Enhancing technology development through integrated environmental analysis: Toward sustainable nonlethal military systems

Abstract New technologies are not only critical in supporting traditional industrial and military success but also play a pivotal role in advancing sustainability and sustainable development. With the current global economic challenges, resulting in tighter budgets and increased uncertainty, synergistic paradigms and tools that streamline the design and dissemination of key technologies are more important than ever. Accordingly, a proactive and holistic approach can facilitate efficient research, design, testing, evaluation, and fielding for novel and off-the-shelf products, thereby assisting developers, end users, and other diverse stakeholders in better understanding tradeoffs in the defense industry and beyond. By prioritizing mechanisms such as strategic life-cycle environmental assessments (LCEA); programmatic environment, safety, and occupational health evaluations (PESHE); health hazard assessments (HHA); and other innovative platforms and studies early within systems engineering, various nonlethal military technologies have been successfully developed and deployed. These efforts provide a framework for addressing complex environment, safety, and occupational health risks that affect personnel, infrastructure, property, socioeconomic, and natural/cultural resources. Moreover, integrated, comprehensive, multidisciplinary, and iterative analyses involving flexible groups of specialists/subject matter experts can be applied at various spatiotemporal scales in support of collaborations. Benefiting from mistakes: The impact of guided errors on learning, performance, and self-efficacy

We conducted an experiment using training in a software package for presentations. Ninety undergraduate students with no previous experience received either training that guided them to commit common errors or alternatively training that sought to prevent errors from occurring. From previous research and relevant theory, a typology for manipulating errors is presented. In addition, we offer and test a new way of using errors in training, based on guided errors. Before training, a subject matter expert identified common errors that occur when first learning the software package. Trainees in the guided-errors condition were then guided into and out of mistakes during training. Findings revealed superior performance (accuracy and speed) and self-efficacy associated with using guided errors during training. Study limitations and implications for research and practice are also discussed. [source]

Examining Contextual Effects in a Practice Analysis: An Application of Dual Scaling

Practice analyses are routinely used in support of the development of occupational and professional certification and licensure examinations. These analyses usually survey incumbents to obtain importance ratings of (1) specific tasks and (2) knowledge, skill, and ability (KSA) statements deemed by subject matter experts as essential to safe and effective practice. Several researchers have made important criticisms of traditional practice analysis procedures, particularly the lack of attention to contextual constructs and the resulting problematic interpretation of mean importance ratings. The present study provides a framework for assessing the impact of context in practice analysis studies. It focuses on a practice analysis of a health profession that sought to enhance the meaning of incumbents' importance ratings by embedding the statements in the context of patient acuities. Results indicate that incumbents' importance ratings varied as a function of patient acuity. Dual scaling analysis was used to obtain a multidimensional visual representation of the associations between importance ratings and contextual content. The implications of the contextual component of the study design for future practice analysis studies are discussed as well as possible applications of this approach to professions in education. Development and initial validation of an instrument for human capital planning

This article reports on development and validation of an instrument for use in human capital approaches for organizational planning. The article describes use of a team of subject matter experts in developing a measure of human capital planning, and use of exploratory factor analysis techniques to validate the resulting instrument. These data were obtained from a national survey of 494 human resource management and human resource development respondents. The article presents an instrument for assistance with human capital planning as a strategic human resource management tool and further reports on the initial validity and reliability measures resulting from the analysis. In addition, the usefulness of this instrument for human resource management and human resource development professionals is explored. [source]


Judges' Use of Examinee Performance Data in an Angoff Standard-Setting Exercise for a Medical Licensing Examination: An Experimental Study

Although the Angoff procedure is among the most widely used standard setting procedures for tests comprising multiple-choice items, research has shown that subject matter experts have considerable difficulty accurately making the required judgments in the absence of examinee performance data. Some authors have viewed the need to provide performance data as a fatal flaw for the procedure; others have considered it appropriate for experts to integrate performance data into their judgments but have been concerned that experts may rely too heavily on the data. There have, however, been relatively few studies examining how experts use the data. This article reports on two studies that examine how experts modify their judgments after reviewing data. In both studies, data for some items were accurate and data for other items had been manipulated. Judges in both studies substantially modified their judgments whether the data were accurate or not. Issues in Growing a Family Business: A Strategic Human Resource Model

The conceptual literature on family businesses suggests that family businesses have difficulty managing their human resources, especially when it concerns a family member or the transition from the founder to the successor. The authors empirically examined the assumptions raised in the conceptual literature regarding whether family businesses were experiencing human resource problems in growing their business and what factors enabled or constrained the ability of their businesses to grow. The authors used in-depth interviewing to collect data in order to emphasize the depth of the issue. Using content analysis with subject matter experts coding the data, the authors sought to mine the richness of data. Finally, the authors analyzed the data using Elliot Jaques' Stratified Systems Theory as a model to examine the strategic human resource issues and to draw some tentative conclusions. [source]
