Selected AbstractsVocational Education and Training and Human Capital Development: current practice and future optionsEUROPEAN JOURNAL OF EDUCATION, Issue 2 2010MANFRED WALLENBORN EU neighbouring countries (partner countries) have made considerable efforts to improve their vocational education and training (VET) systems, with different policies and strategies that take account of country-specific priorities in human capital development. This article addresses the donor community. It analyses the role of partner countries' VET in contributing to human capital development in order to benefit better from the globalised economy. The emerging debate on the role of VET in these countries and among donors is considered in terms of the functional dimensions of employability, productivity and sustainable growth, taking into account the economic, social and ecological dimension of growth and development. Not addressed is the systemic perspective on VET in terms of improving existing curricula, learning arrangements and textbooks. The article focuses, rather, on functional dimensions of VET that are relevant to achieve development goals and makes some recommendations for international cooperation. Given the complexity of multi-stakeholder-driven VET systems, cooperation needs to build on existing VET structures. Moreover, cooperation must contribute to an effective reform implementation. [source] Economic voting: The effect of political context, volatility and turnout on voters' assignment of responsibilityEUROPEAN JOURNAL OF POLITICAL RESEARCH, Issue 5 2004ÅSA BENGTSSON Voters' assignment of responsibility for the state of the national economy is assumed to vary according to the context of the election. Building on previous research, the importance of the political context , clarity of responsibility and availability of alternatives , is analysed. The study also breaks new ground by introducing two new contexts of importance: volatility, seen from a systemic perspective, and the trend in turnout. The contextual hypothesis is confirmed. The universal economic effect as such is very weak indeed. However, given a favourable political and institutional environment (clear responsibility structure and availability of alternatives), an economic effect appears. Tests including the new contexts created on the basis of behavioural patterns in the electorate (system volatility and turnout trend) identify elections where the economic effects are even stronger. [source] Factorial and Construct Validity of the Revised Short Form Integrative Psychotherapy Alliance Scales for Family, Couple, and Individual TherapyFAMILY PROCESS, Issue 3 2008WILLIAM M. PINSOF PH.D The Integrative Psychotherapy Alliance model brought an interpersonal and systemic perspective to bear on theory, research, and practice on the psychotherapeutic alliance. Questions have been raised about the independence of the theoretical factors in the model and their operationalization in the Individual, Couple, and Family Therapy Alliance Scales. This paper presents results of a confirmatory factor analysis of the scales that delineated at least three distinct interpersonal factors as well as shorter versions of the three scales to facilitate their use in research and practice. The paper also presents the results of a study testing each factor's association with client retention and progress over the first eight sessions in individual and couple therapy. At least two of the interpersonal factors were uniquely associated with progress in individual and couple functioning. Implications of the results for theory, research, practice, and training in individual, couple, and family therapy are elaborated. RESUMEN Validez de constructo y factorial de las versiones cortas revisadas de las escalas de alianza en psicoterapia integradora para la terapia familiar, de pareja e individual El modelo de alianza psicoterapéutica integradora aplicó una perspectiva sistémica e interpersonal en la teoría, la investigación y la práctica de la alianza psicoterapéutica. Se cuestionó la independencia de los factores teóricos en el modelo y su operacionalización en las escalas de alianza en terapia individual, de pareja y familiar. Este artículo presenta resultados de un análisis factorial confirmativo de las escalas que delinearon por lo menos tres factores interpersonales distintos, como también versiones más cortas de las tres escalas para facilitar su uso en la investigación y la práctica. El artículo también presenta los resultados de un estudio que analiza la asociación de cada factor con la fidelización de clientes y la evolución durante las primeras ocho sesiones en terapia individual y de pareja. Por lo menos dos de los factores interpersonales estuvieron asociados exclusivamente con la evolución en el funcionamiento individual y de pareja. Palabras clave: alianza, análisis factorial, validez de constructo, evolución/resultado, integración [source] Portugal as a Semi-peripheral Country in the Global Migration SystemINTERNATIONAL MIGRATION, Issue 3 2009Pedro Góis Although Portugal has traditionally produced many emigrants, the last 30 years have also shown increasing immigration. This increase in immigration has drawn attention away from the fact that significant emigration from Portugal continues. In this article, some of the main characteristics of migrations to and from Portugal are highlighted from a systemic perspective. The article shows that Portugal is both a receiving country and a sending country in the global migration system, and that it integrates several of the main migration systems at different levels. It is suggested that Portugal's participation in existing migration systems is best captured and explained by conceptualizing it as a semi-peripheral society, one that is part of a core region of the world system (the European Union) and displays a number of characteristics of both central and peripheral countries. The concept of semi-periphery enables one to recognize the existence of what could be termed a quasi or emergent migratory system: the Lusophone migration system, which one can conceive as communicating intensively with other macro migratory systems. Observing the country's migratory dynamics from the last two decades, and especially the migration flows that bond the Portuguese-speaking countries, one may view the Lusophone migration system as able to combine different levels of centers that (in some moments, and given certain conditions) could evolve into a bicephalous, or even tricephalous, center. These centers function as bonds among several other migration systems, and it is in the middle of this Lusophone migration system that the semi-peripheral role of Portugal becomes evident, as it can be core and periphery at the same time. [source] Root Causes of Peacelessness and Approaches to Peace in AfricaPEACE & CHANGE, Issue 2 2000Yash Tandon Conflicts are endemic in society, but what is their specific nature in Africa, and why do they deteriorate into such intense violence as negates humanity itself? This article looks at the "mainstream" theorythat attempts to explain this, taking as example the UN secretary-general's recent report on the subject. The report is both partial and ideological; it seeks to hide the systemic causes of poverty and conflict in Africa. The role of the peace activist is to understand conflict in Africa from a holistic and systemic perspective. He or she must work at various levels to alleviateconflict and prevent its degeneration into violence, based on the dual strategy of partially de-linking Africa from the global system and developing tolerance towards interethnic and political differences. This approach requires a new kind of moral and political culture, and new structures of political decision-making and accountability that are locally accountable and diversified. [source] |
