State Collapse and its Implications for Peace,Building and Reconstruction

At the beginning of the twenty,first century, terms such as state collapse and failed states are becoming familiar, regularly used in international politics to describe a new and frightening challenge to international security. The dramatic events of September 11 have pushed the issue of collapsed states further into the limelight. This article has two aims. Firstly, it explains the contextual factors that gave rise to the phenomenon of state collapse. In the early post,Cold War period, state collapse was usually viewed as a regional phenomenon, and concerns were mainly limited to humanitarian consequences for the local population and destabilizing effects on neighbouring countries. Now, state collapse is seen in a more global context, and concerns are directed at the emergence of groups of non,state actors who are hostile to the fundamental values and interests of the international society such as peace, stability, rule of law, freedom and democracy. Secondly, the article offers some observations about the normative implications of the phenomenon of state collapse for peace,building and reconstruction. [source]


Nominal debt and inflation stabilization

E63; F41 The "fiscal theory of currency crises" (Daniel 2001; Corsetti and Ma,kowiak 2005, 2006) claims that with long-term nominal debt, a government can delay the timing of an inevitable currency crisis that results from a fiscal shock. The present paper shows that, in contrast, long-term nominal debt might have destabilizing effects when a government introduces an inflation stabilization policy. It is shown that a stabilization policy that is successful in the absence of long-term nominal debt can cause a crisis when long-term nominal debt exists. The model implies that a government with a large stock of long-term nominal debt must overcome a high fiscal hurdle for a successful stabilization policy. This difficulty is avoidable if long-term debt is indexed to inflation. [source]

Current Threats to Peace?
Since the early 1980s, international migration has moved beyond humanitarian, economic development, labour market and societal integration concerns, raising complex interactive security implications for governments of migrant sending, receiving and transit countries, as well as for multilateral bodies. This article examines the effects of international migration on varied understandings and perceptions of international security. It discusses why international migration has come to be perceived as a security issue, both in industrialized and developing countries. Questions are raised on the migration-security nexus and the way in which the concepts ,security' and ,migration' are used. The real and perceived impacts of international migration upon national and regional security, both in industrialized and developing countries, are analysed. The policies developed by governments and multilateral agencies since the mid-1980s to mitigate the destabilizing effects of certain kinds of international population movement and human displacement are examined. The conclusions stress the need for the establishment of a comprehensive framework of international cooperation among origin and receiving countries and international organizations to address the destabilizing implications of international migration. The European Union and the Securitization of Migration

This article deals with the question of how migration has developed into a security issue in western Europe and how the European integration process is implicated in it. Since the 1980s, the political construction of migration increasingly referred to the destabilizing effects of migration on domestic integration and to the dangers for public order it implied. The spillover of the internal market into a European internal security question mirrors these domestic developments at the European level. The Third Pillar on Justice and Home Affairs, the Schengen Agreements, and the Dublin Convention most visibly indicate that the European integration process is implicated in the development of a restrictive migration policy and the social construction of migration into a security question. However, the political process of connecting migration to criminal and terrorist abuses of the internal market does not take place in isolation. It is related to a wider politicization in which immigrants and asylum-seekers are portrayed as a challenge to the protection of national identity and welfare provisions. Moreover, supporting the political construction of migration as a security issue impinges on and is embedded in the politics of belonging in western Europe. It is an integral part of the wider technocratic and political process in which professional agencies , such as the police and customs , and political agents , such as social movements and political parties , debate and decide the criteria for legitimate membership of west European societies. Reciprocal phenotypic plasticity can lead to stable predator,prey interaction

Summary 1.,Inducible defences of prey and inducible offences of predators are prevalent strategies in trophic interactions with temporal variation. Due to the inducible properties of the functional traits themselves, which drive the dynamic predator,prey relationship on an ecological time-scale, predator and prey may reciprocally interact through their inducible traits (i.e. reciprocal phenotypic plasticity). 2.,Although overwhelming evidence of the stabilizing effect of inducible traits in either species on community dynamics forcefully suggests a critical ecological role for reciprocal plasticity in predator,prey population dynamics, our understanding of its ecological consequences is very limited. 3.,Within a mathematical modelling framework, we investigated how reciprocal plasticity influences the stability of predator,prey systems. 4.,By assuming two types of phenotypic shift, a density-dependent shift and an adaptive phenotypic shift, we examined two interaction scenarios with reciprocal plasticity: (i) an arms-race-like relationship, in which the defensive prey phenotype is more protective against both predator phenotypes (i.e. normal and offensive) than the normal prey phenotype, and the offensive predator is a more efficient consumer, preying upon both prey phenotypes (i.e. normal and defensive), than the normal predator and (ii) a matching response-like relationship, in which the offensive predator consumes more defensive prey and fewer normal prey than the normal predator. 5.,Results of both phenotypic shift models consistently suggest that given the used set of parameter values, the arms-race-like reciprocal plasticity scenario has the largest stability area, when compared with the other scenarios. In particular, higher stability is achieved when the prey exhibits a high-performance inducible defence. Furthermore, this stabilization is so strong that the destabilizing effects of enrichment may be eliminated, even though the higher flexibility of plasticity does not always stabilize a system. 6.,Recent empirical studies support our model predictions. Clear-cut examples of reciprocal phenotypic plasticity show an arms-race-like relationship in which prey species exhibit induced high-performance defences. We may need to re-examine reported predator,prey interactions in which predator or prey exhibits inducible plasticity to determine whether arms-race-like reciprocal plasticity is a general ecological phenomenon. Modelling the efficacy of entomopathogenic nematodes in the regulation of invertebrate pests in glasshouse crops

Summary 1. ,Entomopathogenic nematodes belonging to the families Heterorhabditidae and Steinernematidae are lethal obligate parasites of a wide range of invertebrate species. These nematodes exhibit many characteristics that make them ideal candidates as biological control agents of insect pests (rapid host death, high reproductive rates, easily mass-reared in vitro, easy application techniques). 2. ,However, at present, the number of pest species to which these nematodes are applied successfully is small. Clearly, there is a need to develop existing knowledge of the nematode into a more complete understanding of the nematode,pest system as a whole. 3. ,To consider the potential of entomopathogenic nematodes as biological control agents, we adopted a generalized analytical modelling approach and, using realistic parameter estimates, determined the conditions under which these nematodes can regulate a pest population. 4. ,Stability analyses suggested that entomopathogenic nematodes may not be capable of regulating a host population to a stable equilibrium. Long-term persistence of the host and nematode population is unlikely, due to the highly destabilizing effects of the parasite,host relationship. As such, these nematodes may be better suited to short-term control through inundative application techniques rather than long-term regulation. 5. ,This preliminary generalized model highlights areas where further work is needed. This includes estimation of the probability of nematode infection in the field, the effect of host size on the transmission cycle and the influence of spatial heterogeneity on stability. [source]


Low free energy cost of very long loop insertions in proteins

Abstract Long insertions into a loop of a folded host protein are expected to have destabilizing effects because of the entropic cost associated with loop closure unless the inserted sequence adopts a folded structure with amino- and carboxy-termini in close proximity. A loop entropy reduction screen based on this concept was used in an attempt to retrieve folded sequences from random sequence libraries. A library of long random sequences was inserted into a loop of the SH2 domain, displayed on the surface of M13 phage, and the inserted sequences that did not disrupt SH2 function were retrieved by panning using beads coated with a phosphotyrosine containing SH2 peptide ligand. Two sequences of a library of 2 × 108 sequences were isolated after multiple rounds of panning, and were found to have recovery levels similar to the wild-type SH2 domain and to be relatively intolerant to further mutation in PCR mutagenesis experiments. Surprisingly, although these inserted sequences exhibited little nonrandom structure, they do not significantly destabilize the host SH2 domain. Additional insertion variants recovered at lower levels in the panning experiments were also found to have a minimal effect on the stability and peptide-binding function of the SH2 domain. The additional level of selection present in the panning experiments is likely to involve in vivo folding and assembly, as there was a rough correlation between recovery levels in the phage-panning experiments and protein solubility. The finding that loop insertions of 60,80 amino acids have minimal effects on SH2 domain stability suggests that the free energy cost of inserting long loops may be considerably less than polymer theory estimates based on the entropic cost of loop closure, and, hence, that loop insertion may have provided an evolutionary route to multidomain protein structures.
