The Tax Incidence of Lotteries: Evidence from Five States

The nature of revenue generation for state-sponsored lotteries has been an issue of public debate for quite some time. Although most studies have found lotteries to have a regressive tax incidence, several have concluded otherwise. Unfortunately, the vast majority of academic studies address this concern by examining the tax incidence of only one state's lottery and/or by using only one time period's data. In addition, many assessments of the tax impact of lotteries fail to consider other demographic variables that may influence purchase patterns and, thus, be of interest to policymakers. To remedy this, the current paper assesses the incidence of the lottery excise tax for five states using county level data spanning multiple years. Also assessed are changes in incidence across demographic groups as the lotteries matured. Lottery tax incidence is assessed with multiple regression estimates of the income elasticity of demand for lottery products. The predominant finding is that the lottery tax for these states had a regressive incidence. Otherwise, few consistencies in either change in lottery tax incidence or purchase patterns across demographic variables were found. [source]


Using Interorganizational Information Systems to Support Environmental Management Efforts at ASG

Summary We examine use of environmental information systems by ASG AB (hereafter ASG), an international logistics and transport firm headquartered in Stockholm, Sweden, as a case study to illustrate the role of information systems in life-cycle-oriented environmental management. This case provides an example of how a firm can use interorganizational information systems (IOISs) to move toward environmentally sustainable business practices. Through the use of IOISs, ASG has been able to improve its environmental performance and that of its suppliers. Further, this improved environmental performance has been a competitive advantage for ASG and enabled it to attract new business. As such, ASG's experiences illustrate how aggressive practices move environmental management beyond compliance and cost control, at which many firms have been successful, to revenue generation. The case also shows how environmentally sustainable business practices can be integrated into a firm's strategy. In addition to illustrating how ASG has used IOISs to improve environmental performance, we compare their use of environmental ISs with the expected evolution of environmental ISs presented in the Shaft and colleagues (1997) framework. Although some of ASG's experiences verify the expected progression of these types of systems, some developments are not as expected. These differences have implications for the framework. [source]


Revisiting privatization in the context of poverty alleviation: the case of Sudan

Privatization programmes in the developing world have often been assessed on the grounds of efficiency. In recent years a more critical literature with a focus on the distributional and poverty impact of privatization has emerged. This article contributes to that literature in two ways. First, it presents a broad framework of empirical analysis of the relationship between privatization and poverty. Second, it applies this framework to the case of Sudan in as much as the existing data and information permit. The results do not lend much support for the arguments that privatization contributes to the efforts of poverty alleviation through various channels such as efficiency, employment creation and revenue generation for government. The Marketization of the Nonprofit Sector: Civil Society at Risk?

The public sector has increasingly adopted the methods and values of the market to guide policy creation and management. Several public administration scholars in the United States have pointed out the problems with this, especially in relation to the impact on democracy and citizenship. Similarly, nonprofit organizations are adopting the approaches and values of the private market, which may harm democracy and citizenship because of its impact on nonprofit organizations' ability to create and maintain a strong civil society. This article reviews the major marketization trends occurring within the nonprofit sector,commercial revenue generation, contract competition, the influence of new and emerging donors, and social entrepreneurship,and surveys research on their potential impact on nonprofit organizations' contributions to civil society. The article ends with a discussion of the significance of marketization in the nonprofit sector for public administration scholars and public managers. [source]


Chimpanzee responses to researchers in a disturbed forest,farm mosaic at Bulindi, western Uganda

Abstract We describe the behavior of a previously unstudied community of wild chimpanzees during opportunistic encounters with researchers in an unprotected forest,farm mosaic at Bulindi, Uganda. Data were collected during 115 encounters between May 2006 and January 2008. Individual responses were recorded during the first minute of visual contact. The most common responses were "ignore" for arboreal chimpanzees and "monitor" for terrestrial individuals. Chimpanzees rarely responded with "flight". Adult males were seen disproportionately often relative to adult females, and accounted for 90% of individual responses recorded for terrestrial animals. Entire encounters were also categorized based on the predominant response of the chimpanzee party to researcher proximity. The most frequent encounter type was "ignore" (36%), followed by "monitor" (21%), "intimidation" (18%) and "stealthy retreat" (18%). "Intimidation" encounters occurred when chimpanzees were contacted in dense forest where visibility was low, provoking intense alarm and agitation. Adult males occasionally acted together to repel researchers through aggressive mobbing and pursuit. Chimpanzee behavior during encounters reflects the familiar yet frequently agonistic relationship between apes and local people at Bulindi. The chimpanzees are not hunted but experience high levels of harassment from villagers. Human-directed aggression by chimpanzees may represent a strategy to accommodate regular disruptions to foraging effort arising from competitive encounters with people both in and outside forest. Average encounter duration and proportion of encounters categorized as "ignore" increased over time, whereas "intimidation" encounters decreased, indicating some habituation occurred during the study. Ecotourism aimed at promoting tolerance of wildlife through local revenue generation is one possible strategy for conserving great apes on public or private land. However, the data imply that habituating chimpanzees for viewing-based ecotourism in heavily human-dominated landscapes, such as Bulindi, is ill-advised since a loss of fear of humans could lead to increased negative interactions with local people. Web communication services and the PacketIN® application hosting environment

Large telecommunication customers are migrating their network infrastructure to support new converged services, while containing their operating costs. Deploying converged services on the networks today represents great opportunities to network service providers for new revenue generation. It brings big challenges as well, due to the requirements for a service platform with high capability to deal with the complexity of the network infrastructure, the difficulty of interoperability between different service platforms, and the diversity of signaling protocols and application programming interfaces (APIs). The Lucent PacketIN® application hosting environment (AHE) provides a solution that empowers network service providers to deliver a wide variety of enhanced services over the converged (packet and circuit, wireline and wireless) networks. It enables the creation and deployment of enhanced services on converged networks via the open service platform with interoperability, programmability, scalability, and wide protocol compliance. In particular, a new class of services is presented to demonstrate the transformation of telecommunication services that is enabled through Web presence. This article gives an overview of the PacketIN AHE with the focus on the customer values, the architecture, and enabling capability to deploy advanced applications and services. A new service portal, enterprise communication, is presented as an example of the innovation and implementation enabled by the service enabling environment. The enterprise communication provides Web access to presence information, instant messaging, third-party call management, and location. This convergence of features is enabled by the PacketIN AHE integration of the public switched telephone network (PSTN), session initiation protocol (SIP), and H.323 protocols through standard open APIs. The voice communication protocols are combined with a Web access interface to establish a new Internet presence, while leveraging existing switching products and reusing deployed communication networks and services. © 2002 Lucent Technologies Inc.
