[source] Corporate,community relations in Nigeria's oil industry: challenges and imperativesCORPORATE SOCIAL RESPONSIBILITY AND ENVIRONMENTAL MANAGEMENT, Issue 4 2006Uwafiokun Idemudia Abstract The adoption of corporate social responsibility (CSR) policies and corporate,community relation (CCR) strategies by oil companies has failed to reduce the incidence of violent conflict between the host communities and oil companies in the Niger Delta, Nigeria. This paper argues that the failure to seek, understand and integrate community perceptions into CSR policies and practices, the over-emphasis of affirmative duties to the detriment of negative injunction duties and the absence of an enabling environment due to government failure are responsible for the observed problem. The paper concludes that unless these gaps are addressed, CSR by the Nigerian oil industry is likely to continue to fail to achieve its full potential. However, CCR in the Nigerian oil industry will be significantly improved if, and when, the needs and aspirations of the major stakeholders are addressed through a tri-sector partnership approach to development and conflict resolution. [source] What Happens to the State in Conflict?: Political Analysis as a Tool for Planning Humanitarian AssistanceDISASTERS, Issue 4 2000Lionel Cliffe It is now part of received wisdom that humanitarian assistance in conflict and post-conflict situations may be ineffective or even counterproductive in the absence of an informed understanding of the broader political context in which so-called ,complex political emergencies' (CPEs) occur. Though recognising that specific cases have to be understood in their own terms, this article offers a framework for incorporating political analysis in policy design. It is based on a programme of research on a number of countries in Africa and Asia over the last four years. It argues that the starting-point should be an analysis of crises of authority within contemporary nation-states which convert conflict (a feature of all political systems) into violent conflict; of how such conflict may in turn generate more problems for, or even destroy, the state; of the deep-rooted political, institutional and developmental legacies of political violence; and of the difficulties that complicate the restoration of legitimate and effective systems of governance after the ,termination' of conflict. It then lists a series of questions which such an analysis would need to ask , less in order to provide a comprehensive check-list than to uncover underlying political processes and links. [source] Truth-Seeking, Truth-Telling, and Postconflict Peacebuilding: Curb the Enthusiasm?,INTERNATIONAL STUDIES REVIEW, Issue 3 2004David Mendeloff This essay evaluates popular and scholarly claims about the peace-promoting benefits of formal truth-telling and truth-seeking mechanisms in the aftermath of civil wars. Its purpose is twofold. First, it synthesizes and clearly articulates in one place the full range of claims about the relationship between truth-telling and peacebuilding. Second, it evaluates these claims by systematically examining the core factual and theoretical assumptions on which they are based. An argument is made that many such claims,and their core assumptions,are flawed or highly contentious as well as that truth-telling advocates claim far more about the power of truth-telling than logic or evidence dictates. This is not to say that truth-telling has no role to play in preventing the resumption of violent conflict in postwar societies, only that proponents likely overstate its importance. Before proclaiming the necessity of truth commissions or trials in the aftermath of violent conflict, we need to better understand how truth-telling prevents the recurrence of civil war, how important it is relative to other factors and other peacebuilding strategies, and when it is likely to prove helpful, harmful, or irrelevant. [source] Landmines and Local Community AdaptationJOURNAL OF CONTINGENCIES AND CRISIS MANAGEMENT, Issue 2 2002Aldo A. Benini Despite international mobilization for greater humanitarian mine action and despite considerable clearance achievements, the majority of mine-affected communities have not yet been involved in formal clearance activities. They adapt to the contamination largely by local means. The differing degree to which local adaptation is successful is now better understood as a result of the Global Landmine Survey, a multi-country survey project launched in the wake of the 1997 Ottawa treaty to ban anti-personnel mines. Socio-economic impact surveys have since been completed in several countries. In addition to landmines, the Global Landmine Survey records impacts also from unexploded ordnance (UXO). The ability to avoid mine incidents is used to measure adaptation success. We use a variant of Poisson regression models in order to identify community and contamination correlates of the number of recent landmine victims. We estimate separate models using data from the Yemen, Chad and Thailand surveys. We interpret them in a common framework that includes variables from three domains: Pressure on resources, intensity of past conflict and communities' institutional endowments. Statistically significant associations occur in all three domains and in all the three countries studied. Physical correlates are the most strongly associated, pointing to a lasting deadly legacy of violent conflict, but also significant learning effects over time are present. Despite different measurements of institutional endowments, in each country one factor signifying greater local development is correlated with reductions in victims, whereas factors commonly associated with the presence of government officials do not contribute to local capacity to diminish the landmine problem. Strong spatial effects are manifest in clusters of communities with recent victims. Two policy consequences emerge. Firstly, given humanitarian funding limits, trade-offs between clearing contaminated land and creating alternative employment away from that land need to be studied more deeply; the Global Landmine Survey will need to reach out to other bodies of knowledge in development. Secondly, communities with similar contamination types and levels often form local clusters that are smaller than the administrative districts of the government and encourage tailored planning approaches for mine action. These call for novel coalitions that bring advocacy and grassroots NGOs together with local governments, agricultural and forestry departments and professional mine clearance and awareness education agencies. This article demonstrates that such high levels were a recent phenomenon. Prior to 1900 rates of natural population increase were low to very low in most areas in Indonesia. This runs counter to expectations based on Hajnal's "Eastern marriage pattern," which could imply high growth levels in extended family areas, such as most Indonesian regions outside Java in the past. Usually, the low population growth rates in Southeast Asia are attributed to high mortality owing to high levels of violent conflict. It is argued that other factors contributing to such high levels of mortality should receive more attention. In this article it is also argued that low fertility rates, too, played a role in generating low rates of natural increase. Once violence is a foregone conclusion, will cooperative norms ever (re-)emerge beyond ethnic boundaries? We use an experiment that measures how fairly individuals in a postconflict setting treat their own ingroup in comparison to the outgroups,in this case, examining the behavior of 681 Muslims, Croats, and Serbs in postwar Bosnia-Herzegovina. To assess fairness, we use the dictator game wherein subjects decide how to allocate a sum of money between themselves and an anonymous counterpart of varying ethnicity. We find that the effects of ethnicity on decision making are captured by our experiments. Although results indicate preferential ingroup treatment, the incidence and magnitude of outgroup bias is much less than expected. We conclude that norms of fairness across ethnicity are remarkably strong in Bosnia, and we take this to be a positive sign for reconciliation after violent conflict. Recent ethnographies of witchcraft discourses in Africa have continued to associate them with the formation of small-scale groups, but evidence from Malawi shows how they enable subjects to imagine sociality on an indeterminate scale. The article deploys the concept of mediation to theorize how in this imagination witches mediate sociality as the unrecognized third parties who give rise to recognized social relationships of varying scale. The ethnography of witchcraft discourses in radio broadcasting and an impoverished peri-urban area demonstrates not only their relevance to apparently disparate contexts but also their potential to exceed the impact of the mass media. The case of a violent conflict involving Pentecostal Christians, South Asian entrepreneurs, Muslims, and members of a secret society provides an example of how arguments about witchcraft had a greater impact on the popular imagination than a mass-mediated report of the same conflict. Drawing on social movement theory, it hypothesises a process of ,legally implicated mobilisation' which takes account both of law's presence and its partial absence in ,legal grey zones' during violent conflict, and it suggests how law may impact upon key elements of the mobilisation process. [source] Making Sense of Violence in the "Badlands" of KenyaANTHROPOLOGY & HUMANISM, Issue 1 2009Bilinda Straight SUMMARY In this article, I situate violent conflict affecting pastoralists in northern Kenya in the context of media representations of violent incidents and the relationship that many Kenyans perceive between such incidents and election politics. I argue that media representations are implicated in cycles of violent conflict through erasure and misrecognition. Most crucially, media representations tend to focus on cultural stereotypes that tacitly legitimate ongoing violence by explaining it away as timeless and cultural. These unidimensional representations can distract from the culpability of political elites and from the role of economic and political disenfranchisement in sustaining violence. They can also mask the ways in which some elites benefit from the propagation of cultural stereotypes even while deliberately engaging in manipulation of ethnic fault lines. Finally, I argue that these already ubiquitous representations hinging on cultural stereotypes contribute to a global politics of marginalization, within which so-called indigenous violence is simultaneously politically expedient, routine, and forgettable. [source] Posttraumatic Symptoms, Functional Impairment, and Coping among Adolescents on Both Sides of the Israeli,Palestinian Conflict: A Cross-Cultural ApproachAPPLIED PSYCHOLOGY, Issue 4 2009Ruth Pat-Horenczyk This study assessed the effects of the ongoing violence on the mental health of Palestinian and Israeli youths. Parallel instruments were developed and adapted, as part of a collaborative project, in order to assess, in each society: (1) differential rates of exposure to the conflict, (2) the association between exposure and the severity of posttraumatic symptoms (PTS), and (3) the inter-relationships among PTS, functional impairment, somatic complaints, and coping strategies. Participants were 1,016 Israeli and 1,235 Palestinian adolescents. A self-report questionnaire assessed exposure. PTS was measured using the UCLA PTSD Reaction Index, functional impairment and somatic complaints were measured with the DISC, and coping strategies were assessed with Brief Cope. In both societies, greater exposure to conflict-related violence was associated with more PTS and more somatic complaints, with girls reporting more distress than boys. A total of 6.8 per cent of the Israeli students and 37.2 per cent of the Palestinian students met criteria for Post Traumatic Stress Disorder (PTSD). In both societies, but more pronounced in the Palestinian Authority, adolescents reported significant levels of functional impairment, mainly in the area of school functioning. Students with PTSD reported more somatic complaints as well as greater functional impairment. The results show the serious psychological impact of the ongoing violent conflict on Israeli and Palestinian students and point to the need to develop appropriate school-based interventions to address their mental health needs. Until now, migration and development have constituted separate policy fields. Differing policy approaches that hinder national coordination and international cooperation mark these fields. For migration authorities, the control of migration flows to the European Union and other OECD countries are a high priority issue, as is the integration of migrants into the labour market and wider society. On the other hand, development agencies may fear that the development policy objectives are jeopardized if migration is taken into consideration. Can long,term goals of global poverty reduction be achieved if short,term migration policy interests are to be met? Can partnership with developing countries be real if preventing further migration is the principal European migration policy goal? While there may be good reasons to keep some policies separate, conflicting policies are costly and counter,productive. Based on the finding that ethnic identities are more salient in the Nigerian sampled communities than in the Ghanaian ones, whereas national and occupational identities are more salient in Ghana than in Nigeria, the authors suggest that ethnic mobilisation is more likely to be successful in Nigeria than in Ghana. The authors argue that this finding could possibly explain why Nigeria has experienced more incidents of violent conflicts along ethnic lines than Ghana; although the causality is likely to go both ways. [source] Explaining Negotiation Outcomes: Process or Context?NEGOTIATION AND CONFLICT MANAGEMENT RESEARCH, Issue 3 2009Cynthia Irmer Abstract This study evaluates a set of hypotheses about the relative influence of negotiating processes and contexts on outcomes. The investigation proceeds in a sequence of steps. First, a number of process and outcome variables are coded from documented cases of 26 settled violent conflicts that have occurred since the end of World War II. These cases are used also to evaluate the impact of four contextual variables. High partial correlations indicate a strong relationship between process and outcome controlling for context. Second, a set of structured focused comparisons was conducted with four matched and mis-matched cases. By tracing the process in each of these cases through phases of the talks, we showed that there is a causal relationship between process and outcome. Third, a plausibility probe was designed to identify a mechanism responsible for the causal relationship. The probe discovered that the development of trust is a plausible explanation for the relationship between process and outcome. This mode of inquiry, referred to as ACE (association, causation, and explanation), is regarded as a model for research on negotiation and peace processes. [source] |
