An Evaluation of the Compensation Required by European Union Cereal Growers to Accept the Removal of Price Support

Motivated by the policy trend of exposing European Union farmers to more market risk by reducing price support, this paper evaluates the compensation required by EU cereal growers to accept the complete removal of price support. Additional considerations are whether this policy change also includes the removal of set-aside, or features only a partial removal of price support. A model is developed which captures the main on- and off-farm factors influencing grower perceptions of the impact of this policy change. This model is subjected to a numerical analysis which shows that divergent assessments of the expected profitability of releasing to production land previously set-aside mean growers are unlikely to agree whether compensation is even required. It is concluded that the retention of set-aside for environmental purposes is likely to mean growers are more united in their perception of the need for, and amount of, compensation to accept the removal of price support. Summary EU Enlargement to Turkey? The Challenges Ahead for Agriculture and Rural Areas In December 2004 the European Council agreed that accession negotiations with Turkey could begin in October 2005. Although the Copenhagen political criteria have been decisive so far, the criteria relating to the functioning of markets and ability to implement EU legislation will weigh heavily in the negotiations. Despite recent policy reforms, Turkey's agriculture still enjoys levels of protection similar or higher than those of the EU, but its gross value added per worker is relatively very low. One third of Turkey's employment is in agriculture, where most farms are small. The animal health situation is far below the standard achieved in the EU. Food supply chains are fragmented and inefficient. To survive and compete within the single market of the EU, the agricultural and food sectors must undergo deep structural change, which will have far-reaching economic and social repercussions. Projections according to current policy trends show that Turkey could take over one-third of the total cohesion budget allocation. However, the scalingdown or delaying of budget transfers would be short-sighted. If the EU accepts Turkey as a member, it would be in the interest of the EU as a whole that Turkey's economy - and especially its backward rural economy - should embark on a sustainable growth path as soon as possible. Ceci dit, une decision de diminuer ou de dfikrer les transferts budgetaires serait faire preuve d'un manque de prevoyance. Community psychology, millennium volunteers and UK higher education: a disruptive triptych?,

Abstract In this paper I critically explore the ideological underpinnings of pedagogical and political practices in UK Higher Education (HE). I first map out the political and pedagogical features of community psychology and then describe the Millennium Volunteers project at the University of Northumbria,a scheme that integrates voluntary placements into undergraduate degree programmes, reflecting on the political and pedagogical premises upon which it is based. I consider the political context and recent social policy trends in UK HE. Through exploring the ideological underbellies of community psychology and Millennium Volunteers I describe the tensions created once both are situated within a HE student's learning and a lecturer's teaching portfolio. I reflect on how each appears to share similar wish lists but conclude that a surface comparison of the pedagogical practices of each can leave unrecognized serious ideological, ethical and political differences that can cause disruption at the interfaces of staff, students and HE institutions. I recommend making the political and ideological assumptions behind pedagogical practices and education policy initiatives more transparent to both students and lecturers alike and outline the reasons for doing so. I conclude by reflecting on implications for the widening access agenda in the present political climate from the standpoint of a community psychologist. Copyright © 2002 John Wiley & Sons, Ltd. EU sustainable development indicators: An overview

Abstract The European Union's commitment to sustainable development at the 1992 Earth Summit resulted in an EU-wide sustainable development strategy, adopted in Gothenburg in 2001. This article presents an overview of the set of sustainable development indicators (SDIs) recently adopted by the European Commission to monitor, assess and revise the strategy. It provides a critical assessment of the current status of the indicator set, and reviews the main policy trends in the areas of the strategy through a brief analysis of headline indicators, placing energy and climate change issues in a broader perspective. Finally, the article compares the energy SDIs to the recent inter-agency energy indicators for sustainable development (EISD), underlining their similarities as well as their different priorities and objectives. The article concludes that further research is needed to improve the SDI set and further explore the linkages between themes. [source]
