Balancing global and local strategic contexts: Expatriate knowledge transfer, applications, and learning within a transnational organization

We investigate how expatriates contribute to the transnational firm's strategic objectives of global efficiency, national ("local") responsiveness, and worldwide learning. We focus on expatriate knowledge application and experiential learning achievements, two assignment-based outcomes of potential strategic value to the firm. We assess how the individual's everyday knowledge access and communication activities, measured by frequency and geographic extent, affect these assignment outcomes. Within our case organization, a prototype transnational firm, we find that expatriate knowledge applications result from frequent knowledge access and communication with the corporate headquarters and other global units of the firm. In contrast, their experiential learning derives from frequent access to hostcountry (local) knowledge that subsequently is adapted to the global corporate context. From a practical perspective, we conclude that experiential learning is an invaluable resource for both present and future corporate assignments. © 2007 Wiley Periodicals, Inc. [source]


Policy words and policy deeds: the ECB and the euro

Abstract This paper examines the role of the European Central Bank (ECB) communication activities on daily eurodollar exchange rate and interest rates. We estimate the relationship between monetary policy and the exchange rate using a technique that explicitly recognizes the joint determination of both the levels and volatilities of these variables. We also consider more traditional estimation strategies as a test of the robustness of our main results. We introduce a new indicator of ECB communication policies that focuses on what the ECB says about the future economic outlook for the euro area along five different economic dimensions. The impact of the ECB communication policies is more apparent in the time-series framework than in the heteroskedasticity estimator approach. Time-series estimates reveal that interest rate changes generally have a much larger impact on exchange rate movements, and their volatility, than do ECB verbal pronouncements. Previous studies that conclude that news effects are significant at the daily frequency may have reached such a conclusion because the measurement of news was too highly aggregated. The endogeneity of the exchange rate,interest rate relationship is more apparent when the proxy for monetary policy is the euro area,US differential than when any other proxy for monetary policy is employed. Too much of a good thing: the ,problem' of political communications in a mass media democracy

Francis Fukuyama asks: ,,,is liberal democracy prey to serious internal contradictions, contradictions so serious that they will eventually undermine it as a political system?' This paper argues that one of these ,internal contradictions' is the political communications process and it can be sufficiently serious to undermine the democratic system,but such an undermining is not inevitable. The problem can be described as follows: Democratic systems require that citizens are kept fully informed by governments (and others) in the interests of transparency and ultimately accountability. Hence, all political communications have, as their final objective, the accountability of politicians at the ballot box. Thus all political communications have what can be described as ,above' and ,below' the line content. The above-the-line is the actual content of the message, the below-the-line is the implicit one of ,think better of me and my colleagues think worse of my opponents'. Consequently, no matter how personally honest and open an individual politician might be, the democratic system requires her or him to be always thinking about securing a successful result at the ballot box. Thus we have the ,political communications paradox'. Voters want politicians to be honest and accountable but this very demand means that politicians, implicitly, always have to have another agenda in operation when they are communicating with the public, i.e. securing their approval and then their support. As a result the trust which is a fundamental to the workings of a democratic system is constantly being undermined. This has two effects. First, that governments are obliged to make communications, rather than delivery, their real priority and second trust, not just in politicians but in the political system as a whole, tends to wane over time, which in turn endangers the very system it was designed to underpin. But this decline is not inevitable because the system has some in-built self-correcting mechanisms These include: the rise of new parties and/or leaders who portray themselves as ,new' and ,untainted',New Labour, New Conservatives, etc., an almost regular ,re-balancing' of the power relationship that exists between politicians and the civil service, particularly in the communications field, the rise of new forms of communication that seek to by-pass the institutional roadblocks that are perceived as being the cause of the problems and finally increased attention by journalists and academics to the process of political communications makes it more difficult for politicians to continue with ,business as usual' as far as their communication activities are concerned. Future societal issues in industrial biotechnology

Abstract Three international stakeholder meetings were organized by the Netherlands-based "Kluyver Center for Genomics of Industrial Fermentation" with the objective to identify the future societal issues in the field of industrial biotechnology and to develop a coordinated strategy for public dialogue. The meetings resulted in five unanimous recommendations: (i) that science, industry and the European Commission in conjunction with other stakeholders create a comprehensive roadmap towards a bio-based economy; (ii) that the European Commission initiate a series of round-table meetings to further articulate the views, interests and responsibilities of the relevant stakeholders and to define policy; (iii) that the development of new innovative communication activities is stimulated to increase public engagement and to discuss the ways that we do or do not want technologies to shape our common future; (iv) that further social studies are undertaken on public attitudes and behaviors to the bio-based economy and that novel methods are developed to assess public views of future technological developments; and (v) that the concept of sustainability is further operationalized and taken as a core value driving research and development and policy making.
