Not by Rent Alone: Analysing the Pro-Poor Functions of Small-Scale Fisheries in Developing Countries

The dominant view in academic and policy arenas is increasingly one in which the major contribution of capture fisheries to development should be derived from the capacity of society to maximise the economic rent of fishery resources. Drawing upon empirical experience from the South, this article highlights the potentially disastrous consequences that a universal implementation of the rent-maximisation model would have in developing countries, and argues that a more gradual approach would be preferable. The welfare function of small-scale fisheries, namely, their capacities to provide labour and cash income to resource-poor households, should be preserved until the appropriate macroeconomic conditions for rent-maximisation and redistribution are fulfilled. Climate change and range expansion of an aggressive bark beetle: evidence of higher beetle reproduction in naïve host tree populations

Summary 1.,Hosts may evolve defences that make them less susceptible and suitable to herbivores impacting their fitness. Due to climate change-driven range expansion, herbivores are encountering naïve host populations with increasing frequency. 2.,Aggressive bark beetles are among the most important agents of disturbance in coniferous forest ecosystems. The presence of bark beetle outbreaks in areas with a historically unsuitable climate, in part a consequence of climate change, provided an opportunity to assess the hypothesis that the mountain pine beetle Dendroctonus ponderosae has higher reproductive success in lodgepole pine Pinus contorta trees growing in areas that have not previously experienced frequent outbreaks. 3.,We felled and sampled mountain pine beetle-killed trees from historically climatically suitable and unsuitable areas, i.e. areas with and without a historical probability of frequent outbreaks. Reproductive success was determined from a total of 166 trees from 14 stands. 4.,Brood productivity was significantly affected by climatic suitability class, such that mean brood production per female increased as historical climatic suitability decreased. 5.,Synthesis and applications. The current study demonstrates that the mountain pine beetle has higher reproductive success in areas where its host trees have not experienced frequent beetle epidemics, which includes much of the current outbreak area in north central British Columbia. This increased productivity of mountain pine beetle is likely to have been a key reason for the rapid population buildup that resulted in unprecedented host tree mortality over huge areas in western Canada. The outbreak thus provides an example of how climate change-driven range expansion of native forest insects can have potentially disastrous consequences. Since an increased reproductive success is likely to accelerate the progression of outbreaks, it is particularly critical to manage forests for the maintenance of a mosaic of species and age classes at the landscape level in areas where host tree populations are naïve to eruptive herbivores. Automatic appearance-based loop detection from three-dimensional laser data using the normal distributions transform

We propose a new approach to appearance-based loop detection for mobile robots, using three-dimensional (3D) laser scans. Loop detection is an important problem in the simultaneous localization and mapping (SLAM) domain, and, because it can be seen as the problem of recognizing previously visited places, it is an example of the data association problem. Without a flat-floor assumption, two-dimensional laser-based approaches are bound to fail in many cases. Two of the problems with 3D approaches that we address in this paper are how to handle the greatly increased amount of data and how to efficiently obtain invariance to 3D rotations. We present a compact representation of 3D point clouds that is still discriminative enough to detect loop closures without false positives (i.e., detecting loop closure where there is none). A low false-positive rate is very important because wrong data association could have disastrous consequences in a SLAM algorithm. Our approach uses only the appearance of 3D point clouds to detect loops and requires no pose information. We exploit the normal distributions transform surface representation to create feature histograms based on surface orientation and smoothness. The surface shape histograms compress the input data by two to three orders of magnitude. Because of the high compression rate, the histograms can be matched efficiently to compare the appearance of two scans. Rotation invariance is achieved by aligning scans with respect to dominant surface orientations. We also propose to use expectation maximization to fit a gamma mixture model to the output similarity measures in order to automatically determine the threshold that separates scans at loop closures from nonoverlapping ones. We discuss the problem of determining ground truth in the context of loop detection and the difficulties in comparing the results of the few available methods based on range information. Furthermore, we present quantitative performance evaluations using three real-world data sets, one of which is highly self-similar, showing that the proposed method achieves high recall rates (percentage of correctly identified loop closures) at low false-positive rates in environments with different characteristics. © 2009 Wiley Periodicals, Inc. Sexual Differentiation of Behaviour in Monkeys: Role of Prenatal Hormones

The theoretical debate over the relative contributions of nature and nurture to the sexual differentiation of behaviour has increasingly moved towards an interactionist explanation that requires both influences. In practice, however, nature and nurture have often been seen as separable, influencing human clinical sex assignment decisions, sometimes with disastrous consequences. Decisions about the sex assignment of children born with intersex conditions have been based almost exclusively on the appearance of the genitals and how other's reactions to the gender role of the assigned sex affect individual gender socialisation. Effects of the social environment and gender expectations in human cultures are ubiquitous, overshadowing the potential underlying biological contributions in favour of the more observable social influences. Recent work in nonhuman primates showing behavioural sex differences paralleling human sex differences, including toy preferences, suggests that less easily observed biological factors also influence behavioural sexual differentiation in both monkeys and humans. We review research, including Robert W. Goy's pioneering work with rhesus monkeys, which manipulated prenatal hormones at different gestation times and demonstrated that genital anatomy and specific behaviours are independently sexually differentiated. Such studies demonstrate that, for a variety of behaviours, including juvenile mounting and rough play, individuals can have the genitals of one sex but show the behaviour more typical of the other sex. We describe another case, infant distress vocalisations, where maternal responsiveness is best accounted for by the mother's response to the genital appearance of her offspring. Taken together, these studies demonstrate that sexual differentiation arises from complex interactions where anatomical and behavioural biases, produced by hormonal and other biological processes, are shaped by social experience into the behavioural sex differences that distinguish males and females. Osmotic demyelination syndrome following rapid correction of hyponatraemia

Summary We report a case of a young male with adrenal hypoplasia who presented following water intoxication with severe hyponatraemia and seizures. He required a period of intensive care and over the initial 24 h his serum sodium corrected at average of 0.9 mmol.l,1 h,1. He subsequently developed osmotic demyelination syndrome. Following supportive treatment he made a full recovery. Severe hyponatraemia carries a risk of cerebral oedema with a significant mortality, yet correcting it too rapidly can result in osmotic demyelination syndrome, again with potentially disastrous consequences. It may be difficult to determine the duration and aetiology of the hyponatraemia and this is necessary to guide treatment. There is no consensus about the optimal rate of correction of hyponatraemia but formulae such as the Adrogue and Madias formula can be used to guide treatment with normal or hypertonic saline. Continuous veno-venous haemofiltration has been used effectively in this setting. [source]


Fishing for a Living but Catching HIV: AIDS and Changing Patterns of the Organization of Work in Fisheries in Uganda

Abstract Over the last decade evidence has emerged suggesting that fisherfolk, as an occupational group, are at greater risk to human immunodeficiency virus (HIV) than other groups in many countries, including Uganda. In this paper we argue that the organization of work in fisheries on Lake Victoria, both now and in the past, encourages patterns of sexual behavior among men and women involved in fishing, trading, and servicing the industry which over the last 20 years has promoted the spread of the HIV among those working in fisheries. We use a case study of a family, Kiwanuka's, to illustrate how patterns of behavior practiced in the past (by Kiwanuka) have much more disastrous consequences now (for his children) because of the existence of HIV. Kiwanuka was a fisherman on Lake Victoria during the 1960s. During that time fish were plentiful and he earned enough to purchase land and establish himself as a coffee farmer. Two of his sons are currently employed as daily laborers at the lake. They complain of poor fish catches and their inability to make money. One daughter, who is HIV-positive, is a dried fish trader. This family's experience illustrates the far-reaching effects of economic and health conditions generated by the fishing industry on distant rural areas and across generations. Rising HIV rates are severely affecting fishers and related occupations already hit by falling fish stocks. The findings show how the same patterns of sexual behavior and wealth generation practiced by the older generation in their youth now represent a deadly risk to their children, a population in urgent need of better access to treatment, prevention, and care. Macroscopic thrombus formation on angioplasty equipment following antithrombin therapy with enoxaparin

Abstract Increasing evidence suggests that treatment with the low molecular weight heparin enoxaparin during percutaneous coronary intervention (PCI) is safe and effective. We evaluated the incidence and consequences of periprocedural macroscopic thrombus formation on PCI equipment following antithrombin therapy with enoxaparin. Between April 2003 and December 2004, all patients undergoing cardiac catheterization following antithrombin therapy with enoxaparin were evaluated. All patients had blood sampled at the onset of procedure for subsequent measurement of anti-factor-Xa levels. Of the 4,504 patients who underwent PCI during this period, in 122 (3%) the procedure was performed within 8 hr of treatment with subcutaneous enoxaparin and no additional unfractionated heparin (UFH) was used periprocedurally. Of these, macroscopic thrombus was observed on PCI equipment in 6 patients (5%) necessitating withdrawal of all catheters and wires. All patients had therapeutic anti-factor-Xa levels at the time of PCI, and had been treated with double antiplatelet therapy with aspirin and clopidogrel. No periprocedural thrombus was observed in 356 patients who were ,12 hr of the last dose of enoxaparin and received UFH at the time of PCI. Following observation of thrombus, additional anticoagulation with UFH resulted in significant epistaxis in one patient. In another patient, the procedure was complicated by distal coronary embolization. Percutaneous coronary intervention following antithrombin therapy with enoxaparin is associated with a 5% incidence of macroscopic thrombus formation on PCI equipment. The necessity for subsequent exchange of all equipment and/or the need for additional anticoagulation may have disastrous consequences for the patient. Our findings suggest that the safety of antithrombin therapy with low molecular weight heparin during PCI requires further evaluation. © 2007 Wiley-Liss, Inc. [source]
