"Offshoring": How big an issue?

Spurred by the political debate in the US and several high-profile corporate moves, "offshoring" has become a lively topic of discussion. This paper by Grant Colquhoun, Keith Edmonds and David Goodger tries to put recent developments in context and argues that "offshoring" should be seen as part of a long-standing and largely beneficial trend of international specialisation. In the short term at least, the transfer of service sector activities abroad is likely to involve relatively small numbers of jobs when compared to overall UK employment and labour market turnover. However, specific areas , such as call centres, back office functions and software programming , are expected to be increasingly affected, impacting upon regions of the UK with heavy exposure to those activities and giving rise to adjustment costs. In contrast, retailing, hotels and catering and personal services could well benefit from the move of low value-added jobs abroad. Overall, the impact of "offshoring" on the UK economy in terms of output and productivity should be positive. [source]


Calling capital: call centre strategies in New Brunswick and New Zealand

This article compares government promoted call centre initiatives in New Zealand and New Brunswick, Canada, thereby identifying differing policies and practices associated with ,globalization'. Both New Brunswick and New Zealand are small resource based economies in which policy makers aspire to attract foreign investment into call centres as a new means of economic growth and job creation. However there are significant differences between the two call centre strategies. In New Brunswick the provincial government plays a central role, most notably through the use of incentives to lure companies to the province but also through the coordination of education and training. In New Zealand an informal network made up of public and private sector actors drives the strategy, and the relevant government agency (Trade NZ) plays only a coordinating role. Despite these differences both call centre strategies aspire to link service sector activities into global flows and networks, and foster low wage and feminized forms of employment. [source]


Canadian economic geography at the millennium

Over the last quarter of a century the Canadian economy experienced a series of profound changes which have affected every level of society. They include new forms of flexible production, fundamental changes in regulation at all spatial scales, structural shifts away from manufacturing towards service sector activities, the rise of information technology (IT) and computerization at the workplace, the feminization of the labour market, and, what has become the leitmotif of the age, globalization. Such changes are intimately connected with geography. By that we mean not merely that they take on a geographical form, but that geography is pan of their very constitution. In this sense Canadian economic geographers are exactly in the right time and the right place to make use of their skills. Indeed, over the last five years there has been an explosion of literature by Canadian economic geographers on precisely these kinds of changes that are simultaneously both economic and geographical. In reviewing that literature the paper begins by situating Canada within its wider global setting, which we then follow by surveying the diverse writing around the three broad sectors that make-up the Canadian economy: the resource sector, the manufacturing sector, and the service sector. We conclude by highlighting two particular research themes within Canadian economic geography that have become especially germane over the late 1990s. The first is on new labour markets and forms of work both of which have been transformed during the last decade; and the second is on new forms of industrial innovation, which are clearly pivotal to the future well-being of the country for the next millennium. Au cours des vingt-cinq dernières années, l'économie canadienne a connu une série, de changements profonds qui ont affecté toutes les couches de la société. Ces changements comprennent les nouvelles formes de production flexible, les changements fondamentaux dans la réglementation à toutes les échelles spatiales, la mutation structurelle du secteur industriel au secteur tertiaire, la montée de la technologie de l'information (Tl) et l'informatisation sur le lieu de travail, la présence plus importante des femmes sur le marché du travail, et, ce qui est devenu le leitmotiv de notre époque, la mondialisation. De tels changements sont intimement liés à la geographie. Par la, nous ne disons pas simplement qu'ils prennent une forme géographique, mais que la géographie fait partie intégrante de leur constitution. Dans ce sens, les géographes-économistes canadiens arrivent, si l'on peut dire, au bon endroit au bon moment pour mettre leurs connaissances à profit. En effet, on assiste depuis les cinq dernières années à une recrudescence impressionnante des travaux de géographes-économistes canadiens portant, précisément, sur ces types de changements qui sont à la fois économiques et géographiques. En faisant le compte-rendu de cette littérature scientifique, cet article situe d'abord le Canada dans son contexte mondial plus large, passe ensuite en revue ce qui a étéécrit au sujet des trois grands secteurs qui forment l'économie canadienne: les secteurs primaire, secondaire et tertiaire. Nous concluons en mettant en relief deux thèmes de recherches de la géographie économique canadienne qui sont devenus particulièrement pertinents depuis la fin des années 1990. Le premier traite des nouveaux marchés du travail et des nouvelles formes de travail, qui ont tous deux subi des transformations au cours de la dernière décennie. ASSESSING THE PERFORMANCE OF THE PUBLIC SECTOR

ABSTRACT,:,One is used to hearing harsh statements about inefficient public services. It is not surprising to see public sector performance questioned. What is surprising is that what is meant by performance, and how it is measured, does not seem to matter much to either the critics or the advocates of the public sector. The purpose of this paper is to suggest a definition, and a way to measure the performance of the public sector or rather of its main components. Our approach is explicitly rooted in the principles of welfare and production economics. We will proceed in four stages. First of all we present what we call the ,performance approach' to the public sector. This concept rests on the principal-agent relation that links a principal, i.e., the State, and an agent, i.e., the person in charge of the public sector unit, and on the definition of performance as the extent to which the agent fulfils the objectives assigned by the principal. The performance is then measured by using the notion of productive efficiency and the ,best practice' frontier technique. In the second stage we move to the issue of measuring the performance of some canonical components of the public sector (education, health care and railways transport), assuming that there is no constraint as to data availability. The idea is to disentangle the usual confusion between conceptual and data problems. In the third stage, we move to real world data problems. The question is then given the available data, whether it makes sense to assess and measure the performance of such public sector activities. The final stage is devoted to explaining performance or rather lack thereof. This exercise has clear implications for public policy. Finally we argue that when the scope is not components but the entirety of the public sector, one should restrict the performance analysis to outcomes and not relate them to inputs. [source]


Oil and non-oil sectors in the Saudi Arabian economy

An empirical study of the sectoral diversification of the Saudi Arabian economy reveals that this economy is fast diversifying into non-oil sector activity. Such a transformation is carrying with it encouraging impacts on productivity growth, economic efficiency and social well-being. There is also found to occur all-round intersectoral linkages in the economy. These two patterns of economic change together define balanced and sustainable development for Saudi Arabia in the years ahead. The policy implications of non-oil sector diversification and intersectoral complementarity and their effects on realizing sustainable self-reliant development are important conclusions of this paper.
