Telling More: Lies, Secrets, and History

This essay argues that secrets and lies are not forms of withholding information but forms by which information is valorized. Lies are constructed: what is to be lied about, what a lie is to consist of, how it is to be told, and whom it is to be told to, all reveal a social imaginary about who thinks what and what constitutes credibility. Secrets are negotiated: continual decisions about whom to tell, how much to tell, and whom not to tell describe social worlds, and the shape and weight of interactions therein. All of this makes lies and secrets extraordinarily rich historical sources. We might not see the truth distorted by a lie or the truth hidden by a secret, but we see the ideas andimaginings by which people disclose what should not be made public, and how they should carry out concealing one narrative with another. Such insights involve a step back from the project of social history, in which an inclusive social narrative is based on experience and individuals' ability to report it with some reliability, and suggests that historians need to look at social imaginings as ways to understand the ideas and concerns about which people lie and with which people construct new narratives that are not true. The study of secrets, however, links the study of social imaginings with the project of social history, as the valorization of information that results in the continual negotiation and renegotiation of secrets shows individuals and publics imagining the experiences labeled as secret because of the imagined power of a specific version of events. EMBEDDED CONTRASTS IN RACE, MUNICIPAL FRAGMENTATION, AND PLANNING: DIVERGENT OUTCOMES IN THE DETROIT AND GREATER TORONTO,HAMILTON REGIONS 1990,2000

ABSTRACT:,Since the early 1980s, scholars have debated whether or not the converging forces of globalization have disembedded city-regions from their national contexts. This study explored this question through a comparison of post-1990 growth trends in the Detroit and Greater Toronto Area,Hamilton regions (GTAH), two urban areas within the same natural region and closely linked by industrial production flows, yet politically situated within two separate Federalist states. Guided by Nested City Theory, it reveals how their dissimilar contexts for race, local autonomy, and multilocal planning have helped foster divergent spatial patterns in the two regions. In particular, provincial controls governing municipal fragmentation, Ontario's Planning Act, and subregional/microregional planning have been key embedded structures helping to limit population decline and disinvestment in GTAH core cities. In the process, this article shows how urban trajectories have remained nested within multilevel spatial and institutional configurations. Its findings also call for greater consideration of nested state/provincial factors in cross-national comparisons of cities within Federal states. Finally, its conclusion offers a starting point toward a more nuanced specific version of Nested Theory to be called the Contextualized Model of Urban,Regional Development. [source]


THE EFFECTS OF ITQ IMPLEMENTATION: A DYNAMIC APPROACH

ABSTRACT. This paper investigates the intertemporal effects of introducing Individual Transferable Quota, ITQ, fishery management programs on stock size, fleet size and composition, and returns to quota holders and to vessel operators. Theoretical analysis is conducted using a specific version of a general dynamic model of a regulated fishery. It is demonstrated that the effects will differ depending upon the prevailing regulation program, current stock size, and existing fleet size, composition and mobility and upon how the stock and fleet change over time after the switch to ITQs. The paper expands upon previous works by modeling the dynamics of change in fleet and stock size and by allowing for changes in the TAC as stock size changes, by comparing ITQs to different regulations, and by allowing the status quo before ITQ implementation to be something other than a bioeconomic equilibrium. Specific cases are analyzed using a simulation model. The analysis shows that the annual return per unit harvest to quota owners can increase or decrease over the transition period due to counteracting effects of changes in stock and fleet size. With ITQs denominated as a percentage of the TAC, the current annual value of a quota share depends upon the annual return per unit of harvest and the annual amount of harvest rights. Because the per unit value can increase or decrease over time, it is also possible that the total value can do the same. Distribution effects are also studied and it is shown that while the gains from quota share received are the present value of a potentially infinite stream of returns, potential losses are the present value of a finite stream, the length of which depends upon the remaining life of the vessel and the expected time it will continue to operate. Urban Capitalisms: European Models in Competition

This article takes as its starting point a central issue for the urban social sciences: comparison. Local government is a theme where much is singular, contingent and idiosyncratic, and international comparison reinforces this tendency towards diversity. Therefore, the capacity to generalize becomes a real issue. The central argument of this article is that, beyond any first-level complexity, the organization of the urban services sector in European countries basically follows three major ,models'. These simplified forms represent ways of combining public policy principles with a market economy. As such, they may be read as specific versions of urban capitalism. All three ,models' are European in origin, and nowadays find themselves in competition. In order to establish the features of these models , simplified forms of more complex phenomena , it is necessary to introduce a historical reading of overall choices of institutional and policy architecture. It is necessary to trace the importance of firms and to study the momentum of crisis and tension, as these give an internal view of phenomena that are generally regarded as natural. Ce texte part d'un problème central pour les sciences sociales urbaines, celui de la comparaison. L'objet urbain pousse à la singularité; les comparaisons internationales renforcent cette tendance; se pose donc un vrai problème de généralisation. La thèse soutenue est qu'au-delà de toute complexité de premier rang, constatée dans l'organisation de chaque service urbain dans les pays européens, ceux-ci au fond ressortent de trois grands modèles. Ces formes simplifiées, ou modèles, représentent autant de manières de combiner des principes d'action publique à une économie de marché; on peut les lire comme autant de versions du capitalisme urbain. En étant tous les trois représentés en Europe ces ,modèles' se trouvent aujourd'hui en compétition. Pour parvenir à dégager ces propriétés modéliques, formes simplifiées de phénomènes plus complexes, il convient d'introduire une lecture historique des grands choix en matières d'architectures institutionnelles et politiques. Il faut accorder de l'importance aux firmes et suivre les moments de mise en tension; ils permettent de saisir ce qui semble naturel dans le fonctionnement ordinaire. [source]
