Selected AbstractsA Rational Choice Approach to Explaining Policy Preferences and Concern for Representing Women among State LegislatorsPOLITICS & POLICY, Issue 1 2010DONALD E. WHISTLER Rational choice theory predicts that women, when significantly involved in the production of private competitive goods and services, will adopt the same self-interested political orientation as similarly economically situated men. Guided by this approach, this nationwide survey of state legislators finds that competitive occupational background significantly reduces support for representing distributive,redistributive policy among both women and men legislators. However, it also finds that women legislators in general, as well as women holding leadership positions, retain a significant concern for representing women. Democratic Party affiliation and noncompetitive occupational background predict support for distributive,redistributive policies among women and men legislators, while only Democratic Party affiliation predicts concern for representing women among women and men legislators. Other explanatory variables (i.e., lower education, liberal ideology, African-Americans, lower-socioeconomic status districts, and political ambition) are in the direction hypothesized to influence representing distributive,redistributive policies and women but are not all statistically significant. [source] Modeling Micro-Spatial Employment Location Patterns: A Comparison of Count and Choice ApproachesGEOGRAPHICAL ANALYSIS, Issue 2 2008Hyungtai Kim This article studies employment location patterns in the Puget Sound Region of Washington State at a micro level of geography. Traditional discrete choice modeling using multinomial logit (MNL) models may be problematic at a micro level of geography due to the high dimensionality of the set of alternative locations and the likely violations of the independence from irrelevant alternatives (IIA) assumption. Count models are free from the IIA assumption and, unlike logit models, actually benefit from large numbers of alternatives by adding degrees of freedom. This study identifies the best-fitting count model as the zero-inflated negative binomial (ZINB) model, because this model more effectively addresses the large number of cells with no jobs and reflects a dual process that facilitates the identification of threshold clustering effects such as those found in specialized employment centers. The estimation and prediction results of ZINB are compared with those of MNL with a random sampling of alternatives estimated on an equivalent data set. The ZINB and MNL models largely agree on major trends, with the ZINB model providing more insightful details, but with less capacity to predict large count situations. [source] Laissez-faire governance and the archetype laissez-faire city in the USA: exploring HoustonGEOGRAFISKA ANNALER SERIES B: HUMAN GEOGRAPHY, Issue 1 2003Igor Vojnovic This article explores the governance of Houston, the archetype laissez-faire city in the USA. The research examines the complexity of Houston's minimal government intervention rhetoric, which in practice involves extensive federal, state and local government involvement in economic development in combination with a disinterest in social service and income maintenance programmes. This governance strategy is outlined through an examination both of regional public policy and local public finances. The analysis illustrates that Houston's local governance has historically been based on a management approach that attempts actively to minimize costs for potential investors to locate in the City, through public intervention, while at the same time generating an unattractive urban environment for the socially marginalized , hence the disinterest in social services. Thus, despite the local laissez-faire rhetoric, government intervention in Houston's growth has been vital and has produced the extraordinary impacts usually expected from public involvement in local economic development. The foundations of this local governance strategy are both predicted and advocated by the public choice approach, a theoretical framework whose emphasis on inter-municipal competition advances management tactics based on maintaining low taxes and low expenditures on public welfare. The research also shows, however, that Houston is unique, when compared to other economically successful US cities, in following such an extreme approach of this management strategy. The experience of further education points to the limits of the strategic choice approach as a device for explaining change in public sector industrial relations and to the importance of supplementing it with a perspective that emphasises the role of power. [source] Co-evolution in an Institutionalized Environment*JOURNAL OF MANAGEMENT STUDIES, Issue 8 2003Suzana Rodrigues abstract This paper examines the extent to which co-evolution can take place within a heavily constrained environment and how changes in the degree of institutionalization are relevant to opportunities for exercising strategic choice at the level of the firm. It addresses these questions through a detailed case study of a major Brazilian telecommunications company, Telemig, covering its life span of 27 years from 1973 to 2000. The insights obtained advance the theory of co-evolution by incorporating a political dimension of how organizations are transformed into new forms. In the case studied, new forms arose with radical changes in the rules affecting competition and with de-institutionalization of the economic regime by coalitions of actors who were strategically located in networks that crossed system levels. Although the Telemig case presents circumstances different to those usually addressed by studies of co-evolution, it nevertheless points to the virtues of combining a strategic choice approach with one that focuses on the isomorphic effects of institutional constraints. We explore this efficiency argument with a public choice approach, employing the notion of homo oeconomicus. We contrast this with a perspective using the concept of homo politicus, which stresses social justice. We apply our findings to the special case of German social reform, especially Hartz IV, and show that some of its policy recommendations are in accordance with our analysis. [source] Capitals, assets, and resources: some critical issues1THE BRITISH JOURNAL OF SOCIOLOGY, Issue 1 2005Mike Savage Abstract This paper explores the potential of Bourdieu's approach to capital as a way of understanding class dynamics in contemporary capitalism. Recent rethinking of class analysis has sought to move beyond what Rosemary Crompton (1998) calls the ,employment aggregate approach', one which involves categorizing people into class groups according to whether they have certain attributes (e.g. occupations). Instead, recent contributions by Pierre Bourdieu, Erik Wright, Aage Sorensen, and Charles Tilly have concentrated on understanding the mechanisms that produce class inequalities. Concepts such as assets, capitals and resources (CARs) are often used to explain how class inequalities are produced, but there remain ambiguities and differences in how such terms are understood. This paper identifies problems faced both by game theoretical Marxism and by the rational choice approach of Goldthorpe in developing an adequate approach to CARs. It then turns to critically consider how elements of Bourdieu's approach, where his concept of capital is related to those of habitus and field, might overcome these weaknesses. Our rendering of his arguments leads us to conclude that our understanding of CARs might be enriched by considering how capital is distinctive not in terms of distinct relations of exploitation, but through its potential to accumulate and to be converted to other resources. This focus, we suggest, sidesteps otherwise intractable problems in CAR based approaches. [source] The use of conjoint analysis to elicit community preferences in public health research: a case study of hospital services in South AustraliaAUSTRALIAN AND NEW ZEALAND JOURNAL OF PUBLIC HEALTH, Issue 1 2000Stephen Jan Aims: To demonstrate the use of conjoint analysis (CA) in public health research through a survey of the South Australian community about aspects of their public hospital services. Methods: A series of focus groups determined the most important attributes in choice of hospital services. These were built into a CA survey, using the discrete choice approach. The survey was posted to a representative sample of 700 South Australians. Theoretical validity, internal consistency and non-response bias were all investigated. Results: Some 231 individuals returned the questionnaire. The attribute, ,improvement in complication rates' was positively associated with choice of hospital. Three attributes were found to be negatively associated with such choice: ,waiting times for casualty', ,waiting times for elective surgery' and, anomalously, ,parking and transport facilities'. Travel time' and the cost attribute, ,Medicare levy' were not statistically significant. Trade-offs between the significant attributes were estimated, as were satisfaction or utility scores for different ways of providing hospital services. Results concerning internal consistency and internal validity were encouraging, but some potential for non-response bias was detected. Conclusion: A high premium is placed on the quality of hospital care and members of the community are prepared to choose between hospitals largely on the basis of outcomes and length of waiting times for elective surgery and in casualty. Implications: CA can yield potentially policy-relevant information about community preferences for health services. [source] |
