Strategies for Successful Marine Conservation: Integrating Socioeconomic, Political, and Scientific Factors

We reviewed characteristics and approaches that contribute to successful global marine conservation efforts. One successful characteristic emphasized in most case studies is the importance of incorporating stakeholders at all phases of the process. Clearly defined goals and objectives at all stages of the design process are important for improved communication and standardized expectations of stakeholder groups. The inclusion of available science to guide the size and design of marine protected areas and to guide clear monitoring strategies that assess success at scientific, social, and economic levels is also an important tool in the process. Common shortcomings in marine conservation planning strategies include government instability and resultant limitations to monitoring and enforcement, particularly in developing nations. Transferring knowledge to local community members has also presented challenges in areas where in situ training, local capacity, and existing infrastructure are sparse. Inaccessible, unavailable, or outdated science is often a limitation to conservation projects in developed and developing nations. To develop and maintain successful marine protected areas, it is necessary to acknowledge that each case is unique, to apply tools and lessons learned from other marine protected areas, and to maintain flexibility to adjust to the individual circumstances of the case at hand. Revisamos las características y enfoques que contribuyen a los esfuerzos exitosos de conservación marina global. La importancia de incorporar a los actores en todas las fases del proceso es una característica exitosa enfatizada en la mayoría de los estudios de caso. Es importante que haya metas y objetivos claramente definidos para todas las etapas del proceso de diseño para mejorar la comunicación y estandarizar las expectativas de los grupos interesados. Critical success factors for corporate social responsibility: a public sector perspective

Abstract Managers in the public sector consider corporate social responsibility (CSR) as strategically important for their organizations. A positive correlation between CSR and financial performance is well established in the literature. However, little research has been done to understand which factors lead to the positive correlation between CSR and business performance. This study aims to empirically analyze critical success factors (CSFs) for CSR in the Indian public sector. It seeks to evaluate the factors that make CSR successful. The research results show that ability to integrate CSR with other functional strategies is the most critical success factor for CSR. Other critical success factors are ability to manage stakeholder groups, ability to evaluate benefits of CSR and top management support. Drug education: myth and reality

Abstract Recently there has been an increase in Australian public funds for drug education. The accompanying rhetoric asserts that it is to enable abstinence among young people. This contradicts some State Government education guidelines endorsing harm minimization. A literature search of the key electronic databases, drug agency libraries, the Internet and reference lists identified evaluation research in school-based drug education. There is little evidence to support the new public rhetoric. The predictors of adolescent drug use are social and personal; schools can have little effect on these. Four models of drug education are described. Schools, however, mix-and-match activities from different models, and exposure is too slight for major effects on behaviours. Although methodological difficulties affect findings, none of the drug education models show consistent behavioural effects over time. There is a mismatch between the new public rhetoric and the evaluation research literature. Reasons for this are explored, including that there are two stakeholder groups, one with exaggerated ideological anti-drug messages and the other with more realistic perspectives about what schools can reasonably achieve. The paradox is that the rhetoric is needed for continued funding, yet this same rhetoric sets up criteria which doom drug education to failure. [source]

Assessment Validation in the Context of High-Stakes Assessment

Including the perspectives of stakeholder groups (e.g., teachers, parents) can improve the validity of high-stakes assessment interpretations and uses. How stakeholder groups view high-stakes assessments and their uses may differ significantly from state-level policy officials. The views of these stakeholders can contribute to identifying the strengths and weaknesses of the intended assessment interpretations and uses. This article proposes a process approach to validity that addresses assessment validation in the context of high-stakes assessment. The process approach includes a test evaluator or validator who considers the perspectives of five stakeholder groups at four different stages of assessment maturity in relationship to six aspects of construct validity. The tasks of the test evaluator and how stakeholders' views might be incorporated are illustrated at each stage of assessment maturity. How the test evaluator might make judgments about the merit of high-stakes assessment interpretations and uses is discussed. [source]


Participation of experts and non-experts in a sustainability assessment of mobility

Abstract The complexity, ambiguity and subjectivity that surround persistent problems of unsustainability, such as mobility, highlight the importance of stakeholder engagement in both knowledge production and policy development. This paper reports on research within the EU-funded MATISSE project to develop tools and methods for Integrated Sustainability Assessment (ISA), a novel interdisciplinary and participatory approach to sustainability strategy development. Two different methods , expert focus groups and citizen deliberative workshops , were employed to elicit knowledge and preferences of European stakeholders in respect of sustainable mobility. Findings from these exercises indicate areas of both convergence and divergence in the visions of sustainable mobility futures depicted by different stakeholder groups. Stakeholders agreed on the need to address problems of unsustainability in the transport sector, and identified broadly similar environmental, social and economic criteria for sustainable transport. Amenity of transport was more important for citizens, while experts focussed on pragmatic and technological issues. Both groups favoured modal shift and novel technologies, and citizens also supported demand reduction measures and choices; however, a range of barriers to achieving sustainable mobility was also identified by participants. Stakeholder feedback suggests the process was valuable and acted as a forum for social learning and the co-production of knowledge by citizens and experts, while at the same time empowering these groups to participate in an important social issue such as transport. Communities in Catchments: Implications for Natural Resource Management

Abstract Economic and social considerations in natural resource management include the need for community participation and a greater appreciation of social and economic processes in understanding environmental problems. It is anticipated that new frameworks will guide these inclusions and redirect planning and management activities to achieve environmental sustainability. This paper examines issues of participation and the nature of ,community' through an analysis of relevant natural resource management policy documents and a case study of a public drinking water supply catchment in Western Australia. The findings indicate that if NRM strategies are to be successful, then a much wider and more inclusive view of community is needed, one that fully captures the different stakeholder groups beyond farmers, such as town residents, indigenous people, and those involved in other land uses. We need strategies that can accommodate differences within and between communities. [source]


Patient and clinician collaboration in the design of a national randomized breast cancer trial

Abstract Objective, To show breast cancer patient involvement in the design of a national randomized trial of hormone replacement therapy (HRT) in symptomatic patients will increase accrual. Setting and participants, Three stakeholder groups [(1) researchers from the Lynda Jackson Macmillan Centre, (2) the Consumers' Advisory Group for Clinical Trials (CAG-CT), (3) clinicians responsible for a pilot randomized HRT study in breast cancer patients] developed this collaborative study. Methods, (1) Nine focus group discussions were conducted to identify issues relevant to breast cancer patients about HRT and a national trial: six involved women from breast cancer support groups nationwide and three patients who had previously participated in the pilot randomized HRT study. (2) Recommendations from the focus groups (analysed by Grounded Theory) were debated by the research stakeholders and focus group representatives at a 1-day meeting and consensus reached (using a voting system) on mutual priorities for incorporation into the design of a national HRT trial. (3) Representatives from the CAG-CT and focus groups participated in subsequent national HRT steering committee meetings to ensure that these priorities were accounted for and the resulting trial design summary was circulated to the CAG-CT and all focus group representatives for comment. Results, Focus groups demonstrated that the complexity of factors relating to trial participation was not just restricted to the research topic in question. Patient,clinician interaction provided a platform for negotiating potential conflicts over trial design and outcomes. Patient feedback suggested that mutually agreed priorities were accounted for in the trial design. Interpretation, Clinical research planning should involve all research stakeholders at the outset. Quantifying the impact of patient involvement in terms of trial accrual may be too simple given the complexity of their motivations for participating in trials. [source]


Corruption in Africa , Part 1

As Africans struggled against colonial exploitation, there was near universal agreement among the freedom fighters and other nationalists that one of the most important determinants of poverty in the colonies was the control of the instruments of economic and political governance by foreign interlopers, all of whose objectives were in conflict with those of the Africans. Colonial institutional arrangements were primarily instruments for the exploitation of Africans and their resources. Europeans came to Africa to maximize metropolitan objectives and hence, established within each colony, institutional arrangements that enhanced their ability to exploit Africans and their resources for the benefit of the metropolitan economies. With their comparative advantage in the employment of military and police force, the Europeans were able to impose on the African colonies laws and institutions that enhanced their objectives but significantly impoverished Africans. Hence, independence was considered critical not only to the elimination of the psychological effects of foreign occupation but also to the empowerment of Africans and the enhancement of their ability to take full control of their governance systems. First, independence was expected to expel the European interlopers from the continent and allow the in-coming African leaders to rid their societies of the exploitative, despotic and non-democratic institutions that had been brought to the colonies by the Europeans. In the post-independence period, Africans were expected to have full control of their own destiny, allocate their own resources, and generally take responsibility for the design and implementation of policies affecting their own welfare. Second, the new leaders were then expected to engage all relevant stakeholder groups in each country in democratic constitution making to develop and adopt locally focused, participatory, inclusive and politically and economically relevant institutional arrangements. Finally, Africa's post-independence leaders were expected to use public policy as an instrument for the effective eradication of mass poverty and deprivation. [source]


Value priorities of human resource development professionals

This descriptive exploratory study sought to assess the values priorities of individuals and groups across various HRD occupational specialties. Findings showed that, in general, respondents felt the most important guides to the practice of HRD should be those emphasizing performance-related outcomes. However, results also showed meaningful variation in top-priority values across individuals and significant differences in the comparative importance of six values across education level, degree of involvement in organizational practice, nationality, and occupational and stakeholder groups. Findings suggested that HRD professionals operate from a structured set of values and that the relative importance of those values may vary according to the settings and challenges faced in practice. Partnership structures and agendas and managers' assessments of stakeholder outcomes

ABSTRACT The theory of workplace partnership suggests that partnership structures combining strategic and operational arrangements and addressing substantively significant agendas of broad scope should lead to positive outcomes for the main stakeholder groups: employers, employees and unions. Data from a survey of managers involved in all known partnerships in unionised companies in the Republic of Ireland in 2000 are used to distinguish ,integrated business partnerships', where such structures and agendas prevail, and ,exploratory partnerships' characterised by operational or strategic structures only and relatively sparse or narrow agendas. Managers involved in integrated business partnerships are shown to assess more positively a range of current and expected outcomes of significance for each stakeholder group. However, managers' assessments and expectations also point towards a bias in favour of employer interests in the outcomes of integrated business partnerships. The theoretical and policy implications of the results are considered. [source]


Evaluating e-government: learning from the experiences of two UK local authorities

Abstract. Part of the remit of public sector management includes planning and reflecting on capital expenditure on new technology. With this in mind, the role that information systems play in supporting improvements in e-government service delivery to stakeholder groups continues to attract much attention. The authors of this paper seek to define the scope and role that information systems evaluation plays within the public sector. In particular, the authors assess whether public sector organizations might benefit from the use of established ex-ante evaluation techniques, when applied to analyse the impact of e-government information systems. Following a comprehensive review of the normative literature, an initial conceptual framework for public sector information systems evaluation is proposed, which is then empirically explored within two local government authorities. The conceptual framework is then revised by using the structured case approach, which is dependent on an iterative research cycle where triangulated data are elicited. This then supports the emergence of new concepts during each research cycle that leads to the view that information systems evaluation in the public sector is a process of experiential and subjective judgement, which is grounded in opinion and world views. This leads the authors to challenge the appropriateness of traditional modes of investment appraisal when applied in the public sector. The finalized framework embraces investment decisions, evaluation methods, culture and structure, as well as post hoc evaluation. It emphasizes the importance of situated, interpretive user assessments in evaluating e-government investments. [source]


Reconciling user and project manager perceptions of IT project risk: a Delphi study,

Abstract. In an increasingly dynamic business environment characterized by fast cycle times, shifting markets and unstable technology, a business organization's survival hinges on its ability to align IT capabilities with business goals. To facilitate the successful introduction of new IT applications, issues of project risk must be addressed, and the expectations of multiple stakeholders must be managed appropriately. To the extent that users and developers may harbour different perceptions regarding project risk, areas of conflict may arise. By understanding the differences in how users and project managers perceive the risks, insights can be gained that may help to ensure the successful delivery of systems. Prior research has focused on the project manager's perspective of IT project risk. This paper explores the issue of IT project risk from the user perspective and compares it with risk perceptions of project managers. A Delphi study reveals that these two stakeholder groups have different perceptions of risk factors. Through comparison with a previous study on project manager risk perceptions, zones of concordance and discordance that must be reconciled are identified. [source]


Application of multicriteria decision analysis in environmental decision making

Abstract Decision making in environmental projects can be complex and seemingly intractable, principally because of the inherent trade-offs between sociopolitical, environmental, ecological, and economic factors. The selection of appropriate remedial and abatement strategies for contaminated sites, land use planning, and regulatory processes often involves multiple additional criteria such as the distribution of costs and benefits, environmental impacts for different populations, safety, ecological risk, or human values. Some of these criteria cannot be easily condensed into a monetary value, partly because environmental concerns often involve ethical and moral principles that may not be related to any economic use or value. Furthermore, even if it were possible to aggregate multiple criteria rankings into a common unit, this approach would not always be desirable because the ability to track conflicting stakeholder preferences may be lost in the process. Consequently, selecting from among many different alternatives often involves making trade-offs that fail to satisfy 1 or more stakeholder groups. Nevertheless, considerable research in the area of multicriteria decision analysis (MCDA) has made available practical methods for applying scientific decision theoretical approaches to complex multicriteria problems. This paper presents a review of the available literature and provides recommendations for applying MCDA techniques in environmental projects. A generalized framework for decision analysis is proposed to highlight the fundamental ingredients for more structured and tractable environmental decision making. [source]

Conversations in conservation: revealing and dealing with language differences in environmental conflicts

Summary 1Applied ecology aims to translate research into policy recommendations. However, conflicts frequently develop if these recommendations propose a contentious course of action. A first step towards addressing such conflicts is to attempt to understand the values underpinning stakeholder viewpoints. 2We develop a computer-aided Content Analysis to analyse the language surrounding environmental conflicts for insights into stakeholder values. Using the conflict arising over proposals to cull hedgehogs Erinaceus europaeus on several Scottish islands, we show how different stakeholder groups frame the problem in different ways. 3Stakeholder groups supporting different courses of action (culling vs. translocating hedgehogs) use different arguments, the former emphasizing conservation and biodiversity, the latter focusing on animal welfare. Our method results in a graphical representation of this failure to agree on a common way to frame the issue. 4Including texts obtained from media sources illustrates how the media can exacerbate environmental conflicts through the issues they emphasize and the vocabulary they use. 5Synthesis and applications. Our method provides a simple means to quantify levels of stakeholder disagreement concerning potentially contentious environmental issues. Our results provide a starting point for the development of a quantitative, graphical tool for managers, where repeated analysis will aid in monitoring and managing conflicts. In addition, we provide a clear example of the role of societal attitudes influencing the effective implementation of ecological advice, which should encourage ecologists to become more aware of the social environment into which policy recommendations are to be launched and to ensure that their advice does not ignore important stakeholder values. The role of specialist and general nurses working with people with multiple sclerosis

Aim., To describe the perceived role of nurses and other carers of people with multiple sclerosis from the perspective of different stakeholders (people with multiple sclerosis, non-specialist nurses, specialist nurses and other health care professionals). Background., Multiple sclerosis is one of the commonest causes of disability in young adults. People with multiple sclerosis require supportive care during the disease trajectory. The role of different health and social care providers has not been reported previously. Design., Survey. Method., Questionnaire data collected in 2002 during the first phase of scale development (health professionals n = 459; people with multiple sclerosis n = 65; total response rate 59·4%). The data were reanalysed to compare responses across sample groups. Results., There was consensus that neurologists and specialist nurses were the most appropriate professionals in the provision of specialist care with specialist nurses also being identified as key providers of emotional support. However, there were also significant differences in nominations reflecting the different perspectives of the stakeholder groups and a self-report bias. Each stakeholder group frequently emphasised their own perceived contribution to care. The different perspective of people with multiple sclerosis was also noteworthy with their greater emphasis on social care and lay support. Conclusions., The findings indicate a dissonance in the views of different stakeholders within the care system. The division of labour associated with nursing care requires further exploration. The contrasting paradigms of health care professionals and people with multiple sclerosis regarding models of disability were highlighted. Relevance to clinical practice., Multiple sclerosis, like other chronic illnesses, requires substantial nursing care. There is a growing number of specialist nurses in the workforce, however, little is known how their role interfaces with other nurses. [source]


Developing interdisciplinary maternity services policy in Canada.

Evaluation of a consensus workshop
Abstract Context, Four maternity/obstetrical care organizations, representing women, midwives, obstetricians and family doctors conducted interdisciplinary policy research under auspices of four key stakeholder groups. These projects teams and key stakeholders subsequently collaborated to develop consensus on strategies for improved maternity services in Ontario. Objectives, The objective of this study is to evaluate a 2-day research synthesis and consensus building conference to answer policy questions in relation to new models of interdisciplinary maternity care organizations in different settings in Ontario. Methods, The evaluation consisted of a scan of individual project activities and findings as were presented to an invited audience of key stakeholders at the consensus conference. This involved: participant observation with key informant consultation; a survey of attendees; pattern processing and sense making of project materials, consensus statements derived at the conference in the light of participant observation and survey material as pertaining to a complex system. The development of a systems framework for maternity care policy in Ontario was based on secondary analysis of the material. Findings, Conference participants were united on the importance of investment in maternity care for Ontario and the impending workforce crisis if adaptation of the workforce did not take place. The conference participants proposed reforming the current system that was seen as too rigid and inflexible in relation to the constraints of legislation, provider scope of practice and remuneration issues. However, not one model of interdisciplinary maternity/obstetrical care was endorsed. Consistency and coherence of models (rather than central standardization) through self-organization based on local needs was strongly endorsed. An understanding of primary maternity care models as subsystems of networked providers in complex health organizations and a wider social system emerged. The patterns identified were incorporated into a complexity framework to assist sense making to inform policy. Discussion, Coherence around core values, holism and synthesis with responsiveness to local needs and key stakeholders were themes that emerged consistent with complex adaptive systems principles. Respecting historical provider relationships and local history provided a background for change recognizing that systems evolve in part from where they have been. The building of functioning relationships was central through education and improved communication with ongoing feedback loops (positive and negative). Information systems and a flexible improved central and local organization of maternity services was endorsed. Conclusions, This evaluation used an approach comprising scoping, pattern processing and sense making. While the projects produced considerable typical research evidence, the key policy questions could not be addressed by this alone, and a process of synthesis and consensus building with stakeholder engagement was applied. An adaptive system with local needs driving a relationship based network of interdisciplinary groupings or teams with both bottom up and central leadership. A complexity framework enhanced sense making for the system approaches and understandings that emerged. [source]

In the United States of America, where public reporting is most advanced, comparative performance information in the form of ,report cards', ,provider profiles' and ,consumer reports' has been published for over a decade. In Europe, Scotland has been at the forefront of releasing clinical performance data and has disseminated such information since 1994. This paper reviews the Scottish experience of public disclosure and distils the key lessons for other countries seeking to implement similar programmes. It is based on the findings of the first empirical evaluation of a national clinical reporting initiative outside the United States. The study examined the impact of publication of Scottish (CRAG) clinical outcome indicators on four key stakeholder groups: health care providers, regional government health care purchasers, general practitioners and consumer advocacy agencies. We conclude that those responsible for developing clinical reporting systems should not only pay close attention to developing technically valid and professionally credible data which are tailored to the information needs of different end users, but should also focus on developing a suitable incentive structure and organizational environment that fosters the constructive use of such information. The acceptability to stakeholders of mandatory nutritional labelling in France and the UK , findings from the PorGrow project

Abstract Background:, Implementing a European Union (EU)-wide mandatory nutrition labelling scheme has been advocated as part a multi-pronged strategy to tackle obesity. The type of scheme needs to be acceptable to all key stakeholders. This study explored stakeholders' viewpoints of labelling in two contrasting food cultures (France and the UK) to see whether attitudes were influenced by sectoral interests and/or national context. Methods:, Using Multi Criteria Mapping, a decision analysis tool that assesses stakeholder viewpoints, quantitative and qualitative data were gathered during tape-recorded interviews. In France and the UK, 21 comparable stakeholders appraised nutritional labelling with criteria of their own choosing (i.e. feasibility, societal benefits, social acceptability, efficacy in addressing obesity, additional health benefits) and three criteria relating to cost (to industry; public sector; individuals). When scoring, interviewees provided both optimistic (best case) and pessimistic (worst case) judgements. Results:, Overall, mandatory nutritional labelling was appraised least favourably in France. Labelling performed worse under optimistic (best case) scenarios in France, for five out of eight sets of criteria. French stakeholders viewed labelling as expensive, having fewer benefits to society and as being marginally less effective than UK stakeholders did. However, French interviewees thought implementing labelling was feasible and would provide additional health benefits. British and French stakeholders made similar quantitative judgements on how socially acceptable mandatory labelling would be. Conclusions:, There is agreement between some stakeholder groups in the two different countries, especially food chain operators. However, cultural differences emerged that could influence the impact of an EU-wide mandatory labelling scheme in both countries. [source]


Multi-attribute value theory as a framework for conflict resolution in river rehabilitation

Abstract Decision making in environmental projects is usually complex because of heterogeneous stakeholder interests, multiple objectives, long planning and implementation processes, and uncertain outcomes. Conflicting stakeholder interests in particular are often an important impediment to the realization and success of projects. Multiple criteria decision analysis (MCDA) methods are potentially useful for facilitating conflict resolution among stakeholder groups. However, some studies that have applied MCDA methods indicate that users are often skeptical about the value of MCDA methods and prefer the freedom of unaided decision making. We examine whether and how multi-attribute value theory (MAVT), a particular kind of MCDA, facilitates conflict resolution in environmental projects. Therefore, the MAVT method is applied to a specific river rehabilitation project in Switzerland (Thur River). The main questions are: (1) Can the MAVT method predict the final preferences of stakeholders and therefore anticipate conflicts at an early stage? (2) Do stakeholders reconsider and change their preferences after using the MAVT method? (3) If they do, does this result in more consensus-oriented decisions? We find that the principal advantage of the method in our case was not the prediction of stakeholders' final preferences, but rather the methods' ability to facilitate more consensus-oriented decisions. The paper discusses possible reasons for this finding and concludes with recommendations for future applications of the MAVT method in environmental decision making. ABSTRACT In April 2008, the Eunice Kennedy Shriver National Institute of Child Health and Human Development, the American College of Obstetricians and Gynecologists, and the Society for Maternal-Fetal Medicine partnered to sponsor a 2-day workshop to revisit nomenclature, interpretation, and research recommendations for intrapartum electronic fetal heart rate monitoring. Participants included obstetric experts and representatives from relevant stakeholder groups and organizations. This article provides a summary of the discussions at the workshop. This includes a discussion of terminology and nomenclature for the description of fetal heart tracings and uterine contractions for use in clinical practice and research. A three-tier system for fetal heart rate tracing interpretation is also described. Lastly, prioritized topics for future research are provided. [source]


The impact of downsizing on the corporate reputation for social performance

Abstract This paper investigates the impact of downsizing on a firm's reputation for corporate social performance (RCSP). Drawing on the downsizing, corporate reputation and social responsibility literatures, a number of hypotheses concerning the impact of downsizing, and particularly the types of downsizing, on a firm's reputation for corporate social performance are developed and empirically tested. The main findings of this study are that, while downsizing seems to have a negative impact on the firm's RCSP, when one takes into account the kind of managerial action that led to downsizing (layoffs and/or divestitures), this impact differs between the two stakeholder groups, industry executives and financial analysts, which were investigated. Evaluating enterprise resource planning (ERP) systems using an interpretive approach

Enterprise Resource Planning (ERP) systems may be defined as the implementation of standard software modules for core business processes, usually combined with customization for competitive differentiation. The aim is to provide breadth of integration and depth of functionality across multi-functional and often multi-national organizations. However, current research has shown that there has been a notable decrease in the satisfaction levels of ERP implementations over the period 1998,2000. The environment in which such software is selected, implemented andused may be viewed as a social activity system, which consists of a variety ofstakeholders e.g.users, developers, managers, suppliers and consultants. In such a context, an interpretive research approach is appropriate in order to understand the influences at work. This paper reports on an interpretive study that attempts to understand the reasons for this apparent lack ofsuccess by analyzing issues raised by representatives of key stakeholder groups. Conclusions are drawn on a wide range of organizational, management, cultural and political issues that provide guidance in managing such large-scale, complex business projects. Choice of stakeholder groups and members in multicriteria decision models

Abstract Simplistic economic objectives such as maximisation of producer profits are of little relevance in generating information to assist in the management of natural resources beyond the individual firm level. To provide data and information to support decision-making in natural resource management, it is necessary to take into account the views of various stakeholder groups and the multiple objectives of each group, through the use of some form of multicriteria analysis (MCA). Important decisions arise in the choice of stakeholder, since this will influence the management advice generated. Many groups and individuals can be affected by resource management decisions, but it would be impractical to attempt to identify the objectives and estimate their importance for each group. Also, questions arise concerning whether or not to include government agencies (which represent the broader community) and researchers as stakeholders. A further issue concerns choosing representative samples of stakeholder groups, from which to obtain preference data. Discussions with modellers and a reading of the literature would suggest that the choice of stakeholder groups and representatives is conducted haphazardly and is perhaps biased, and that a more systematic approach is needed. This article explores the above issues with reference to a number of multicriteria analyses, including local studies. [source]


Stakeholder Involvement in the Design of U.S. Voluntary Environmental Programs: Does Sponsorship Matter?

Voluntary environmental programs (VEPs) promise to provide firms and facilities additional flexibility in managing their environmental affairs while increasing internal efficiencies and improving their public image. Although stakeholder input is thought to improve program development, little is known about the extent that stakeholders are involved in the VEP design process. Based on a survey of 61 program managers, this research distinguishes between the intensity and diversity of stakeholder involvement and uses these two concepts to assess VEP development relative to government, industry, and third-party sponsorship. Even in the absence of a mandate, all three sponsors include a variety of stakeholders in program design. Although there is evidence that collaborative relationships are developing between sponsors and a range of stakeholder groups, variations in the intensity of involvement among sponsors suggest that some stakeholders may have disproportionate levels of influence in the design of VEPs. Prime Minister Yitzhak Rabin against the Settlers: A Stakeholder Analysis

This case study considers how a minority stakeholder group of Israeli settlers blocked Prime Minister Yitzhak Rabin's peace initiatives. Drawing on interviews with those who served in Rabin's administration and with the settlers' leaders, this article contends that the prime minister's use of adversarial public rhetoric against the settlers denied the legitimacy of an influential stakeholder group, triggering a backlash of intense militancy from the right-wing minority. This, coupled with Rabin's failure to deal with opposing coalitions, diminished his capacity to implement "land for peace" initiatives. The case illustrates a leader's failure to maintain adequate forms of engagement with key stakeholders. The accompanying analysis demonstrates that stakeholder theories, though incomplete in their existing forms, can still illuminate the high risk and ineffectiveness of denying the legitimacy of stakeholder groups and the strategic importance of maintaining channels of flexible negotiation and cooperation with seemingly marginal groups when high-stakes rivalries are likely to ensue. Taking (and Sharing Power): How Boards of Directors Can Bring About Greater Fairness for Dependent Stakeholders

ABSTRACT One of the ways in which scholars have sought to broaden the discussion of the social responsibilities of corporations and their managers is through the development of the stakeholder concept. The primacy of shareholder interests in corporate-governance processes and managerial action is, however, a myth that justifies all sorts of managerial self-interest seeking and exploitation of particular stakeholder groups. What makes this myth particularly problematic,from the standpoint of fairness and corporate governance,is that not all nonshareholder stakeholders are equally situated with regard to their ability to secure fair treatment. In this article, I explore the ethical dimensions of board responsibilities to dependent stakeholder groups by first describing the differences between shareholders and nonshareholder stakeholders with regard to risk, examining why dependent stakeholders (stakeholders with legitimate and urgent claims, but no power) are particularly important from the standpoint of stakeholder risk, and discussing how stakeholder consultation might provide a partial fix to such problems. I will conclude with proposals for how boards can more faithfully discharge their ethical responsibilities to dependent stakeholder groups, and in so doing facilitate stakeholder involvement in corporate governance in ways that promote fairness in organization,stakeholder relationships. Stakeholder Reporting: The Role of Intermediaries

ABSTRACT Corporate social responsibility encompasses a multiplicity of different concepts, such that its nature is confused, and it remains difficult to operationalize because opening dialogue with and responding to the various expectations of diverse stakeholders is beyond the capacity of many companies. This paper adapts Mayston's normative "information beneficiaries" framework and focuses on intermediaries who might potentially use published financial information to open a restricted form of dialogue with companies, which might benefit unsophisticated stakeholders. The paper examines the Mayston framework using interviews conducted in organizations that might act on behalf of three stakeholder groups associated with gas and electricity suppliers in the United Kingdom, these being: consumers, employees, and the environment. While a long chain of communication exists between utility company and stakeholder, and many organizations do not fulfill their full potential as information intermediaries, there is some evidence that Mayston's framework might well operate in practice.
