A Two-country Comparison of Public Sector Performance Reporting: The Tortoise and Hare?

Recent Australian and Japanese second tier public sector performance measurement changes are compared and contrasted. The case analyses are presented within a theoretical structure derived from Hood's depiction of NPM which predicts an increased emphasis on explicit performance reporting. Significant differences and similarities are identified in terms of performance reporting effort and output; motivation for changed performance reporting; role of central agencies; and degree of resultant accountability discharge. NPM is a useful analytical framework and is enhanced by Luder's Contingency Model, epistemic community influence and governance. The explanatory factors identified reinforce views that NPM is a term best used solely in the context of the governmental traditions of each relevant public sector. [source]


Deists, Papists and Methodists at London Debating Societies, 1749,1799

During the second half of the eighteenth century artisan debating societies were a popular entertainment in London, attracting both crowds and notoriety. Any man (and later woman) who paid sixpence could speak on questions of religion, politics, commerce and law. The popularity of debates on religion exemplifies features of the English Enlightenment, such as the centrality of religion, religious toleration and the progressive laicization of religion. Although most of the speakers were artisans, shopkeepers and clerks, some speakers of higher rank, including educated deists, Roman Catholics, Anglican clergymen and Methodists, came to practise oratory or to convert. The religious debates warrant notice for their evidence of the extent of free speech allowed. The evidence of religious proselytizing and the reactions of working-class audiences call into question the dangers of artisan debating alleged by contemporaries. A survey of the debates on religion indicates that the speakers who best used the debating societies to defend their cause were not the deists or the papists, but the Methodists. At the end of the eighteenth century the view of Methodists that emerged from the London debating societies was consonant with the Halevy-Semmel thesis that the Methodists weighed the balance against revolution in England. Linking climate change modelling to impacts studies: recent advances in downscaling techniques for hydrological modelling

Abstract There is now a large published literature on the strengths and weaknesses of downscaling methods for different climatic variables, in different regions and seasons. However, little attention is given to the choice of downscaling method when examining the impacts of climate change on hydrological systems. This review paper assesses the current downscaling literature, examining new developments in the downscaling field specifically for hydrological impacts. Sections focus on the downscaling concept; new methods; comparative methodological studies; the modelling of extremes; and the application to hydrological impacts. Consideration is then given to new developments in climate scenario construction which may offer the most potential for advancement within the ,downscaling for hydrological impacts' community, such as probabilistic modelling, pattern scaling and downscaling of multiple variables and suggests ways that they can be merged with downscaling techniques in a probabilistic climate change scenario framework to assess the uncertainties associated with future projections. Within hydrological impact studies there is still little consideration given to applied research; how the results can be best used to enable stakeholders and managers to make informed, robust decisions on adaptation and mitigation strategies in the face of many uncertainties about the future. It is suggested that there is a need for a move away from comparison studies into the provision of decision-making tools for planning and management that are robust to future uncertainties; with examination and understanding of uncertainties within the modelling system. Comparing methods for analysing mortality profiles in zooarchaeological and palaeontological samples

Abstract In this study, I examine three methods that are currently used for comparing mortality profiles from zooarchaeological and palaeontological samples: (1) histograms with 10% of life-span age classes; (2) boxplots showing tooth crown height medians; and (3) triangular plots of the proportions of young, prime and old animals. I assess the advantages and disadvantages of each method using data collected on two samples of Northern Yellowstone elk (Cervus elaphus nelsoni) with known, or cementum annuli-determined, ages at death. One sample was hunted by wolves (n,=,96), and the other was hunted by recent humans using rifles (n,=,226). I tested each method with the known or cementum annuli age distributions and with age estimation techniques appropriate for archaeological assemblages. Histograms are best used when the relationship between dental eruption/attrition and age is well established so that individuals can be confidently assigned into 10% of life-span groups, and when more than 30 or 40 individuals are present in the assemblage. Boxplots employ raw crown heights, thus removing the error introduced by assigning specimens to age classes, and therefore they allow the analysis of species where the relationship between dental eruption/attrition and age is unknown. Confidence intervals around the medians allow samples to be statistically compared. Triangular plots are easy to use and allow multiple samples and species to be considered simultaneously, but samples cannot be statistically compared. Modified triangular plots bootstrap samples to provide 95% confidence ellipses, allowing for statistical comparisons between samples. Basic ingredients of free energy calculations: A review

Abstract Methods to compute free energy differences between different states of a molecular system are reviewed with the aim of identifying their basic ingredients and their utility when applied in practice to biomolecular systems. A free energy calculation is comprised of three basic components: (i) a suitable model or Hamiltonian, (ii) a sampling protocol with which one can generate a representative ensemble of molecular configurations, and (iii) an estimator of the free energy difference itself. Alternative sampling protocols can be distinguished according to whether one or more states are to be sampled. In cases where only a single state is considered, six alternative techniques could be distinguished: (i) changing the dynamics, (ii) deforming the energy surface, (iii) extending the dimensionality, (iv) perturbing the forces, (v) reducing the number of degrees of freedom, and (vi) multi-copy approaches. In cases where multiple states are to be sampled, the three primary techniques are staging, importance sampling, and adiabatic decoupling. Estimators of the free energy can be classified as global methods that either count the number of times a given state is sampled or use energy differences. Or, they can be classified as local methods that either make use of the force or are based on transition probabilities. Finally, this overview of the available techniques and how they can be best used in a practical context is aimed at helping the reader choose the most appropriate combination of approaches for the biomolecular system, Hamiltonian and free energy difference of interest. © 2009 Wiley Periodicals, Inc. Measurement and correlation of microstructures: the case of foliation intersection axes

Abstract Recent studies have used the relative rotation axis of sigmoidal and spiral-shaped inclusion trails, known as Foliation Inflexion/Intersection Axis (FIA), to investigate geological processes such as fold mechanisms and porphyroblast growth. The geological usefulness of this method depends upon the accurate measurement of FIA orientations and correct correlation of temporally related FIAs. This paper uses new data from the Canton Schist to assess the variation in FIA orientations within and between samples, and evaluates criteria for correlating FIAs. For the first time, an entire data set of FIA measurements is published, and data are presented in a way that reflects the variation in FIA orientations within individual samples and provides an indication of the reliability of the data. Analysis of 61 FIA trends determined from the Canton Schist indicate a minimum intrasample range in FIA orientations of 30°. Three competing models are presented for correlation of these FIAs, and each of the models employ different correlation criteria. Correlation of FIAs in Model 1 is based on relative timing and textural criteria, while Model 2 uses relative timing, orientation and patterns of changing FIA orientations, and Model 3 uses relative timing and FIA orientation as correlation criteria. Importantly, the three models differ in the spread of FIA orientations within individual sets, and the number of sets distinguished in the data. Relative timing is the most reliable criterion for correlation, followed by textural criteria and patterns of changing FIA orientations from core to rim of porphyroblasts. It is proposed that within a set of temporally related FIAs, the typical spread of orientations involves clustering of data in a 60° range, but outliers occur at other orientations including near-normal to the peak distribution. Consequently, in populations of FIA data that contain a wide range of orientations, correlation on the basis of orientation is unreliable in the absence of additional criteria. The results of this study suggest that FIAs are best used as semiquantitative indicators of bulk trends rather than an exact measurement for the purpose of quantitative analyses. [source]


Value Similarities Among Fathers, Mothers, and Adolescents and the Role of a Cultural Stereotype: Different Measurement Strategies Reconsidered

In research on value similarity and transmission between parents and adolescents, no consensus exists on the level of value similarity. Reports of high-value similarities coexist with reports of low-value similarities within the family. The present study shows that different conclusions may be explained by the use of different measurement strategies. In addition, we demonstrate that measured value similarities may be biased by a cultural stereotype, that is, an indirectly measurable phenomenon outside the family most likely attributed to shared cultural experiences. We examined similarities in 8 social,cultural value orientations among fathers, mothers, and adolescents from 433 Dutch families. Results revealed different outcomes when using ordinary correlations (r), absolute difference scores (d), or profile correlations (q). Similarly, different influences of a cultural stereotype were found when applying different measurement strategies. We discuss which measurement strategies are best used under which circumstances and which role the cultural stereotype plays. [source]


A COMPARISON OF METHODS FOR EVALUATING THE PERFORMANCE OF A TRAINED SENSORY PANEL,

ABSTRACT Cluster analysis, consonance analysis, principal component analysis (PCA) and the GRAPES program (Schlich 1994) were compared for the evaluation of panel performance. Ten judges evaluated 25 Merlot wines for 24 color, aroma and flavor attributes. Cluster analysis grouped similar judges. PCA identified judges according to their attribute use. Consonance analysis determined a numerical index for attribute agreement and the GRAPES program compared judges in their use of the scale, reliability, discrimination and disagreement. Three of the four techniques provided a graphical representation of similarities and differences between judges. Methodologies were best used in conjunction with one another. Ultimately the application of these tools will serve to improve the quality of sensory evaluations. [source]
