Urban,agricultural water appropriation: the Hyderabad, India case

With the urbanisation drive comes steady growth in urban water demand. Although in the past this new demand could often be met by tapping unclaimed water sources, this option is increasingly untenable in many regions where little if any unclaimed water remains. The result is that urban water capture, and the appropriation of associated physical and institutional infrastructure, now often implies conflict with other existing uses and users. While the urbanisation process has been studied in great depth, the processes and, critically, impacts of urban water capture and appropriation are not well researched or understood. This paper undertakes a critical examination of the specific case of Hyderabad, one of India's fastest growing cities, to shed light more generally on the process of water capture by cities and the resultant impacts on pre-existing claims, particularly agriculture. It does this by examining the history and institutional response to Hyderabad's urban,rural water contest; how the results of that contest are reflected in surface and groundwater hydrology; and the eventual impacts on agriculture. The findings show that the magnitude, and sometimes even direction, of impact from urban water transfer vary in space and time and depend on location-specific rainfall patterns, the nature of existing water infrastructure and institutions, and farmers' adaptive capacities and options, notably recourse to groundwater. Broader consideration of the specific findings provides insights into policy mechanisms to reduce the possible negative impacts from the global, and seemingly inexorable, flow of water to the world's growing cities. SEEING AND SAYING: A RESPONSE TO "INCONGRUOUS IMAGES",

ABSTRACT In responding to an essay by Marianne Hirsch and Leo Spitzer about photographs taken in the streets of Chernivitsi (Czernowitz) in the 1940s, and thus in the midst of the Holocaust, this paper seeks to link their concerns to a broader consideration of photography as a modern phenomenon. In the process, the paper provides a brief history of street photography, a genre virtually ignored in standard histories of the photographic medium. The author suggests that Hirsch and Spitzer's paper bravely reminds us that our fascination with photographs is based not on truth, but on a combination of desire (our own desire to transcend death) and faith (in photography's ability to deliver this end, in the face of all the evidence to the contrary). Their account of street photography in Czernowitz thereby amounts to an interpretation of photographs as dynamic modes of apprehension rather than as static objects from the past that veridically represent it. It is precisely this aspect of photographs that makes them such unusually complicated, ambiguous, and incongruous historical objects. [source]


Biodiversity effects on ecosystem functioning: emerging issues and their experimental test in aquatic environments

Recent experiments, mainly in terrestrial environments, have provided evidence of the functional importance of biodiversity to ecosystem processes and properties. Compared to terrestrial systems, aquatic ecosystems are characterised by greater propagule and material exchange, often steeper physical and chemical gradients, more rapid biological processes and, in marine systems, higher metazoan phylogenetic diversity. These characteristics limit the potential to transfer conclusions derived from terrestrial experiments to aquatic ecosystems whilst at the same time provide opportunities for testing the general validity of hypotheses about effects of biodiversity on ecosystem functioning. Here, we focus on a number of unique features of aquatic experimental systems, propose an expansion to the scope of diversity facets to be considered when assessing the functional consequences of changes in biodiversity and outline a hierarchical classification scheme of ecosystem functions and their corresponding response variables. We then briefly highlight some recent controversial and newly emerging issues relating to biodiversity-ecosystem functioning relationships. Based on lessons learnt from previous experimental and theoretical work, we finally present four novel experimental designs to address largely unresolved questions about biodiversity-ecosystem functioning relationships. These include (1) investigating the effects of non-random species loss through the manipulation of the order and magnitude of such loss using dilution experiments; (2) combining factorial manipulation of diversity in interconnected habitat patches to test the additivity of ecosystem functioning between habitats; (3) disentangling the impact of local processes from the effect of ecosystem openness via factorial manipulation of the rate of recruitment and biodiversity within patches and within an available propagule pool; and (4) addressing how non-random species extinction following sequential exposure to different stressors may affect ecosystem functioning. Implementing these kinds of experimental designs in a variety of systems will, we believe, shift the focus of investigations from a species richness-centred approach to a broader consideration of the multifarious aspects of biodiversity that may well be critical to understanding effects of biodiversity changes on overall ecosystem functioning and to identifying some of the potential underlying mechanisms involved. Early supplier integration: the dual role of purchasing in new product development

Interest in early supplier integration in new product development (NPD) has increased as an open innovation approach has become more common in firms. To support supplier integration, the purchasing function of a firm can assume a new ,dual' role: contributing to NPD while also managing overall costs. Previous research has offered few insights into how the purchasing function should best be organised so that it will fulfil this dual role. This paper reports on the results of a consortial benchmarking study in which an industry,academic consortium visited and analysed six best-practice firms. The findings describe how innovative firms organise their purchasing function, distinguishing between ,advanced sourcing' and ,life-cycle sourcing' units. The results include the tools that these firms use, such as regular innovation meetings with suppliers and technology roadmaps linking firm strategy, innovation strategy and sourcing strategies. The paper also recommends that researchers shift from a narrow focus on a single project to a broader consideration of supplier and organisational issues in NPD. [source]


Urinary diversion and morbidity after radical cystectomy for bladder cancer,

Abstract BACKGROUND: The rate of continent urinary diversion after radical cystectomy for bladder cancer varies by patient and provider characteristics. Demonstration of equivalent complication rates, independent of diversion type, may decrease provider reluctance to perform continent reconstructions. The authors sought to determine whether continent reconstructions confer increased complication rates after radical cystectomy. METHODS: From the Nationwide Inpatient Sample, the authors used International Classification of Disease (ICD-9) codes to identify subjects who underwent radical cystectomy for bladder cancer during 2001-2005. They determined acute postoperative medical and surgical complications from ICD-9 codes and compared complication rates by reconstruction type using the nearest neighbor propensity score matching method and multivariate logistic regression models. RESULTS: Adjusting for case-mix differences between reconstructive groups, continent diversions conferred a lower risk of medical, surgical, and disposition-related complications that was statistically significant for bowel (3.1% lower risk; 95% confidence interval [95% CI], ,6.8% to ,0.1%), urinary (1.2% lower risk; 95% CI, ,2.3%, to ,0.4%), and other surgical complications (3.0% lower risk; 95% CI, ,6.2% to ,0.4%), and discharge other than home (8.2% lower risk; 95% CI, ,12.1% to ,4.6%) compared with ileal conduit subjects. Older age and certain comorbid conditions, including congestive heart failure and preoperative weight loss, were associated with significantly increased odds of postoperative medical and surgical complications in all subjects. CONCLUSIONS: Mode of urinary diversion after radical cystectomy for bladder cancer is not associated with increased risk of immediate postoperative complications. The use of willingness-to-pay approaches in mammal conservation

ABSTRACT With limited monetary resources available for nature conservation, policy-makers need to be able to prioritize conservation objectives. This has traditionally been done using qualitative ecological criteria. However, since declines in species and habitats are largely the result of socio-economic and political forces, human preferences and values should also be taken into account. An environmental economics technique, contingent valuation, provides one way of doing this by quantifying public willingness-to-pay towards specific conservation objectives. In this paper, the use of this approach for quantifying public preferences towards the UK Biodiversity Action Plans for four different British mammal species is considered. The species included are the Red Squirrel Sciurus vulgaris, the Brown Hare Lepus europaeus, the Otter Lutra lutra and the Water Vole Arvicola terrestris. Willingness-to-pay for conservation was increased by the inclusion of the Otter among the species, membership of an environmental organization and awareness of the general and species-specific threats facing British mammals. It was reduced by the presence of the Brown Hare among the species being considered. These findings for British mammals are compared with other willingness-to-pay studies for mammal conservation worldwide. Willingness-to-pay tends to be greater for marine mammals than terrestrial ones, and recreational users of species (tourists or hunters) are generally more willing than residents to pay towards species conservation. The choice of technique for eliciting willingness-to-pay from respondents is also shown to be highly significant. Willingness-to-pay values for British mammals derived from contingent valuation are sensitive to the species included rather than merely symbolic. This indicates that, with care, such measures can be used as a reliable means of quantifying public preferences for conservation, and therefore contributing to the decision-making process. However, irrespective of the internal consistency of contingent valuation, the validity of the approach, especially for use in nature conservation, is disputed. Willingness-to-pay is likely to reflect many interrelated factors such as ethical and moral values, knowledge and tradition, and monetary values may not be an adequate representation of these broader considerations. Willingness-to-pay approaches should therefore be used in addition to, rather than in place of, expert judgements and more deliberative approaches towards policy decision-making for conservation.
