This article aims to bring together insights from a broad body of recent literature concerned with the nature, the measurement and policy implications of benefits and costs of transport. It is argued that, for various reasons, transport cannot be treated as an,ordinary'economic sector, and the policy implications of a number of the sector's peculiarities are addressed. Explicit attention is given to spatial aspects and network elements, internal and external benefits and costs, and efficiency aspects and equity considerations in policy making. [source] Presidential Policymaking in Crisis Situations: 9/11 and Its AftermathPOLICY STUDIES JOURNAL, Issue 3 2003William Crotty This paper compares the decision-making approaches of two presidents, John F. Kennedy and George W. Bush, in relation to unanticipated international crises. One, President Kennedy, employed a broad body of expert opinion and entertained a wide range of options in meeting the Cuban Missile Crisis of 1963. The actions taken avoided a potential worldwide nuclear war. The other, George W. Bush, consulted only a few, like-minded colleagues and appears to have decided early on that a war directed against Iraq and Saddam Hussein was a necessity. The administration's justifications for the war were difficult to prove and the administration chose an essentially bilateral (as against a multi-lateral) approach. The Iraq War was won fairly easily, although its long-range consequences remain unclear. The two styles of decision-making present polarized approaches to international crisis situation management. Cowgill Abstract Femoral shape changes during the course of human growth, transitioning from a subcircular tube to a teardrop-shaped diaphysis with a posterior pilaster. Differences between immature and mature bipedalism and body shape may generate different loads, which, in turn, may influence femoral modeling and remodeling during the course of the human lifespan. This study uses two different approaches to evaluate the hypotheses that differences in gait between young and mature walkers result in differences in ground reaction forces (GRFs) and that the differences in loading regimes between young children and adults will be reflected in the geometric structure of the midshaft femur. The results of this analysis indicate that GRFs differ between young walkers and adults in that normalized mediolateral (ML) forces are significantly higher in younger age groups. In addition, these differences between children and adults in the relative level of ML bending force are reflected in changes in femoral geometry during growth. During the earlier stages of human development, immature femoral diaphyses are heavily reinforced in approximately ML plane. The differences in gait between mature and immature walkers, and hence the differences in femoral shape, are likely partially a product of a minimal bicondylar angle and relatively broad body in young children. [source] Examining understanding, acceptance, and support for the biorefinery concept among EU policy-makersBIOFUELS, BIOPRODUCTS AND BIOREFINING, Issue 3 2009Philip Peck Abstract This paper outlines how an understanding of the processes of building cognitive and sociopolitical legitimacy is relevant to the formation of a biorefining sector. First we describe a number of theoretical insights into challenges faced by emerging industries and how these can relate to the formation of a biorefining sector. Second, we present the conduct and results of an initial exploration of understanding, acceptance, and support for the biorefinery concept among a sample of actors in the EU policy community. General conclusions of this study are then provided in these two areas. Addressing theory versus evidence from the fi eld, it is found that many phenomena predicted by theory indeed appear in the empirical results and seem immediately relevant to the formative biorefining industry. Analysis of the perceptions of members of the policy community toward biorefinery-related environmental, social, policy, reputational and policy issues reveals that there are a number of areas where prompt action from the political and scientifi c communities could yield signifi cant benefi ts. We conclude that theories enfolding the concepts of cognitive and sociopolitical legitimacy are relevant to discussions of biofuels, bioproducts and biorefining. Importantly, proponents of the biorefinery concept can draw upon a broad body of knowledge generated in both related and non-related industries, to support their work reducing barriers to the emergence of commercial biorefineries.
