Selected AbstractsThe Shaping of San Livelihood Strategies: Government Policy and Popular ValuesDEVELOPMENT AND CHANGE, Issue 3 2002Michael Taylor The importance of understanding the livelihood strategies of poor people has received a fresh impetus over the last few years with the emphasis by many Western donors on poverty reduction. This article examines the livelihood strategies of San people in three villages on the northern peripheries of the Okavango Delta in Botswana. Their economic marginalization is compounded by their ethnic background; a stigma that also marginalizes them politically and socially. The analysis presented here not only challenges stereotypes commonly associated with San by demonstrating the interconnectedness of different means of ,looking for life', but it also brings to the fore the importance of considering institutional factors that regulate livelihood strategies. The article focuses on some of the unexpected consequences of the wider policy environment, and on how the values associated with different ways of life affect material subsistence strategies. These are particularly pronounced for people with a heritage of hunting and gathering living in a society that regards such practices as ,backward'. [source] Is Privately-provided Electronic Money Next?ECONOMIC AFFAIRS, Issue 1 2000Catherine England To survive, any new electronic money will need to provide some advantage to its users, such as lower transaction costs, increased privacy, a greater ability to avoid taxes, or a more stable value than its government-provided competitors. Any successful new money will have to overcome substantial barriers to entry, however. These barriers to entry occur primarily in the form of the costs of switching to a different means of payment and require an understanding of the role played by ,network economics.' Unless a substantial number of the individuals and businesses with whom a person trades use the same money, any new means of payment will have little value. A temptation facing government regulators will be to extend and expand regulations to apply to new means of payment and forms of money. A more productive role of governments is to attempt to protect their own money-creation franchises by minimising the advantages offered by privately-provided alternatives. Governments should enforce contracts and punish fraud while remaining vigilant with respect to inflation, keep tax rates low and protect the privacy of their citizens. [source] The status of warning services for plant pests in Italy,EPPO BULLETIN, Issue 1 2000V. Rossi A survey of the present status of warning services for plant protection in Italy shows the lack of a national project, so that the different regional governments approach the question in different ways. In spite of this, some common characters are present: (1) most of the regions manage the warning service directly; (2) everywhere, the warning service interacts with research institutes, farmers' associations, agrometeorological networks and other warning services; (3),indirect warning' is the prevalent model of organization; geographical areas are divided into homogeneous subareas, where information useful for producing advice is collected and elaborated; warnings are then disseminated by different means of communication, and farmers comply with them autonomously; (4) warnings are usually prepared by a team of advisers, who meet periodically, analyse available information and elaborate suggestions for crop protection; (5) available information comes from field monitoring, weather stations, insect and spore traps, forecasting models for pests and diseases; unfortunately, forecasting models are not widespread; (6) the content of warnings is rather uniform, including information on crops pests and diseases, suggestions for control strategies and, frequently, meteorological conditions and forecasts; (7) different means are used to disseminate warnings to farmers; usually several methods co-exist: bulletins published in local newspapers, sent by mail or fax, displayed on notice boards or available via the Internet; placards; telephone messages; surveys on local TV or radio. [source] Pathogen-Mimicking MnO Nanoparticles for Selective Activation of the TLR9 Pathway and Imaging of Cancer Cells,ADVANCED FUNCTIONAL MATERIALS, Issue 23 2009Mohammed Ibrahim Shukoor Abstract Here, design of the first pathogen-mimicking metal oxide nanoparticles with the ability to enter cancer cells and to selectively target and activate the TLR9 pathway, and with optical and MR imaging capabilities, is reported. The immobilization of ssDNA (CpG ODN 2006) on MnO nanoparticles is performed via the phosphoramidite route using a multifunctional polymer. The multifunctional polymer used for the nanoparticle surface modification not only affords a protective organic biocompatible shell but also provides an efficient and convenient means for loading immunostimulatory oligonucleotides. Since fluorescent molecules are amenable to photodetection, a chromophore (Rhodamine) is introduced into the polymer chain to trace the nanoparticles in Caki-1 (human kidney cancer) cells. The ssDNA coupled nanoparticles are used to target Toll-like receptors 9 (TLR9) receptors inside the cells and to activate the classical TLR cascade. The presence of TLR9 is demonstrated independently in the Caki-1 cell line by western blotting and immunostaining techniques. The magnetic properties of the MnO core make functionalized MnO nanoparticles potential diagnostic agents for magnetic resonance imaging (MRI) thereby enabling multimodal detection by a combination of MR and optical imaging methods. The trimodal nanoparticles allow the imaging of cellular trafficking by different means and simultaneously are an effective drug carrier system. Sousa Genes and environment are both essential and interdependent determinants of behavioral responses. Behavioral genetics focuses on the role of genes on behavior. In this article, we aim to provide a succinct, but comprehensive, overview of the different means through which behavioral analysis may be performed in rodents. We give general recommendations for planning and performing behavioral experiments in rats and mice, followed by brief descriptions of experimental paradigms most commonly used for the analysis of reflexes, sensory function, motor function and exploratory, social, emotional and cognitive behavior. We end with a discussion of some of the shortcomings of current concepts of genetic determinism and argue that the genetic basis of behavior should be analyzed in the context of environmental factors. [source] The Linguistic Territoriality Principle , A CritiqueJOURNAL OF APPLIED PHILOSOPHY, Issue 2 2008HELDER DE SCHUTTER abstract In this essay, I develop a critique of the linguistic territoriality principle, which states that, for reasons related to the value of language identity, language groups should be territorially accommodated. While I acknowledge the desirability of implementing a linguistic territoriality principle in some specific cases, I claim that this principle is in general inappropriate for the ,post-Westphalian' linguistic world in which we live. I identify, analyze and reject two distinct justifications for the linguistic territoriality principle: the Linguistic Context justification and the Language Survival justification. Finally, I argue for different means of giving political recognition to the fact that most people value their language as an importance source of identity. This alternative theory sets out to officially recognize multiple languages in a given territory. [source] COMPARISON OF SIX NON-INVASIVE SUPPLEMENTAL OXYGEN TECHNIQUES IN DOGS AND CATSJOURNAL OF VETERINARY EMERGENCY AND CRITICAL CARE, Issue S1 2004MH Engelhardt Objective: To determine the amount of time required to reach the highest concentrations of oxygen at the patient's face and to determine what these highest concentrations of oxygen were with various non-invasive methods of providing supplemental oxygen using a commercial oxygen content analyzer. Procedure: Three healthy cats and 3 healthy dogs were each individually given supplemental oxygen by 6 different means, each done at 2 rates (5 L and 15 L per minute). The methods tested were: 1) Plastic sheet over conventional cage door (PSCD); 2) Blow-by where the tubing delivering the oxygen was held 8 cm from the face (BB); 3) Large plastic bag covering the patient (BAG); 4) Anesthesia induction chamber (AIC); 5) Synder oxygen cage (SOC); and 6) Crowe Oxygen E-Collar (COC). Prior to the testing, the commercial oxygen content analyzer (Mini-Ox) was calibrated. Results: Significant repeatable differences were consistently observed between the 6 methods of oxygen delivery. Results of both 5 L and 15 L/min oxygen flow rates consistently indicated that the highest oxygen concentrations were achieved with the anesthesia induction chamber and large plastic bag with oxygen concentrations reaching approximately 95% and 90%, respectively between 5 to 15 min. The BAG method had the advantage of allowing additional room for patient manipulation and the ability to place intravenous catheters while continuing to give supplemental oxygen. The plastic sheet covering a conventional cage door provided oxygen concentrations of 50% and 60% at 15 and 45 min, respectively. The Crowe Oxygen E-Collar achieved oxygen concentrations of 70% in 1.5 min. Blow-by was found to be the simplest method. It increased FiO2 to 40% within 2 min. The Synder oxygen cage was able to achieve 45% oxygen concentration within 30 min with an oxygen flow rate of 15 L/min. It was able to achieve 60% at 45 min (similar to the plastic bag on the cage). Conclusion: The order of effectiveness of providing non-invasive oxygen supplementation, from the highest to the lowest concentrations, was AIC, BAG, COC, PSCD, SOC, and BB. The fastest to the slowest increases in oxygen concentrations followed the same order at both 5 L and 15 L/min oxygen flow rate and they were BB, COC, AIC, BAG, PSCD, and SOC. SOC was the most inefficient means of providing oxygen while AIC, BAG and COC were the most efficient. [source] Detailed comparison of the structures and kinematics of simulated and observed barred galaxiesMONTHLY NOTICES OF THE ROYAL ASTRONOMICAL SOCIETY, Issue 1 2003J. K. O'Neill ABSTRACT We examine the observable properties of simulated barred galaxies, including radial mass profiles, edge-on structure and kinematics, bar lengths and pattern speed evolution for detailed comparison to real systems. We have run several simulations in which bars are created through inherent instabilities in self-consistent simulations of a realistic disc+halo galaxy model with a disc-dominated, flat rotation curve. These simulations were run at high (N= 20 million particles) and low (N= 500 000 particles) resolution to test numerical convergence. We determine the pattern speeds in simulations directly from the phase angle of the bar versus time and the Tremaine,Weinberg method. Fundamental dynamics do not change between the high and low resolution, suggesting that convergence has been reached in this case. We find that the higher resolution is needed to simulate structural and kinematic properties accurately. The edge-on view of the higher-resolution system shows the bending instability and formation of a peanut-shaped bulge clearly. We determined bar lengths by different means to determine that the simulated bar is fast, with a corotation to bar length ratio of under 1.5. Simulated bars in these models form with pattern speeds slower than those observed and slow-down during their evolution. Dynamical friction between the bar and dark halo is responsible for this deceleration, as revealed by the transfer of angular momentum between the disc and the halo. However, even though the pattern speed is reduced at later times, the instantaneous scalelength of the disc has grown sufficiently for the bar motion to agree with many observations. By using a different model and simulation technique than other authors, we are able to compare the robustness of these methods. There is also concern that the promotion of public values may be at risk when the regulatory function is outsourced to a mission-limited independent agency. To find possible solutions to these problems, this study compares the provision of telecommunications universal service in Australia with that in Taiwan to determine how different accountability designs lead to different means of ensuring universal service provision. Following a detailed investigation, this article finds that the consumer sovereignty model used in Australia performs better than the fiduciary trusteeship model in Taiwan in constraining the capture of the regulator by the dominant carrier. Overall, the author argues that, as a social goal, ensuring universal service should rely on both a politically mandated institution and competing regulatory agencies that accommodate different value groups so that a line is drawn between the social and commercial spheres. Changes in the outer form hinted at deeper lying causes, and decoding these forms was supposed to extend the range of the clinical eye into the realm of invisibility. Two suppositions supported this hope: the belief that each disease as an ontological entity showed typical exterior signs which allowed a diagnosis at sight, and the technological trust in photography as a precise and objective means of representation superior to the human eye. For a short time, clinical photography seemed to be the "via regia" of diagnosis. Heinrich Curschmann's Klinische Abbildungen and Ludwig Jankau's periodical Internationale medizinisch-photographische Monatsschrift marked the climax of this development in Germany. Röntgen's discovery and its immediate application in clinical medicine put an end to the optimistic expectations: clinical photography was from now on only one among many different means of documenting clinical signs and findings. [source] Comparison of apoptosis and mortality measurements in peripheral blood mononuclear cells (PBMCs) using multiple methodsCELL PROLIFERATION, Issue 5 2005S. Glisic-Milosavljevic Death through apoptosis is the main process by which aged cells that have lost their function are eliminated. Apoptotic cells are usually detected microscopically by changes in their morphology. However, determination of early apoptotic events is important for in vitro (and ex vivo) studies. The main objective of the present study is to find the most sensitive method for apoptosis detection in human peripheral blood mononuclear cells (PBMCs) by comparing six different methods following five different means of immunological stimulation at 3 and 5 days. Each of six apoptosis quantification methods, except the trypan blue exclusion test, is a combination of two stains, one for the specific detection of apoptotic cells and the other for the unspecific detection of dead cells. Values for apoptosis and mortality were compared with a reference method. The choice of apoptosis detection method is more important following 3 days of stimulation than after 5 days of stimulation (P = 2 × 10,6 versus P = 1 × 10,2). In contrast, we find mortality measurements following the different means of stimulation highly significant at both 3 and 5 days (F2.28 = 7.9, P = 1.4 × 10,6 at 3 days and F2.28 = 8.5, P = 4.5 × 10,7 at 5 days). Variation as a result of the combination of specific PBMC stimulation and the method used to detect apoptosis is reduced considerably with time (F1.58 + 3.7, P + 3 × 10,7 at 3 days to F = (1.58) = 0.97, P = 0.5 at 5 days). Based on Tukey's test, YO-PRO-1 is the most sensitive stain for apoptosis and, when combined with 7-AAD, provides an accurate measure of apoptosis and mortality. In conclusion, we propose YO-PRO-1/7-AAD as a new combination and low-cost alternative for the sensitive detection of early apoptosis. [source] |
