Developing medical countermeasures: from BioShield to BARDA

Abstract The U.S. Congress passed the Project BioShield Act in 2004 to create market incentives for the private sector to develop medical countermeasures (MCMs) against high-priority chemical, biological, radiological, and nuclear threats. Two years later, Congress patched recognized gaps in the BioShield legislation by adopting the Pandemic and All-Hazards Preparedness Act of 2006, which established the Biomedical Advanced Research and Development Authority (BARDA) within the Department of Health and Human Services (DHHS). BARDA provides financial and managerial support for companies developing MCMs. This article examines U.S. government efforts in the MCM field and prospects for the future. Maximizing the use of Project Bioshield contracting opportunities

Abstract This article explores the often complicated relationship between agency policymakers and the contracting officers that are charged with executing agency procurements. In particular, the article explores the role of the contracting officer in maximizing the use of streamlined contracting practices under the Project BioShield Act of 2004 (Public Law 108,276). Project BioShield, which is implemented through the Biomedical Advanced Research and Development Authority (BARDA) within the Department of Health and Human Services (DHHS), is designed to encourage procurement activity that protects Americans against a chemical, biological, radiological or nuclear attack. To do so, the Act permits the use of special streamlined contracting authorities, many of which are often unused or ignored by the contracting officers engaged in executing and administering Project BioShield procurements. This article argues that these contracting officers are bound to conduct their duties within the confines of overall agency policy, and they cannot use their contracting discretion to circumvent that policy. As a result, DHHS contracting officers are required to use the Project BioShield streamlined contracting methods. In order to assist the agency in encouraging the use of these procedures, this article also recommends techniques that BARDA can apply in order to encourage contracting officers to take advantage of these contracting opportunities and advance agency's policy with respect to Project BioShield. A metric for corporate environmental indicators , for small and medium enterprises in the Philippines

Abstract This paper is an outcome of the empirical research, funded by UNDP Philippines and National Economic Development Authority (NEDA), done to establish and implement a metric of corporate environmental indicators for SMEs in the Philippines. SMEs have always played a vital role in the creation of goods and services in the country. It is therefore imperative that SMEs adhere to safe environment practices so that the greening of industries in this region is consummate. In this research we have considered SMEs operating in the food and beverage, furniture, fashion accessories, hotel and restaurant, automotive parts and electroplating sectors. The metric adopted in this research follows the framework given by the Federal Environmental Ministry in Bonn and the Federal Environmental Agency in Berlin. ,,The empirical approach develops an exploratory analysis and a structural equation model to bring out statistically significant linkages between five latent constructs: environment management indicators, environment performance indicators, environmental performance, business performance and competitiveness. The research hopes to urge SMEs to implement this metric with confidence given that this would not only enhance their environmental performance but also lead to superior business performance and enhanced competitiveness. Falling Apart at the Margins?

Neighbourhood Transformations in Peri-Urban Chennai
ABSTRACT This article explores the peri-urban dynamics in developing cities using a theoretical examination of the metropolis as the new urban condition. Although a western conceptualization, the notion of the metropolis, and particularly metropolitan planning, was exported to the developing world to address its urbanization problems. Metropolitan development authorities were established for wider city regions and accorded legislative powers to prepare master plans for the metropolitan areas. However, in most instances, their planning strategies resulted in a conflation of the urban,rural interface into a more complex peri-urban condition, marked by heterogeneity and fragmentation. The article illustrates this through an empirical investigation in the Indian city of Chennai, where socio-spatial transformations of two borderland neighbourhoods on its southern periphery are assessed mainly in terms of metropolitan planning decisions over the decades. In outlining their metamorphosis, the study is careful not to perceive such conflicts as simple forms of polarization between the rich and the poor. Rather, it sets the class conflicts against the politico-economic dynamics yielding newer forms of polarization in the peri-urban spaces. [source]
