    Funding a PAYG pension system: the case of Italy

    Abstract Italy is characterised by a mature pay-as-you-go social security system and by particularly adverse population projections. Given these trends, the social security contribution rate is expected to increase above its current high level. This hinders the development of employer-provided pension funds and introduces a significant wedge between labour cost and earnings that discourages both labour demand and labour supply. Any proposal to reduce payroll taxes and to reform the system in the direction of partial funding has to cope with the state of Italian public finances. Italy has to comply with the Stability and Growth Pact that imposes constraints on budget deficit and debt trends. Using micro data from the Bank of Italy's Survey of Household Income and Wealth and official population projections, we estimate future employment trends under different demographic and macroeconomic scenarios and compute the cost of the transition. We show that it would be substantially reduced if positive effects on employment were induced by the payroll tax reduction. [source]

    Abstract Purpose To investigate the prevalence, incidence and persistence with antipsychotic drug therapy in a large and geographically defined catchment area of Italian general population. Methods All antipsychotic drug prescriptions dispensed during 1999, 2000, 2001 and 2002 were extracted from an administrative prescription database covering a population of 2,640,379 individuals. Antipsychotic drug users were defined as patients who had at least one recorded prescription in the current year. New users were defined as patients receiving a first prescription without any recorded antipsychotic drug treatment in the previous 12 months. Prevalence data were calculated by dividing users by the total number of male and female residents in each age group. Incidence data were calculated as the number of new users divided by the person-time free from antipsychotic drugs in the current year. The cumulative persistence of each medication was calculated by dividing the total prescribed amount of antipsychotic drug by the recommended daily dose, according to each agent's defined daily dose (DDD). Results A progressive rise in prevalence and incidence rates was observed during the 4-year period. In each census year, the prevalence and incidence of prescribing was higher in females than males, and progressively rose with age, with the highest rates in old and very old subjects. The analysis of persistence with therapy revealed that 3176 individuals (78.5%) were occasional antipsychotic drug users, and that occasional use was more frequent among individuals receiving conventional antipsychotic drugs than among individuals receiving novel antipsychotic drugs. This difference was not explained by differences in the occurrence of neurologic adverse reactions, as shown by the concurrent prescribing of anticholinergic drugs, which was fairly similar between the two groups of new drug users. Additionally, we found that conventioal antipsychotic drugs were more often used in older individuals, where occasional use is very frequent, while novel antipsychotic drugs were more often prescribed in young and adult individuals, where regular use is more frequent. Conclusions An epidemiologically relevant proportion of everyday individuals is annually exposed to antipsychotic drugs. The distribution of prevalence and incidence rates by age highlighted an emerging public health issue related to the adverse and beneficial consequences of antipsychotic drug exposure in the elderly. The finding that persistence with therapy was longer in new users of novel antipsychotic drugs compared with new users of conventional agents might be explained by the different demographic and clinical characteristics of individuals receiving these two drug classes and not by the different tolerability profile of these two drug classes.     Union Workers, Union Work: A Profile of Paid Union Officers in the United Kingdom

    Twelve years ago, Working for the Union presented an analysis of paid trade union officers working for UK unions. This paper returns to the themes of this earlier study using a fresh survey of union officers carried out in 2002. It provides limited support for two of the principal findings of the earlier research: that union work is performed differently by officers with different demographic and attitudinal characteristics and that union management systems can be effective in encouraging officers to respond to a new bargaining and organizing agenda.     Reproductive biology of the onychophoran Euperipatoides rowelli

    Abstract The reproductive biology of the ovoviviparous peripatus Euperipatoides rowelli was investigated from field collections and laboratory cultures. The sexes have different demographics. The frequency distribution of individual weight is essentially L-shaped in females, but closer to normality for males: thus the sexes must exhibit different patterns of growth and/or mortality. Males are generally much smaller and rarer than females. The primary sex ratio seems to be 1:1 with equal investment in the sexes, while the tertiary ratio is highly female-biased. Logs with fewer individuals tend to be male-biased while well-populated logs tend to be female-biased. Males mature at 15,30% of the bodyweight of mature females. The weight frequency distribution of males without developed sperm in their tracts is strongly skewed to the lower weights, while that of males with sperm is more normally distributed, indicating that sperm production occurs as soon in life as possible. Males mature in their first year of life, if growth rates in culture may be extrapolated to the wild. In contrast to this rapid maturity in males, females may mature as late as their second or third years. Most mature females, and many prior to maturity, carry sperm in their spermathecae. After maturity, there is an approximately linear relationship between body mass and number of developing embryos. Reproduction in E. rowelli is significantly seasonal despite high individual variance, with a major bout of parturition in November,December (summer). A female can harbour one developed and one undeveloped batch of embryos in each uterus. Excesses of developed embryos in one uterus are counterbalanced by deficits of undeveloped ones, indicating that females can use their paired reproductive tracts independently. Individual females in culture can experience episodes of parturition approx. 6 months apart without re-mating, thus gestation may be 6 months or more. Sperm in spermathecae remain capable of vigorous swimming for at least 9.5 months. [source]
