Selected AbstractsA comparison of molecular methods for the routine detection of viroids,EPPO BULLETIN, Issue 3-4 2000R. A. Mumford Viroids, such as Chrysanthemum stunt viroid (CSVd) and Potato spindle tuber viroid (PSTVd), are important plant pathogens. However, because of their unique biological properties, viroids have proved, in the past, difficult to diagnose. The use of molecular methods has now changed this and this paper reports the comparison of three such methods (dot-blot hybridization using DIG-labelled cRNA probes, reverse transcription-polymerase chain reaction (RT-PCR) and TaqMan), which have been developed for routine detection of CSVd. Sensitivity comparisons show that the TaqMan assay is more sensitive than either RT-PCR (100 times) and hybridization (1000 times). RT-PCR and TaqMan assays have also been developed to detect PSTVd. In addition to the development of sensitive detection methods, considerable emphasis has been placed on making these assays amenable to mass-scale detection through the use of internal controls and the development of a rapid, reliable probe capture extraction system. Morgan Strategies for fundraising from committed donors in the UK have long placed considerable emphasis on tax-efficient giving, in particular the use of deeds of covenant and gift aid which enables charities to recover tax paid by the donor and thus increase the value of a donor's gift. However, recent developments and proposed developments in UK legislation and Inland Revenue procedures are about to make radical changes to this regime. Although in general the changes are beneficial to charities, the precise implications will, in many cases, require a significant change in fundraising strategies to make effective use of the new giving environment. This paper seeks to analyse the nature of those changes and the consequence for fundraising strategies. In relation to three main strategies some approaches to further research are proposed, which a charity may wish to apply in order to assess whether and to what extent new approaches to committed donor fundraising are required. A preliminary version of this paper was presented at the Institute of Charity Fundraising Managers Convention (Academic Stream) in July 1999, but it has been substantially changed to take account of further government announcements made in November, 1999. Sean Rintel Internet Relay Chat (IRC) was the Internet's first widely popular quasi-synchronous computer-mediated communication (CMC) system. While research has consistently demonstrated the interpersonal nature of IRC, and is now turning to more structurally-oriented topics, it is argued that IRC research now needs to systematically address links between interaction structures, technological mediation and the instantiation and development of interpersonal relationships within a framework that privileges IRC interaction and social explanations. This exploration of the openings of IRC interactions is positioned as a step in that direction. The openings investigated in the study are those that occur directly following user's entries into public IRC channels, termed the newly-joined users' Channel Entry Phase (CEP). It is found that turn coordination in the CEP is often ambiguous, has the potential to disrupt relationship development, and leads to considerable emphasis on interactive strategies for the clear ordering of opening phases. Hartig Abstract During the 1970s,1990s, considerable emphasis was placed on minimizing the inputs of polychlorinated biphenyls (PCBs) from active sources. In addition, between 1993 and 2001, , $US130 × 106 was spent for sediment remediation within the western Lake Erie , Detroit River basin. In general, although PCB contamination of the Detroit River and Lake Erie declined significantly between the 1970s and mid-1990s, it has remained fairly stable over the past 10 years. Control of PCBs and other contaminants at their source remains a primary imperative for action. Remediation of contaminated sediments is growing in importance, however, as greater levels of source control are achieved. From a sediment management perspective, it is estimated that between 1993 and 2001 a substantially higher mass of PCBs (over two orders of magnitude higher) was removed as a result of contaminated sediment remediation, as compared to navigational dredging of shipping channels. In addition, there is a strong and compelling rationale for moving expeditiously to remediate severely contaminated sediment while it is still relatively contained in a small geographical area. The cost of not acting in a timely manner might be to exacerbate environmental problems including increased deformities and reproductive problems in wildlife, delayed ecosystem recovery and increased costs, or even preclusion of future sediment remediation. Based on discussions at a United States of America,Canada workshop held in 2002, key management advice includes continued emphasis to be placed on remediating contaminated sediment hot spots (including evaluating the effectiveness of projects), integrated monitoring efforts to be focused on beneficial use restoration and a high priority to be placed on sustaining and building upon modelling efforts, in order to be able to accurately predict and evaluate ecosystem responses to remedial and preventive actions. Recently, there has been considerable emphasis on hygiene and socio-economic impact on the incidence of allergic disorders in children. We determined the prevalence of skin diseases in a public primary school in Ibadan (southwest Nigeria). A questionnaire for assessing factors associated with the prevalence of diseases was completed, and a complete physical examination was carried out on 1066 students. The study included 529 (49.6%) boys and 537 (50.4%) girls with a mean age of 8.8 ± 2.5 years. The mean family size of the subjects was 6.7 ± 2.3 while the mean number of rooms in their homes was 2.6 ± 1.45. Infectious dermatosis was commonly observed. Of 375 children with a skin lesion, 162 (15.2%) had dermatophytosis, most often tinea capitis, 50 (4.7%) had pityriasis versicolor, and 50 (4.7%) had scabies. Other dermatoses observed included papular urticaria in 35 (3.3%) and angular cheilitis in 27 (2.5%) children. One or more melanocytic nevi were found in 40 (3.8%) children while 138 (12.9%) and 77 (7.25%) had tribal and scarification marks, respectively. Atopic eczema and viral warts were virtually absent. We concluded that fungal infections and scabies were the most common skin diseases in our study population, whereas allergic illnesses were nearly absent. [source] Performance Management, Evaluation and Learning in ,Modern' Local GovernmentPUBLIC ADMINISTRATION, Issue 2 2001Ian Sanderson Public sector reforms throughout OECD member states are producing a new model of ,public governance' embodying a more modest role for the state and a strong emphasis on performance management. In the UK, the development of performance management in the context of the ,new public management' has been primarily ,top-down' with a dominant concern for enhancing control and ,upwards account-ability' rather than promoting learning and improvement. The development of performance management and evaluation in local government in the UK has been conditioned by external pressures, especially reforms imposed by central government, which have encouraged an ,instrumental,managerial' focus on performance measurement. The new Labour government's programme of ,modernizing local government' places considerable emphasis on performance review and evaluation as a driver of continuous improvement in promoting Best Value. However, recent research has indicated that the capacity for evaluation in local government is uneven and many obstacles to evaluation exist in organizational cultures. Local authorities need to go beyond the development of review systems and processes to ensure that the capacity for evaluation and learning is embedded as an attribute of ,culture' in order to achieve the purpose of Best Value.
