Selected AbstractsTAX COMPETITION IN THE PRESENCE OF INTERJURISDICTIONAL EXTERNALITIES: THE CASE OF CRIME PREVENTION,JOURNAL OF REGIONAL SCIENCE, Issue 5 2007Santiago M. Pinto ABSTRACT The paper analyzes the effect of fiscal competition when local governments choose the level of public goods that generate spillover effects elsewhere. For instance, law enforcement activities affect both the crime level in the jurisdiction providing the good and in neighboring communities. The model shows that when local governments rely on capital taxation to finance these expenditures the spillover effects may not lead to an inefficient provision of public goods as predicted by the tax competition literature. In the model, capital is costlessly mobile and offenders relocate responding to differential criminal opportunities and differential local law enforcement efforts. The insurance firm is an exemplary agent of this new type of crime prevention. Although the traditional focus of insurance has been on losses sustained after a crime or other catastrophe, we explore the shift from reactive to proactive crime management by the insurance industry. This trend is part of a more general decentralization of policing, from state-controlled agents to community- and market-based third parties. New ideologies support these shifts, including an actuarial logic about crime and a view of the prudent person. [source] Crime Prevention Through Environmental Design and Consumption Control in the United StatesTHE HOWARD JOURNAL OF CRIMINAL JUSTICE, Issue 3 2000Alejandro Del Carmen CPTED theory, research and practice are frequently held to be relatively recent developments in the field of American criminology, generated largely by the works of Oscar Newman (1972) and C. Ray Jeffery (1971). This view of CPTED and its development in the United States falls short of providing an adequate understanding of the vital part that it has played, and can play, in the advancement of crime prevention theory and public policy. CPTED is actually broader than as it is currently understood in the discipline of criminology. This is demonstrated through an examination of the ,era of consumption'' (that is, the time period roughly from the early 1800s to early 1900s where the disease later referred to as tuberculosis was widespread in the US); during this time period, efforts to control the spread of illness were achieved through CPTED strategies which preceded the academic writings of those considered to be the founders of CPTED. Our main goal is to increase the understanding of and appreciation for the vital role that CPTED has played in the history of crime prevention in the United States. Finally, implications are discussed for the prevention of tuberculosis today, as well as HIV infection and AIDS. [source] RIGHT-TO-CARRY CONCEALED HANDGUNS AND VIOLENT CRIME: CRIME CONTROL THROUGH GUN DECONTROL?,CRIMINOLOGY AND PUBLIC POLICY, Issue 3 2003TOMISLAV V. KOVANDZIC Research Summary: "Right-to-Carry" (RTC) concealed-handgun laws mandate that authorities issue concealed handgun permits to qualified applicants. The supposition by those supporting the laws is that allowing private citizens to carry concealed handguns in public can reduce violent crime by deterring prospective criminals afraid of encountering armed civilians. Critics of the laws argue that violent altercations are more likely to turn deadly when more people carry guns. Whether the laws cause violent crime to increase or to decrease has become an important public policy question, as most states have now adopted such legislation. The present study evaluates Florida's 1987 RTC law, which prior research suggests plays a key role in the RTC debate. Specifically, we use panel data for 58 Florida counties from 1980 to 2000 to examine the effects on violent crime from increases in the number of people with concealed-carry permits, rather than before-after dummy and time-trend variables used in prior research. We also address many of the methodological problems encountered in earlier RTC studies. We present numerous model specifications, and we find little evidence that increases in the number of citizens with concealed-handgun permits reduce or increase rates of violent crime. Policy Implications: The main policy implication of this research is that there appears to be little gained in the way of crime prevention by converting restrictive gun carrying laws to "shall-issue" laws, although the laws might still prove beneficial by (1) eliminating arbitrary decisions on gun permit applications, (2) encouraging gun safety, (3) making permit holders feel safer when out in public, (4) providing permit holders with a more effective means of self-defense, and (5) reducing the costs to police departments of enforcing laws prohibiting unlicensed gun carrying. Drawing on the ideas of Karl Popper, Michael Polanyi, and others, this essay reviews this argument within the framework of the philosophy of social science. The discussion reviews such concepts of falsification, structural causality, objectivity, and evidence-based policy making to affirm the place of both faith and science in public life.
