TOWARDS A PARADIGM OF DEMOCRATIC PARTICIPATION: CITIZEN PARTICIPATION AND CO-PRODUCTION OF PERSONAL SOCIAL SERVICES IN SWEDEN

ABSTRACT:,Many countries in Europe are now searching for new ways to engage citizens and involve the third sector in the provision and governance of social services in order to meet major demographical, political and economic challenges facing the welfare state in the 21st Century. Co-production provides a model for the mix of both public service agents and citizens who contribute to the provision of a public service. Citizen participation involves several different dimensions: economic, social, political and service specific. The extent of citizen participation varies between different providers of welfare services, as too does user and staff influence. Empirical materials from a recent study of childcare in Sweden will be used to illustrate these points. However, the role of citizens and the third sector also varies between countries and social sectors. Third sector providers facilitate citizen participation, while a glass ceiling for participation exists in municipal and for-profit providers. Moreover, co-production takes place in a political context, and can be crowded-in or crowded-out by public policy. These findings can contribute to the development of a new paradigm of participative democracy. [source]

DEWEYAN DARWINISM FOR THE TWENTY-FIRST CENTURY: TOWARD AN EDUCATIONAL METHOD FOR CRITICAL DEMOCRATIC ENGAGEMENT IN THE ERA OF THE INSTITUTE OF EDUCATION SCIENCES

Early in the twentieth century, John Dewey also advocated for a vision of education guided by science, and more recent scholarship has validated many of his ideas. However, as Deborah Seltzer-Kelly argues in this essay, Dewey's vision of a scientifically based system of education was very different from that envisioned by the IES, and also very different from that implied by the progenitor of contemporary evolutionary thought, Donald Campbell. Seltzer-Kelly proposes a Deweyan Darwinist model of educational method as a genuinely scientific alternative to the scientism that pervades current official efforts to imbue education with science. The implications of this model are profound, highlighting the difference between education as preparation for consent to authoritarian structures and education as preparation for genuinely democratic participation. Criteria for the assessment of processes for sustainable river basin management and their congruence with the EU Water Framework Directive

Abstract In order to manage the increasing pressure on the world's water resources, new planning methodologies/processes for sustainable river basin management are currently being developed. For such processes to work well, however, the legal context must allow, or support, such processes. In this study, a set of criteria relating to methodologies/processes for sustainable water management is used to assess the EU Water Framework Directive (WFD). The study suggests that the WFD erects few formal barriers to good planning practices. However, planning processes will need to be adapted to compensate for the weak legal support in a number of important areas, namely the use of knowledge from beyond the natural sciences, the use of methodologies for the explicit handling of values and the use of procedures for democratic participation. Participation in Urban Contention and Deliberation

Abstract Participation is a popular buzzword in contemporary urban studies. For some, it implies a deepening of democratic deliberation; for others, it represents grassroots resistance to powerful elites and neoliberalization. Rather than seeing participation as either consensus-building or conflicts of interest, as either a top-down or bottom-up process, the evidence suggests that it can be all of these. By adopting a more dynamic, pragmatic, and empirically informed perspective, seemingly opposite normative conceptions of democratic participation may be theorized as different ,moments' in the democratic process. Bottom-up mobilization may coincide with and complement top-down initiatives, each dominating different political phases of policymaking, implementation and monitoring. Case studies from Belfast, Berlin, Durban, Philadelphia and São Paulo illustrate the approach and provide insight into the urban as a social laboratory in which other scales of social life and multiple ways to perform democracy are constructed. Résumé La participation est un terme qui revient très souvent dans les études urbaines contemporaines. Pour certains, elle implique une réflexion démocratique approfondie, pour d'autres, une résistance des citoyens face à la puissance des élites et au néolibéralisme. Si la participation peut être vue comme un moyen de bâtir des consensus ou l'expression de conflits d'intérêts, ou comme un processus imposé par le haut ou bien par la base, les faits suggèrent qu'elle peut être tout cela. En adoptant une perspective pragmatique plus dynamique reposant sur des éléments empiriques, des concepts normatifs de la participation apparemment opposés sont susceptibles d'être formulés en tant que "moments" différents du processus démocratique. La mobilisation par la base peut venir en coïncidence et complément d'initiatives imposées par le haut, chaque forme dominant des phases politiques distinctes dans la prise de décision, la mise en ,uvre et le suivi. Des études de cas portant sur Belfast, Berlin, Durban, Philadelphie et São Paulo illustrent la démarche et font apparaître l'urbain comme un laboratoire où s'élaborent d'autres dimensions de la vie sociale et de multiples modalités d'exercice de la démocratie. Scholars debate whether the recent conversion of millions of Latin Americans to evangelical Protestantism bodes well for democratic participation or reinforces authoritarian culture and practices. Using a resource model, this study examines the link between participation in religious organizations, political engagement, and political participation in Brazil and Chile. Survey data indicate that religious organizations, particularly Protestant ones, can provide skills that members can transfer to political activity; and that different religions can result in different politics. Although framing as a process is value neutral, since it can be put to any political, commercial, or ideological purpose, this article shows how it can be used to engage Americans in discussions of public life and how it might be improved. By offering readers a deeper understanding of the pictures in people's heads that often prevent engagement in issues, the author roots framing in a long history of social and cognitive science scholarship that has addressed the impact of mass media on democratic participation. This article argues that intentional framing can serve as an essential corrective to patterns of thinking in American culture that often preclude considerations of context, systems, and policies and instead advantage explanations of individual effort and worth. There is much rhetorical and even some tangible support by the developed states for democratisation processes in the poorer countries. Most people there nevertheless enjoy little genuine democratic participation or even government responsiveness to their needs. This fact is commonly explained by indigenous factors, often related to the history and culture of particular societies. My essay outlines a competing explanation by reference to global institutional factors, involving fixed features of our global economic system. It also explores possible global institutional reforms that, insofar as the offered explanation is correct, should greatly improve the prospects for democracy and responsive government in the developing world. The Concept of Solidarity: Emerging from the Theoretical Shadows?

The concept of solidarity has been relatively neglected by social scientists since Durkheim's pioneering work in the late 19th century. The discipline of politics has been guilty of overlooking this ,subjective' element of community life, but recent works by Stjernø and Brunkhorst reflect a growing awareness of the theoretical significance of the concept. Whereas early liberal attempts to theorise solidarity took the nation state to be the appropriate community for its realisation, the emergence of globalisation raises the possibility of human solidarity developing in the global community. Traditional forms of solidarity have been dissipated by the social changes accompanying globalisation, but they were often locked into the defence of particular interests. New forms may be emerging to rekindle the broader vision of human solidarity. Recent work by writers such as Habermas, Honneth, Rorty and Touraine focuses on widening and deepening democratic participation and/or the articulation of our ethical obligations in various ways. It is argued here that these perspectives need to be supplemented by a radical humanist approach grounded in a normative theory of human self-realisation. [source]
