Beyond control: wider implications for the management of biological invasions

Summary 1Government departments, environmental managers and conservationists are all facing escalating pressure to address and resolve a diversity of invasive alien species (IAS) problems. Yet much research to date is primarily concerned with quantifying the scale of the problem rather than delivering robust solutions and has not adequately addressed all stages of the invasion process, and only a few studies embrace the ecosystem approach. 2Three successive steps, prevention, eradication and control, form the cornerstones of recommended best practices aimed at managing IAS. The goal of such actions is the restoration of ecosystems to preserve or re-establish native biodiversity and functions. 3Prevention is widely promoted as being a more environmentally desirable strategy than actions undertaken after IAS establishment, yet is hindered by the difficulty in separating invasive from non-invasive alien species. Furthermore, the high number of candidate IAS, the investment required in taxonomic support and inspection capacity, and the expense of individual risk assessments may act against the net benefits of prevention. More rewarding avenues may be found by pursuing neural networks to predict the potential composition of pest assemblages in different regions and/or model introduction pathways to identify likely invasion hubs. 4Rapid response should be consequent on early detection but, when IAS are rare, detection rates are compromised by low occurrence and limited power to discern significant changes in abundance. Power could be increased by developing composite indicators that track trends in a suite of IAS with similar life histories, shared pathways and/or habitat preferences. 5The assessment of management options will benefit from an ecosystem perspective that considers the manipulation of native competitors, consumers and mutualists, and reviews existing management practices as well as mitigates other environmental pressures. The ease with which an IAS can be targeted should not only address the direct management effects on population dynamics but also indirect effects on community diversity and structure. Where the goal is to safeguard native biodiversity, such activities should take into account the need to re-establish native species and/or restore ecosystem function in the previously affected area. 6Synthesis and applications. A comprehensive approach to IAS management should include consideration of the: (i) expected impacts; (ii) technical options available; (iii) ease with which the species can be targeted; (iv) risks associated with management; (v) likelihood of success; and (vi) extent of public concern and stakeholder interest. For each of these issues, in addition to targeting an individual species, the management of biological invasions must also incorporate an appreciation of other environmental pressures, the importance of landscape structure, and the role of existing management activities and restoration efforts. Achieving Integrative, Collaborative Ecosystem Management

beneficios sociales y ecológicos; gestión; participación pública; toma de decisiones cooperativa Abstract:,Although numerous principles have been identified as being important for successfully integrating social and ecological factors in collaborative management, few authors have illustrated how these principles are used and why they are effective. On the basis of a review of the ecosystem management and collaboration literature, we identified eight factors important for integrative, collaborative ecosystem management,integrated and balanced goals, inclusive public involvement, stakeholder influence, consensus group approach, collaborative stewardship, monitoring and adaptive management, multidisciplinary data, and economic incentives. We examined four cases of successful ecosystem management to illustrate how the factors were incorporated and discuss the role they played in each case's success. The cases illustrate that balancing social and ecosystem sustainability goals is possible. Collaborative efforts resulted in part from factors aimed at making plans economically feasible and from meaningful stakeholder participation in ongoing management. It also required participation in monitoring programs to ensure stakeholder interests were protected and management efforts were focused on agreed-upon goals. Data collection efforts were not all-inclusive and systematic; rather, they addressed the ecological, economic, and social aspects of key issues as they emerged over time. Economic considerations appear to be broader than simply providing economic incentives; stakeholders seem willing to trade some economic value for recreational or environmental benefits. The cases demonstrate that it is not idealistic to believe integrative, collaborative ecosystem management is possible in field applications. Resumen:,Aunque numerosos principios han sido identificados como importantes para la integración exitosa de factores sociales y ecológicos en la gestión cooperativa, pocos autores han ilustrado como son utilizados estos principios y porque son efectivos. Con base en una revisión de la literatura sobre gestión de ecosistemas y colaboración, identificamos cinco factores,metas integradas y balanceadas, inclusive participación pública, influencia de grupos de interés, estrategia de consenso en el grupo, gestión cooperativa, gestión adaptativa y monitoreo, datos multidisciplinarios e incentivos económicos,que son importantes para la gestión integradora y cooperativa de ecosistemas. Examinamos cuatro casos de gestión exitosa de ecosistemas para ilustrar como fueron incorporados los factores y discutimos el papel que jugaron en el éxito de cada caso. Los casos ilustran que el balance de metas de sustentabilidad social y ecológica es posible. En parte, los esfuerzos cooperativos resultaron de factores orientados a hacer que los planes fueran económicamente viables y de la participación significativa de grupos de interés en la gestión en curso. También se requirió la participación en programas de monitoreo para asegurar que los intereses de los grupos fueran protegidos y los esfuerzos de gestión se enfocaran en las metas acordadas. No todos los esfuerzos de recolecta de datos fueron incluyentes y sistemáticos, más bien, eran dirigidos a los aspectos ecológicos, económicos y sociales de temas clave a medida que emergían. Global Stakeholders: corporate accountability and investor engagement

In this age of transnational capitalism most victims of corporate malpractice have no means to hold the wrongdoers to account , especially those whose lives are blighted day-in, day-out by the "normal" operations of companies within the letter of the law. This paper argues that corporate social and environmental abuses are rooted in a lack of accountability of corporations to their stakeholders. It explores how governance mechanisms such as corporate engagement by "socially responsible" investors could enhance stakeholder accountability. It identifies and contrasts two paradigms in socially responsible investment engagement, and relates them to voluntary and regulatory responses to corporate abuses. It concludes that the development of standards for stakeholder-oriented engagement and governance could help stimulate effective regulatory measures to protect stakeholder interests. [source]


Conceptualizing desertification in Southern Europe: stakeholder interpretations and multiple policy agendas

Abstract This paper explores the link between agricultural, environmental and structural policies and desertification in Southern Europe. The focus is on the way policy goals evolve in the implementation process and become translated into actions at the operative level. The results derive from policy stakeholder interviews from four research areas situated in Greece, Italy, Portugal and Spain. The significance of policies as drivers of desertification varies between the case study areas, and harmful land management practices often result from power imbalances between interest groups involved in land-use planning and policy implementation rather than from flaws in the policies themselves. The vagueness of the definition of what ,desertification' constitutes allows for different interpretations of its nature, significance and the consequent weight it is given in land management decision-making, thus lending itself to be both misinterpreted and misappropriated by different stakeholder interests. The paper discusses the interplay between five different discourses of desertification and four distinct agendas of policy implementation and land use. The agendas either enhance or mitigate desertification and represent the interests of actors who have acquired a powerful position in the network of stakeholders, often relying on, and simultaneously maintaining, discourses and structures that lend them first right to decision-making over the natural resources of the locality. Politics, industry and the regulation of industrial greenhouse-gas emissions in the UK and Germany

This paper assesses the impact of ,new' environmental policy instruments (NEPIs), such as eco-taxes, tradable permits and environmental agreements, on the politics of regulating industrial greenhouse-gas emissions. Intense academic debate surrounds the extent to which environmental policy is driven by the public interest, public choices between actor and stakeholder interests, or embedded institutional traditions. However, the effects on environmental politics of the recent shift from direct regulation to NEPIs remain seriously under-researched. Surveys and interviews with industry and policy-makers on the implementation of United Kingdom and German climate policy indicate that, although economic pressures do influence the design of policy instruments, public choice is far from dominant; nor are industry reactions to particular NEPIs uniform between countries. This suggests that national institutional traditions are far more influential in informing policy choices and industry reactions to policy innovations than is often acknowledged. Corporate Governance and Financial Constraints on Strategic Turnarounds*

abstract The paper extends the Robbins and Pearce (1992) two-stage turnaround response model to include governance factors. In addition to retrenchment and recovery, the paper proposes the addition of a realignment stage, referring specifically to the realignment of expectations of principal and agent groups. The realignment stage imposes a threshold that must be crossed before the retrenchment and hence recovery stage can be entered. Crossing this threshold is problematic to the extent that the interests of governance-stakeholder groups diverge in a crisis situation. The severity of the crisis impacts on the bases of strategy contingent asset valuation leading to the fragmentation of stakeholder interests. In some cases the consequence may be that management are prevented from carrying out turnarounds by governance constraints. The paper uses a case study to illustrate these dynamics, and like the Robbins and Pearce study, it focuses on the textile industry. A longitudinal approach is used to show the impact of the removal of governance constraints. The empirical evidence suggests that such financial constraints become less serious to the extent that there is a functioning market for corporate control. Building on governance research and turnaround literature, the paper also outlines the general case necessary and sufficient conditions for successful turnarounds. [source]


Multi-attribute value theory as a framework for conflict resolution in river rehabilitation

Abstract Decision making in environmental projects is usually complex because of heterogeneous stakeholder interests, multiple objectives, long planning and implementation processes, and uncertain outcomes. Conflicting stakeholder interests in particular are often an important impediment to the realization and success of projects. Multiple criteria decision analysis (MCDA) methods are potentially useful for facilitating conflict resolution among stakeholder groups. However, some studies that have applied MCDA methods indicate that users are often skeptical about the value of MCDA methods and prefer the freedom of unaided decision making. We examine whether and how multi-attribute value theory (MAVT), a particular kind of MCDA, facilitates conflict resolution in environmental projects. Therefore, the MAVT method is applied to a specific river rehabilitation project in Switzerland (Thur River). The main questions are: (1) Can the MAVT method predict the final preferences of stakeholders and therefore anticipate conflicts at an early stage? (2) Do stakeholders reconsider and change their preferences after using the MAVT method? (3) If they do, does this result in more consensus-oriented decisions? We find that the principal advantage of the method in our case was not the prediction of stakeholders' final preferences, but rather the methods' ability to facilitate more consensus-oriented decisions. The paper discusses possible reasons for this finding and concludes with recommendations for future applications of the MAVT method in environmental decision making. Understanding the changing role of public sector performance measurement in less developed countries

Abstract This article develops a framework for understanding changes in the demand for and supply of performance information in public sector organizations in less developed countries (LDCs). New Institutional Sociology (NIS) is used to argue that pressures from specific stakeholders stimulate organizations to produce particular performance information. The article distinguishes three groups of stakeholders (i.e. funding bodies, statutory boards and purchasers), and elaborates on the performance dimensions these stakeholders are interested in. The group of funding bodies, with their interest in financial performance information, used to be the most important group of stakeholders. However, statutory boards and purchasers are gaining importance as a result of recent public sector reforms, which include decentralization, marketization and the implementation of anti-corruption programs. As a consequence of pressures coming from these stakeholders, new performance dimensions, such as the quality and quantity of services and the political governance structure, will be added to organizations' performance measurement (PM) systems. Whether these and other,often more traditional financial,performance dimensions will be balanced and integrated throughout organizations depends on the power positions of the various stakeholders. The arguments presented in this article intend to stimulate public sector organizations in LDCs to design and redesign PM systems as a response to changing stakeholder interests. Stakeholder governance of organ transplantation: A desirable model for inducing evidence-based medicine?

Abstract Medical governance should secure and apply appropriate expertise, accommodate stakeholder interests, and promote social values. The most common form of governance, public (agency) rulemaking by government agencies, usually involves supplementing in-house expertise through advisory committees. An alternative, private (stakeholder) rulemaking, involves delegating the authority for developing rules directly to stakeholders, who often command relevant expertise, including that arising out of tacit knowledge. The possible advantages and disadvantages of agency and stakeholder rulemaking in medical governance can be assessed both from what we know about these forms in general and from experience with a prominent example of stakeholder rulemaking; that is, governance of the US organ transplantation system. It appears that this governance has been exceptionally successful in promoting evidence-based medicine. The stakeholder role in the governance of transplantation could be replicated in other areas by creating meaningful stakes to engage stakeholders and by increasing isolation from legislative politics through an independent funding source and circumscribed oversight. Evaluation of the AHRQ Patient Safety Initiative: Framework and Approach

Objective. Describe the evaluation performed of the patient safety initiative operated by the Agency for Healthcare Research and Quality (AHRQ). AHRQ Patient Safety Initiative. When patient safety became a national priority in 2000, Congress charged and funded AHRQ to improve health care safety. Over the next 6 years, AHRQ funded more than 300 research projects and other activities, addressing diverse patient safety issues and practices. The Patient Safety Evaluation. AHRQ contracted with RAND in 2002 to perform a 4-year evaluation of the initiative, which was completed in 2006. This formative evaluation used the CIPP program evaluation model, which emphasizes multiple stakeholders' interests (e.g., patients, providers, funded researchers). We monitored the progress of the patient safety initiative and provided AHRQ annual feedback that assessed each year's activities, identifying issues and offering suggestions for actions by AHRQ. Given the size and complexity of the initiative, the evaluation needed to examine key individual components and synthesize results across them, and it also had to be responsive to changes in the initiative over time. We used a conceptual framework to bring together the disparate pieces to synthesize overall findings. The remaining articles in this issue describe selected results from this evaluation. [source]


Graduate Students and Knowledge Exchange with Local Stakeholders: Possibilities and Preparation

ABSTRACT Tropical biologists are exploring ways to expand their role as researchers through knowledge exchange with local stakeholders. Graduate students are well positioned for this broader role, particularly when supported by graduate programs. We ask: (1) how can graduate students effectively engage in knowledge exchange during their research; and (2) how can university programs prepare young scientists to take on this partnership role? We present a conceptual framework with three levels at which graduate students can exchange knowledge with stakeholders (information sharing, skill building, and knowledge generation) and discuss limitations of each. Examples of these strategies included disseminating preliminary research results to southern African villages, building research skills of Brazilian undergraduate students through semester-long internships, and jointly developing and implementing a forest ecology research and training program with one community in the Amazon estuary. Students chose strategies based on stakeholders' interests, research goals, and a realistic evaluation of student capacity and skill set. As strategies became more complex, time invested, skills mobilized, and strength of relationships between students and stakeholders increased. Graduate programs can prepare students for knowledge exchange with partners by developing specialized skills training, nurturing external networks, offering funding, maximizing strengths of universities in developed and developing regions through partnership, and evaluating knowledge exchange experiences. While balancing the needs of academia with those of stakeholders is challenging, the benefits of enhancing local scientific capacity and generating more locally relevant research for improved conservation may be worth the risks associated with implementing this type of graduate training model.
