Implicit in Feuer's view of satisficing is the assumption that moderating expectations entails eschewing ideals and replacing optimal goals with modest, real-world solutions. In this essay, Deborah Kerdeman agrees with Feuer that moderation is vital for reform, but maintains that embracing moderation does not contradict pursuing goals. To show how goals and moderation work in concert to promote reform, Kerdeman examines and reframes Feuer's assumptions about ideals. She also distinguishes moderation from satisficing and argues that satisficing, not ideals, can be deleterious to reform. Kerdeman concludes that sensible policy and research, while important, will not necessarily help reformers embrace moderation; cultivating moderation instead requires ongoing self-examination. [source] Impact of land use on the hydraulic properties of the topsoil in a small French catchmentHYDROLOGICAL PROCESSES, Issue 17 2010E. Gonzalez-Sosa Abstract The hydraulic properties of the topsoil control the partition of rainfall into infiltration and runoff at the soil surface. They must be characterized for distributed hydrological modelling. This study presents the results of a field campaign documenting topsoil hydraulic properties in a small French suburban catchment (7 km2) located near Lyon, France. Two types of infiltration tests were performed: single ring infiltration tests under positive head and tension-disk infiltration using a mini-disk. Both categories were processed using the BEST,Beerkan Estimation of Soil Transfer parameters,method to derive parameters describing the retention and hydraulic conductivity curves. Dry bulk density and particle size data were also sampled. Almost all the topsoils were found to belong to the sandy loam soil class. No significant differences in hydraulic properties were found in terms of pedologic units, but the results showed a high impact of land use on these properties. The lowest dry bulk density values were obtained in forested soils with the highest organic matter content. Permanent pasture soils showed intermediate values, whereas the highest values were encountered in cultivated lands. For saturated hydraulic conductivity, the highest values were found in broad-leaved forests and small woods. The complementary use of tension-disk and positive head infiltration tests highlighted a sharp increase of hydraulic conductivity between near saturation and saturated conditions, attributed to macroporosity effect. The ratio of median saturated hydraulic conductivity to median hydraulic conductivity at a pressure of , 20 mm of water was about 50. The study suggests that soil texture, such as used in most pedo-transfer functions, might not be sufficient to properly map the variability of soil hydraulic properties. Land use information should be considered in the parameterizations of topsoil within hydrological models to better represent in situ conditions, as illustrated in the paper. Toumbourou Abstract Youth involvement in substance abuse can be a source of considerable distress for their parents. Unilateral family interventions have been advocated as one means by which concerned family members can be supported to assist substance-abusing family members. To date there has been little research examining the impact of unilateral family interventions on the directly participating family members. In this study the early impact of an 8-week parent-group programme known as Behavioural Exchange Systems Training (BEST) was evaluated using a quasi-experimental, waiting list control design. The professionally led programme had been developed to support and assist parents in their efforts to cope with adolescent substance abuse. Subjects were 66 parents (48 families) accepted for entry into the programme between 1997 and 1998. Comparison was made between 46 parents offered immediate entry into the programme and 20 parents whose entry to the programme was delayed by an 8-week waiting list. At the first assessment 87% of parents showed elevated mental health symptoms on the General Health Questionnaire. Evidence suggested exposure to the intervention had a positive impact on parents. Compared to parents on the waiting list, parents entered immediately into the intervention demonstrated greater reductions in mental health symptoms, increased parental satisfaction, and increased use of assertive parenting behaviours. [source] A precise boundary element method for macromolecular transport propertiesJOURNAL OF COMPUTATIONAL CHEMISTRY, Issue 9 2004Sergio Aragon Abstract A very precise boundary element numerical solution of the exact formulation of the hydrodynamic resistance problem with stick boundary conditions is presented. BEST, the Fortran 77 program developed for this purpose, computes the full transport tensors in the center of resistance or the center of diffusion for an arbitrarily shaped rigid body, including rotation-translation coupling. The input for this program is a triangulation of the solvent-defined surface of the molecule of interest, given by Connolly's MSROLL or other suitable triangulator. The triangulation is prepared for BEST by COALESCE, a program that allows user control over the quality and number of triangles to describe the surface. High numerical precision is assured by effectively exact integration of the Oseen tensor over triangular surface elements, and by scaling the hydrodynamic computation to the precise surface area of the molecule. Efficiency of computation is achieved by the use of public domain LAPACK routines that call BLAS Level 3 hardware-optimized subroutines available for most processors. A protein computation can be done in less than 10 min of CPU time in a modern Pentium IV processor. The present work includes a complete analysis of the sources of error in the numerical work and techniques to eliminate these errors. The operation of BEST is illustrated with applications to ellipsoids of revolution, and Lysozyme, a small protein. The typical numerical accuracy achieved is 0.05% compared to analytical theory. The numerical precision for a protein is better than 1%, much better than experimental errors in these quantities, and more than 10 times better than traditional bead-based methods. © 2004 Wiley Periodicals, Inc. [source] OVERCOMING THE NATION'S BEST LANDSCAPED SEWER: RECREATORS' PERCEPTIONS OF THE CONNECTICUT RIVER,JOURNAL OF THE AMERICAN WATER RESOURCES ASSOCIATION, Issue 1 2003Jo Beth Mullens ABSTRACT: Once referred to as America's "best landscaped sewer," the Connecticut has undergone a dramatic transformation in the last three decades. During this time, a number of public agencies and private organizations have worked diligently to implement policies and measures aimed at improving the river's quality. Ample data collected over the years indicate that the actual water quality conditions of the Connecticut River, as measured by empirical parameters, have improved. However, prior to this study, no data existed regarding the public's perceptions of these changes. This paper will address this issue by presenting the results of a multiyear survey designed to assess the public's perceptions regarding the Connecticut's current quality, and its suitability in supporting various recreational activities. The results suggest that the majority of individuals perceive the Connecticut's water quality to be high enough to support a wide range of recreational activities including those involving physical contact with the water. Additionally, this research concludes that the vast majority of individuals who have recreated on the river for 20 years or more do perceive a significant improvement in the river's overall quality. Thus, it appears that policies and actions taken to improve the Connecticut's quality have been successful in the public's eye. [source] WHAT WORKS BEST WHEN CONTRACTING FOR SERVICES?PUBLIC ADMINISTRATION, Issue 4 2007AN ANALYSIS OF CONTRACTING PERFORMANCE AT THE LOCAL LEVEL IN THE US During the last decade the field of public administration has undergone a period of renewed interest in the topic of performance and effectiveness. Key contributions to the growing stream of research on public sector performance include work focusing on the adoption and implementation of performance measurement in the public sector (see, for example, Julnes and Holzer 2001; Behn 2003); theoretical and empirical research on management's effect on organizational performance (see, for example, O'Toole and Meier 1999; Meier and O'Toole 2002); and efforts to identify the determinants of organizational effectiveness (see, for example, Rainey and Steinbauer 1999; Brewer and Selden 2004). Surprisingly, this literature includes very few studies that explicitly address the issue of performance in contracting for services (exceptions include Domberger and Hensher 1993; Romzek and Johnstone 2002). In the United States alone, hundreds of billions of dollars are contracted out every year, and innumerable policies and programmes are implemented, at least in part, through contractual arrangements between public agencies and private providers (Savas 2000; DeHoog and Salamon 2002; Kelman 2002; Cooper 2003). Moreover, contracting for services appears to be a growing trend in Western Europe and other regions (Kettl 2000; Savas 2000). With the stakes so high, there is a pressing need for research that identifies factors and practices that contribute to success in contracting for services. This paper takes on the challenge by developing a model of contracting performance and testing it using Substantively Weighted Analytic Techniques (SWAT), a new methodology that allows researchers to isolate high performance among a large number of observations in order to identify variables practitioners can manipulate to improve practice (Meier and Gill 2000). [source] Sound, Presence, and Power: "Student Voice" in Educational Research and ReformCURRICULUM INQUIRY, Issue 4 2006ALISON COOK-SATHER ABSTRACT Every way of thinking is both premised on and generative of a way of naming that reflects particular underlying convictions. Over the last 15 years, a way of thinking has reemerged that strives to reposition students in educational research and reform. Best documented in Australia, Canada, England, and the United States, this way of thinking is premised on the following convictions: that young people have unique perspectives on learning, teaching, and schooling; that their insights warrant not only the attention but also the responses of adults; and that they should be afforded opportunities to actively shape their education. Although these convictions mean different things to different people and take different forms in practice, a single term has emerged to capture a range of activities that strive to reposition students in educational research and reform: "student voice." In this discussion the author explores the emergence of the term "student voice," identifies underlying premises signaled by two particular words associated with the term, "rights" and "respect," and explores the many meanings of a word that surfaces repeatedly across discussions of student voice efforts but refers to a wide range of practices: "listening." The author offers this discussion not as an exhaustive or definitive analysis but rather with the goal of looking across discussions of work that advocates, enacts, and critically analyzes the term "student voice." However, our collective understanding of linkages between practices and performance remains incomplete. This study seeks a more complete theory, advancing the idea that strategy integration and enhanced manufacturing capabilities such as cost efficiency and flexibility serve as intermediaries by which practices affect performance. Hypotheses related to this thesis are tested using data from 57 North American manufacturing plants that are past winners and finalists in Industry Week's"America's Best" competition (Drickhamer, 2001). The results suggest that strategy integration plays a strong, central role in the creation of manufacturing cost efficiency and new product flexibility capabilities. Furthermore, strategy integration moderates the influences of product-process development, supplier relationship management, workforce development, just-in-time flow, and process quality management practices on certain manufacturing capabilities. In turn, manufacturing cost efficiency and new product flexibility capabilities mediate the influence of strategy integration on market-based performance. In the last few years, a large number of contributions based on techniques such as neural networks and genetic algorithms have been proposed to face this problem. In this article, we introduce a novel approach to the fuzzy rule learning problem with ant colony optimization (ACO) algorithms. To do so, this learning task is formulated as a combinatorial optimization problem. Our learning process is based on the COR methodology proposed in previous works, which provides a search space that allows us to obtain fuzzy models with a good interpretability,accuracy trade-off. A specific ACO-based algorithm, the Best,Worst Ant System, is used for this purpose due to the good performance shown when solving other optimization problems. We analyze the behavior of the proposed method and compare it to other learning methods and search techniques when solving two real-world applications. [source] Bone Strength at Clinically Relevant Sites Displays Substantial Heterogeneity and Is Best Predicted From Site-Specific Bone DensitometryJOURNAL OF BONE AND MINERAL RESEARCH, Issue 1 2002Felix Eckstein Ph.D. Abstract In this study we test the hypotheses that mechanical bone strength in elderly individuals displays substantial heterogeneity among clinically relevant skeletal sites, that ex situ dual-energy X-ray absorptiometry (DXA) provides better estimates of bone strength than in situ DXA, but that a site-specific approach of bone densitometry is nevertheless superior for optimal prediction of bone failure under in situ conditions. DXA measurements were obtained of the lumbar spine, the left femur, the left radius, and the total body in 110 human cadavers (age, 80.6 ± 10.5 years; 72 female, 38 male), including the skin and soft tissues. The bones were then excised, spinal and femoral DXA being repeated ex situ. Mechanical failure tests were performed on thoracic vertebra 10 and lumbar vertebra 3 (compressive loading of a functional unit), the left and right femur (side impact and vertical loading configuration), and the left and right distal radius (fall configuration, axial compression, and 3-point-bending). The failure loads displayed only very moderate correlation among sites (r = 0.39 to 0.63). Ex situ DXA displayed slightly higher correlations with failure loads compared with those of in situ DXA, but the differences were not significant and relatively small. Under in situ conditions, DXA predicted 50-60% of the variability in bone failure loads at identical (or closely adjacent) sites, but only around 20-35% at distant sites, advocating a site-specific approach of densitometry. These data suggest that mechanical competence in the elderly is governed by strong regional variation, and that its loss in osteoporosis may not represent a strictly systemic process. Bonnie Best. Repetitive mechanical injury (MI) or methyl jasmonate (MJ) treatment of seedlings elicited plentiful cystatin accumulation in the leaves when plants were held at 30C under continuous lighting. Cystatin accumulation in leaves of MI seedlings decreased by 50% when incubated at a reduced light period of 12 h light/day. Cystatin accumulation in MJ treated plants was not influenced by reducing the light period from 24 h to 12 h/day. Cystatin accumulation after MJ treatment was optimal at 35C and negligible at 40C. At ambient field conditions (I8,33C), MJ treated seedlings still accumulated a significant amount of cystatin; however, very little cystatin accumulated in leaves of MI seedlings under these conditions of lower temperature and light exposure. The leaves of mature plants accumulated less cystatin after MJ or MI treatment than did those of seedlings. Eisele ABSTRACT: Alicyclobacillus acidoterrestris can produce sufficient guaiacol (methoxyphenol), a metabolic by-product of the bacterium, in apple juice to cause a detectable taint characterized by an antiseptic off-odor or distinct medicinal flavor and lingering aftertaste. Bacterial spoilage may not be visibly detectable. The objective of this study was to determine the best estimate threshold (BET) for detection of guaiacol in water and commercial pasteurized apple juice from concentrate using the forced-choice ascending concentration method of limits with an experienced 17-member sensory panel. The mean BET for aroma detection of guaiacol in water and apple juice was 0.48 ppb and 0.91 ppb, respectively. The mean BET for taste detection of guaiacol in water and apple juice was 0.17 ppb and 0.24 ppb, respectively. Individual aroma BET values ranged from 0.06 ppb to 4.71 ppb guaiacol in water and 0.17 ppb to 4.71 ppb for guaiacol in apple juice. Individual taste BET values ranged from 0.01 ppb to 4.71 ppb for guaiacol in water and apple juice. The taste BET was equal to or lower than the aroma BET for guaiacol in both water and apple juice for all panelists. There was about a 500-fold range in guaiacol taste detection between panelists, with some individuals exhibiting a BET value as low as 10 ppt (trillion). The information should be useful for developing quality assurance sensory methodology to evaluate potential apple juice flavor spoilage by Alicyclobacillus spp. [source] Making the Best of a Bad Situation: Material Resources and Teenage ParenthoodJOURNAL OF MARRIAGE AND FAMILY, Issue 1 2007Stefanie Mollborn Past research has largely ignored the influence of material resources on teenage parents' life outcomes. A lack of resources such as housing, child care, and financial support is hypothesized to explain the negative effect of teenage parenthood on educational attainment. Regression analyses use nationally representative data from the 1988 , 2000 National Education Longitudinal Study (N = 8,432, n = 356 teenage parents). Results support the hypothesis completely for the teenage fathers in the sample and partially for mothers: Resources substantially diminish the educational penalty teenage parents paid by age 26. Gender influences which types of resources are protective, providing policy implications. Help with child care is critical for teenage mothers, whereas housing and financial resources may be important for men. Caspases are present in synapses and dendrites of neurons where they can be activated in response to glutamate receptor stimulation and calcium influx. Here we tested the hypothesis that caspase-1 plays a role in modulating long-term potentiation (LTP) at hippocampal synapses. We provide evidence that caspase-1 plays a role in regulating ,-amino-3-hydroxy-5-methyl-4-isoxazolepropionic acid (AMPA) receptor-mediated calcium influx and synaptic plasticity in the hippocampus. LTP of excitatory postsynaptic potentials at CA1 synapses was significantly enhanced when hippocampal slices were treated with either a pan-caspase inhibitor or a selective inhibitor of caspase-1, but not by an inhibitor of caspase-6. Inhibition of caspase-1 significantly enhanced the AMPA current-mediated component of LTP without affecting the N -methyl- d -aspartate current-mediated component. Calcium responses to AMPA were enhanced in hippocampal neurons treated with a caspase-1 inhibitor suggesting that caspase-1 normally functions to reduce AMPA receptor-mediated calcium influx. These findings suggest that, by selectively reducing AMPA currents and calcium influx, caspase-1 functions as a negative regulator of LTP at hippocampal synapses. [source] Visual Analysis or Semi-Automated Gray-Scale-Based Color Mapping of the Carotid Plaque: Which Method Correlates the Best with the Presence of Cerebrovascular Symptoms and/or Lesions on MRI?JOURNAL OF NEUROIMAGING, Issue 2 2009Isabelle Momjian MD ABSTRACT BACKGROUND AND PURPOSE To determine the correlation between carotid plaque morphology, assessed by two different ultrasonographic methods, and presence of cerebrovascular events and/or lesions on magnetic resonance imaging (MRI). PATIENTS AND METHODS Visual analysis of plaque echogenicity using a five-type classification was performed. Further, a semi-automated gray-scale-based color mapping of the whole plaque and of its surface was achieved. RESULTS There were 31 (35%) symptomatic (23 strokes and 8 transitory ischemic attacks [TIAs]) and 58 (65%) asymptomatic carotid stenoses. MRI lesions related to the carotid stenosis if located in the ipsilateral cortical, subcortical, or watershed area, were present in 27 cases (30%). In a multivariate logistic regression model, degree of stenosis (P= .03) and a predominant red color on the surface (P= .04) were independent factors associated with the presence of cerebrovascular events and/or lesions on MRI. Sensitivity and specificity were, respectively, 80% and 63% by combining degree of stenosis and color mapping of plaque surface. CONCLUSION Degree of stenosis and a predominant red color on plaque surface were independent factors associated with the presence of cerebrovascular events and/or lesions on MRI. No correlation was observed with any particular type of plaque based on visual analysis alone.
