Women on the Sidelines: Women's Representation on Committees in Latin American Legislatures

This article explores how new groups can be marginalized after they gain representation in the legislature. We use data from six Latin American legislatures to examine the effect of institutional and political factors on how traditionally dominant male political leaders distribute scarce political resources,committee assignments,to female newcomers. In general, we find that women tend to be isolated on women's issues and social issues committees and kept off of power and economics/foreign affairs committees as the percentage of legislators who are women increases, when party leaders or chamber presidents control committee assignments, and when the structure of the committee system provides a specific committee to deal with women's issues. Thus, to achieve full incorporation into the legislative arena, newcomers must do more than just win seats. They must change the institutions that allow the traditionally dominant group to hoard scarce political resources. [source]


Does a critical mass exist?

A comparative analysis of women's legislative representation since 1950
It has often been argued theoretically that a ,critical mass,' ranging from 10 to 35 per cent women, is needed before major changes in legislative institutions, behaviour, policy priorities and policy voting occurs. This paper examines one of the less-explored dimensions of the critical mass concept: Is there a process by which women reaching a critical mass of the legislature accelerates the election of further women? Using data from the Inter-Parliamentary Union and International Institute for Democracy and Electoral Assistance, we analyze this question for 20 industrialized democracies over a period of half a century, longer than any other relevant research. Descriptive results indicate that gains in women's representation have been incremental rather than a critical mass accelerating the election of women to legislatures. In a multivariate analysis of the percentage of women in the lower house of the legislature, the critical mass is tested against established explanations of women's gains in seats: institutional rules, egalitarian political culture, political parties and economic development. Of two measures of the critical mass theory, one has no impact and the second results in only a small increase in women's gains. Far from being clearly demonstrated, critical mass theories need empirical testing. [source]


The glass ceiling in human resources: Exploring the link between women's representation in management and the practices of strategic human resource management and employee involvement

Research on sex stereotypes suggests that gender bias is an invisible barrier,the so-called glass ceiling,preventing women from breaking into the highest levels of management in business organizations. Using data from a state-based professional HR organization, we investigated this phenomenon in the field of HR management. Building on the lack of fit model of gender discrimination and previous research, we tested two hypotheses: that women in HR are more likely to be concentrated in lower-level managerial positions in organizations that emphasize employee involvement (because of a related emphasis on stereotypically feminine managerial abilities) and that women in HR also are more likely to be concentrated in lower-level managerial positions in organizations that emphasize strategic human resource management (because of a related emphasis on stereotypically masculine characteristics). Our results support the first but not the second hypothesis. Theoretical and practical implications related to the glass ceiling are discussed. © 2008 Wiley Periodicals, Inc. [source]


Implementing Affirmative Action: Global Trends

This scoping article gives a global picture of dynamics, trends, policies and mechanisms for engaging with women's representation in political office. It discusses the kind of affirmative action introduced, and where it features vis-à-vis electoral cycles. It describes and compares candidate and reserved seats quotas and shows how electoral systems influence the possibilities of challenging power hierarchies in politics. The second part of the article reflects on the extent to which implementing quotas have been effective in engendering political representation and the conditions that allow or inhibit this. Affirmative Action in Women's Employment: Lessons from Canada

The use of affirmative action to increase women's representation in employment is recognized under European Community law. The European Court of Justice has identified affirmative action permissible under EC law and what constitutes reverse discrimination, deemed incompatible with the equal treatment principle. Despite these developments, gendered occupational segregation , vertical and horizontal , persists in all member states as evidenced by enduring pay gaps. It is widely argued that we now need national measures which take advantage of the appropriate framework and requisite political will which exists at the European level. Faced with a similar challenge, the Canadian government passed the Employment Equity Act 1986 which places an obligation on federal employers to implement employment equity (affirmative action) by proactive means. Although subject to some criticism, there have been some improvements in women's representation since its introduction. This article assesses what lessons might be learned from Canada's experience. GENDER AND ETHICS COMMITTEES: WHERE'S THE ,DIFFERENT VOICE'?

ABSTRACT Prominent international and national ethics commissions such as the UNESCO International Bioethics Committee rarely achieve anything remotely resembling gender equality, although local research and clinical ethics committees are somewhat more egalitarian. Under-representation of women is particularly troubling when the subject matter of modern bioethics so disproportionately concerns women's bodies, and when such committees claim to derive ,universal' standards. Are women missing from many ethics committees because of relatively straightforward, if discriminatory, demographic factors? Or are the methods of analysis and styles of ethics to which these bodies are committed somehow ,anti-female'? It has been argued, for example, that there is a ,different voice' in ethical reasoning, not confined to women but more representative of female experience. Similarly, some feminist writers, such as Evelyn Fox Keller and Donna Haraway, have asked difficult epistemological questions about the dominant ,masculine paradigm' in science. Perhaps the dominant paradigm in ethics committee deliberation is similarly gendered? This article provides a preliminary survey of women's representation on ethics committees in eastern and western Europe, a critical analysis of the supposed ,masculinism' of the principlist approach, and a case example in which a ,different voice' did indeed make a difference. Electoral Gender Quotas: Lessons from Argentina and Chile

This comparative case study examines the role of electoral quotas for increasing women's representation in Argentina and Chile. The Central hypothesis is that gender quotas in favourable electoral systems increase women's representation, and a corollary hypothesis is that more women in politics should also promote gender issues in public policy. Since the transitions to democratic regimes, many Argentine and Chilean women still promote gender issues, such as gender quotas, but the different transitions shaped the opportunity space for gender issues in politics. Thus, gender quotas can be effective, but the types of electoral and quota systems are important defining conditions and improvements in gender issues are not guaranteed. [source]
