[source] Nation Building and Women: The Effect of Intervention on Women's AgencyFOREIGN POLICY ANALYSIS, Issue 1 2008Mary Caprioli Regardless of the primary motive, international military intervention aimed at nation building is partly intended to establish democratic societies. And scholars have demonstrated that intervention does have a positive impact on democratization. With democratization generally follows greater support for human rights. Feminist scholars, however, have questioned definitions of democracy in which at minimal, women's political rights are absent. This brings into question the impact of intervention on the status of women. Particularly in both Iraq and Afghanistan women's rights have become prominent in the post-invasion American political rhetoric. Since intervention seems to be associated with the spread of democratic principles, we seek to discover whether intervention actually moves societies toward gender equality. We examine all six cases of completed military intervention aimed at nation building in sovereign states during the post Cold War period. Three of the cases,El Salvador, Mozambique, Namibia,evidence democratic change; whereas, the remaining three states,Cambodia, Haiti, Somalia,remain undemocratized. We test the extent to which intervention has or has not improved women's equality and find no dramatic effect, either positive or negative, of intervention on the status of women in any of the six states. [source] How and Why to Support Common Schooling and Educational Choice at the Same TimeJOURNAL OF PHILOSOPHY OF EDUCATION, Issue 4 2007ROB REICH The common school ideal is the source of one of the oldest educational debates in liberal democratic societies. The movement in favour of greater educational choice is the source of one of the most recent. Each has been the cause of major and enduring controversy, not only within philosophical thought but also within political, legal and social arenas. Echoing conclusions reached by Terry McLaughlin, but taking the historical and legal context of the United States as my backdrop, I argue that the ideal of common schooling and the existence of separate schools, which is to say, the existence of educational choice, are not merely compatible but necessarily co-exist in a liberal democratic society. In other words, we need both common schooling and educational choice. The essay proceeds in four parts. First, I explain why we need to understand something about pluralism in order to understand common schooling and school choice. In the second and third parts, I explore the normative significance of pluralism for common schooling and educational choice, respectively. In the fourth part, I show how the two can be reconciled, given a certain understanding of what pluralism demands. [source] Rinkeby Swedish and semilingualism in language ideological debates: A Bourdieuean perspectiveJOURNAL OF SOCIOLINGUISTICS, Issue 2 2004Christopher Stroud The focus of this paper is on the mechanisms whereby liberal and well-meaning democratic societies propagate a cycle of disposession where immigrants are constructed as least resourced while the powerful retain their power. Specifically discussed is the semiotic management of traditional hierarchies of privilege and access through language ideological discourses pertaining to second language acquisition, multilingualism and heterogeneity. One notion in particular is discussed in this context, namely Rinkeby Swedish, a potential, imagined, pan-immigrant contact variety of Swedish. The discussion is framed within a primarily Bourdieuean conceptual apparatus using concepts of symbolic market, explaining the role of language boundaries and their institutional policing, and detailing the semiotic processes of iconization whereby immigrants are positioned as outside of a symbolically reconstituted community of ,real' Swedish speakers, in strategic attempts to restrict their access to important linguistic and symbolic resources. [source] The Size and Composition of Government Spending in Europe and Its Impact on Well-BeingKYKLOS INTERNATIONAL REVIEW OF SOCIAL SCIENCES, Issue 3 2010Zohal Hessami SUMMARY This paper empirically analyzes whether large governments in Europe reflect efficient responses to a changing social and economic environment (,welfare economic view') as opposed to wasteful spending (,public choice view'). To this end, the effect of government size on subjective well-being is estimated in a combined survey and country-level dataset covering 153,268 respondents from twelve EU countries over the 1990,2000 period. The first finding is an inversely U-shaped relationship between government size and well-being. In addition, the analysis suggests that given the high institutional quality as compared to other parts of the world there might be scope for a further enlargement of governments in the EU from a well-being perspective. However, one must acknowledge that the effect on well-being may be quite small and that democratic societies in Europe have no experience with even larger governments. The investigation also reveals that the impact of government size on well-being depends negatively on levels of corruption and positively on the extent of decentralization. Moreover, left-wing voters and low-income earners are the main beneficiaries of a large public sector. Finally, in all twelve EU countries included in the sample higher levels of well-being could have been achieved by allocating a higher share of public resources to education, while Finland and Germany could have given an additional boost to well-being by cutting expenditures on social protection. [source] The Place of Religious Arguments in Civic DiscussionRATIO JURIS, Issue 2 2000Juha Räikkä I shall consider whether morality requires citizens of democratic societies to advance secular reasons in public debates on political questions. Is it wrong to give purely religious reasons in political discussion? I shall argue that the moral acceptability of public religious arguments that are not supported with secular reasons depends on the political context we are discussing, and that often there is nothing wrong with using religious considerations. I shall also discuss the so-called shared premises requirement in political argumentation. The overall aim of the paper is to clarify intuitions concerning the ideals of public reason on the one hand, and the commitment to religious liberty on the other. [source] Amending Youth Justice Policy in Canada: Discourse, Mediation and AmbiguityTHE HOWARD JOURNAL OF CRIMINAL JUSTICE, Issue 3 2001Kathryn Campbell In postmodern democratic societies, mediation of diverse discourses on critical social issues has become an essential means by which states legitimate social policy formulation. Yet because discourse can serve as an instrument of both power and resistance, mediation is a process that often entails language that is ambivalent and simplified. In Canada, since the mid-1980s successive federal governments have attempted to mediate debate concerning amendments to the Young Offenders Act through a series of parliamentary hearings. Analysis of the transcripts of hearings that were held immediately prior to Bill C-37, the last set of legislative amendments to the Act which were enacted in 1995, has revealed the prominence of the language of rationalisation, polarisation and over-simplification. As such, the hearings and subsequent passage of the amendments did little to reduce the ambiguity and contradictions of Canada?,s youth justice policy. [source] Do Committees Ru(i)n the Bio-Political Culture?BIOETHICS, Issue 4 2003On the Democratic Legitimacy of Bioethics Committees Bioethical and bio-political questions are increasingly tackled by committees, councils, and other advisory boards that work on different and often interrelated levels. Research ethics committees work on an institutional or clinical level; local advisory boards deal with biomedical topics on the level of particular political regions; national and international political advisory boards try to answer questions about morally problematic political decisions in medical research and practice. In accordance with the increasing number and importance of committees, the quality of their work and their functional status are being subjected to more and more scrutiny. Besides overall criticism regarding the quality of their work, particular committees giving political advice are often suspected of being incompatible with democratic values, such as respect for affected parties, representation of diverse values and transparency in the decision-making processes. Based on the example of the German National Ethics Council, whose inauguration caused a still ongoing debate on the aims and scopes of committees in general, this paper discusses: (1) the requirements of modern democratic societies in dealing with complex scientific-technical problems; (2) the composition and organisation of committees working as political advisory boards; and (3) the appointment procedures and roles of laymen and experts, and here in particular of ethicists, who may legitimately be taken on by a committee. I will argue that bioethics committees do not necessarily endanger democratic values, but can considerably improve their realisation in democratic decision-making procedures , if, and only if, they do not act as substitutes for parliamentarian processes, but help prepare parliamentarian processes to be organised as rationally as possible. [source] Civilization in Color: The Multicultural City in Three MillenniaCITY & COMMUNITY, Issue 4 2004Xavier De Souza Briggs How should democratic societies and the cities that propel them respond to increased social diversity? Surprisingly few studies compare cities on their capacity to manage social diversity or offer historical views of the bases for co-existence among identity groups. Studies of this crucial theme that do offer comparative reach are limited to higher-level analyses (e.g., of race and nation making in the modern global order) or partial views (e.g., of economic inequality by race or ethnic politics in contemporary cities). This study, an exercise in theory building, examines three large, history-making, and famously diverse cities that relied on distinct designs for society to accommodate diversity: ancient Rome, medieval Cordoba, and contemporary Los Angeles. Comparisons across such huge spans of time and major culture shifts yield lessons obscured in current debates over inequality, multiculturalism, or the need for tolerance. Three of the most important lessons relate to the power of integrative societal projects much larger than cities; the co-existence throughout history of separatism or cultural mosaic patterns alongside active cross-cultural exchange and hybridization; and the need to bound pluralistic ideals within a strong, locally viable public order. GAZTAMBIDE-FERNÁNDEZ ABSTRACT Disparate and contradicting assumptions about culture play a significant role in how the artist is constructed in the public imagination. These assumptions have important implications for how young artists should be educated and for the curriculum of artistic education. In this article, I theorize three conceptions of the role of the artist in society and the challenge they present for artistic education. I discuss three theoretical conceptions: the artist as Cultural "Civilizer," the artist as "Border Crosser," and the artist as "Representator." Although markedly different, these three conceptions all view the artist as an agent playing an active role in society, or a type of "cultural worker." I argue that these different views of the artist are grounded on different cultural discourses, that each of these discourses constructs the artist as an individual in a particular way, and that each view of the artist corresponds to specific institutions that mediate the role of the artist in society. Furthermore, I suggest the implications that each of these views has for the curriculum of artistic education and the preparation of cultural workers. I suggest that a contemporary artistic education grounded on these views should affirm the role of the artist in the public sphere of a democratic society. [source] Human Rights of Migrants: Challenges of the New DecadeINTERNATIONAL MIGRATION, Issue 6 2001Patrick A. Taran This review summarizes main trends, issues, debates, actors and initiatives regarding recognition and extension of protection of the human rights of migrants. Its premise is that the rule of law and universal notions of human rights are essential foundations for democratic society and social peace. Evidence demonstrates that violations of migrants' human rights are so widespread and commonplace that they are a defining feature of international migration today. About 150 million persons live outside their countries; in many States, legal application of human rights norms to non-citizens is inadequate or seriously deficient, especially regarding irregular migrants. Extensive hostility against, abuse of and violence towards migrants and other non-nationals has become much more visible worldwide in recent years. Research, documentation and analysis of the character and extent of problems and of effective remedies remain minimal. Resistance to recognition of migrants' rights is bound up in exploitation of migrants in marginal, low status, inadequately regulated or illegal sectors of economic activity. Unauthorized migrants are often treated as a reserve of flexible labour, outside the protection of labour safety, health, minimum wage and other standards, and easily deportable. Evidence on globalization points to worsening migration pressures in many parts of the world. Processes integral to globalization have intensified disruptive effects of modernization and capitalist development, contributing to economic insecurity and displacement for many. Extension of principles in the Universal Declaration of Human Rights culminated in the 1990 International Convention on the Protection of the Rights of All Migrant Workers and Members of Their Families. With little attention, progress in ratifications was very slow until two years ago. A global campaign revived attention; entry into force is likely in 2001. Comparative analysis notes that ILO migrant worker Conventions have generally achieved objectives but States have resisted adoption of any standards on treatment of non-nationals. A counter-offensive against human rights as universal, indivisible and inalienable underlies resistance to extension of human rights protection to migrants. A parallel trend is deliberate association of migration and migrants with criminality. Trafficking has emerged as a global theme contextualizing migration in a framework of combatting organized crime and criminality, subordinating human rights protections to control and anti-crime measures. Intergovernmental cooperation on migration "management" is expanding rapidly, with functioning regional intergovernmental consultative processes in all regions, generally focused on strengthening inter-state cooperation in controlling and preventing irregular migration through improved border controls, information sharing, return agreements and other measures. Efforts to defend human rights of migrants and combat xenophobia remain fragmented, limited in impact and starved of resources. Nonetheless, NGOs in all regions provide orientation, services and assistance to migrants, public education and advocating respect for migrants rights and dignity. Several international initiatives now highlight migrant protection concerns, notably the UN Special Rapporteur on Human Rights of Migrants, the Global Campaign promoting the 1990 UN Convention, UN General Assembly proclamation of International Migrants Day, the 2001 World Conference Against Racism and Xenophobia, anti-discrimination activity by ILO, and training by IOM. Suggestions to governments emphasize the need to define comprehensive, coordinated migration policy and practice based on economic, social and development concerns rather than reactive control measures to ensure beneficial migration, social harmony, and dignified treatment of nationals and non-nationals. NGOs, businesses, trade unions, and religious groups are urged to advocate respect for international standards, professionalize services and capacities, take leadership in opposing xenophobic behaviour, and join international initiatives. Need for increased attention to migrants rights initiatives and inter-agency cooperation by international organizations is also noted. They must primarily rely on others to speak on their behalf as decisions are made about the allocation of resources within and across various youth-serving institutions. Advocacy organizations comprise crucial representational assets for all youth, but America's poorest children and youth especially need an effective voice to speak for and about them. Yet advocates for youth in urban areas face tough challenges since urban voters typically have few positive connections to youth. This article draws on three years of research focused on three organizations in the San Francisco Bay Area that have successfully advocated for better policies for youth. The authors explore the strategies that these organizations have employed to overcome the challenges they face, with particular attention to the advantages that follow from advocating at the local rather than at the state or federal level.
