Selected AbstractsThe evolution of Chinese policies and governance structures on environment, energy and climateENVIRONMENTAL POLICY AND GOVERNANCE, Issue 3 2010Stephen Tsang Abstract Although a successor to the 1997 Kyoto Protocol has not yet materialized, the 2009 Copenhagen meeting underlined the importance of China in international debates on climate and energy. This is based not only on China's current climate emissions, but also on its expected energy use and economic growth. Within China, climate issues have, like environmental pollution more generally, received increasing government and societal attention, but so has energy , topics that relate to one other but also have different priorities and actor interests behind them. However, while climate change has become more prominent, as shown in the targets included in the current five-year plan, its institutional embeddedness in relation to particularly energy issues has received limited attention. This paper aims to help shed some light on how Chinese policies and governance structures on energy, climate and environment have evolved, particularly considering the roles of national and provincial authorities. Administrative structures and policy-making processes turn out to be very complex, with a range of units and bodies at different levels with distinct responsibilities as well as inter-linkages. Moreover, tensions and conflicts can be found regarding climate change and environmental policies on the one hand, and prevailing objectives to further economic development on the other. Energy policies serve the same economic goals, with climate change being most often operationalized in terms of energy conservation. Copyright © 2010 John Wiley & Sons, Ltd and ERP Environment. [source] Institutional Change and Ethnic Parties in South AmericaLATIN AMERICAN POLITICS AND SOCIETY, Issue 2 2003Donna Lee Van Cott ABSTRACT The central question of this article is why indigenous social movements formed electorally viable political parties in Latin America in the 1990s. This development represents a new phenomenon in Latin America, where ethnic parties have been both rare and unpopular among voters. Institutional reforms in six South American countries are examined to see if the creation and success of these parties can be correlated with changes in electoral systems, political party registration requirements, or the administrative structure of the state. The study concludes that institutional change is likely to be a necessary but not sufficient condition for the emergence and electoral viability of ethnic parties. Consumers with established coronary heart disease are at the highest risk of experiencing further coronary events. Lifestyle measures can contribute significantly to a reduction in cardiovascular mortality in established coronary heart disease. Improved management of cardiac risk factors by providing education and referrals as required has been suggested as one way of maintaining quality care in patients with established coronary heart disease. There is a need to ascertain whether or not nurse-led clinics would be an effective adjunct for patients with coronary heart disease to supplement general practitioner advice and care. Objectives, The objective of this review was to present the best available evidence related to nurse-led cardiac clinics. Inclusion criteria, This review considered any randomised controlled trials that evaluated cardiac nurse-led clinics. In the absence of randomised controlled trials, other research designs such as non-randomised controlled trials and before and after studies were considered for inclusion. Participants were adults (18 years and older) with new or existing coronary heart disease. The interventions of interest to the review included education, assessment, consultation, referral and administrative structures. Outcomes measured included adverse event rates, readmissions, admissions, clinical and cost effectiveness, consumer satisfaction and compliance with therapy. Results, Based on the search terms used, 80 papers were initially identified and reviewed for inclusion; full reports of 24 of these papers were retrieved. There were no papers included that addressed cost effectiveness or adverse events; and none addressed the outcome of referrals. A critical appraisal of the 24 remaining papers identified a total of six randomised controlled trials that met the inclusion criteria. Two studies addressed nurse-led clinics for patients diagnosed with angina, one looked at medication administration and the other looked at educational plans. A further four studies compared secondary preventative care with a nurse-led clinic and general practitioner clinic. One specifically compared usual care versus shared care introduced by nurses for patients awaiting coronary artery bypass grafting. Of the remaining three studies, two have been combined in the results section, as they are an interim report and a final report of the same study. Because of inconsistencies in reporting styles and outcome measurements, meta-analysis could not be performed on all outcomes. However, a narrative summary of each study and comparisons of specific outcomes assessed from within each study has been developed. Although not all outcomes obtained statistical significance, nurse-led clinics were at least as effective as general practitioner clinics for most outcomes. Recommendations, The following recommendations are made: ,The use of nurse-led clinics is recommended for patients with coronary heart disease (Level II). ,Utilise nurse-led clinics to increase clinic attendance and follow-up rates (Level II). ,Nurse-led clinics are recommended for patients who require lifestyle changes to decrease their risk of adverse outcomes associated with coronary heart disease (Level II). [source] Environmental state of Lake Kariba and Zambezi River Valley: Lessons learned and not learnedLAKES & RESERVOIRS: RESEARCH AND MANAGEMENT, Issue 3 2010C. H. D. Magadza Abstract Lake Kariba, still the largest reservoir in the world by volume, is 60 years old. It has undergone changes in its thermal properties, associated with global warming, which reflect in turn on its limnology. These changes include a shallower eipilimnion, higher heat content and increased tropicality to near equatorial status. The role of Lake Kariba with regard to its energy characteristics is discussed in light of global warming findings. The lake's water residence time has increased from 3.7 years to ,5.7 years, attributable to a reduced inflow from the Zambezi River. The phytoplankton communities have changed towards a cyanophyceae-dominated community, leading to a decline in entomostracan zooplankton, and a near collapse of the planktivorous Limnothrissa miodon fishery. Prolonged use of pesticides to control Glossina has led to measurable ecosystem level impacts on both terrestrial and aquatic biota. The impacts of the forced relocation of the Tonga people were still evident during this study. Siltation from resettlement areas has led to the loss of habitat and biodiversity in the inflowing streams to the lake. Unplanned shoreline development in the early history of the lake poses health problems. It is projected that global warming will cause the lake temperature to rise by ,4 °C by the end of the century. Higher temperatures will be accompanied by windier conditions, thereby enhancing the risks from storms on the lake. The appropriateness of administrative structures intended to manage the Zambezi River Basin environment also is discussed herein. It is concluded that the management protocol is institutionally a non-inclusive process lacking the capacity to involve other stakeholders in managing the lake's resources, and even less so in the integrated management of the basin. [source] Martin Stutzmann: Editor, Teacher, Scientist and FriendPHYSICA STATUS SOLIDI (C) - CURRENT TOPICS IN SOLID STATE PHYSICS, Issue 2 2005Manuel Cardona On 2 January 1995 Martin Stutzmann became Editor-in-Chief of physica status solidi, replacing Professor E. Gutsche, who had led the journal through the stormy period involving the fall of the Iron Curtain, the unification of Germany and the change in its Eastern part, where physica status solidi was based, from "socialism as found in the real world" (a German concept) to real world capitalism. In 1995 it was thought that the process had been completed (we should have known better!) and after the retirement of Prof. Gutsche the new owners of physica status solidi (Wiley-VCH) decided that a change in scientific management was desirable to adapt to the new socio-political facts and to insure the scientific continuity of the journal. Martin had moved in 1993 from my department at the Max-Planck-Institute to Munich where he soon displayed a tremendous amount of science man- agement ability during the build-up of the Walter Schottky Institute. The search for a successor as Edi- tor-in-Chief was not easy: the job was not very glamorous after the upheavals which had taken place in the editorial world following the political changes. Somebody in the Editorial Boards must have suggested Martin Stutzmann. I am sure that there was opposition: one usually looks for a well-established person ready to leave his direct involvement in science and take up a new endeavor of a more administrative nature. Nevertheless, the powers that be soon realized that Martin was an excellent, if somewhat unconventional candidate who had enough energy to remain a topnotch scientist and to lead the journal in the difficult times ahead: he was offered the job. In the negotiations that followed, he insisted in getting the administrative structures that would allow him to improve the battered quality of the journal and to continue his scientific productivity. Today we are happy to see that he succeeded in both endeavors. The journal has since grown in size and considerably improved its quality. Martin Stutzmann's scientific output has continued and today he can be found listed among the 400 most cited physicists worldwide. According to the Institute of Scientific Information (ISI) he has published nearly 400 articles in source journals; they have been cited over 4600 times. His scientific visibility has been partly responsible for the success of the journal under his leadership. When he took over in 1995 the Impact Factors of physica status solidi (a) and (b) were about 0.5. Now they oscillate around 1.0. The journals occupy places 30 (a) and 29 (b) among the 57 condensed matter publications listed in the ISI. Six years ago these places were 34 (a) and 30 (b). The journal is even better placed with respect to the so-called cited half-life which is 8.2 years for pss (a) (place 16 among 57) and 6.7 years for pss (b) (place 20 among 57). Martin, of course, has contributed with his original publications to the success of the journal, having published 36 articles in pss(a) and 32 in pss(b). I would like to some of the editorial decisions implemented under Martin's leadership. They have been largely responsible for the quantitative improvements just described. Martin introduced international standards of peer review, usually involving two anonymous referees: The increase of the rejection rate from ca. 20% to 60% followed. He discontinued the Short Notes, which had become nearly irrelevant, and replaced them, in 1997 by Rapid Research Notes (today Rapid Research Letters) with especially strict reviewing rules and a rather attractive layout. Martin's participation in many international conferences and their organization gave him a handle to acquire the publication of conference proceedings. Organizing committees usually prefer publication in international journals rather than special books because of their guaranteed future availability in libraries and the partaking in the reviewing procedure. The journal became increasingly popular along these lines, a fact which moved Martin to launch in 2002 part (c) of the journal, devoted mainly, but not exclusively, to conference articles. Martin also introduced the publication of Feature Articles, topical issues, and the instrument of the Editor's Choice to highlight articles deemed to be especially interesting. He appointed Regional Editors (6 at this point) which represent the journal in important geographic regions. He also brought the journal online, a must these days. The upheavals that followed the collapse of most of the communist world, the rapid development of science in many emerging nations and the enhanced competitiveness, even in the developed countries, have not ebbed out. Some of them are particular damaging to the reputation of science in a world increasingly skeptical of its values. I am thinking of scientific misconduct and outright fraud, in the form of plagiarism and data fabrication. physica status solidi was also afflicted by this plague: after all, it happened in the best of families. Two of the most notorious offenders of the past decade, J. H. Schön and Y. Park, also visited physica status solidi. In two courageous editorials Martin Stutzmann and Stefan Hildebrandt (Managing Editor of the journal) rapidly exposed these cases of misconduct together with other cases in which there was also good reason to suspect misconduct. Some of the articles involved were rapidly retracted by the authors, others were not. It is reassuring to say that none of them had any impact worth mentioning (1,3 citations, mostly by the authors themselves or in the editorials just mentioned). Only few journal editors dared to convey to the readers a warning that some work of those authors may be faulty even if no air-tight proof was available. However, Martin and Stefan did. We wish that Martin will remain at the helm at least another decade, before he switches to research on the liquid state as practiced in Southern France. Michael Alvarez Much has been said since the 2000 presidential election regarding the administration of elections in the United States, particularly about how election administrators are selected and to whom they are responsive. Unfortunately, there has been little research on the different administrative structures that are possible and the preferences of Americans regarding these different administrative options. In this article we present the results from a national survey of American adults in which we asked them their preference for whether elections should be run by partisan or nonpartisan officials, whether the officials should be elected or appointed, and whether the administration of elections should be by a single unitary executive or by an election board. In addition to eliciting the basic preferences of Americans about these administrative choices, we also undertake a deeper analysis of these data to determine the underlying patterns in support for the different administrative options. [source] Personnel Discipline and Industrial Relations on the Railways of Republican ChinaAUSTRALIAN JOURNAL OF POLITICS AND HISTORY, Issue 1 2001Stephen L. Morgan The Chinese National Railways of Republican China (1912-37) had a personnel administration the equal of any of the major railway systems of the period. Railways require a sophisticated personnel bureaucracy to train, monitor and enforce codes of conduct which would ensure the safety of passengers, freight and the huge investment in rolling stock and fixed capital. Only the military had previously administrative structures approaching the modern railway companies, the first modern business to organise on such a scale large numbers of employees over vast geographic areas. In China the railway introduced not only a new transport technology but also played a major role in creating the new industrial working class through the regimes of work and discipline their administration created. Drawing on neglected railway personnel archives, this paper examines the work organisation and structures of discipline that governed the working day of Chinese railway employees. [source] |
