectiveness of the various protection systems. More specifically, the assessment involved a direct comparison of the damage reduction provided by each protection system with respect to the severe degradation experienced by the corresponding non-protected frame. Structural damage, non-structural damage and damage to contents were used on purpose and included in a subsequent phase of cost analysis to evaluate the expected gains also in terms of economic benefits and life loss prevention. The results indicate that base isolation, when applicable, provides higher degrees of safety than energy dissipation does; moreover, the use of SMA-based devices generally brings about better performances, also in consideration of the reduced functional and maintenance requirements.     Vested Interests in Addiction Research and Policy Alcohol policies out of context: drinks industry supplanting government role in alcohol policies in sub-Saharan Africa

    ABSTRACT Background In this paper, we describe an analysis of alcohol policy initiatives sponsored by alcohol producer SABMiller and the International Center on Alcohol Policies, an alcohol industry-funded organization. In a number of sub-Saharan countries these bodies have promoted a ,partnership' role with governments to design national alcohol policies. Methodology A comparison was conducted of four draft National Alcohol Policy documents from Lesotho, Malawi, Uganda and Botswana using case study methods. Findings The comparison indicated that the four drafts are almost identical in wording and structure and that they are likely to originate from the same source. Conclusions The processes and the draft policy documents reviewed provide insights into the methods, as well as the strategic and political objectives of the multi-national drinks industry. This initiative reflects the industry's preferred version of a national alcohol policy. The industry policy vision ignores, or chooses selectively from, the international evidence base on alcohol prevention developed by independent alcohol researchers and disregards or minimizes a public health approach to alcohol problems. The policies reviewed maintain a narrow focus on the economic benefits from the trade in alcohol. In terms of alcohol problems (and their remediation) the documents focus upon individual drinkers, ignoring effective environmental interventions. The proposed policies serve the industry's interests at the expense of public health by attempting to enshrine ,active participation of all levels of the beverage alcohol industry as a key partner in the policy formulation and implementation process'.     Public attitudes towards the environmental impact of salmon aquaculture in Scotland

    Abstract This paper reports the results of a survey of public attitudes towards aquaculture, using salmon farming in Scotland as a case study. The aims have been to identify the priority that people attach to the environmental performance of the salmon aquaculture industry, relative to other objectives, and to measure the economic benefits to society from salmon farmed using methods that cause less organic pollution. The results indicate that the public attach a relatively high importance to minimizing environmental damage from aquaculture, and this has its parallel in the finding that people are willing to pay a price premium for salmon produced in a more environmentally benign way.     The Contribution of Bioenergy to a New Energy Paradigm

    Biomass is a widely available resource that is receiving increased consideration as a renewable substitute for fossil fuels. Developed sustainably and used efficiently, it can induce growth in developing countries, reduce oil demand, and address environmental problems. The potential benefits include: reduction of greenhouse gases, recuperation of soil productivity and degraded land, economic benefits from adding value to agricultural activities and improving access to and quality of energy services. The production of bioenergy involves a range of technologies, including solid combustion, gasification, and fermentation. These technologies produce energy from a diverse set of biological resources - traditional crops, crop residues, energy-dedicated crops, dung, and the organic component of urban waste. The results are bioenergy products that provide multiple energy services: cooking fuel, heat, electricity and transportation fuels. It is this very diversity that holds the potential of a win-win-win for the environment, social and economic development. Bioenergy has to be viewed not as a replacement for oil, but as an element of a portfolio of renewable sources of energy. Coherent and mutually supportive environmental and economic policies may be needed to encourage the emergence of a globally dispersed bioenergy industry that will pursue a path of sustainable development. La biomasse est une resource largement répandue, qui commence à retenir l'attention comme substitut renouvelable aux énergies fossiles. En l'utilisant de façon efficace et durable, on peut accélérer la croissance des pays en voie de développement, réduire la demandepour le pétrole et résoudre certains problèmes d'environnement. Au nombre des bénéfices potentiels il faut mettre : la réduction des émissions de gaz à effet de serre, la reconstitution de la fertilité dessols et des terres dégradées, les avantages économiques liés à l'accroissement de la production agricole et à l'amélioration des services énergétiques, tant en qualité qu'en accessibilité. La production de bioénergie met en oeuvre un large éventail de techniques parmi lesquelles la combustionde produits solides, la gazéification et la fermentation. Elles produisent de l'énergie à partir d'une grande variété de sources biologiques : cultures traditionnelles, résidus de cultures, cultures spécialisées, fumiers et déchets organiques urbains.     Quality, imagery and marketing: producer perspectives on quality products and services in the lagging rural regions of the European Union

    A range of factors, including consumer concerns about food safety, the growing popularity of rural tourism and policy initiatives to promote endogenous rural development, is converging to promote a relocalization of food production and service provision, especially in those regions marginalized by the globalization of the food supply system. The recent outbreak of foot and mouth disease in the UK has starkly illustrated the fragility of localized systems which depend heavily on consumers travelling to them. Within such a context, the importance of successful marketing strategies has become even more apparent. This paper reports on a questionnaire survey which investigated promotional and marketing strategies among a diverse range of producers and service providers in marginal agricultural areas of the EU. The findings suggest that many producers are situated towards the "formal" end of a marketing continuum, whereby ability to promote quality products and services (QPS) lies with a range of intermediaries. This raises doubts about the future economic benefits of QPS, should current marketing structures persist. The discussion offers critical reflections on interdisciplinary and international research of this nature, and advocates further theoretical and methodological development in order to explore in more depth many of the aspects raised in this exploratory investigation.     Social costs of robbery and the cost-effectiveness of substance abuse treatment

    Abstract Reduced crime provides a key benefit associated with substance abuse treatment (SAT). Armed robbery is an especially costly and frequent crime committed by some drug-involved offenders. Many studies employ valuation methods that understate the true costs of robbery, and thus the true social benefits of SAT-related robbery reduction. At the same time, regression to the mean and self-report bias may lead pre,post comparisons to overstate crime reductions associated with SAT. Using 1992,1997 data from the National Treatment Improvement Evaluation Study (NTIES), we examined pre,post differences in self-reported robbery among clients in five residential and outpatient SAT modalities. Fixed-effect negative binomial regression was used to examine incidence rate reductions (IRR) in armed robbery. Published data on willingness to pay to avoid robbery were used to determine the social valuation of these effects. Differences in IRR across SAT modalities were explored to bound potential biases. All SAT modalities were associated with large and statistically significant reductions in robbery. The average number of self-reported robberies declined from 0.83/client/year pre-entry to 0.12/client/year following SAT (p<0.001). Under worst-case assumptions, monetized valuations of reductions in armed robbery associated with outpatient methadone and residential SAT exceeded economic costs of these interventions.
