Extent of Nontimber Resource Extraction in Tropical Forests: Accessibility to Game Vertebrates by Hunters in the Amazon Basin

We conducted a basin-wide geographic information system analysis of the nonmotorized accessibility of Amazonian NTFP extraction and estimated the proportion of the Amazon drainage basin within Brazil ( 3.74 million km 2 ) that can be accessed on foot from the nearest navigable river or functional road. We use a long-term series of standardized line-transect vertebrate censuses conducted throughout the region to illustrate the effects of physical accessibility on wildlife densities in terms of hunting pressure as a function of distance from the nearest point of access. Population abundance in large-bodied, prime-target species preferred by game hunters tended to increase at greater distances from the access matrix, whereas small-bodied species ignored by hunters usually showed the reverse trend. In addition, we estimated the proportion of presumably inviolate core areas within nature, extractive, and indigenous reserves of Brazilian Amazonia that are prohibitively remote and unlikely to be overhunted; for instance, only 1.16% of the basin-wide area is strictly protected on paper and is reasonably safe from extractive activities targeted to game vertebrates and other valuable NTFPs. Finally, we discuss the concept of truly undisturbed wildlands in the last major tropical forest regions by distinguishing potentially overharvested areas from those that remain largely or entirely pristine and that maintain viable populations of a full complement of harvest-sensitive species. Resumen: Las actividades de extracción enfocadas en un amplio rango de productos forestales no maderables ( NTFPs ) son omnipresentes en los bosques tropicales. Sin embargo, la extensión de bosques estructuralmente intactos en una determinada región afectada por esta forma de perturbación críptica ha sido escasamente documentada. Realizamos un análisis GIS del acceso no motorizado para la extracción NTFP en el Amazonas y estimamos la proporción de la desembocadura de la cuenca amazónica ( ,3.74 millones de km2 ) a la cual se puede acceder a pie a partir del río navegable o la carretera funcional más cercana. Utilizamos series de censos de vertebrados a largo plazo empleando transectos en línea estandarizados a lo largo de la región para ejemplificar los efectos del acceso físico sobre las densidades de vida silvestre en términos de presión de caza como función de la distancia al punto de acceso más cercano. La abundancia poblacional de especies de cuerpo grande que son blancos preferidos por los cazadores tendió a crecer a mayores distancias de la matriz de acceso, mientras que las especies de cuerpo pequeño ignoradas por los cazadores generalmente muestran la tendencia inversa. Además, estimamos la proporción de áreas medulares presuntamente inviolables dentro de las reservas naturales, extractivas e indígenas del Amazonas brasileño que son prohibitivamente remotas y poco probables de ser sobreexplotadas: por ejemplo, solo el 1.16% del área de la cuenca estrictamente proyectada en papel está razonablemente a salvo de las actividades extractivas de los vertebrados de caza y otras NTFPs valiosas. Why We Need Megareserves in Amazonia

I consider several large-scale issues in biodiversity conservation planning (e.g., resource extraction, large areas needed for top predators, species migration, fire, and carbon sequestration) in light of our severely deficient understanding of basinwide patterns of species distribution and little-known Amazonian biota. The long-term persistence of this biota is best served by strictly protected and sustainable development forest reserves that are both embedded in a benign forest matrix and sufficiently large to support a full complement of species and landscape-scale ecological processes. Given rapidly accelerating trends in agricultural frontier expansion into previously unclaimed public lands, protection and controlled development of forests is urgent. Resumen:,La Amazonía brasileña enfrenta una de las mayores amenazas y oportunidades para la conservación de la biodiversidad tropical de nuestros tiempos. Considero varios aspectos de planificación de conservación de biodiversidad a gran escala (e. g. extracción de recursos, áreas extensas para depredadores mayores, migración de especies, fuego y secuestro de carbono) a la luz de nuestro entendimiento severamente deficiente de patrones de distribución de especies a nivel cuenca y de la poco conocida biota Amazónica. La persistencia a largo plazo de esta biota es favorecida por la protección estricta y por reservas forestales de desarrollo sustentable que estén embebidas en una matriz forestal benigna y que sean suficientemente extensas para sostener a un complemento completo de especies y procesos ecológicos a nivel paisaje. Hydrology and water quality in two mountain basins of the northeastern US: assessing baseline conditions and effects of ski area development,,

Abstract Mountain regions throughout the world face intense development pressures associated with recreational and tourism uses. Despite these pressures, much of the research on bio-geophysical impacts of humans in mountain regions has focused on the effects of natural resource extraction. This paper describes findings from the first 3 years of a study examining high elevation watershed processes in a region undergoing alpine resort development. Our study is designed as a paired-watershed experiment. The Ranch Brook watershed (9·6 km2) is a relatively pristine, forested watershed and serves as the undeveloped ,control' basin. West Branch (11·7 km2) encompasses an existing alpine ski resort, with approximately 17% of the basin occupied by ski trails and impervious surfaces, and an additional 7% slated for clearing and development. Here, we report results for water years 2001,2003 of streamflow and water quality dynamics for these watersheds. Precipitation increases significantly with elevation in the watersheds, and winter precipitation represents 36,46% of annual precipitation. Artificial snowmaking from water within West Branch watershed currently augments annual precipitation by only 3,4%. Water yield in the developed basin exceeded that in the control by 18,36%. Suspended sediment yield was more than two and a half times greater and fluxes of all major solutes were higher in the developed basin. Our study is the first to document the effects of existing ski area development on hydrology and water quality in the northeastern US and will serve as an important baseline for evaluating the effects of planned resort expansion activities in this area. Conservation implications of rainforest use patterns: mature forests provide more resources but secondary forests supply more medicine

Summary 1.,Tropical rainforests are a global conservation priority. Robust arguments supporting rainforest conservation can attract funding and shape land-use management. However, some popular assertions regarding the value of tropical forests remain largely untested. 2.,This study tests the validity of two arguments in support of mature tropical rainforest conservation: first, that these forests should be conserved based on their value as potential sources of medicine. This argument requires mature forests to be better sources of medicine than alternative land-use types, including secondary forests. Second, secondary forest use may help conserve mature forests by providing sufficient resources to buffer against resource extraction in mature forests. 3.,The research was conducted in three communities in the Cordillera Azul, Peru, where 369 individuals from 66 households were surveyed. Participants recorded all flora and fauna collected in mature (>20 years) and secondary forests over 180 days in six use categories (food, medicine, wood, weavings, adornments and ,other'). Ecological knowledge of secondary and mature forest species was assessed for male and female household heads. 4.,Households used 346 folk species (as defined by local classification systems) from 3668 collection events. Individuals had better knowledge of secondary forest species, but more access to mature forests. Participants collected significantly more medicines from secondary than from mature forests. In other major use categories (food, wood, weaving, adornment), secondary forests provided fewer resources than mature forests. Participants collected a different set of species from secondary and mature forests, with only 130 folk species (38%) collected in both secondary and mature forests. 5.,Synthesis and applications. The arguments to protect mature rainforests as sources of new drugs may be overstated, because secondary forests can provide more medicinal plant resources than mature forests, and landscapes that incorporate forests of different ages can maximize availability of medicinal plant species. Conservation efforts must take a landscape level approach given the spread of resource use across different forest types. Because of the heterogeneity of resource availability and use among community members, and the dynamic nature of resource use on forest frontiers, conservation should embrace participatory adaptive management approaches that incorporate a variety of resource users. Plant harvest impacts and sustainability in Bwindi Impenetrable National Park, S.W. Uganda

Abstract Sustainable utilization of forest resources has been widely adopted as a conservation strategy, but that sustainability has rarely been empirically tested. Plant resource extraction from Bwindi Impenetrable National Park (BINP) by local communities has been legalized and controlled in areas called multiple use zones (MUZs). Through a series of systematic transects and plots, we determined harvest impacts of two mostly harvested medicinal plants of Rytigynia kigeziensis VERDC.l and Ocotea usambarensis Engl in BINP. The plots were placed in MUZs and non-MUZs. Data on biomass production and population dynamics were collected from the plots. We also analysed forest society records for the past 3 years to determine annual plant resource offtakes from BINP. Bark production of the two plants in MUZs and non-MUZs are not significantly different, suggesting an insignificant change in bark production because of bark harvest. Annual bark harvests of the two plants are between 0.26,1.64% of available bark stock. These are too low to cause any noticeable negative impacts and are sustainable. Annual bark harvest of R. kigeziensis and O. usambarensis should be increased from the original 1% to about 3% of available bark stock to allow more involvement of the marginalized poor people like Batwa in BINP. Résumé L'usage viable des ressources forestières a été largement adopté comme stratégie de conservation, mais cette viabilité n'a que rarement été enquêté empiriquement. L'extraction de ressources végétales du Parc National Impénétrable de Bwindi (BINP) par les communautés locales a été légalisée et contrôlée dans des zones appelées ,les zones d'usage multiple' (les MUZ). A travers une série de transectes et placettes systématiques, nous avons déterminé l'impact de la récolte de deux plantes médicinale Rytigynia kigeziensis VERDC.l et Ocotea usambarensis Engl dans le BINP. Les placettes furent situées dans des MUZ ainsi que dans les nons-MUZ. Les données sur la production de biomasse et les dynamiques de la population furent ramassées des placettes. Nous avons analyséaussi les archives de la Société Forestière sur les trois dernières années afin de déterminer le niveau d'enlèvement des ressources végétales dans le BINP. La production d'écorce des deux plantes ne variait pas significativement dans des zones MUZ par rapport aux non-MUZ, ce qui suggère que la rècolte de l'écorce n,agit pratiquement pas sur la production de l'écorce. La rècolte annuelle des plantes représente de 0.26 à 1.64% des réserves d'écorce disponibles. Ces chiffres sont trop petits pour provoquer des dègâts perceptibles et sont viables. La récolte annuelle de R. kigeziensis et O. usambarensis devrait être augmentée à 3% des réserves d'écorce (de 1% actuellement) afin de permettre aux gens marginalisès et pauvres dans le BINP, tel Batwa, d'avoir une plus grande participation. Scientific exploration of near-Earth objects via the Orion Crew Exploration Vehicle

The ideal mission profile would involve two or three astronauts on a 90 to 180 day flight, which would include a 7 to 14 day stay for proximity operations at the target NEO. This mission would be the first human expedition to an interplanetary body beyond the Earth-Moon system and would prove useful for testing technologies required for human missions to Mars and other solar system destinations. Piloted missions to NEOs using the CEV would undoubtedly provide a great deal of technical and engineering data on spacecraft operations for future human space exploration while conducting in-depth scientific investigations of these primitive objects. The main scientific advantage of sending piloted missions to NEOs would be the flexibility of the crew to perform tasks and to adapt to situations in real time. A crewed vehicle would be able to test several different sample collection techniques and target specific areas of interest via extra-vehicular activities (EVAs) more efficiently than robotic spacecraft. Such capabilities greatly enhance the scientific return from these missions to NEOs, destinations vital to understanding the evolution and thermal histories of primitive bodies during the formation of the early solar system. Data collected from these missions would help constrain the suite of materials possibly delivered to the early Earth, and would identify potential source regions from which NEOs originate. In addition, the resulting scientific investigations would refine designs for future extraterrestrial resource extraction and utilization, and assist in the development of hazard mitigation techniques for planetary defense. Documenting Accountability: Environmental Impact Assessment in a Peruvian Mining Project

Over the past two decades, practices of accountability have acquired a new presence in neoliberal governance and resource extraction in Peru. In the context of mining activity, accountability generally refers to public mechanisms of evaluation and record-keeping through which citizens can make corporations and governments answerable to them. However, I argue that these practices often prioritize mining interests by enabling corporations to define and ultimately enforce standards of performance. This article focuses on a key process in the making of social and environmental accountability in mining projects: Environmental Impact Assessment (EIA). I show that the form of the documents produced for the EIA (i.e., their required components, as established in legal frameworks) and the process of making them public (participatory meetings and public forums) can take precedence over their content. I examine two aspects of the EIA that make this possible. First, the risks that are identified in the EIA are those that a company deems to be technically manageable based on the solutions and interventions that it has to offer. Second, the participatory process of the EIA creates collaborative relationships among state agents, corporations, NGOs, and communities that strengthen the EIA's claims of accountability while circumscribing the spaces for opposition to a proposed project. Democratisation and corruption in Mongolia

Abstract More democratic and open systems of government are generally assumed to contain corruption. Subsequent to the end of the communist system in 1990, Mongolia has established a democratic regime, and has been assessed as being relatively well governed. However, more recently, corruption has been worsening, despite the continuation of a democratic regime. This article inquires into the drivers of corruption and into the reasons for why accountability has not been more effective despite a democratic form of government. The availability of three major forms of rents,foreign aid, privatisation and natural resource extraction,is discussed as important drivers. The recent mining boom appears to have reinforced weaknesses in Mongolia's system of accountability. Underlying weaknesses include certain communist legacies, especially of intransparent government and of a ,dependent' judicial system, and substantially increased inequality as a result of transition. Documenting discontent: Struggles for recognition in the Purari Delta of Papua New Guinea

Within the context of the Purari Delta's transforming materialities of resource extraction, and the legacy of the Tom Kabu iconoclastic modernist movement (1946,69), I examine the processes of materialisation bound up with two related but different things: heirlooms (eve uku) and documents (Incorporated Land Group (ILG) forms). Eve uku (,hand head') lie within a continuum of things (names, relations, totemic ancestral spirit-beings and sites in the environment) through which ancestral actions are shown to have happened, and descent groups' identities manifest. However, given the ambiguous status of the traditional past among the I'ai, the power of these forms is circumscribed to the village thus making them ineffectual tokens in the bid to secure royalties from resource extraction. Instead, highly coveted documents known as ILG certificates have emerged as efficacious things by which royalties can be secured. Examining these certificates as objects, I investigate how these documents help materialise anew descent groups, communities' relations to their environment and thus their aspirations for development with its attending materialities. The problem for the I'ai, however, remains how to obtain these documents and, as with eve uku, how to control them. [source]

This paper studies optimal climate policy in the presence of oil rents. Several authors have found that, according to Hotelling's rule, in the long run, the optimal ad valorem tax must decrease. However, if the pollution is a stock and if environmental concerns impose stopping the resource extraction before its exhaustion, we show that an ad valorem tax defined over the rent cannot decentralize the optimum. In this case, an increasing per-unit tax can decentralize the optimum. Such a tax implies the disappearance of the Hotelling rent. Thus, the extraction problem reduces to a pollution-control problem. Reconstructing the history of human impacts on coastal biodiversity in Chile: constraints and opportunities

Abstract 1.Although Chile is at the forefront in evaluating experimentally the importance of human harvesting impacts on coastal biodiversity, there are no evaluations of such impacts on a long-term historical basis (tens to thousands of years). Different types of archival information (i.e. contemporaneous, archaeological, and palaeontological) were used to carry out a research programme based on the historical assessment of the impacts and intensity of resource extraction on coastal biodiversity along the Chilean coast. 2.In addition to recent scientific literature, different sources of contemporaneous information (e.g. museum collections, old reports and accounts) can reveal the human impacts observed in the more recent past. Furthermore, the large number of prehistoric shell middens along the entire Chilean coast offer access to ,11 000 years of history along the entire coast, although the faunal composition, structure, and dynamics of most of them remain largely unstudied. 3.Finally, the rich and widespread fossil record of some marine groups provides the opportunity to reconstruct the structure and dynamics of benthic communities during different phases of human influence (e.g. pre-human, prehistoric harvesting, and modern harvesting). 4.Preliminary comparisons of fossil versus modern bivalve assemblages suggest marked changes in the species composition. Human impacts seem very recent and shifts in the structure of benthic assemblages may have occurred only a few centuries/decades ago. 5.In contrast, prehistoric harvesting, although intense, was apparently not enough to cause a profound impact on coastal ecosystems. THE MOMENTOUS GOLD RUSHES

Australia; demography; gold rushes; New Zealand; resource extraction Gold discoveries in Australia in 1851 and New Zealand in 1861 galvanised the economic development of Australasia and had spillover effects in Britain, in ship technology, and even in the trans-Atlantic trade. The gold rushes quickly transformed economic, social, and political life. Moving around the continent in an anti-clockwise direction, they were to help found the northern port cities that grew to service the gold seekers. While the major strike in Western Australia in the 1890s out-produced the earlier period, Australia saw a third gold peak in the 1990s. The article surveys the contribution of the rushes to the development of Australasia. [source]


Wetlands, livelihoods and sustainability in Tanzania

Abstract Wetlands in Tanzania are among the world's most biologically productive ecosystems and are rich in species diversity. Wetlands support family livelihoods through crop production, grazing pastures and direct resource extractions. Ecologically, wetlands are instrumental in water storage, filtration, flood control and toxic retention and are also important habitat for biodiversity both flora and fauna. The last 30 years have witnessed rapid degradation of wetlands which threatens livelihoods; disturbs ecological settings and leads into unsustainable development. In this study, an attempt has been made to describe the livelihoods and sustainability issues of the Bahi Wetlands in Central Tanzania. This is a semi-arid area and therefore the wetland plays a key role socio-economically and environmentally. Data were collected from 200 households in Ngaiti and Kitalalo villages using structured and semi-structured questionnaires. There were also focused groups interviews, key informants and Participatory Rural Appraisal methods. Findings show Bahi Wetlands to play a significant role in livelihoods, cultural and ecological functions. However, the sustainability of the wetlands is threatened by over-cultivation, overgrazing and over-extraction of natural resources directly. Livelihood diversifications through credit provision, improved extension services and strengthened local institutions, are recommended. Wetlands policy and laws should be developed and enforced.
